PURPOSE: To identify and prioritize potential topics to be addressed in the development of European multidisciplinary guidelines on the management of chronic kidney disease stage 3b-5 in older patients. METHODS: We composed a list of 47 potential guideline topics by reviewing the literature, consulting online 461 nephrologists and 107 geriatricians, and obtaining expert input. A multidisciplinary panel of twelve experts then prioritized the topics during a face-to-face consensus meeting, following a nominal group technique structure with two voting rounds. Topics were rated on a 9-point scale ranging from 1 ('not at all important') to 9 ('critically important'). RESULTS: The highest rating (median; range) was assigned to 'Screening and referral' (8.5; 2.0). Eight topics shared the second highest rating with a median priority score of 8.0 (2.0) and included 'Starting dialysis or not' and 'Accurate assessment of renal function.' 'Targets for and treatment of diabetes' received the lowest rating with (3.0; 6.0). CONCLUSIONS: This joint initiative of the European Renal Association-European Dialysis Transplant Association (ERA-EDTA) and the European Union Geriatric Medicine Society (EUGMS) prioritized the development of guidance on interdisciplinary referral of older patients with chronic kidney disease stage 3b-5. Future guidance will therefore focus on identifying prognostic scores to predict death and progression to end-stage renal disease, as well as accurate tests for assessment of renal function in older kidney patients. This will contribute to more informed treatment decision making in this growing patient population.

The Russian and Norwegian Arctic are gaining notoriety as an alternative maritime route connecting the Atlantic and Pacific Oceans and as sources of natural resources. The renewed interest in the Northeast Passage or the Northern Sea Route is fueled by a recession of Arctic sea ice coupled with the discovery of new natural resources at a time when emerging and global markets are in growing demand for them. Driven by the expectation of potential future economic importance of the region, political interest and governance has been rapidly developing, mostly within the Arctic Council. However, this paper argues that optimism regarding the potential of Arctic routes as an alternative to the Suez Canal is overstated. The route involves many challenges: jurisdictional disputes create political uncertainties; shallow waters limit ship size; lack of modern deepwater ports and search and rescue (SAR) capabilities requires ships to have higher standards of autonomy and safety; harsh weather conditions and free-floating ice make navigation more difficult and schedules more variable; and more expensive ship construction and operation costs lessen the economic viability of the route. Technological advances and infrastructure investments may ameliorate navigational challenges, enabling increased shipping of natural resources from the Arctic to global markets.

Agar kinerja suatu SKPD dapat baik tentu dalam menyusun Rencana Kerja dan Anggaran SKPD kebutuhan akan informasi mutlak diperlukan oleh para user untuk menjadikan perencanaannya berkualitas yang tentu saja akan berpengaruh kepada kinerja dari SKPD tersebut, kebutuhan informasi tersebut dapat berupa informasi keuangan maupun informasi non keuangan.Tujuan dari penelitian ini adalah Untuk menganalisis pengaruh pemanfaatan informasi Laporan Keuangan SKPD dalam menyusun RKA-SKPD terhadap kinerja perencanaan di SKPD.Jenis data pada penelitian ini adalah data primer.Penelitian ini dilakukan dengan menggunakan pendekatan kuantitatif, penelitian dilakukan menggunakan analisis regresi berganda.Hasil penelitian menyimpulkan bahwa dari semua elemen dalam Laporan Keuangan SKPD Pemerintah Kabupaten Sekadau dalam pemanfaatan Laporan Keuangan SKPD dalam menyusun RKA-SKPD dimana pemanfaatan LRA dan Neraca dala­­­­­­­m menyusun RKA-SKPD berpengaruh positif signifikan terhadap Kinerja Perencanaan di SKPD dengan nilai sig. 0,029 dan 0,031 atau < 0,05 sementara LPE,LO, Arus Kas dan CALK tidak berpengaruh signifikan terhadap Kinerja Perencanaan di SKPD. Hasil pengujian yang dilakukan secara simultan atas komponen-komponen dalam laporan keuangan SKPD juga berpengaruh signifikan terhadap kinerja perencanaan dimananilai F hitung adalah 10,731 < 2,960. According to the "Water strategy" accepted by the Government of Russian Federation in 2009, risks of the negative influence of natural water on the environment mostly are related with the peak flood runoff. The water deficit is not in the list of risks. The water deficit has begun to increase during the past decades even in humid zones mainly due to the climate change. Therefore, there is a necessity to assess reasons and trends of water regimes and water resources changes for different territories. The twofold of the runoff distribution in the different chains of the river network displayed for the modern decades. The low flows in the lower river chains (so-called "the large rivers") increased substantially since 1987-1990. The same situation was in "the small rivers" until 2000's, but low flows there became decrease later (however, it is still more than it was during 1950-1970's). The favorable conditions of the water leakage keeping for the long period had led to the disturbance of the water balance components, when water leakage in rivers became exceed their feeding, and water has "outflow" from the basins of small rivers. Nonsynchronous changes of the water regimes of river net chains of different order can't be explained by "global approaches" to the climate changes. Therefore, there is a different suggested way to solve this problem, related to nonlinear reaction of the river basins water system to the climate long-term variations, when one quasi-stationary conditions (definite relative stable period of climate conditions) change to another. It is useful to add to "The water strategy" more detailed hydrological basis. It should include all aspects of the standard and special hydrological network development, problems of the scientific study hydrological processes, spatial-temporary nonuniformity of the different order river basins water turnover reaction on the climate change. ; Объектом настоящего исследования являются разномасштабные эффекты влияния изменения климата на гидрологический режим. Существующие