'Should nanotechnologies be afraid?' The small book by Louis Laurent and Jean-Claude Petit announces, from his title, that a summary presentation on this new scientific and technical field of nanotechnology can only be presented as the subject of debate, even though it has only started to build up and is still virtually unknown to the public. The issue of the "Nanotechnology Manufacturer" Quaderni confirms that this is the case: nanotechnologies have started to communicate with speeches that blur in an ambiguous way the unlimited list of their revolutionary applications and warnings about their dangers. It is questionable whether this way of asking the question does not itself ask: why do you present nanotechnologies as being associated with a hazard or risk from the outset? The value of the articles in this Quaderni number is to initiate an ideological deconstruction of the 'nano' object: the concept of risk is not related only to the objective danger posed by those technologies; it is produced by a speech which, while raising fear while advocating (better: by predicting) the social forms that would allow the risk to be controlled, it presents itself as a power discourse. Nanotechnology is an emerging field, and there are still few synthetic works that can be read by a general public on the subject. The public is not well informed about an object being developed and on which knowledge is uncertain. Virginie TOURNAY and Dominique Vinck, in their presentation of the Quaderni issue, point out of themselves a few absences in the handling of this file by the authors they together, in particular the fact that none of them study specific situations using the traditional social science tools, such as observation or survey by interview or questionnaire, among researchers or users. The BIOTEK project aims to compare the games of actors and institutions in the management of genetic resources in Vietnam, Brazil and Mexico. These countries are called upon to implement WTO rules on intellectual property rights and the biodiversity conservation objectives of the Convention on Biological Diversity (CBD). The diversity of forms of living and the resulting variety of forms of innovation now lead to very complex systems for the appropriation of genetic resources. The way in which emerging and developing countries implement these schemes in their national legislation also has a wide range of forms which the present project intends to draw up, if not an inventory, of precise, in-depth and above all comparatively significant case studies. ; The development of biotechnologies and the emergence of an environmental concern in the early nineties converged in the need for a better use of biological diversity and genetic resources. The creation of a world wide framework for intellectual property rights on living matter or the management of biodiversity (Convention of Biological Diversity, CDB) have, since then, influenced the socialisation of biological matter in the countries of the South, in particular by giving an advantage to economic uses by creating a market for genes and biodiversity. This market for domestic as well as wild genetic resources seems less prominent today as local knowledge and traditional practices have been reconsidered and impose a participative type of management. The basic objective of this project is to analyze each type of actors and the institutions that participate in the definition of the appropriation regime of genetic resources by going beyond a comparison of what each team in this project has already been working on. Background. Implementation of the Smart Grid concept in Ukraine is under consideration, and it should become an integral part of the electricity distribution systems planning. One of the outstanding issues is exchanging the information on the distribution systems development between all stakeholders using modern information and communication solutions. Objective. The purpose of the research is to develop a generalized model of information platform for electricity distribution system planning and expansion of Smart Grid technologies in the energy system of Ukraine. Methods. The experience of the European Union (EU) in electricity distribution system planning, and specifically, the organization of interaction between stakeholders was analyzed. With the help of a system approach, the requirements of the existing in Ukraine laws and regulations on electricity distribution system planning were investigated. The model structure of the proposed information platform was formalized by the graphical tools of the unified modeling language (UML). Results. It is determined that the EU organizes the information exchange for the purposes of electricity distribution system planning, using different tools in parallel: specialized institutions for communication of stakeholders; cooperation of energy regulators; reports of scientific institutions about Smart Grid project implementation; information technology platforms for modeling the electricity distribution system in cooperation with its users. The existing in Ukraine scheme of interaction between all actors directly or indirectly involved in electricity distribution system planning was investigated; it was proposed to develop an information technology platform "Ukrainian Smart Energy – USE" to eliminate the identified negative aspects of information exchange