While almost half of the employees in the Austrian Tourism and Leisure Time Management sector are non-Austrian citizens, many firm owners in this branch still report difficulties in finding new personnel. Consequently, the skills shortage is a widely debated topic in politics as well as in academic research. However, literature indicates that the Austrian Tourism and Leisure Time Management branch is not as heavily affected as other business sectors in Austria. Further, academic literature frequently highlights the importance of human capital as a source of sustained competitive advantage in service-oriented branches, such as tourism and leisure time management. Yet, working conditions in this sector are often described as poor and unpleasant. This Master Thesis extensively discusses these contradictions and answers why Austrian SMEs in this sector may still have recruiting issues, despite using a significant proportion of external labor sources. In order to explain this phenomenon, the sectors labor market particularities and the concepts of seasonality, mobility, and diversity in the workforce need to be thoroughly analyzed. This analysis indicates that labor market conditions are very dynamic and that employment relationships are often temporal and standardized. Thus, this Master Thesis questions if human capital in this sector in general fits into Barneys (1995) VRIO-framework. On the basis of an extensive literature review on HRM in the field of tourism and leisure time management, this Master Thesis cannot give a universal prescription of how Austrian SMEs can utilize their human capital as sources of sustained competitive advantage, as HRM needs to be considered as a contextual concept. However, this Master Thesis offers a comprehensive inventory of academic literature, which can be used for further research in this field.