подходы к оценке влияния климата на водные ресурсы и гидрологический режим основаны на глобальных данных или данных гидрометеорологического мониторинга регионального уровня. В соответствии с таким сложившимся подходом разрабатываются и адаптационные стратегии как на секторальном (в секторах экономики), так и на региональном уровне. Вместе с тем, реакция водного режима территорий на происходящее изменение климата, и, в первую очередь, температуры воздуха, неоднозначна для водных объектов различных масштабов. Например, на малых реках северо-запада Российской Федерации и в бассейне верхней Волги начиная с 1995-2000 г. наблюдается снижение минимального стока, в том числе зимой. Пересыхают родники, снижаются уровни грунтовых вод, деградирует первичная гидрографическая сеть. Одновременно с этим наблюдаются значительный сток в межень на крупных реках, идет активизация процессов подтоплений территорий, экзогенных процессов. Такое несинхронное изменение водности в разных звеньях гидрографической сети речных бассейнов не может быть объяснено на основе общих соображений влияния климата на сток. Соответственно, не могут быть разработаны и оптимальные адаптивные мероприятия к происходящим изменениям в водном режиме территорий. Нестационарность и нелинейность процессов формирования стока в переходный климатический период вносят большую неопределенность в гидрологическое обоснование проектирования и эксплуатации объектов водохозяйственного комплекса, сельского хозяйства, гидроэнергетики и так далее Поэтому нужен более дифференцированный подход к оценке изменений в водном режиме территорий, связанных с нелинейной реакцией водной системы речных бассейнов на климатические изменения при переходе от одного квазистационарного состояния к другому. RESUMEN: El excesivo uso de la prisión preventiva por parte de los órganos jurisdiccionales, supone una limitación a la libertad personal de un individuo que se presume inocente, sin tener en cuenta la existencia de otras medidas que pueden garantizar la finalidad perseguida en el proceso, razón por la cual, se abordó esta temática, a fin de demostrar la aplicación mayoritaria de la prisión preventiva por parte de los jueces de la unidad judicial de garantías penales del cantón Santo Domingo, para lo cual, se utilizaron métodos teóricos y empíricos de la investigación (Analítico-Sintético, Histórico-Lógico, Inductivo-Deductivo, Análisis documental y el Método de expertos entre otros), que permitió un acercamiento doctrinal así como su tratamiento en el ordenamiento jurídico ecuatoriano. Se concluye de acuerdo al discurso científico abordado, que existe una aplicación preferente y mayoritaria de la prisión preventiva, frente a otras medidas cautelares de las establecidas en el Código Orgánico Integral Penal por parte de los jueces de la Unidad Judicial de Garantías Penales de la ciudad de Santo Domingo. ABSTRACT The excessive use of pretrial detention by the judges, implies a limitation on the personal freedom of an individual who is presumed innocent, without considering the existence of other measures that can guarantee the objective pursued in the process, for which reason, this issue was addressed in order to demonstrate the majority application of pretrial detention by judicial unit judges of penal guarantees the Santo Domingo canton, for which, theoretical and empirical research methods were used (Analytical-synthetic, historical-logical, inductive-deductive, documentary analysis and the method of experts among others), which allowed a doctrinal approach as well as its treatment the Ecuadorian legal system. It is concluded according to the scientific discourse addressed, that there is a preferential and majority application of the pretrial detention, against other precautionary measures previously established in the Integral Penal Code by the judges of the Judicial Unit of Penal Guarantees the Santo Domingo canton. Inhaltsangabe: Einleitung: Seit der politischen Wende im ehemaligen Einflussbereich der Sowjetunion und der Auflösung des Rates für gegenseitige Hilfe (RGW) in den 80er Jahre sind die Staaten des östlichen Mitteleuropas sowie des östlichen und südöstlichen Europas, aber auch viele Staaten in Südostasien mit unterschiedlich ausgeprägtem Reformwillen bestrebt, die sozialistische Planwirtschaft zu überwinden und marktwirtschaftliche Strukturen aufzubauen. Dies gilt ebenfalls für Vietnam. Nach der Wiedervereinigung Süd- und Nordvietnams im Jahr 1975 wurde im ganzen Land die zentrale Planwirtschaft nach sowjetischem Vorbild eingeführt. Dieser Planwirtschaft hatte zusammen mit den Folgen des Krieges und mit den Auswirkungen der Außenpolitik Vietnams zur Wirtschaftskrise des Landes Anfang der 80er Jahre geführt: Geringe Produktivität, galoppierende Inflation, Armut, massive Arbeitslosigkeit, Hungersnot und Nullwachstum kennzeichneten die damalige Situation. So sah sich die vietnamesische Regierung gezwungen, einige Lockerungen in der Wirtschaft vorzunehmen (z.B. das Vertragssystem in der Landwirtschaft, die Erhöhung der Betriebsautonomie in der Industrie und Veränderungen in der Währungs-, Lohn-, und Preispolitik), um die Wirtschaftslage und damit die Lebensbedingungen der Bevölkerung zu verbessern. Obwohl es dadurch zu Produktions-, insbesondere zu Reisproduktionssteigerungen kam und die Wirtschaft sich etwas erholen konnte, verbesserte sich die gesamte wirtschaftliche und soziale Situation jedoch im Wesentlichen nicht. Vielmehr führten die Währungs- und Preispolitik mit den Verzerrungen der zentralen Planwirtschaft im Rahmen der Wirtschaftlockerungen zu einer noch tieferen Krise, so dass die vietnamesische Regierung zu einem Umsteuern keine Alternative sah. 1986 wurde die wirtschaftspolitische Reformpolitik (Erneuerungspolitik, auf Vietnamesisch 'Doi Moi') eingeleitet, mit der Vietnam den Transformationsprozess von einer sozialistischen Planwirtschaft zu einer freien Marktwirtschaft begonnen hat, der bis heute andauert. Ziel der Arbeit ist es, die Transformation in Vietnam darzustellen. Dabei werden die wichtigsten Reformschritte bzw. -maßnahmen und deren Ergebnisse dargestellt sowie gegenwärtige Probleme aufgezeigt. Darüber hinaus werden für die zukünftige Entwicklung Vietnams – insbesondere unter dem Aspekt der internationalen Integration – wichtige Herausforderungen, erzielte wirtschaftliche Erfolge sowie bestehende Defizite aufgezeigt und analysiert. In diesem