between the actors. The generalized structure of the USE platform was formalized using a UML class diagram; it shows the content of data available for viewing and required for publication by different classes of the platform users, depending on their functions. Conclusions. The proposed model of information platform USE is the basis for further investigations directed to develop an appropriate information technology platform. ; Проблематика. This study offers a nuanced comparative analysis of the formation of new resistance groups and their identity-based conflicts and argues that the Gezi resistance was not only an act of resistance against authority but was, at the same time, a movement in which some groups raised their voice and made their identity visible for the first time. Within the methods of participatory action research, semi-structured in-depth interviews and qualitative study of the Gezi resistance in Turkey, this study identifies complex relations (between individuals and focused groups) of the social processes of collective mobilization in the first three weeks of May-June 2013. The empirical part of this study is based on the case of the Gezi resistance and two focus groups: Yoğurtçu Women's Forum and the Soccer Team Supporter Group Çarşı which both became visible and politicized during the Gezi resistance. An explanatory concept derived from peace and conflict studies is applied. This approach reveals how the conflict between these groups contributed to and at the same time hindered the Gezi Resistance (or Occupy Taksim, or the June Resistance). The study analyzes these findings about identity-based conflicts and newly-formed group's inner relations by the help of open coding categories and critical localized political discourse. All kinds of identity issues were raised during the resistance – i.e. issues related to class relations, feminism, the diversity of forums and their particular conflicts, the use of violent language towards each other and many others. Bu çalışma, açık kodlama kategorileri ve eleştirel yerel siyasi söylemler yardımıyla kimlik tabanlı çatışmalar ve yeni oluşan grup iç ilişkilerine dair bulguları analiz etmektedir. En el ámbito de la investigación cualitativa en educación optamos por el estudio de caso y como estrategia de recogida de datos el análisis documental. Los datos fueron analizados a la luz de la teoría de la cultura corporal del movimiento humano y llegó a la constatación que la Danza como asignatura de la Carrera de Profesores en Educación Física de la URCA no es concebida como un lenguaje artístico y sí como un contenido volcado para atender a las actividades rítmicas y expresivas en cuanto deporte, que de hecho son actividades en 'danza' y/o actividades corporales con un acompañamiento musical. Todavía para lograr el objetivo general fueran definidos como objetivos específicos: 1. Analizar la concepción curricular de la Carrera de Formación de Profesores en Educación Física de la Universidad Regional de Cariri (URCA); 2. Identificar el porqué de la nomenclatura Danza y Actividades Rítmicas y Expresivas y las contradicciones existentes con la Danza Escénica como un área del conocimiento y sus implicaciones para la concepción curricular en la Formación de Profesores en Educación Física; 3. Identificar la contribución de la Danza Escénica en la Carrera de Formación de Profesores en Educación Física de la Universidad Regional de Cariri (URCA) a partir del estudio del Proyecto Político Pedagógico (PPP). La concepción e investigación que orientó la Tesis fue el paradigma sociocrítico cualitativo, que según Pérez Serrano (2008) centra su interés en los procesos de transformación de las realidades sociales y procura plantear soluciones a dichas transformaciones, de lo que se deduce que el investigador parte de un interés respecto a la selección del objeto de estudio y de los resultados que pretende obtener con la investigación. La investigación se constituyó en un estudio de caso desde el punto de vista de que se trataba de analizar el contexto brasileño y específicamente la Carrera de Formación de Profesores en Educación Física de la Universidad Regional de Cariri – URCA/Ceará/Brasil. Tal elección se justifica por el hecho de ejercer la docencia en esa Carrera impartiendo clases de la asignatura Danza y Actividades Rítmicas y Expresivas, así como por los conflictos existentes, pues se la Danza es un área de conocimiento y con Carrera de formación para profesores así como de artistas ¿porque en los planes curriculares de las Carreras de formación en Educación Física existe la asignatura Danza? ; The present study had the general objective to analyze what the role of Dance in Race Course Teacher Training in Physical Education of the Regional University Cariri (URCA / Ceará/Brazil), from sociocritic paradigm and qualitative research in education. In the field of qualitative research in education opted for the case study as data collection strategy document analysis. The data were analyzed in the light of the theory of physical culture of human movement and came to the realization that the dance as a subject of Career Teachers in Physical Education URCA is not conceived as an artistic language itself as a content dump to meet the rhythmic and expressive activities as sport, which are in fact activities 'dance' and/or personal activities with a musical accompaniment. Yet to