Consultative AssemblyThe first part of the sixth ordinary session of the Consultative Assembly of the Council of Europe was held in Strasbourg from May 20 through 29, 1954; the second part of the session met from September 13 through 24, 1954. The third part of the session was scheduled to open on December 8, 1954. Mr. Guy Mollet (France, Socialist) was elected President of the session.

The Ambassadors to the United Kingdom of Belgium, Denmark, France, Italy, the Netherlands, Norway and Sweden, the High Commissioner for Eire, and the Minister of Luxembourg began a conference in London on March 28, 1949, under the chairmanship of Sir Gladwyn Jebb, British representative on the permanent commission of the Consultative Council of Western Powers, to examine draft proposals for a Council of Europe.

This paper suggests a theoretical and methodological heuristics for the analysis of the specific situation of asylum seekers in Europe with the focus on reception centers in Germany. It should be shown that the situation of asylum seekers in Europe can be conceived as a result from translation relations between global and local political and juridical targets of the European refugee regime, the organization reception centers and formations of groups between the asylum seekers.

AbstractThe European Union is best understood as a liberal power – as an actor that is composed of liberal democracies whose interests, identities and institutions motivate and constrain its policy. The conceptualization of the EU as a liberal power helps to overcome three shortcomings of alternative notions such as civilian power or Normative Power Europe: First, norms are not only understood as driving forces but also as constraints on foreign policy; second, liberal power Europe emphasizes the contested nature of norms and conflicts between norms and thus draws attention to the politics of EU external relations; third, it encourages an engagement with the vast literature on the distinctive policies of liberal democracies in international relations and foreign policy analysis. The EU's crisis management serves to illustrate the value‐added of the liberal power Europe concept.

In 2012, closer defence cooperation remained at the top of the agenda within both NATO and the EU. Budget pressures continued to drive defence-policy decisions in member-state capitals, and leaders began to ask how armed forces that have grown used to operating together will maintain interoperability in the future. This is particularly pressing given the possibility that the operational tempo will decrease after the combat element of the NATO-led ISAF mission in Afghanistan, by far the largest commitment for most European nations, ends in 2014. NATOs new Strategic Concept was adopted at the Lisbon Summit meeting in 2010. The document provides overall political guidance to the Alliance and expresses the organizations purpose and core functions in the context of the international security environment, as well as providing guidelines for NATOs development. NATO has expanded to 28 member states and has taken on new operational challenges beyond its borders, including Afghanistan. Security challenges have become more diffuse, transnational and complex since the last strategic concept was written in 1999, while both the Alliance and the international environment have changed considerably.
