There has been a considerable effort at formulating general theories & models which can provide guidelines for the understanding of the emergence of new states. Questions concern the relevance of prevailing conceptual frameworks for an explanation of variations in the behavior of soc & pol'al phenomena, the empirical validity of these frameworks in diff historical settings, the methodological assumptions underlying the whole effort at general theory, & basic issues of teleology & directionality, determinacy & choice. A Meeting of Experts on Problems of State Formation & Nation-Building org'ed by UNESCO at Cerisy-la-Salle (France) in Aug 1970 is described. Its purpose was to expose existing theories & models of state & nation-building to the concrete & diverse experience of a variety of countries & regions, & examine the empirical validity of these theories. Alternative theoretical models are then examined & discussed, including the soc mobilization theory, & the center-periphery model of pol'al development. Discussions at the meeting were marked by a debate arising out of the wide variations In state & nation-building experiences with which diff participants were familiar: (a) the relevance of general theories based largely on European & North Amer experience for understanding the course of pol'al development In the new nations, (b) the theoretical assumptions underlying the recent interest in deductive model-building as an aid to comparative theory that sought to encompass a wide variety of pol'al entities, & (c) the application of methodological assumptions underlying theories of pol'al development & modernization to a study of concrete historical phenomena such as State formation & nation-building. Methodological issues mainly concerned a confrontation between the proponents of abstract conceptual models & analytical categories & those whose analyses & critiques were derived from specific empirical observations. In conclusion, it is stressed that all the criticisms raised were raised in the context of a controversy on the relevance of theoretical concepts & vantage points drawn from the European historical experience to a meaningful explanation of historical phenomena found now & in the future in a major part of the late 20th cent world. Detecting the gap in the existing literature of Franjo Tuđman's political thought, this article comprehensively analyzes Tuđman's nationalist ideology prior to the 1990s. Using a morphological approach to ideology, the article presents three main clusters of concepts regarding Tuđman's ideology: the narrative on the nature of humankind as teleological struggle to achieve independent national states; the narrative of supranational ideologies – such as liberalism and communism – acting as a pure geopolitical means used by the great nations to subjugate small ones; and finally the narrative of the Croatian thousand-year long struggle to achieve an independent national state. Moreover, the article exposes how Tuđman already by the 1970s created the idea of an all-embracing national movement grounded in the synthesis of abovementioned teleological concept on Croatian history, which would eventually bring about a national reconciliation of Ustaša and the Croatian partisans in a final struggle for the independent state.

Dieses Buch verfolgt zwei Ziele: Zunächst wird der theoretische Rahmen des Konzepts "Nation-Building" mit seinen Annahmen und den ihm inhärenten Schwierigkeiten analysiert. Darauffolgend wird seine praktische Umsetzung am Beispiel des Iraks untersucht. Durch die Auseinandersetzung mit diesen zwei Aspekten möchte der Autor einerseits zur Konzeptualisierung und Systematisierung des "Nation-Building" einen Beitrag leisten, andererseits wird durch die Erörterung der auftauchenden Probleme ein normatives Raster entwickelt, das einem erfolgreichen und damit entwicklungspolitisch effektiven "Nation-Building" dienen soll
