This article argues that theory holds its ground when it confronts itself with the empirics of its claims and this confrontation is geared to the project of increasing analytical specificity. This means (1) shedding as much light as possible on the very process whereby a type of outcome gets generated or takes shape and (2) identifying the factors that condition the likelihood of this process. From this perspective, sound theorizing is predicated on both empirical grounding and analytical specificity. Combined together, these two requirements constitute the epistemic matrix of claims and concepts geared to cumulative knowledge.

Authority and influence are negotiated through the interactions taking place in the sociotechnical architectures of social media. Established elites transfer their institutional power to social media. But they operate alongside emergent, networked-sourced nodes of influence as ad hoc publics elevate certain actors on specific issues at specific times, within specific contexts and domains. A greater understanding of what forms of power play out on social media is essential to illuminating processes of networked gatekeeping, networked framing, and networked sourcing.

The multi-stakeholder model of global Internet governance has emerged as the dominant approach to navigating the complex set of interests, agendas and implications of our increasing dependence on this technology. Protecting this model of global governance in this context has been referred to by the US and EU as 'essential' to the future of the Internet. Bringing together actors from the private sector, the public sector and also civil society, multi-stakeholder Internet governance is not only regarded by many as the best way to organise around this particular issue, it is also held up as a potential template for the management of other 'post-state' issues. However, as a consequence of its normative aspirations to representation and power sharing, the multi-stakeholder approach to global Internet governance has received little critical attention. This paper examines the issues of legitimacy and accountability with regard to the 'rule-makers' and 'rule-takers' in this model and finds that it can also function as a mechanism for the reinforcement of existing power dynamics.

Zwar hat Rußland in den letzten Jahren versucht, die KSZE/OSZE zur zentralen Institution einer neuen europäischen Sicherheitsstruktur aufzuwerten und sich auf diese Weise den eigenen Großmachtstatus und eine führende Rolle in der europäischen Sicherheitsordnung zu sichern, doch beschränkten sich diese Pläne weitgehend auf ein rhetorisches Engagement. Aktionen seitens der KSZE/OSZE im Hinblick auf den Schutz von Minderheiten, die Lösung von Territoralkonflikten u.ä. auf dem Territorium der früheren UdSSR wurden fast ausschließlich vom Westen initiiert. Wenngleich die Zustimmung Rußlands zur Entsendung einer OSZE-Mission nach Tschetschenien einen Fortschrittt bedeutet, zeigt der Autor an diesem Fallbeispiel doch die grundsätzliche Ambivalenz der russischen Haltung zur OSZE auf und beleuchtet die damit im Zusammenhang stehenden grundsätzlichen Probleme einer Neuordnung der europäischen Sicherheitsstrukturen.
