The basis of every state is in its democratic system and ability to defend it. Therefore, a government has legal rights to immediately declare emergency situation, responding to crisis, catastrophes or unforeseen extraordinary events. The topicality of the research is determined by the emergency situation declared by the Cabinet of Ministers in 2019 in the administrative territory of Riga City in regard to waste management, in order to provide the Riga municipality with an opportunity to conclude negotiated procedure without prior publication. Even though state's democratic system demands to act immediately in any case of such action, it must be legal since the public, whose life, health and property might be endangered, relies on it, as well as budget is spent on it. However, the mutual application of regulatory enactments in practise cause issues because it is not always clear how to identify and separate such situations and which regulatory enactment is applicable in each specific case. The aim of the research is to determine what is included in the definition of unforeseeable extraordinary events in the context of public procurement, when the government has rights to declare an emergency situation, what are the legal consequences of declaring emergency situation and provide suggestions for dealing with the issue highlighted by the research. In order to reach the set goal, the following tasks were defined: carry-out analysis of regulatory enactments, research the judicature of the European Union and Latvia, conclusions of legal scholars and evaluate the practice of legal act application. The research utilizes descriptive, comparative, dogmatic, historical, systemic, teleological method and analytical interpretation of regulatory enactments.

This study assesses news and media campaign effects during the recovery phase of a catastrophe. With data from a panel telephone survey in New Orleans in 2006, this study tests lagged dependent variable models for safety beliefs and safety behavior in the context of Hurricane Katrina. News attention and media campaign exposure influenced safety behavior. The effects of news attention were synchronous, while those of media campaign exposure were cross-lagged. In contrast, neither news attention nor media campaign exposure influenced safety beliefs, which may be attributable to ceiling effects of the belief measure. Safety beliefs did, however, have a cross-lagged influence on safety behavior.

Incessant food safety scandals in China have given rise to a loss of public trust in food safety, stimulating a series of studies focussing on food safety governance, accountability, and trust restoration. Against this backdrop, Chinese scholars are keen to reflect on different strategies for ensuring food safety public accountability and credibility, presenting different perspectives on issues like responsibility, trust, risk communication, and transparency. In this paper, we aim to get more in-depth insight into how Chinese scholarly debates co-construct public accountability for food safety as a public issue. We selected 51 articles from 10,790 candidates drawn from four Chinese academic databases for content analysis. Drawing from political theories on public accountability as well as science and technology studies, the analysis shows that arguments for a specific public accountability model (more or less centralised, more or less stakeholder participation) are intertwined with the specific role of scientific expertise (more or less authoritative, more or less democratising). As such, the analysis shows how scholarly debates on public accountability for food safety in China co-construct a public forum for discussing supervision and accountability, risk assessment, and transparency.

The article discusses the various aspects of consumer privacy and the need for protecting consumer privacy. The article further focuses on the various regulations enforced by regulatory bodies and governments of countries to protect customers. Various initiatives taken by companies to protect customers are discussed. Direct and digital marketing channels allow companies to collect information and intelligence about customers and to influence them. However, companies should be sensitive to customer concerns. This will help companies in building long-term customer relationships.