Zusammenhang werden auch Entwicklungsmöglichkeiten für Vietnam aufgezeigt. Dabei wird auf die Transformationswege näher eingegangen. Somit ist der Transformationsprozess ebenfalls Gegenstand der Untersuchung. Bei dieser Untersuchung geht es auch darum aufzuzeigen, ob die seit der Reformpolitik 1986 eingeleitete Transformation von Vietnam auch wirklich eine Transformation darstellt, oder ob es sich nur um eine unvollständige Transformation handelt. Gang der Untersuchung: Diese Arbeit ist in vier Teile (Kapitel 2, 3, 4 und 5) unterteilt. In dem ersten theoretischen Teil werden neben der Begriffsdefinition die Notwendigkeit der Transformation und wichtige Reformschritte dargestellt. In dem zweiten Teil wird auf die Wirtschaft Vietnams vor der Reform näher eingegangen. Hierbei werden die Ursachen der tiefgreifenden Wirtschaftskrise Vietnams und einige Lockerungsmaßnahmen für die Wirtschaft im Zeitraum von 1981 bis 1986 aufgeführt. Der dritte Teil befasst sich mit der Transformation in Vietnam. Dabei werden die wichtigsten Reformschritte bzw. -maßnahmen und deren Ergebnisse sowie gegenwärtige Probleme in der Landwirtschaft, im Preissystem, in der Geld- und Finanzpolitik, in den Staatsunternehmen und in der Privatisierung sowie in der Außenwirtschaft dargestellt. Im letzten Teil der Arbeit werden wichtige Herausforderungen mit globalem Bezug, erzielte wirtschaftliche Erfolge sowie bestehende Defizite im Hinblick auf die zukünftige Entwicklung Vietnams aufgezeigt und analysiert und damit im Zusammenhang stehende Entwicklungsmöglichkeiten dargestellt. Dabei wird auf die Transformationswege näher eingegangen. Parteitag der KPV im Dezember 1986, dem sogenannten 'Reformparteitag', ergriff die neue Parteiführung die Initiative zu einer ideologischen und wirtschaftspolitischen Richtungsänderung. Neues Leitbild der Entwicklung sollte eine multisektorale Wirtschaft sein, in welcher der staatliche, der genossenschaftliche und der private Sektor gleichberechtigt nebeneinander existieren. Dies bedeutet, dass verschiedene Eigentumsformen an Produktionsmitteln in der gesamten Wirtschaft erlaubt sind. Die bis dahin vorgegebene zentrale Planung wurde in Frage gestellt, Subventionen an die Staatsbetriebe und das staatlich festgesetzte Preisgefüge sollten abgeschafft sowie die industrielle Entwicklung gegenüber der landwirtschaftlichen nicht mehr bevorzugt werden. Die Familienwirtschaft sollte gefördert und eine außenwirtschaftliche Öffnung angestrebt werden. Diese 1986 begonnene Reform konnte zu einem konsistenten Paket geschnürt werden, nachdem die vietnamesische Regierung Anfang 1989 ein binnen- und außenwirtschaftliches Liberalisierungs- sowie ein geld-, fiskal und strukturpolitisches Stabilisierungsprogramm auflegte. Die damit verbundenen Maßnahmen sollten einen effektiven Beitrag zur Lösung der akuten makroökonomischen Probleme leisten. Aus Sicht der Sozialpolitik sollte die Einführung der Reformen in erster Linie die Sicherung der Nahrungsmittelversorgung für die eigene Bevölkerung gewährleisten und den Lebensstandard der gesamten Bevölkerung verbessern. In den folgenden Abschnitten werden die Reformschritte bzw. –maßnahmen und deren Ergebnisse dargestellt sowie gegenwärtige Probleme aufgezeigt. Reform der Landwirtschaft: Vietnam hat eine Bevölkerungsanzahl von rund 86 Mio. Menschen und eine Fläche von ca. 331.000 km2. Es ist vorrangig ein Agrarland. Bis 1986 war die Agrarproduktion naturabhängig und kaum diversifiziert. Die traditionelle Struktur der Produktion war bis dahin unverändert geblieben. Die Bauern hatten mit winzigen Parzellen, bescheidenster technologischer Ausrüstung und einer schmalen Palette von Produktionstätigkeiten (Feldbau, Viehzucht im Nebengewerbe und etwas Forstwirtschaft) zurecht zu kommen. Zudem produzierten sie überwiegend für den Eigenbedarf oder für den Austausch gegen andere für den eigenen Konsum benötigte Waren (Selbstversorgung der Subsistenzwirtschaft). Nach der Wiedervereinigung Vietnams 1975 war die Landwirtschaft im ganzen Land der Bodenumverteilung und der Kollektivierung ausgesetzt. Die Kollektivierung führte später zu Zwangsgenossenschaften bzw. zur Umwandlung der vietnamesischen Dörfer in landwirtschaftliche Produktionsgenossenschaften (Kooperativen). Die Preise und Umsatzmengen der Bauern waren von nun an vom Staat festgelegt. Die Arbeit der Bauern wurde weniger nach Leistung, sondern mehr nach Sozial- und Klassengesichtspunkten bewertet und durch Zuteilung von so genannten 'Arbeitspunkten' belohnt. Die Zwangskollektivierung im Süden war allerdings, trotz des staatlichen Drucks, nicht weit fortgeschritten. Während im Norden 97% der landwirtschaftlichen Produktion kollektiviert waren, waren im Süden nur 20% der Bauernhaushalte in die Genossenschaften eingetreten. So wurden einige Agrarprodukte wie z.B. Reis vor allem von Kooperativen bewirtschaftet, während andere wie z.B. Eier, Fleisch, Fische, Obst und Gemüse überwiegend von privaten Bauern geliefert wurden. Das Ziel der Wirtschaftspolitik in den Jahren nach 1975, nämlich die Kleinproduktion in der gesamten Wirtschaft zu einer sozialistischen Großproduktion zu entwickeln, wurde bis dahin nicht erreicht (vgl. Kapitel 3.1.2). Auch Investitions- und Modernisierungsplanungen für den Agrarsektor waren wenig erfolgreich, obwohl einige Bewässerungsprojekte bessere Energie- und Wasserversorgungsmöglichkeiten auf den Feldern im Norden gebracht haben. Die Bevorzugung der industriellen Entwicklung gegenüber der Landwirtschaft führte dazu, dass der Staat hohe Investitionen für den Aufbau der Schwerindustrie, besonders für den Bau industrieller Großprojekte, getätigt hat. Dabei wurden die Erhöhung der Produktion von Konsumgütern und Exportwaren und insbesondere die Lösung der Ernährungsprobleme mit Hilfe der Landwirtschaft vernachlässigt. Daher wurde seit dem VI. Parteitag, vor allem seit den konkreten landwirtschaftlichen Reformbeschlüssen vom April 1988, die Entwicklung der Landwirtschaft bzw. der Agrarproduktion als erste Priorität angesetzt. Im Zentrum der Zielsetzungen standen dabei die Sicherstellung der Nahrungsmittelproduktion und die Beschleunigung des Produktionszuwachses. Demnach wurde die Landwirtschaft mit Produktionsmitteln und Arbeitskräften sowie mit besserer Infrastruktur versorgt (Dies reichte vom Ausbau von Straßenverbindungen über Elektrizitäts- und Telekommunikationseinrichtungen bis hin zur Modernisierung des Bewässerungswesens und zur Verbesserung der Gesundheitsvorsorge und der ländlichen Schulbildung). Hierbei ging es in erster Linie – neben quantitativen Zuwächsen – um mehr qualitative Effizienz. Dafür wurde ein Finanzierungsprogramm konkret festgelegt, so dass die staatlichen Ausgaben für landwirtschaftliche Investitionen im Jahr 1987 gegenüber dem Vorjahr (24,5%) auf 29% stiegen. Da es nun um die Produktivkräfte geht und nicht mehr um die Produktionsverhältnisse, wurde auf die Eigentumsverhältnisse mit dem Ziel der Schaffung von Kollektiv- und Staatseigentum nicht mehr Wert gelegt. Privateigentum an Produktionsmitteln erhielt jetzt den gleichen Rang wie genossenschaftliches und staatliches Eigentum.