achieve the overall goal were defined as specific objectives: 1. To analyze the curriculum design of the Career Teacher Training in Physical Education of the Regional University Cariri (URCA); 2. Identify why the nomenclature and Rhythmic Dance and Expressive Activities and contradictions with Stage Dance as an area of knowledge and its implications for curriculum design in Teacher Education in Physical Education; 3. Identify the contribution of Career Stage Dance Teacher Training in Physical Education of the Regional University Cariri (URCA) from the study of Political Pedagogical Project (PPP). The conception and research that guided the thesis was qualitative sociocritic paradigm, according to Perez Serrano (2008) focuses his interest in the processes of transformation of social realities and seeks to propose solutions to these transformations, it follows that the researcher starts of interest regarding the selection of the object of study and the results intended by the research. Este trabajo pretende centrarse en el discurso de los derechos de los paí ses occidentales, en los que ha sido proclamada una nueva era de los derechos humanos, bajo la influencia de instituciones internacionales, especialmente después del fin de la Guerra Fría; una era de expansión de actuaciones iniciadas bajo la bandera de los derechos humanos. Para ser más precisos, en Norte América, especialmente en los Estados Unidos la «revolución de los derechos» empezó algunas décadas antes, retrotrayéndose a los años sesenta del siglo pasado. En Europa, el discurso dominante de los derechos ha «aterrizado» más recientemente, en las últimas décadas del siglo XX, para tornarse en penetrante en el nuevo siglo. Hoy todo el occidente se ha convertido en la tierra de los derechos, donde los derechos individuales se encuentran en el vértice del éxito. Sin duda, los derechos humanos han alcanzado un inesperado grado de éxito y las instituciones de derechos humanos prosperan. No obstante, se pueden detectar algunos motivos de preocupación en relación con los derechos humanos en los corros de políticos, entre estudiosos y académicos, activistas de los derechos humanos y el común de las gentes, por muchas y variadas razones. En los países occidentales, los derechos están en una encrucijada entre el éxito y la preocupación: Una creciente atracción hacia los derechos humanos corre pareja con una sensación cada vez mayor de desasosiego. En cierto sentido, los derechos corren el riesgo de convertirse en víctimas de su propio éxito. De hecho, el mismo éxito de los regímenes de derechos alienta que nuevas quejas o agravios se encuadren para ser tratados como materia de derechos humanos, hasta el punto de que en el mundo de hoy día, los derechos humanos se están convirtiendo en una idea política dominante. Pero cuantos más derechos humanos proliferan, más proliferan las voces de escepticismo. La finalidad de este trabajo es indagar en la tensión que aparentemente afecta a los derechos humanos en los países occidentales, y al mismo tiempo preguntarse acerca de las causas culturales de la actual dualidad que los derechos humanos están atravesando. Puesto que el objeto del análisis se limitará a países occidentales, no se deducirá ninguna distinción entre derechos humanos internacionales, derechos fundamentales constitucionales, derechos derivados de normas de rango legal, derechos de creación jurisprudencial, o derechos derivados de otras fuentes de derecho. Aun cuando se supone que cada una de las anteriores categorías juegan un papel diferente y se supeditan a un régimen legal específico, para nuestros propósitos resultará más útil contemplarlos como derechos, en conjunto, en una mirada integradora.This paper is intended to focus on the rights discourse in western countries, where a new human rights era has been heralded in, under the influence of international institutions, especially after the end of the Cold War - an era of expansion of activities undertaken under the flag of human rights. To be sure, in North America, especially in the United States the «rights revolution» began some decades in advance, dating back to the sixties of the past century. In Europe, a pervasive rights discourse has «landed» more recently. Undoubtedly, human rights have met with an unexpected degree of success and human rights institutions are prospering. However, some reasons of concerns about human rights can be detected for many different reasons. In western countries, rights are at a crossroads between success and concern: a growing attraction towards human rights goes hand in hand with a growing discomfort. In some sense, rights are running the risk of becoming victims of their own success. In fact, the very success of rights regimes encourages the framing of new grievances as rights issues, so much so that in today's world, human rights are becoming a pervasive political idea. But the more human rights proliferate, the more voices of skepticism proliferate as well. The aim of this paper is to look into the tension that apparently affects human rights in western countries, while inquiring about the cultural causes of the present ambivalence that rights are going through. As a matter of fact, the underlying fundamental question that will lead our inquiry will be: «How do new rights impinge upon our understanding of the human person?» Our focus will be on the subject of rights and on the legal image of the human person that is being shaped by the language and the practice of rights. From this perspective, the substance of rights is more relevant than their formal features, and therefore the difference between different levels of protection of individual rights can be here overlooked.
