Достижение оптимальной ситуации в данной сфере возможно только в результате целенаправленных действий по основным составляющих социальной политики, политических заданийч и возможностей отечественной экономики. ; In the context of transition to market relations in order to ensure social stability and social coherence, the social policy of the state should play an important role. At the present stage of development of our country there is an increase in social tensions in society, a decrease in the well-being of the population and an accumulation of social problems. The increase in social problems poses a threat to national security, which can cause disruption to the equilibrium and stability of Ukraine's economy.In our opinion, social security is determined by the existence of such a state of development of social relations (material-everyday, housing-communal, socio-cultural), which would enable citizens to satisfy their current and future needs in them at a sufficient level, to offset the impact of threats. Achieving an optimal situation in this field is possible only as a result of deliberate action on the main components of social policy, political objectives and opportunities of the domestic economy. The main components of social policy that determine the level of social security include: the level of income of the population, wages, employment, demographic situation, socio-class differentiation.Despite the steady rise in nominal wages, real wages did not have a steady rise. Despite the relatively high employment rate in Ukraine, its indicators tend to decline. During 2010 - 2018, there was a negative population growth. On the basis of comparison of actual and threshold values of social security of the state and regions, as well as tendencies of its development, a situational analysis of the state of social security of Ukraine in the regional dimension was conducted. This made it possible to identify strengths, weaknesses, opportunities and security threats. In order to improve the situation regarding the provision of social security of the state and the regions, the following provisions should be implemented: increase of state funding of social development programs; creation of new and improvement of existing working conditions of the population; improving the social process management system at the regional level; development of effective programs for providing housing, education, culture, medicine to the population.

This paper describes a joint project started by citizens, trade life and local government of the Swedish municipality of Jokkmokk to create a positive societal development based on the tenets of Total Quality Management. The project had a duration of two years, and also included a parallel effort made in Mansfield in the United Kingdom, although this paper describes the Jokkmokk part of the project. The evaluation was based on surveys and interviews analysed using Soft Systems Methodology. The analysis shows that most respondents thought that the project was successful in changing attitudes of the people of Jokkmokk and of creating valuable networks. The project also had an aim to create involvement of ordinary citizens and many activities were addressed to let citizens develop and generate ideas and participate in societal activities and decision making. The evaluation showed that the leaders and politicians of Jokkmokk were not ready for the used bottom-up approach. The analysis also underlines the importance of communicating the mission and goals of the project. We consider the achievements, due to the short duration of the project, substantial and both the positive and the negative outcomes present valuable lessons from a societal development perspective. ; Denna artikel beskriver ett projekt som gemensamt startades av medborgare, handel och myndigheter i Jokkmokk för att skapa en positiv samhällsutveckling baserad på offensiv kvalitetsutvecklings grundläggande värderingar. Projektet löpte under två år, och även ett parallellt arbete i Mansfield, Storbritannien ingick i projektet. Detta dokument beskriver enbart Jokkmokkdelen av projektet. Utvärderingen av projektet är baserad på enkäter och intervjuer som analyserats med hjälp av Soft Systems Methodology. Analysen visar att de flesta tillfrågade tyckte att projektet lyckats förändra attityden hos folket i Jokkmokk och skapa värdefulla nätverk. Projektets målsättning var också att skapa delaktighet för medborgarna och många aktiviteter riktade sig att låta medborgarna utveckla och generera idéer och delta i samhällets verksamhet och beslutsfattande. Utvärderingen visade att ledare och politiker i Jokkmokk inte var redo för det använda projektets underifrånperspektiv. The crisis in Adventism in South Africa is that eschatology has been an escape wagon from liberative mission, or at best, an optional, even disposable aspect of the gospel. This attitude or understanding of seeing everything in the future with no connection to the present has caused Adventists to shun social, political and cultural responsibilities. This article explicates and advocates the position that Adventists must explore the broader message and liberative meaning, purpose and function of the Sabbath. As a re-interpretation of the traditional, legalistic understanding of the doctrine of the Sabbath, the model proposed locates the Sabbath at the centre of a radically liberative mission to the poor. It argues that rest, as a mark of wholeness, must be realised in those aspects of human life that the Sabbath addresses; and that theology is not averse to liberative mission. Any theology which claims to be a biblical theology must link its understanding of the gospel to social concern. Therefore, this article aims to retrieve and biblically articulate aspects of the Sabbath doctrine. Adventists cannot be persuaded to operate meaningfully in responding to the millennial hopes of the poor outside of formal recognition of the potency of the Sabbath as a time of deliverance or liberation of people from social, emotional, political and material consequences of sin. Thus, in the following sub-themes the broader liberative message and meaningful aspects of the Sabbath will be explored. The universality of the Sabbath will touch on the following: the Sabbath as a time for release from labour, from oppressive life, indeed a time to embrace even justice and mercy. The Sabbath entails an inclusive mission, God's dominion-free order in a world impacted by violent engagement with oppressive powers; Sabbath as missionary in its nature will also be explicated.

Indonesia is a multiethnic nation that has various physical characteristic and culture. Each ethnic has its own characteristic, the skin color, langguage, art, custom, social structurem and cultureThese variousity of human and culture is a form of human adaptation process into the different environment as the result of the wide archipelago area. In the process of a country development, since the independence era until today, it seems that one particular ethnic has a different development level to the other. In fact, today there is a high tendency of discrepancy among ethnics, whether it is the aspect of economy, social, technology, politic, or culture. This discrepency has an implicatioin of horizontal conflict trigerred by the jelousy regarding the matter of economy, social, culture. The ethnic of madura is one of some ethnics in Indonesia with a high rate of migration. They live in several area of Indonesia, particularly Java, Sumatera, and Kalimantan. Due to the natural resources limitation in madura, about 70 % Madurese live and reside the Madura island (Djojomartono, 1985). They work in various sector, particularly the informal sectors, services, and fisherman. This article is based on research focused on interethnic relationship and social harmony: social interaction between Madurese and other ethnics in Sumenep regency.

The article is a summary of a research programme utilising aggregate data at the communal level to explore regional variations in Social Democratic and Communist electoral strength. These variations have persisted since the party split of 1920. The most important factors explaining electoral strength seem to be geopolitical, geoeconomic, or organisational in nature. Political developments preceding the Civil War do not seem to be very significant.