In essence, the main scheme of this new mathematical axiomatic approach to fundamental laws of nature is as follows. First based on the assumption of rationality of D-momentum, by linearization (along with a parameterization procedure) of the Lorentz invariant energy-momentum quadratic relation, a unique set of Lorentz invariant systems of homogeneous linear equations (with matrix formalisms compatible with certain Clifford and symmetric algebras) is derived. By first quantization (followed by a basic procedure of minimal coupling to space-time geometry) of these determined systems of linear equations, a set of two classes of general covariant massive (tensor) field equations (with matrix formalisms compatible with certain Clifford and Weyl algebras) is derived uniquely as well. Moreover, each derived field equation also includes a definite form of torsion field appeared naturally as the generator of the field's invariant mass. In addition, it is shown that (1+3)-dimensional cases of the derived two classes of field equations represent a new general covariant massive (matrix) formalism of the bispinor fields of spin-2, and spin-1 particles, respectively. These uniquely determined new bispinor fields by this axiomatic approach, in fact, represent a unique set of generalized massive forms of the laws governing the fundamental forces of nature, including the Einstein (gravitational), Maxwell (electromagnetic) and Yang-Mills (nuclear) field equations. Furthermore, it is also shown that the (1+2)-dimensional cases of derived two classes of field equations represent a new general covariant massive (matrix) formalism of the bispinor fields of spin-3/2 and spin-1/2 particles, respectively, corresponding to the Dirac and Rarita-Schwinger equations.    As a particular consequence, it is shown that a certain massive formalism of general relativity – with a definite form of torsion field appeared originally as the generator of the gravitational field's invariant mass – is obtained only by first quantization (followed by a basic procedure of minimal coupling to space-time geometry) of a certain set of special relativistic algebraic matrix equations. It has been also proved that the Lagrangian densities specified for directly derived new massive forms of the Maxwell, Yang-Mills and Dirac field equations, are gauge invariant, where the invariant mass of each field is generated solely by a certain torsion field. In addition, in agreement with recent astronomical data, a new form of massive particle has been also identified (as gauge boson of the U(1) symmetry group) with invariant mass: " m γ ≈ 4.90571×10 –50 kg ", generated by a definite coupled torsion field of the background space-time geometry.    Moreover, based on the definite mathematical formalism of this axiomatic approach, along with the C, P and T symmetries (represented basically by the corresponding quantum operators) of the fundamentally derived field equations, it has been concluded that the universe could be realized solely with the (1+2) and (1+3)-dimensional space-times (where this conclusion, in particular, is based on the T-symmetry). It is proved that CPT is the only (unique) combination of C, P, and T symmetries that could be defined as a symmetry for interacting fields. In addition, on the basis of these discrete symmetries of derived field equations, it has been also shown that only left-handed particle fields (along with their complementary right-handed fields) could be coupled to the corresponding (any) source currents. Furthermore, it has been shown that the metric of background space-time is diagonalized for the uniquely derived fermion field equations (defined and expressed solely in (1+2)-dimensional space-time), where this property generates a certain set of additional symmetries corresponding uniquely to the SU(2) L ⊗U(2) R symmetry group for spin-1/2 fermion fields (representing "1+3" generations of four fermions, including a group of eight leptons and a group of eight quarks), and also the SU(2) L ⊗U(2) R and SU(3) gauge symmetry groups for spin-1 boson fields coupled to the spin-1/2 fermionic source currents. Hence, along with the known elementary particles, eight new elementary particles, including four new charge-less right-handed spin-1/2 fermions (two leptons and two quarks, where the predicted two quarks "z u and z d ", specifically emerged in two subgroups with ordinary anti-quarks such that: (s̄, ū, b̄, z u ) and (c̄, d̄, t̄, z d ); there are also a similar group representation for two predicted new leptons: (ν̄ μ , e + , ν̄ τ , z e ) and (μ + , ν̄ e , τ + , z n )), a spin-3/2 fermion, and also three new spin-1 (massive) bosons (represented by W' + , W' – , Z', with properties similar to ordinary (massive) bosons W – , W + , Z, where in particular the new boson Z' is the complementary right-handed particle of ordinary Z boson) are predicted uniquely by this new axiomatic mathematical formalism. As a particular result, based on the definite matrix formalism of the derived general covariant Maxwell (and Yang-Mills) field equations, it has been also concluded that magnetic monopoles could not exist in nature. In essence, the main scheme of this new mathematical axiomatic approach to fundamental laws of nature is as follows. First based on the assumption of rationality of D-momentum, by linearization (along with a parameterization procedure) of the Lorentz invariant energy-momentum quadratic relation, a unique set of Lorentz invariant systems of homogeneous linear equations (with matrix formalisms compatible with certain Clifford and symmetric algebras) is derived. By first quantization (followed by a basic procedure of