In general, our society has no real views on or has an inappropriate idea about what engineering means. Everything related to pollution, bad usage of natural resources and human endeavours is connected to engineering. Modern society accepts the positive achievements that engineering has given us, but some people continue to hold a "negative opinion" related to technology. It is important to show and to explain to the general public that engineering generates many benefits to society. Communication is essential in our society. The Spanish programme "Ciencia en Acción" offers the possibility to link up with a general audience which has a positive approach to science, technology and engineering. This project began ten years ago from a group of scientist and engineers working in CERN, ESA and ESO who promoted a first meeting in Geneva, at CERN headquarters in order to give a message to European society by means of teachers and students. The main objectives of "Ciencia en Acción" are: • Finding new ideas to make science and technology attractive to the population • Pointing out the international character of science and technology • Promoting the interest in science for educators and students • Involving research in scientific and technologic communication activities • Showing the importance of science for progress and welfare in general. Our society continually needs more engineers and more from the engineers. If we want to change mind sets, we need to explain the applications and help the use of engineering to increase the quality of life of everybody in a sustainable manner. If we want to communicate successfully the advantages of engineering we must get close up to our audience. What are the facts that people remember best? Without doubt, the answer is "the facts involving positive emotions". If we feel a passion related to some aspects of technology, we will remember it and we will add a positive connotation to engineering. This relationship will stay with the person for some time and it will be a cord that will not be broken easily. It is good that the experiences, and in special the first experiences with engineering, are exciting. If a child had a good feeling in the school when "making a device" with other children, he/she will continue with this positive feeling in the future. We must get the students to feel emotive in building simple devices or in solving some problems in the technological framework! School classes should offer some examples of this kind of experiences. We should use all the above mentioned strategies such as causing surprise, enthusiasm, encouraging the participation of everybody and to feel technology much more approach. These strategies can be presented in the "Ciencia en Acción" programme in order to show them to all the educational, scientific and technological communities. "Ciencia en Acción" programme is open to all the Spanish and Portuguese speaking countries and all the participants can present their contributions in any of the official languages in Spain and Portugal. The CSIC (Spanish National Research Council), INTA (National Institute for Aerospace Technology), the RSEF (Spanish Royal Physical Society), the SGE (Spanish Geologist Society) and the UNED (Spanish Open University) have annually organised "Ciencia en Acción" in order to increase the quality of science and technology communication and to promote innovation within science teaching. In the last edition of "Ciencia en Acción", the Portuguese program "CienciaViva" (Portuguese Science Programme) has been integrated in the organisers group. This program moves Science and Engineering to the street by involving general audiences in both these areas. "Ciencia en Acción" increases in importance every year. The final event of the last edition grouped together about 15,000 people in two days. "Ciencia en Acción" is integrated in the international program "Science on Stage" organised by the EIROforum (the CERN (European Organisation for Nuclear Research), the EFDA (European Fusion Development Agreement), the EMBL (European Molecular Biology Laboratory), the ESA (European Space Agency), the ESO (European Organisation for Astronomical Research in the Southern Hemisphere), the ESRF (European Synchrotron Radiation Facility) and the ILL (Institute Laue-Langevin) with the financial support of the European Union. In the most recent editions of "Ciencia en Acción", a specific category has been promoted in order to bring the general public closer to "Science, Engineering and Values". The world has recently witnessed a social phenomenon that has been present during the entire history of humanity, but has now taken on greater proportions and impact: the large population displacements of refugees. According to the United Nations, more than 75 million people were in this situation worldwide at the end of 2017, a figure never observed before (UNHCR, 2017). Since 1951, more than 147 countries, including Brazil, have signed the United Nations Refugee Convention, which established obligations for signatory governments to provide