Esaminando due diverse fasi della vita politica italiana – la stagione del centro-sinistra e la tragica vicenda della lotta armata – questo volume ripercorre, da molteplici prospettive, il tormentato percorso del leader politico che meglio riassume la storia d'Italia del secondo dopoguerra ./[English]: Aldo Moro, General Secretary of the Christian Democracy, Prime minister in an alliance of center-left, strategist of the government agreement with the Communist Party and finally victim of the political terrorism. Looking at two different stages of Italian political life - the season of center-left coalition and the tragic story of the armed struggle - this volume traces, from multiple perspectives, the tormented path of the leader politician that best sums up the Italian history of the second post-war period.

Introduction: Despite the ever-increasing numbers of mental health patients presenting to United States emergency departments, there are large gaps in knowledge about acute care of the behavioral health patient. To address this important problem, the Coalition on Psychiatric Emergencies convened a research consensus conference in December 2016 consisting of clinical researchers, clinicians from emergency medicine, psychiatry and psychology, and representatives from governmental agencies and patient advocacy groups. Methods: Participants used a standardized methodology to select and rank research questions in the order of importance to both researchers and patients. Results: Three working groups (geriatrics, substance use disorders, and psychosis) reached consensus on 26 questions within their respective domains. These questions are summarized in this document. Conclusion: The research consensus conference is the first of its kind to include non-clinicians in helping identify knowledge gaps in behavioral emergencies. It is hoped that these questions will prove useful to prioritize future research within the specialty.

The state of the planet calls for large-scale sustainability transitions involving systemic adoption of markedly better environmental and social practices. The objective of this symposium is to better understand the role of corporations in promoting such systemic change. We present four case studies—representing diverse industries and change mechanisms—-to investigate corporate leadership in sustainability transitions. The cases examine a wide range of mechanisms used by corporations to progress toward sustainability, such as political coalition building and information strategies through eco-labels, socially responsible investing, and the public statements of CEOs. In this introduction, we discuss the challenges associated with both achieving and studying systemic change, explain the rationale for a case study approach, describe the findings from the case studies, and draw some general conclusions on the mechanisms by which firms may be able to lead, or at least participate in, systemic change in the different phases of sustainability transitions.

From video politics to cyberpolitics: Debate among candidates and televisions in five presidential elections. Media acquires political prominence also in the digital space, where its information collaborates in building up an agenda linked to both candidates and citizens. The present investigation analyzes the official Twitter accounts of two main television stations in Argentina, Peru, Ecuador, Honduras and Chile for 28 days, each of which corresponds with the electoral processes and campaigns of the presidential elections held in Latin America over the period 2015-2017. Through the study of 16,359 broadcasts using tools such as Python Twint, NVivo and SPSS, the most relevant topics from each electoral process were correlated and analyzed in relation to the agendas of the candidates. The main conclusions show the primacy of the horse-race campaign, the subsidiary position of political information and the existence of a "coalition of agendas" that marks the relationship between the political system and the media system.

Integration within the European social dimension, understood as the EU's competence in the field of employment and social policy, has been fraught with obstacles. Divisions between the EU's Member States have limited integration and resulted in a complex and piecemeal system of governance that is low down on the EU's list of priorities. The UK is often regarded as a major obstacle limiting the scope of integration in the field and this is not without good reason. Historically, the UK has formed coalitions to block policy negotiations within the European Council and has pushed for minimal neoliberal obligations in the field. The UK's departure from the EU could result in a step-change for the European social dimension. However, as this article will argue, the UK's departure from the EU will do little to alter the current dominance of a neoliberal market-led ideology, as it currently transcends the political agency of the UK.

South Africa (SA) is in the process of amending its patent laws. Since its 2011 inception, Fix the Patent Laws, a coalition of 40 patient groups, has advocated for reform of SA's patent laws to improve affordability of medicines in the country. Building on two draft policies (2013, 2017) and a consultative framework (2016) for reform of SA's patent laws, Cabinet approved phase 1 of the Intellectual Property Policy of the Republic of South Africa on 23 May 2018. Fix the Patent Laws welcomed the policy, but highlighted concerns regarding the absence of important technical details, as well as the urgent need for government to develop bills, regulations and guidelines to provide technical detail and to codify and implement patent law reform in the country. In this article, we explore how reforms proposed in SA's new intellectual property policy could improve access to medicine through four medicine case studies.

Researchers from different social sciences are increasingly interested in studying the role of institutions in regional development. Nevertheless, from the perspective of regional tourism development analysis, the role of institutions has been explored limitedly. Based on the institutional thickness approach, this study analyzed the role played by institutions in regional tourism development through a qualitative research procedure applied on a Latin American region. The study examined the institutional presence, the levels of interaction, the structures of domination and/or coalition patterns, and the common agendas in 28 institutions related to tourism in the region of Antioquia, Colombia. Results from this empirical analysis show that institutions play a decisive role in regional tourism development for reasons such as the allocation of economic resources, leadership, and interaction among stakeholders. Knowing these dynamics can be useful to boost better management and planning of tourism destinations throughout governance, coordination, and common agendas, and to enrich the debate on regional tourism development.