minimal coupling to space-time geometry) of these determined systems of linear equations, a set of two classes of general covariant massive (tensor) field equations (with matrix formalisms compatible with certain Clifford and Weyl algebras) is derived uniquely as well. Moreover, each derived field equation also includes a definite form of torsion field appeared naturally as the generator of the field's invariant mass. In addition, it is shown that (1+3)-dimensional cases of the derived two classes of field equations represent a new general covariant massive (matrix) formalism of the bispinor fields of spin-2, and spin-1 particles, respectively. These uniquely determined new bispinor fields by this axiomatic approach, in fact, represent a unique set of generalized massive forms of the laws governing the fundamental forces of nature, including the Einstein (gravitational), Maxwell (electromagnetic) and Yang-Mills (nuclear) field equations. Furthermore, it is also shown that the (1+2)-dimensional cases of derived two classes of field equations represent a new general covariant massive (matrix) formalism of the bispinor fields of spin-3/2 and spin-1/2 particles, respectively, corresponding to the Dirac and Rarita-Schwinger equations.    As a particular consequence, it is shown that a certain massive formalism of general relativity – with a definite form of torsion field appeared originally as the generator of the gravitational field's invariant mass – is obtained only by first quantization (followed by a basic procedure of minimal coupling to space-time geometry) of a certain set of special relativistic algebraic matrix equations. It has been also proved that the Lagrangian densities specified for directly derived new massive forms of the Maxwell, Yang-Mills and Dirac field equations, are gauge invariant, where the invariant mass of each field is generated solely by a certain torsion field. In addition, in agreement with recent astronomical data, a new form of massive particle has been also identified (as gauge boson of the U(1) symmetry group) with invariant mass: " m γ ≈ 4.90571×10 –50 kg ", generated by a definite coupled torsion field of the background space-time geometry.    Moreover, based on the definite mathematical formalism of this axiomatic approach, along with the C, P and T symmetries (represented basically by the corresponding quantum operators) of the fundamentally derived field equations, it has been concluded that the universe could be realized solely with the (1+2) and (1+3)-dimensional space-times (where this conclusion, in particular, is based on the T-symmetry). It is proved that CPT is the only (unique) combination of C, P, and T symmetries that could be defined as a symmetry for interacting fields. In addition, on the basis of these discrete symmetries of derived field equations, it has been also shown that only left-handed particle fields (along with their complementary right-handed fields) could be coupled to the corresponding (any) source currents. Furthermore, it has been shown that the metric of background space-time is diagonalized for the uniquely derived fermion field equations (defined and expressed solely in (1+2)-dimensional space-time), where this property generates a certain set of additional symmetries corresponding uniquely to the SU(2) L ⊗U(2) R symmetry group for spin-1/2 fermion fields (representing "1+3" generations of four fermions, including a group of eight leptons and a group of eight quarks), and also the SU(2) L ⊗U(2) R and SU(3) gauge symmetry groups for spin-1 boson fields coupled to the spin-1/2 fermionic source currents. Hence, along with the known elementary particles, eight new elementary particles, including four new charge-less right-handed spin-1/2 fermions (two leptons and two quarks, where the predicted two quarks "z u and z d ", specifically emerged in two subgroups with ordinary anti-quarks such that: (s̄, ū, b̄, z u ) and (c̄, d̄, t̄, z d ); there are also a similar group representation for two predicted new leptons: (ν̄ μ , e + , ν̄ τ , z e ) and (μ + , ν̄ e , τ + , z n )), a spin-3/2 fermion, and also three new spin-1 (massive) bosons (represented by W' + , W' – , Z', with properties similar to ordinary (massive) bosons W – , W + , Z, where in particular the new boson Z' is the complementary right-handed particle of ordinary Z boson) are predicted uniquely by this new axiomatic mathematical formalism. As a particular result, based on the definite matrix formalism of the derived general covariant Maxwell (and Yang-Mills) field equations, it has been also concluded that magnetic monopoles could not exist in nature. BACKGROUND: Despite ageing populations and increasing cancer deaths, many European countries lack national policies regarding palliative and end-of-life care. The aim of our research was to determine public views regarding end-of-life care in the face of serious illness. METHODS: Implementation of a pan-European population-based survey with adults in England, Belgium (Flanders), Germany, Italy, the Netherlands, Portugal and Spain. Three stages of analysis were completed on open-ended question data: (i) inductive analysis to determine a category-code framework; (ii) country-level manifest deductive content analysis; and (iii) thematic analysis to identify cross-country prominent themes. RESULTS: Of the 9344 respondents, 1543 (17%) answered the open-ended question. Two prominent themes were revealed: (i) a need for improved quality of end-of-life and palliative care, and access to this care for patients and families and (ii) the recognition of the importance of death and dying, the cessation of treatments to extend life unnecessarily and the need for holistic care to include comfort and support. CONCLUSIONS: Within Europe, the public recognizes the importance of death and dying; they are concerned about the prioritization of quantity of life over quality of life; and they call for improved quality of end-of-life and palliative care for patients, especially for elderly patients, and families. To fulfil the urgent need for a policy response and to advance research and care, we suggest four solutions for European palliative and end-of-life care: institute government-led national strategies; protect regional research funding; consider within-and between-country variance; establish standards for training, education and service delivery.

