On April 20, 2010, the Macondo well suffered a blowout, causing the mobile offshore drilling unit "Deepwater Horizon" to explode and eventually sink. Oil flowed from the well into the Gulf of Mexico for 87 days. In the aftermath of this event, the US Government proposed significant regulatory changes related to offshore oil and gas exploration and production. In this paper I consider the likely costs and potential benefits from these new regulations. While both costs and benefits are very large, plausibly running into billions of US Dollars, a strong case can be made in favor of the regulations.

Anhand der Diskussion von vier neueren Publikationen zur Gesundheitspolitik versucht der Autor eine Revision des etablierten Public Health-Konzepts. Public Health zielt auf die Erhaltung und aktive Förderung von Gesundheit. Erhaltung von Gesundheit heißt Senkung der Wahrscheinlichkeit (Risikofaktoren) zu erkranken. Dabei müssen die ökonomischen, politischen, sozialen, ökologischen, rechtlichen und infrastrukturellen Verhältnisse und das individuelle Verhalten berücksichtigt werden. Wenn die Verhältnisse "nicht so sind", nützt auch gesundheitsgerechtes Verhalten nichts. Kampagnen für die individuelle Gesundheitsprävention sind jedoch billiger als tiefergreifende gesellschaftspolitische Reformen und nicht zuletzt darum als Form staatlicher Gesundheitspolitik beliebter. Diese Politik neigt dazu, die Verantwortung für Krankheit und Gesundheit einseitig auf die Individuen und deren Lebensstile zu verlagern. Der Autor resümiert: "Public Health als individuelle moralische Verpflichtung ist eine Sackgasse, mit hohen Gewinnerwartungen - aber weniger für die Gesellschaft als für den medizinisch-industriellen Komplex."
