This paper presents problem solving using heuristics and operational research in order to make appropriate decisions in emergency situations with a particular emphasis on the application of a heuristic model of team training for emergency situations. It is intended for military command and teaching personnel as well as for civil defense personnel (Department of Emergency Management) and local government authorities (administrative district chiefs and mayors commanders). This research used deductive qualitative approach through a case study. The data was collected through observation, interview, and documentation. The data was analyzed by using technique of data reduction, data presentation, data interpretation, and verification. The accountability of an organization perceives a hierarchical relationship and follows the report format provided by the superior in reporting the accountability report. The accountability report of Education Service Department of Makassar was done once in three months. Meanwhile the accountability reports from schools sometimes were delayed since the disbursement of free education fund was delayed too. Bureaucracy accountability can be seen from the achievement of the objectives and goals of accountability in the implementation of free education system at the Education Service Department of Makassar. The achieved objectives are the accountability reports of every elementary school, junior high school, and senior high school /vocational school from public and private institutions in Makassar. While the achieved target is the realization of disbursement of free education budget to every elementary school, junior high school, and senior high school/ vocational school either in public sector or in private sector can be used properly with reference to juklak and juknis of implementation of free education program at Makassar Education Service Department.

PurposeThe purpose of this paper is to examine the educational and employment opportunities of Syrian youth. It examines findings from a number of nation‐wide surveys of Syrian youth to investigate the educational and labor market conditions Syrian youth face amidst economic and social changes.Design/methodology/approachThe study summarizes numerous nation‐wide surveys conducted by Syrian and foreign organizations concerning the employment and educational opportunities of Syrian youth and their attitudes to their future opportunities and other social and economic issues.FindingsThe study finds that class gender and regional background significantly impact the educational and employment opportunities available to Syrian youth. It also finds that Syrian youth express real concerns about their living conditions and future opportunities.Practical implicationsThe study argues that future research on Syrian youth must disaggregate findings by background and demographic characteristics. It also argues that more research is needed to understand how youth perceive recent economic and employment changes, including an emphasis on identifying risk factors for marginalization and social and economic exclusion.Originality/valueThis study summarizes findings from the newest and most comprehensive nation‐wide surveys on youth in Syria. Such is often available in Arabic, in hard copy, and to researchers in Syria only. Scholars of the contemporary Middle East and policymakers directly invested in the fates of Syrian youth have a very real need for detailed and current research on youth in Syria.

English This article reviews developments in UK higher education in the light of the central tenets of Third Way theory. It contends that, although they build on Tory policies grounded in neo-liberal and mainstream management theory, New Labour policies differ significantly, not least in combining an emphasis on sound public finance and strong public services. The article sees specific higher education policies as strong embodiments of Third Way principles and suggests that they provide the best way forward for a higher education that matches the needs of the 'global knowledge economy' and enhances social inclusion and social justice.