refugees with legal and safe working conditions. Considering this context, this study aims to investigate the perceptions of refugees of different origins regarding the processes and difficulties of integrating into Brazilian society and labor market. The processes deal with bureaucratic barriers, cultural differences, ethnic-racial issues, and language, among others. The study uses a qualitative approach consisting of eight interviews in the city of Rio de Janeiro with refugees of a variety of nationalities and both genders. The results show that these respondents perceive a gap between public policies and practices involving refugees in the workplace, and also discrimination by the population, employers, and authorities, describing a multicultural rather than an intercultural context. Despite these challenges, respondents say they intend to continue living and working in Brazil. ; El mundo ha sido testigo de un fenómeno social presente en la historia de la humanidad desde sus inicios, pero actualmente con proporciones e impactos aún desconocidos: los grandes desplazamientos poblacionales, que involucran a personas que ahora están clasificadas como refugiados. Entre los principales resultados, se observaron una distancia entre las políticas públicas y las prácticas que involucran a los refugiados en el medio laboral; además de la discriminación que sienten los entrevistados por parte de la población, los empleadores y las autoridades, lo que señaló un contexto multicultural y no intercultural. Elasticity property allows Cloud systems to adapt to their incoming workload by provisioning and de-provisioning computing resources in an autonomic manner, as the demand rises and drops. Due to the unpredictable nature of the workload and the numerous factors that impact elasticity, providing accurate action plans to insure a Cloud system's elasticity while preserving high level policies (performance, costs, etc.) is a particularly challenging task. This thesis aims at providing a thorough specification and implementation of Cloud systems, by relying on bigraphs as a formal model, over two aspects: structural and behavioral. Structurally, the goal is to define a correct modeling of Cloud systems' "back-end" structure. This part is supported by the specification capabilities of Bigraph formalism. Specifically, via the "sorting" mechanisms and construction rules that allow defining the designer's desiderata. As for the behavioral part, it consists of model, implement and validate generic elasticity strategies in order to describe Cloud systems' auto-adaptive behaviors (i.e., horizontal and vertical scaling, migration, etc.) in a cross-layer manner (i.e., at service and infrastructure levels). These tasks are supported by the dynamic aspects of Bigraphical Reactive Systems (BRS) formalism (through reaction rules).The introduced elasticity strategies aim at guiding the conditional triggering of the defined reaction rules, in order to describe Cloud systems' auto-scaling behaviors in a cross-layered manner. The encoding of these specifications and their implementation are defined in Rewrite Logic via Maude language. Their correctness is formally verified through a model-checking technique supported by the linear temporal logic LTL.In order to quantitatively validate these contributions, we propose a queuing-based approach in order to evaluate, analyze and discuss elasticity strategies in Cloud systems through different simulated execution scenarios. In this work, we explore the definition of a "good" strategy through a case study which considers the changing nature of the input workload. En raison de la nature imprévisible de la charge de travail et des nombreux facteurs déterminant l'élasticité, fournir des plans d'action précis pour gérer l'élasticité d'un système cloud, tout en respectant des politiques de haut niveau (performances, cout, etc.) est une tâche particulièrement difficile. Les travaux de cette thèse visent à proposer, en utilisant le formalisme des bigraphes comme modèle formel, une spécification et une implémentation des systèmes Cloud Computing élastiques sur deux aspects : structurel et comportemental. Du point de vue structurel, le but est de définir et de modéliser une structure correcte des systèmes Cloud du côté " backend ". Cette partie est supportée par les capacités de spécification fournies par le formalisme des Bigraphes, à savoir : le principe de "sorting" et de règles de construction permettant de définir les desiderata du concepteur. Concernant l'aspect comportemental, il s'agit de modéliser, valider et implémenter des stratégies génériques de mise à l'échelle automatique en vue de décrire les différents mécanismes d'auto-adaptation élastiques des systèmes cloud (mise à l'échelle horizontale, verticale, migration, etc.), en multi-couches (i.e., aux niveaux service et infrastructure). Ces tâches sont prises en charge par les aspects dynamiques propres aux Systèmes Réactifs Bigraphiques (BRS) notamment par le biais des règles de réaction. Les stratégies d'élasticité introduites visent à guider le déclenchement conditionnel des différentes règles de réaction définies, afin de décrire les comportements d'auto-adaptation des systèmes Cloud au niveau service et infrastructure. L'encodage de ces spécifications et leurs implémentations sont définis en logique de réécriture via le langage Maude. Leur bon fonctionnement est vérifié formellement à travers une technique de model-checking supportée par la logique temporelle linéaire LTL.Afin de valider ces contributions d'un point de vue quantitatif, nous proposons une approche à base de file d'attente pour analyser, évaluer et discuter les stratégies d'élasticité d'un système Cloud à travers différents scénarios simulés. Dans nos travaux, nous explorons la définition d'une "bonne" stratégie en prenant en compte une étude de cas qui repose sur la nature changeante de la charge de travail. Nous proposons une manière originale de composer plusieurs stratégies d'élasticité à plusieurs niveaux afin de garantir différentes politiques de haut-niveau.