Alexander Krolls Dissertation TV-Serienästhetik der Grenzüberschreitung bohrt an dicken Brettern: Aus dem interdisziplinären Forschungsprojekt Wahrheit und Gewalt. Der Diskurs der Folter hervorgegangen, befasst sich die Arbeit mit drei großen Themenfeldern: mit Fernseh(serien)ästhetik, der Darstellung und Reflexion von Gewalt mit besonderem Fokus auf Folterszenen und dem Post-9/11-Diskurs. Rückgebunden sind diese Themenfelder an die These von umfassenden "Grenzüberschreitungen" auf Darstellungs- und Erzählebene in sogenannten "Qualitätsdramaserien" nach dem 11. September 2001 und an eine grundsätzlichere Reflexion von ästhetischen, diskursiven und rezeptionslogischen Verschiebungen im Medium Fernsehen. Das Forschungsvorhaben ist ambitioniert, verzahnt es doch die Analyse einschlägiger Fernsehserien der 2000er-Jahre, allen voran 24 (2001–2014), The Sopranos (1999–2007) und Lost (2004–2010), mit medien- und gesellschaftskritischen Fragestellungen. Nun ist die Analyse von Filmen und Serien, die auf die eine oder andere Weise den "symbolischem Schock" von 9/11 (S. 29) verarbeiten, nicht neu und ein viel besprochenes Thema (vgl. im deutschsprachigen Raum u.a. Poppe/Schüller/Seiler 2009; Hoth 2011; Becker 2013; Richter-Hansen 2017). Alleinstellungsmerkmal der vorliegenden Dissertation ist jedoch, dass sie ganz nebenbei einen Umwertungsprozess im televisuellen Medium nachvollzieht, indem sie nämlich fragt, inwiefern sich Serien – als ein zentrales Format des Fernsehens – von beiläufigen Rezeptionsformen weitgehend verabschiedet haben und ein ständiges Hinsehen durch neuartige ästhetische und narratologische Exzesse geradezu gewaltsam einfordern. Auch befasst sich Kroll mit hybriden, medialen Darstellungsformen im Fernsehen, die Fakt und Fiktion miteinander verschwimmen lassen. Insgesamt werden also veränderte Sehgewohnheiten im Spiegel der Fernsehserie betrachtet. Das Leitmotiv der Forschungsarbeit, Transgression durch und im Fernsehen, wird in Kapitel 1.2 aus mehreren Perspektiven aufgearbeitet: technologisch, ästhetisch, seriell-narratologisch, kommerziell und wahrnehmungspsychologisch. Hierbei beweist die Dissertation ein geschärftes Bewusstsein für die diskursive und ontologische Ambivalenz des Fernsehens und den Zusammenhang von kommerziellen und ästhetischen Entwicklungen. Es handelt sich um eine medienaffine Analyse, obwohl der Autor die überstrapazierte und tendenziell medienvergessene Kategorie des Quality TV bemüht, um sich dem Gegenstand zu nähern. Der heute oftmals normativ oder marketing-strategisch verwendete Begriff wird zwar historisch verortet (u.a. mit Feuer 1984; Thompson 1996) und hinterfragt, dennoch für die Korpusbildung einfach übernommen, auch wenn er für die weitere Analyse keinen überaus großen Mehrwert bietet und mit anderen Zuschreibungen austauschbar wäre (z.B. Prestige-Serien, High-End-Serien). So scheint die Studie mit ihrem vornehmlichen Fokus auf "Schlüsselserien" der 2000er-Jahre (S. 52, 64), den üblichen (Kritiker*innen-)Kanon der dritten QTV-Welle nur zu zementieren. Neuere Streaming-Serien (etwa Originals von Netflix oder Amazon Prime) werden allenfalls randständig behandelt, obgleich sie aufgrund ihrer Unabhängigkeit von einer regulären TV-Ausstrahlung und den damit verbundenen Zensurbestimmungen nochmals die Grenzen des Darstell- und Erzählbaren ausreizen und der Diskussion weitere Facetten hinzufügen würden. Der im Buch verhandelte Korpus an Qualitätsdramaserien setzt sich sodann aus 14 populären Network-, Cable- und Pay-TV-Serien zusammen, die verschiedene Genres abdecken (Krimi, Mystery, Sci-Fi, Action, Thriller), dabei aber kaum über die Klassiker hinausgehen und außerdem thematisch einschlägige Serien der 2010er-Jahre (u.a. Homeland, 2011–2020) auslassen. Im Laufe der späteren Analysen, die sich vor allem auf 24 konzentrieren, stellt sich dann doch die Frage, warum der Korpus auch aus Genre-Perspektive nicht spezifischer ist. Angesichts des Schwerpunkts auf Gewaltdarstellungen und insbesondere Folter scheint etwa ein konsequenter Fokus auf Action-/Polit-Thriller durchaus naheliegend, um die Analyse zuzuspitzen. Hinterfragen ließe sich auch die Wahl von 24 als zentralem Untersuchungsgegenstand, dessen Echtzeit-Narration nach wie vor eine (ohnehin viel bearbeitete) Ausnahmeerscheinung in der Serienlandschaft darstellt. Gleichwohl ist diese Extremform des kumulativen Erzählens im Zusammenhang mit den narrato- und rezeptionslogischen Grenzüberschreitungen im Fernsehen natürlich besonders produktiv. Für die Analyse in Teil II wird im Kapitel I.2 ein komplexes Forschungsdesign aufgebaut. Ausgehend von den o.g. drei Themenfeldern (Serienform, Gewaltdarstellung, 9/11) arbeitet der Autor zunächst vier Formkategorien der Fernsehserie heraus, die in der restlichen Arbeit immer wieder aufgegriffen und um diverse Facetten ergänzt werden: Spektakel, Fakt vs. Fiktion, Serialität und Selbstreflexivität. Letztere Kategorie bezieht sich dabei sowohl auf die Auseinandersetzung des Fernsehens mit sich selbst (intramediale Selbstreflexivität) als auch auf die Verarbeitung anderer medialer Darstellungsformen und -konventionen im Format der TV-Serie (inter- und hypermediale Reflexivität, S. 134ff.). In Bezug auf die Gewaltvermittlung in Fernsehserien legt Kroll weitere zentrale Analysepunkte fest: 1. die basalen Erzählparameter Figur, Zeit und Raum, die, so Krolls These, in Post-9/11-Serien zunehmend "irritiert" und "intensiviert" würden (S. 160ff.);2. die Serialität der Gewaltdarstellungen, die mithilfe der filmnarratologischen Kategorien "Satelliten-Szenen" und "Kern-Szenen" (Porter et al. 2010) erörtert wird, wobei der Autor diese für den Gegenstand der Fernsehserie zu "spektakulären Segmenten" (S. 214) bzw. "Plot-funktionalen Segmenten" (S. 221) umschreibt;3. die Formen und Funktionen von Folterszenen, weiterhin ergänzt um eine Auseinandersetzung mit der Art und Weise, wie Folter in der Serie 24 begründet, problematisiert und reflektiert wird. Die Szenenanalysen in den Kapiteln I.2 