Die OSZE geriet im Vorfeld der sog. März Revolution 2005 in Kirgisistan aufgrund ihrer Zusammenarbeit mit der Regierung Akajew in eine schwierige Situation gegenüber der Zivilgesellschaft und den zahlreichen NGOs des Landes, aus denen heraus sich die politische Fundamentalopposition gegen das herrschende Regime Akajew bildete. Besonders das von der OSZE betriebene Polizeiunterstützungsprogramm hatte zunächst zu Besorgnissen (einschließlich einer Demonstration vor der OSZE-Mission) geführt, es könnte zur Niederschlagung von Massenprotesten genutzt werden. Stattdessen trug die deutliche öffentliche Kritik der OSZE-Wahlbeobachtung (BDIMR) an fehlenden demokratischen Standards der Parlamentswahlen im Februar und März 2005 schließlich zur Mobilisierung der Opposition und zum unerwartet schnellen weitgehend unblutigen Umsturz im Land bei. Die Haltung der kirgisischen Öffentlichkeit zum OSZE-Polizeiprojekt hat sich seither deutlich zum Positiven gewandelt. (IFSH-Pll)
