It is attempted to identify the sources of resistance to the coordination & integration of soc services. Only if costs & benefits are seriously weighed can anyone estimate the value of cliff degrees of coordination & integration under varying structural arrangements. The relationship of changes in soc structure & societal diff'iation to the perception & definition of 'soc categories at risk' is analyzed. The perception & definition of soc problems leads to the creation of agencies & programs to cope with them. Each diff'iated agency or program presents a new interface for coordination & integration. Agencies develop a character & set of commitments that lead to a shifting set of enmities, alliances, & coalitions. On the basis of this background framework a qualitative cost & benefit analysis of various integrative & coordinating mechanisms is undertaken. It is found that the success of any integrationcoordination mechanism depends upon its reckoning with the realities of org'al dynamics & operation. A number of hidden costs to integration & coordination are often ignored. Org's develop commitments & internal & external constituencies to support their goals, territories, & procedures. As a consequence they relate to each other like semi-autonomous states & engage in coalitions & alliances for specific purposes. Many coordination & integration programs have high overall dollar benefits while being extremely costly to specific groups or org's. Analysts of costs & benefits have to examine the org'al, pol'al & professional costs as well. In US society it is easier to add new services than to eliminate old ones, to create new compacts than eliminate total structures. M. Maxfield.

Literatur als Instrument informeller Bildung Erwachsener am Beispiel EnglandsIm England des 18. Jahrhunderts hatte sich ein Printmarkt etabliert, der mit dem der heutigen Zeit vergleichbar ist. Durch die Veränderung wichtiger gesellschaftlicher Faktoren wurde die Ausgangssituation für eine, in dieser medialen Öffentlichkeit aufgetragener, politischer Debatte geschaffen. Diese waren unter anderen der Protestantismus, der reziprok mit der Erweiterung der Alphabetisierungsrate in Verbindung stand, die neu etablierte Wirtschaftsform des Kapitalismus, die zu einer Unabhängigkeit der Autorenschaft und einer neuen Zugangsmöglichkeit für das lesende Publikum schuf. Die Reform der politischen Verhältnisse, die Besetzung des Parlaments durch die oberen Klassen nach der Glourious Revolution, und das Streben nach politischer Partizipation der unteren Schichten, hatte ebenso ursächlich Anteil am Aufflammen der politischen Diskussion. Diese fand einen Höhepunkt während der Französischen Revolution, der die englische Öffentlichkeit in zwei Lager spaltete. Einerseits die Sympathisanten der Revolution, progressive Jakobiner, die sich für eine gesellschaftliche Erweiterung der politischen Teilnahme aussprachen, andererseits konservative Antijakobiner, die für die Bewahrung der Machtverteilung eintraten. Für diesen Disput wurde jedes Genre benutzt um Ideologien zu verbreiten und das Volk politisch zu bilden. Literatur wurde zum Mittel der informellen und politischen Bildung. Bildung in dieser Zeit war grundsätzliche im Erwachsenenalter ansiedelt, oftmals Autodidakt, war kein einheitlicher Prozess, von Brüchen gekennzeichnet. Die politische Komponente von Bildung war im Zentrum der Diskussion. Informelle Bildung durch Literatur, exemplarisch an der politischen Kontroverse in England des 18. Jahrhunderts dargestellt, ist nur nachvollziehbar durch die Rekonstruktion des gesellschaftlichen Kontextes. Ebenso ist nur so der politische und pädagogische Aspekt von Literatur zu erfassen. ; Literature as an instrument of informal adult education at the example of EnglandIn England there 18th Century had established a print market, which is comparable to the present day. This was a high point during the French Revolution, which divided the British public into two camps. On the one hand, supporters of the revolution, the progressive Jacobins, were in favor of a social extension of political participation and on the other hand, conservative anti-Jacobins, who advocated the preservation of power distribution. For this, the print market discharged, any dispute has been used to genre ideologies spread and make the people politically. Literature was a means of informal and political education. This was most of the opportunity to gain education only because of the formal school sector was poorly developed in England, accessible only for the wealthy. Education in this period was fundamental settles in adulthood, was not a uniform process, marked by fractures. The political aspect of education was also the center of discussion. Informal education through literature, exemplified by the political controversy in England in the 18th Century is just understandable through the reconstruction of the social context. Der vorliegende Beitrag beschreibt die reiche "Auseinandersetzungs-Literatur"mit der "bürgerlichen Ideologie" nach folgenden Aspekten: Von welchen Voraussetzungen aus, mit welcher Zielstellung und auf welche Art und Weise erfolgte die Analyse und Darstellung der "bürgerlichen" Politikwissenschaft in der gesellschaftswissenschaftlichen Literatur der DDR? "Bürgerliche oder sozialistische Ideologie. Ein Mittelding gibt es hier nicht. Darum bedeutet jede Herabminderung der sozialistischen Ideologie, jedes Abschwenken von ihr zugleich ein Stärkung der bürgerlichen Ideologie." (Lenin) Wie kaum eine andere Wissenschaft wurde die Wahrnehmung der Politikwissenschaft (Politologie) in der DDR von dem Denkschema dieser "Zwei-Welten-Theorie" beeinflußt. Von Anfang an haftete ihr das Attribut "bürgerlich" im pejorativen Sinne an, wurde sie in den Zusammenhang mit der sogenannten "geistigen Krise des Kapitalismus" gebracht. Ein konstruktives Aufgreifen von Ansätzen kann nicht verzeichnet werden; polemisch könnte man sagen, daß der Wissenschaftliche Kommunismus die "bürgerliche" Politikwissenschaft als eine Art "Wissenschaftlicher Kapitalismus" wahrgenommen hat. A complete bibliography of just German-language literature dealing with the Turkish minority in Germany could easily double as a coffee table. The best one can do for a short introduction to German-, English- and Turkish-language sources is to separate out major categories into which one can organize the thrust and style of these writings and to select several examples of particularly representative or insightful recent publications. Of necessity that leaves a large barrel untapped. For those interested in acquiring a more complete bibliography, to furnish their home or not, I have appended several sources.