und II.1-3 schließlich verbinden Strukturen und Formprinzipien des Fernsehens mit der Ästhetik der Gewaltdarstellung in den eingangs genannten drei Fernsehserien. Das Ziel, die "grenzüberschreitenden Gewaltdarstellungen" der US-Serien auf ihren "symbolischen und kulturellen Stellenwert" (S. 20) zu untersuchen, erfüllen die Analysen durch die produktiven Analogien zwischen Gewaltästhetik, klassischen TV-Programmstrukturen und (neuerer) Serienerzählformen. Die Funktionalität von grenzüberschreitenden Momenten wie Gewalt- und insbesondere Foltersituationen im Live-Fernsehen und Programm-Flow arbeitet der Autor sehr deutlich heraus. So wird u.a. der Spektakelwert von Serien beispielsweise mit den "Beats" und Segmenten im TV-Programm zusammengeführt, und die Intensität der Gewaltdarstellungen sowie die Dringlichkeit innerhalb der seriellen Erzählung werden produktiv mit den televisuellen Charakteristika von Liveness, Aktualität und Echtzeit-Berichterstattung zusammengedacht. Dass die handlungsoffene Narration neuerer Fortsetzungsserien dem endlosen Flow des Fernsehens zuspielt, ist kein neuer Befund, wird aber überzeugend argumentiert. Ebenso berücksichtigt die Analyse die inhärente Steigerungslogik der behandelten Fernsehserien, die sich u.a. in auffälligen Erzählmanövern und Darstellungsmustern niederschlägt. Darüber hinaus kommen selbstreflexive 'Kunstgriffe' des Fernsehens wie Direktadressierungen, Thematisierungen der eigenen Liveness, Splitscreen-Ästhetik und das Primat des Dialoges zur Sprache. Kroll weist so an der Serie 24 die permanente Selbstbespiegelung des Mediums Fernsehens nach. Auch in den minutiösen 24-Analysen zu einer spezifischen "dramaseriellen Drastik" (S. 77) von Post-9/11-Serien zeigt sich die umfassende Kenntnis des Autors um seinen Gegenstand. Hieraus gehen einsichtsreiche, diskussionswürdige Ergebnisse hinsichtlich der symbolischen Grenzüberschreitungen entlang der Erzählparameter Raum, Zeit und Figur hervor. Dazu zählen u.a. die Ausdehnung oder das Aufbrechen von Handlungsräumen (S. 173), die omnipräsente, Dringlichkeit von Handlungen und Entscheidungen (S. 167, 229), das Entfalten und Schichten von Antagonist*innen-Netzwerken im Zusammenhang mit der Staffeldramaturgie (S. 186ff.), und die Verhandlung der Folterentscheidung als tragisches Moment, das durch ebendiese spezifische Organisation der Serien-Diegese hervorgebracht wird (S. 275 ff.). Für nicht eingeweihte Leser*innen mögen die Beobachtungen an 24 manchmal nur eingeschränkt nachvollziehbar sein, vor allem wenn die visuellen Parameter der Gewaltdarstellungen seziert werden (hier wären Bilder hilfreich gewesen). Der Detailreichtum bereichert zwar einerseits die Dissertation, andererseits ließe sich die Darlegung vermutlich doch straffen. Gerade Kapitel II.3 verliert sich in seinen insgesamt 15 Teilanalysen, bei denen eine stärkere Selektion oder gelegentliche Verdichtung sinnvoll gewesen wäre. Auch fallen ob der Länge der Dissertation von 376 Seiten oftmals sprachliche Redundanzen und Wiederholungen von Argumenten auf, weshalb sich zeitweise der Eindruck einstellt, die Analysen würden immer wieder die gleichen Thesen beweisen. Das umfassende Forschungsdesign der Dissertation wird der Komplexität fernsehrezeptiver und serienästhetischer Verschiebungen und Umwertungen gerecht. Als zentrale Erkenntnis erscheint dabei nicht nur die Verarbeitung des 9/11-Traumas in den drastischen Erzählweisen und Gewaltinszenierungen von US-Dramaserien der 2000er-Jahre, sondern auch die zwischen den Zeilen aufgearbeitete Umwertung der Rezeptionserfahrung von Fernsehen durch ebendiese Serien: weg von einer nebensächlichen, unfokussierten Tätigkeit, hin zu einer aufmerksamkeitsfordernden, die Sinne beanspruchenden Aktivität. As Aesthetic Surgery Education and Research Foundation (ASERF) president, it was interesting to read and analyze this article by Hammond et al.1 It appears the impetus for this study germinated from the findings of an article by Tang et al.2 That article highlighted the fact that of the 100 top cited articles from 1950 to 2017, 56% were reconstructive vs 11% aesthetic and, as such, showed a discrepancy in cosmetic surgery innovation. One hypothesis for this discrepancy was the possible lack of funding for aesthetic studies, which, the authors believed, was driving the infrastructure for future studies. The authors researched these hypotheses and uncovered some interesting facts. The current study utilized 10-year data from the Aesthetic Surgery Journal (ASJ), which ranks #1 in aesthetic surgery and #2 in plastic surgery based on impact factor.3 Their findings show 2 facts that seem to contradict the study by Tang et al, namely, an increasing number of original aesthetic surgery articles and a corresponding increasing trend of funded studies in ASJ. The current analysis uncovered some interesting trends especially when comparing funded research from the academic setting with private practice. There seems to be an increasing trend for academic articles vs private practice articles. Private practice tended to rely heavily on funding from private industry, whereas academic centers had a more diverse portfolio when it came to funding. For example, published private practice articles received no funding from government agencies. There did not seem to be a discrepancy in the level of evidence-based submissions between the 2 groups. Regarding the trend of funding in academic centers vs private practice settings, the authors appeared to generate their own hypotheses. They speculate that private practioners may have less interest in research, lack time, or lack of knowledge of available resources. These hypotheses seem to make sense but require further study. As opposed to the undertones of Tang et al's article, I think that the evidence clearly points to the fact the aesthetic surgery research is alive and well. We have all witnessed the meteoric rise in ASJ's impact factor and the development and success of ASJ Open Forum. The