The rapidly changing security environment has challenged the importance of all international organisations, without any of them facing a comparable need to reform as the OSCE. But being already reshaped successfully once, it has a good chance for adopting to new realities without losing long established strengths. The most important new task certainly is the fight against terrorism, in which meeting the immediate threat as well as fighting the causes should go hand in hand; namely efforts to create a more stable and predictable environment for those societies faced with the dark side of globalization, where western values have brought little good until now. With regards to conflict prevention the question of "smaller but highly competent field presence[s]" fitting todays needs better than the usually large OSCE field missions is posed. Inter alia high priority should be given to measures preventing access to weapons of mass destruction, protecting critical infrastructure and harmonizing border regimes. (Pll-IFSH)
