УДК 340.132The state of law enforcement in modern Russia is analyzed in the article on the basis of judicial statistics. The author gives a critical assessment of the most important decisions of the Constitutional Court of the Russian Federation handed down in 2015-2016 years in var-ious spheres of legal reality:– local self-government;– the formation of the foundationd capital repairs of condominium houses;– pensions provision of ex-militaries;– legislative regulation of property valuation activity;– problem of execution of court decisions.The Constitutional Court of the Russian Federation many times violated the Constitution of the Russian Federation. Since the Constitutional Court has recognized the legal abolition of elections of mayors in cities and towns. Constitutional Court recognized a legal collection taxes from citizens for capital repairs of condominium houses of others. Very often in the Russian law enforcement the Constitutional Court adopts a politically motivated decision, although such decisions are strictly prohibited by law. Unfortunately, the Constitutional Court of the Russian Federation not adequately protect the rights of Russian citizens and organizations.The author comes to the conclusion of a big crisis of law enforcement caused of legal nihilism, rooted among the enforcers, is made in the article. Analyzing the examples of judicial practice author propose any ways out of crisis law enforcement. ; УДК 340.132В статье на основе материалов судебной статистики анализируется состояние правоприменения в России. Автором дана критическая оценка наиболее значимым постановлениям Конституционного Суда РФ, вынесенным в 2015–2016 гг. в различных сферах правовой действительности: местном самоуправлении, формировании и использовании фонда капитального ремонта многоквартирных домов, пенсионном обеспечении бывших военнослужащих, применении законодательства об оценочной деятельности, проблемах исполнения судебных актов. Сделан вывод о правовом нигилизме, укоренившемся среди правоприменителей, и внесены предложения по исправлению ситуации.

The quest for New Public Management (NPM) reforms was informed by the need to enhance efficiency and reduce costs. This triggered the shift from traditional public administration to public management. This shift embraced not only developed but also developing countries that were experiencing economic and fiscal crises. It is in the context of adopting NPM that public private partnerships (PPPs) emerged in these economies. This paper attempts to assess the performance of PPPs in Tanzania by using five criteria: relevance, effectiveness, impact, efficiency and sustainability. The assessment shows that except for the cases of efficiency and sustainability, the performance of PPPs has been positive. However, institutional and human capacity of the public sector needs enhancement so that the activities of PPPs are better planned, monitored, and evaluated in order to further improve the performance of PPPs

This article analyses the trend of earnings in the public and private sectors of the British economy from 1950 to 1975. It was found that public and private sector earnings moved closely together throughout the 1950s and 1960s but then diverged considerably in the early 1970s, with public sector earnings moving ahead of private sector earnings in an unprecedented fashion in 1974 and 1975; given the earlier stability in relative earnings, this movement might be temporary. There was a significant difference in the cyclical behaviour of the two series with public sector earnings generally increasing faster than private sector earnings during the downswing and vice versa during the upswing; this finding is consistent with the lesser exposure of the public sector to market pressures. Incomes policy does not appear to have affected relative earnings in any systematic way.

While it is common for United Nations member states in international meetings to espouse 'public health approaches' to drug policy, actual policies appear not to have caught up with this rhetoric. There is a lingering over-emphasis in narcotic drug policies on policing and incarceration at the expense of urgently needed investment in health and social services for people who use drugs. These policies have lethal consequences in the transmission of potentially fatal infections and preventable overdose deaths, and they impede progress in social and economic development. The experience of a number of countries, mostly in the European Union, highlights that bringing public health evidence into the center of drug policy decision-making can have broad social, economic and public health benefits.

This article examines the views, models and shawls of public-private partnership (PPP) in the scientific literature. The main goal of this research is to formulate and present a unified scientific approach to the views and models of public-private partnership by studying and analyzing the scientific literature. In the framework of public-private partnership, in combining the efforts of the state and business, each party pursues its own interests, has its own goals, solves specific tasks. There are financial (also budget for the state), economic, social, political benefits in the implementation of public-private partnership for the public and private sectors.

The historical aversion to effective leadership in American public administration literature imposes a troubling controversy over the appropriateness of nonelected public leaders being allowed to exercise the authority and capability to make decisions regarding the direction, focus, and intensity of their organizational efforts. Using principles from distributed, transformational, and authentic leadership theories, we propose a new public leadership theory that addresses the emerging unique characteristics of the public sector and test this theory using three administrations of the Federal Human Capital Survey. Results show strong support for the application of these theories in the public service. We advocate for the research and teaching of modern leadership of these theories in the public administration field. . [Copyright John Wiley and Sons, Ltd.]

This book brings the idea of a public-defined in part as the quality of communication among strangers-back into focus. The benefits of doing this are many, but perhaps the most important are to adjust our understanding of what is good teaching and to widen our understanding of what counts as central to the educational process.

In dem Referat sollen die Beratungen der in der "Internationalen Sozialistischen Konferenz" zusammengeschlossenen sozialistischen Parteien über die Teilnahme der SPD sowie über den Marshall-Plan geschildert werden. Nach einem Rückblick auf die Entwicklung der Sozialistischen Internationalen seit 1933 werden die Beratungen der Mitgliedsparteien auf den verschiedenen Konferenzen zwischen 1945 und 1948 geschildert. Schon auf der ersten Konferenz, auf der eine Wiedererrichtung der Sozialistischen Internationalen abgelehnt wurde, zeigten sich die politischen und ideologischen Gegensätze zwischen den sozialistischen Parteien, die durch die Frage der Aufnahme der SPD noch vertieft wurden. Eine weitere Verhärtung der Gegensätze wurde 1947 durch die Diskussion über eine Beteiligung am Marshall-Plan bewirkt. Die unterschiedliche Haltung zum Marshall-Plan führte dann 1948 zur Spaltung der europäischen Sozialisten in "Marshall-Sozialisten" und "Molotov-Sozialisten" noch bevor die osteuropäischen sozialistischen Parteien auf der Konferenz am 19./20.3.1948 wegen des kommunistischen Umsturzes in der Tschechoslowakei formell ausgeschlossen wurden.