development of ASJ Open Forum was partly due to the fact that ASJ was being overwhelmed by monthly submissions. In addition, ASJ Open Forum allows more aesthetic surgery research to find a place in the literature. As we have seen ASJ flourish in recent years, we have also seen the growth of ASERF as measured by its financial growth and the amount of funding it provides for aesthetic surgery research. One of the major missions of ASERF is to promote research in aesthetic medicine and surgery. Although academic institutions have received major funding from ASERF, its underlying mission is to truly support research by aesthetic society members in private practice. The application process is somewhat rigorous but does not discriminate between academic and private practice settings. I certainly encourage aesthetic surgeons in private practice interested in research to seek out funding opportunities from ASERF. Lastly, I want to comment on 2 advanced technology systems in which ASERF participates and will set the standard for research in the future. The authors mentioned the Aesthetic Neural Network (ANN). The ANN currently has 364 participating surgeons, clinics, and medical spas. It is a seamless and Health Insurance Portability and Accountability Act (HIPPA)-compliant system that captures data on a daily basis. It has so far recorded 6.6 million procedures and has the potential to harvest an immense amount of retrospective data. In addition, ASERF has invested in a HIPPA-compliant electronic data capture system contained within The Aesthetic Society's Aesthetic One App. It is currently directly registering implants with the implant manufacturers, creating an implant registry, collecting data regarding breast implant procedures, and empowering patients by giving them information about their surgery and implants. ASERF is currently investing in a system that will allow the merging of these 2 technologies to run studies by members or industry through a digital platform. Hopefully, this will encourage industry to participate in more studies with our Foundation and Society. Although this study has some limitations, as mentioned in the article, it does highlight the fact that aesthetic surgery and medicine research is increasing year by year. Other evidence, such as the increasing impact of ASJ and the development of ASJ Open Forum, supports this article's conclusion. The one troubling trend seems to be the decreasing trend of private practice research, especially because there is a plethora of untapped clinical data in this setting. The authors have suggested a few reasons for this trend but will study this particular issue in the future. Some good clinical evidence is locked up in private practice, and the ANN and the Aesthetic One App may be a way to harvest this important clinical information in a seamless fashion. ASERF's strategic plan is to find innovative ways to harvest this information—in essence, to expand the scope of private practice research. The best is yet to come! ABSTRAKPenelitian ini bertujuan untuk mengetahui dan memberikan bukti empiris mengenai pengaruh keaktifan berorganisasi, manajemen waktu dan motivasi belajar terhadap prestasi akademik studi pada mahasiswa fakultas ekonomi dan bisnis universitas tanjungpura Pontianak. Penelitian ini menggunakan analisis regresi linier bergandadengan program SPSS 25.0. populasi yang digunakan adalah mahasiswa yang mengikuti organisasi mahasiswa di fakultas ekonomi dan bisnis universitas tanjungpura Pontianak. The purpose of this study is to determine and analyze the effect of political marketing mix (product, price, promotion, place) and viral marketing to College student's decision on Voting West Borneo's Governor 2018-2023 period. This research is a causal quantitative research. Population on this research is college student who has suffrage on West Borneo's Governor Election 2018-2023 period. This research used purposive sampling technique with 150 samples. Data were collected by questionnaire method with likert scale 1 until 5. The analysis method used multiple linier regression analysis using SPSS V.23.0 software. The result showed that product, price and viral marketing have positive and significant effect, but promotion and place don't have significant effect on College student's voting decision on West Borneo's Governor Election 2018-2023 period. The paper discusses the repertoire of the language representation of the enemy image in the public speeches by US President D. Trump. This image is mythological and facilitates setting clear evaluative emphases by politicians. The analyzed texts confirmed that any public speech is targeted at a specific audience and a specific social-cultural context, which determine the choice of the enemy or enemies that will be included in the text. It was shown that the political speaker normally assumes a positive role while communicating with the audience. The essential invariant and variable features of the image of the enemy were identified. It was indicated that in the presidential speeches the image of the enemy is always opposed to that of the friend, as well as the enemy's victim. From the semantic standpoint, the image of the enemy includes a number of characteristics. The enemy may be home or foreign, personalized or generalized, historical or present, implicit or explicit, political, economic or mixed. Продемонстровано позитивну роль, яку, зазвичай, приймає на себе політичний спікер у процесі спілкування зі своєю аудиторією. Виявлено ключові інваріантні й варіативні характеристики образу ворога. Зазначено, що у виступах Президента образ ворога завжди протиставляється образам друга і жертви ворога. З семантичного погляду, образ ворога містить кілька характеристик, зокрема: ворог може бути внутрішнім або зовнішнім, персоналізованим або узагальненим, історичним або існуючим зараз, імпліцитним або експліцитним, політичним, економічним або змішаним. Крім того, виявлено й розглянуто типові дії, які виконує ворог.
