Dans le cadre cette analyse il a été essentiellement question d'examiner l'état actuel des règles régissant la responsabilité civile en cas en délit complexe en droit international privé congolais. Qu'il se dégage clairement que le cadre juridique en la matière est désuet et ce, au regard de l'évolution de la société et des nouvelles technologies. Faisant une analyse comparée de question, nous suggérons que la loi applicable aux délits complexes en droit international privé soit adaptée aux réalités actuelles et ce, à la lumière de l'article 4 du règlement Rome II qui dispose que : Sauf dispositions contraires du présent règlement, la loi applicable à une obligation non contractuelle résultant d'un fait dommageable est celle du pays où le dommage survient, quel que soit le pays où le fait générateur du dommage se produit et quels que soient le ou les pays dans lesquels des conséquences indirectes de ce fait surviennent. Toutefois, lorsque la personne dont la responsabilité est invoquée et la personne lésée ont leur résidence habituelle dans le même pays au moment de la survenance du dommage, la loi de ce pays s'applique. S'il résulte de l'ensemble des circonstances que le fait dommageable présente des liens manifestement plus étroits avec un pays autre que celui visé aux paragraphes 1 ou 2, la loi de cet autre pays s'applique. In the early 1960s, Portugal saw a rise in scientific research on architecture and urbanism at the National Laboratory of Civil Engineering (Laboratório Nacional de Engenharia Civil; LNEC), fundamental to support the Government in establishing a national program for housing, which continued until the fall of the Dictatorship in 1974. Lacking tradition in scientific studies in architecture and urbanism, a group of young architects with knowledge of references from international researchers and research centers gathered encouragement and opportunities to develop their own research works and methodologies and, later, to question the application of such scientific methods. This article aims to identify and discuss the strategies and methodologies explored to develop these seminal researches, retrieving and reappraising LNEC's archived documents and oral testimonials from former researchers. This paper examines the effects of tax policies on international tourist arrivals to the Maldives using the fully modified ordinary least squares (FMOLS) panel data method. The Maldives is chosen as a case study because the nation is heavily dependent on tourism and earn up to 70% of total government revenue in tourism tax. As expected, the estimated tax elasticities show that tourism tax adversely influences inbound travel, but significant differences across source markets are observed. Specifically, a 10% increase in tourism tax reduces demand by 5.4%. The degree of responsiveness of tourism demand to changes in taxes is essential for tourism policy since a change in the cost of visiting a destination resulting from a change in tourism tax policies affects inbound tourism demand. Consequently, the effectiveness of current fiscal policies is a matter of concern for attracting international tourists to the Maldives.

The International Prognostic Scoring System (IPSS) [1], the gold standard for risk assessment in Myelodysplastic syndromes (MDS), has been recently revised (IPSS-R). The authors proposed a new prognostic model including novel components: five cytogenetic prognostic subgroups with specific classification of a number of less common cytogenetic subsets [2-3]; the 2-150, 131, 51, 6, and 5 months, respectively (Fig. 1b). The proposed IPSS-R defines a new intermediate risk group mainly composed by patients from the intermediate-1 IPSS risk category (84%, 47/56) and allowed us to identify 7% (11/150) of patients that were shifted from the intermediate-1 risk group into the high IPSS-R risk group. Although limit age of 60 years did not show statistical differences for predicting survival, our results confirm that younger good risk patients have significantly better prognosis than elderly counterparts (very low/ low risk patients: 125 vs. 64 months, p=0.014), while the age at diagnosis has no impact on disease outcome for higher risk patients [1-2, 7-8]. The proposed formula for an age-adjusted categorization [2] helped us to identify 19% (28/147) of short surviving patients among low risk IPSS-R patients with a median survival of 34 months (Fig. 1d). These patients showed, among relevant parameters, a gender ratio M/F of 3.0, a median age of 81 years, 2.5% of BM blasts, 9.1g/dL of haemoglobin level, 12 (43%) presented an abnormal karyotype and 17 died, including 6 patients with previous leukemic progression. It can be concluded that the IPSS-R system is simple to use since includes accessible variables showing a good reproducibility, effectiveness in predicting clinical outcome, and a refinement of the intermediate risk category in our WHO classified series. ; Fil: Belli, Carolina Bárbara.