This first report by the FABLE Consortium presents preliminary pathways towards sustainable land-use and food systems prepared by the 18 country teams from developed and developing countries, including the European Union. The aim of these pathways is to determine and demonstrate the technical feasibility of making land-use and food systems sustainable in each country. They can also inform mid-century low-emission development strategies under the Paris Agreement on Climate Change. FABLE country teams have aimed for consistency with the SDGs and the Paris Agreement objectives. At this early stage, not all target dimensions have been considered. The report does not discuss policy options for transforming these systems, their implementation, or associated costs and economic benefits. These critical issues will be addressed in the global report by the Food and Land-Use Coalition, which will be published in September 2019 ahead of the Climate Summit convened by UN Secretary-General António Guterres.

Merging the personal and theoretical, I discuss the ways in which 'queer,' as both signifier and militant rallying cry, is commodified and assimilated. Looking at the ways in which one word's meaning rapidly changes indicates a quick change in the spaces it circulates and those who utter it. Queer is not simply a word; for many, it is a deeply-loaded, angry reclamation associated with a systemic history of violence and pain of the non-normative person. But as identity-politicians and progressive marketers decisively use 'queer' as a signifier of inclusivity, I question if the weight and affect associated with queer is still present, and further, how radical queers respond to its co-option. By reflecting upon the tactics and world-building of early queer direct-action coalitions, such as ACT UP, Queer Nation, and Gay Shame, new methods of politicizing queer affect in the present context are proposed.

To what extent does political practice under the British Conservative-Liberal Democrat coalition (2010–2015) reflect a 'parliamentary prerogative'? From a formal-institutional point of view one should not expect substantial parliamentary influence in Britain. Yet recent developments suggest the emergence of a new convention. Examining parliamentary debates during the run-up to the votes on Libya and Syria, this contribution shows that the scope and contents of this convention remain contested. Specifically, there is disagreement about the kind of operations that ought to be exempt from the rule, questions of parliamentary procedure that favour the executive and, crucially, the proper timing of substantive votes. Nonetheless, parliament has emerged from the vote on Syria as an informal veto player on decisions regarding war involvement. However, whether MPs will exercise their veto power in prospective cases will depend on the preference distribution in the legislature and the nature of the proposed deployment.

With an awareness that there are conno­tations associated with "food justice" and "neo­liberalism" that are quintessential in discussing food matters, Alison Hope Alkon and Julie Guthman propose that food activism is fertile ground for the growth of reflexive, innovative, and immersive food politics. Departing from the view that alter­native food systems have been described as apolitical and short-sighted, this edited volume suggests that food activism embodies politics and strategic action. This new sort of food activism seeks to build alliances and coalitions that go beyond the current notion of alternatives in describing transformative changes in food systems. The book is divided into three parts, each unpack­ing different possibilities for the role of activism in reshaping food systems. . . .

The UK has been a high profile policy innovator in welfare‐to‐work provision which has led in the Coalition government's Work Programme to a fully outsourced, 'black box' model with payments based overwhelmingly on job outcome results. A perennial fear in such programmes is providers' incentives to 'cream' and 'park' claimants, and the Department for Work and Pensions has sought to mitigate such provider behaviours through Work Programme design, particularly via the use of claimant groups and differential pricing. In this article, we draw on a qualitative study of providers in the programme alongside quantitative analysis of published performance data to explore evidence around creaming and parking. The combination of the quantitative and qualitative evidence suggest that creaming and parking are widespread, seem systematically embedded within the Work Programme, and are driven by a combination of intense cost‐pressures and extremely ambitious performance targets alongside overly diverse claimant groups and inadequately calibrated differentiated payment levels.

Der vorliegende Beitrag argumentiert, dass nur ein flexibles, aber öffentlich-rechtlich organisiertes Standardprodukt geeignet ist, das bisherige Marktversagen bei Angeboten zur privaten Zusatzvorsorge zu korrigieren. Als zentrale Anforderungen an die Ausgestaltung eines Standardprodukts werden eine staatsferne Durchführung der operativen Aufgaben, möglichst geringe Kosten sowie Flexibilität bei Ein- und Auszahlung definiert. Von entscheidender Bedeutung ist darüber hinaus, dass Verbraucher zu jedem Zeitpunkt privatrechtliche Ansprüche gegen den öffentlich-rechtlichen Träger des Standardprodukts haben. ; In its coalition agreement the federal government announced the intention to improve private supplementary pensions by introducing an "attractive standardized Riester-Product". This article argues that a flexible, standardized product, organized by a public provider, is the only viable option to correct the market failure currently afflicting private supplementary pensions. A private execution of duties, minimal costs and high flexibility in contributions and payouts are defined as essential conditions for the implementation of this standardized product. Furthermore, it is essential that consumers have civil law claims against the public provider of the product at all times.
