International trade in services: The role of international shipping

The General Agreement on Trade in Services (GATS) is one of the World Trade Organization's most important agreements. This accord is the first and only set of multilateral rules covering international trade in services. It is a framework for international trade in services and a legal basis for resolving conflicting national interests. For the past two decades, trade in services has grown faster than merchandise trade. Currently, they represent more than two thirds of the World Gross Domestic Product. As the term services covers a wide range of intangible and heterogeneous products and activities, there has been an increasing demand for detailed, relevant and internationally comparable statistical information on trade in services. In the last ten years, the share of transportation services in international trade in commercial services was steady and amounted to about one quarter.

Recent literature on migration, international relations and foreign policy is reviewed in this article, stressing applications of global systems paradigms, studies of state entry and exit rules, and anatomies of domestic policy-setting processes on migration. After a concise assessment of the contemporary theory of global political economy, the paper argues for seeking midrange generalizations on the international relations of migration. It also suggests that analysis begin with the policy-setting processes of the state. Especially through the use of comparative perspectives available from domestic policymaking studies and from the field of international comparative public policy, this approach offers the opportunity to fix empirically the political roles of transnational social forces, which often present themselves as participants in domestic policy contests. Promising future directions in the study of state-to-state relations are also evaluated, with the anticipation that verifying regional or other intermediate patterns of world migration politics may contribute to more general theories of international political economy.

der UdSSR durch die Pariser Gipfelkonferenz; verantwortliches
Land für das Scheitern dieser Konferenz; Präferenz für einen
härteren Kurs der westlichen Mächte gegenüber der UdSSR;
Sympathie-Skalometer für die CDU, SPD und FDP sowie für den
Ministerpräsidenten des jeweiligen Bundeslandes sowie für
Brandt, Strauß und Adenauer.
In Norwegen wurde zusätzlich gefragt: Einstellung zu
amerikanischen Flugbasen in Norwegen; Einstellung zu
amerikanischen Kontrollflügen über der UdSSR.
