Meeting with the presidents of Latin America at the Fifth Summit of the Americas in Trinidad in April 2009, Barack Obama pledged to recast relations with the region. At the halfway point in his first term, however, there is little to distinguish Obama from his predecessor George W. Bush. The promise of Obama's rhetoric in Trinidad failed to materialize in concrete policies and, in retrospect, may have been a way to deflect attention from the fact that his administration had no plans for fundamentally altering U.S. policy toward Latin America.
