<i>This study investigates the contents of key documents of international rank regulating the
transfer of weapons and military technologies in order to mark the principles that rule this kind
of state activity. The following principles have been pointed out: the principle of minimizing the
consumption of the world's human and economic resources for armaments; the principle of respect
in the transfers of weapons and the principles of the Charter of the United Nations; the principle
of transparency in the transfer of weapons and military technology; the principle of limitation of
armaments as a factor constituting a threat to peace and national, regional and international
security; the principle of the regulation of transfer of weapons in the domestic law of states; and the
principle of respect for humanitarian law and human rights in international military transfers.</i>

The International Classification for Nursing Practice (ICNP®) is defined as a classification of nursing phenomena, nursing actions, and nursing outcomes that describes nursing practice (ICN, 2001). Although the International Classification for Nursing Practice (ICNP®) has been a project of the International Council of Nurses (ICN) since 1990, it was only in 2000 that a formal ICNP® Programme was established. The vision of the ICNP® Programme is to have nursing data readily available and used in health care information systems worldwide. To achieve this vision, the Programme objectives and activities were organized around three clusters: (a) communication and dissemination, (b) research and development, and (c) coordination and programme management. Examples of programme activities are described, as well as the need for ongoing organizational support and strategic planning to advance the ICNP® and meet the vision of the ICNP® Programme.

AbstractInternational relations scholarship has made great progress on the study of compliance with international agreements. While persuasive, most of this work has focused on states'de jurecompliance decisions, largely excluding thede factobehavior of nonstate actors whose actions the agreement hopes to constrain. Of particular interest has been whether the OECD Anti-Bribery Convention (ABC) might reduce the propensity of multinational corporations (MNCs) to bribe officials in host countries through its mechanisms of extraterritoriality and extensive peer review. Unfortunately, research is hampered by reporting bias. Since the convention raises the probability of investors' punishment for bribery in their home countries, it reduces both the incentives for bribery and willingness to admit to the activity. This generates uncertainty over which of these incentives drives any correlation between signing the convention and reductions in reported bribery. We address this problem by employing a specialized survey experiment that shields respondents and reduces reporting bias. We find that after the onset of Phase 3 in 2010, when the risk of noncompliance increased for firms subject to the OECD-ABC, those MNCs reduced their actual bribery relative to their nonsignatory competitors.

In der Entwicklung familialer Erwerbsmuster hat sich in Europa in den letzten Jahrzehnten ein tief greifender Wandel vollzogen. Bis Mitte des vergangenen Jahrhunderts existierte in vielen Familien mit Kindern noch eine eindeutige Arbeitsteilung zwischen einem erwerbstätigen, männlichen 'Familienernährer' und einer auf Kindererziehung und Hausarbeit spezialisierten Ehefrau. International vergleichende Daten belegen jedoch in allen modernen Gesellschaften für die jüngere Vergangenheit eine Annäherung der Erwerbsquoten von Männern und Frauen (Hofäcker 2006a). Sozialwissenschaftliche Diagnosen sehen zudem das Verhältnis zwischen den Geschlechtern 'im Umbruch' (Leitner et al. 2004) und das 'klassische Ernährermodell' in einem Zustand zunehmender Auflösung in Richtung einer Erwerbstätigkeit beider Ehepartner (Lewis 2004). Vor dem Hintergrund dieser Annäherung von Männern und Frauen im Erwerbsleben wird auch eine Angleichung in der familialen Arbeitsteilung zwischen den Geschlechtern gefordert: 'Neue Väter' sollen mehr Verantwortung für die Erziehung der Kinder übernehmen und sich bei der Erledigung alltäglicher Haushaltsarbeiten umfassender engagieren. Mehrere europäische Länder unterstützen diese innerfamiliale Angleichung zudem durch spezielle familienpolitische Programme. Lässt sich jedoch de facto ein Trend zu solchen, an einer gleichmäßigen Aufteilung von Haus- und Erwerbsarbeit orientierten 'neuen Vätern' erkennen? Der vorliegende Beitrag geht auf Basis der 1988, 1994 und 2002 erhobenen Daten des ISSP-Moduls 'Family and Changing Gender Roles' dieser Frage in insgesamt 18 Ländern Europas nach. Er rekonstruiert Einstellungsmuster von Vätern als notwendige Grundbedingung eines Verhaltenswandels und stellt diese anschließend der tatsächlichen Beteiligung von Vätern an Familien- und Haushaltsarbeit gegenüber. Der systematische Vergleich nationaler Kontextbedingungen ermöglicht es dabei zu rekonstruieren, inwiefern es nationaler Familien- und Arbeitsmarktpolitik gelungen ist, Männer verstärkt zur Übernahme familialer Verantwortung zu bewegen.