We develop a data mining and visualisation toolkit to study how the information is shared on online social network services. This software allows to observe relationships between conversational, semantical, temporal and geographical dimensions of online communication acts. Internet memes are short messages that spread quickly through the Web. Following models that remain largely unknown, they articulate personal discussions, societal debates and large communication campaign. We analyse a set of Internet memes by using methods from social network analysis and Chinese natural language processing on a large corpus of 200 million tweets which represents/reflects the overall activity on the Chinese social network Sina Weibo in 2012. An interactive visualisation interface showing networks of words, user exchanges and their projections on geographical maps provides a detailed understanding of actual and textual aspects of each meme spread. An analysis of hashtags in the corpus shows that the main content from Sina Weibo is largely similar to the ones in traditional media (advertisement, entertainment, etc.). Therefore, we decided to not consider hashtags as memes representatives, being mostly byproducts of wellplanned strategic or marketingcampaigns. Our final approach studies a dozen of memes selected for the diversity of their topic: humor, political scandal, breaking news and marketing. ; Nous proposons de concevoir et développer un outil permettant d'analyser la diffusion d'information sur les services de réseaux sociaux en ligne grâce au traitement et à la visualisation de données. Courts messages se propageant rapidement sur la Toile selon des modèles encore mal connus, les mèmes Internet comptent parmi les contenus les plus prisés sur les plate-formes web. Les mèmes Internet circulant sur le service de microblog chinois Sina Weibo articulent notamment discussions personnelles, débats sociétaux et vastes campagnes médiatiques. Mobilisant des méthodes issues de l'analyse des réseaux et du traitement automatisé de la langue chinoise, nous procédons à l'analyse d'un vaste corpus de 200 millions de messages représentant l'activité sur Sina Weibo durant l'année 2012. Notre première tâche consiste à identifier des mèmes dans ce large ensemble de données. L'identification de mèmes dans un ensemble de messages est notamment possible grâce à un algorithme de détection non supervisé. Néanmoins, le volume de calculs nécessaires pour obtenir des résultats fiables sur un large corpus nous amène à abandonner cette approche, montrant par là-même la complexité d'une définition intéressante de l'objet numérique composite mème. Notre seconde série d'analyses porte sur le volume de conversations entourant les hashtags du corpus. Les résultats montrent que les usages majoritaires de Sina Weibo sont similaires à ceux des médias traditionnels (publicité, divertissement, loisirs.). Néanmoins, nous écartons les hashtags comme représentants des mèmes Internet, artefacts d'usages commerciaux et stratégiques à la diffusion cadrée et planifiée. L'approche finalement retenue utilise la recherche par mots-clés pour constituer les corpus de messages décrivant une dizaine de mèmes sélectionnés dans la littérature académique et secondaire pour leurs intentions diverses : humour, actualité, scandale politique, faits divers et marketing promotionnel. S'inspirant de la critique des schémas théoriques de communication, une analyse des mots et des réseaux d'échanges entre utilisateurs met à jour les dynamiques discursives de chaque mème. L'organisation de ces informations selon un axe temporel dans un espace de visualisation interactif autorise une lecture détaillée de leur diffusion. La projection de ces réseaux conversationnels et lexicaux sur des cartes géographiques montre également les relations entre leurs aspects textuels et actuels. Les figures obtenues permettent d'ébaucher une typologie structurelle de la diffusion de ces contenus, montrant comment différents régimes d'expression cohabitent sur les réseaux sociaux. La tension entre énonciation et discours qui régit les plateformes Web se manifeste dans des motifs particuliers de circulation des contenus en ligne. Nous pouvons ainsi formuler des recommandations pour l'analyse et la conception de stratégies de communication en ligne d'organismes tant privés que publics. Néanmoins, le caractère exploratoire de cette étude et la difficulté de comprendre les actions humaines par une simple analyse de données nous invite à refuser une généralisation a priori des résultats, préférant considérer ce travail comme la première validation d'une méthodologie pouvant être étendue à d'autres formes de conversations en ligne.
