Der Autor, Richter am tschechoslowakischen Verfassungsgericht, beschreibt detailliert den Inhalt der vom Slowakischen Nationalrat am 1. September 1992 verabschiedeten neuen slowakischen Verfassung und analysiert die in diesem Zusammenhang noch ungelösten Probleme. Diese betreffen insbesondere das Verhältnis der slowakischen Verfassung zur Föderalverfassung, die schwache Position der legislative gegenüber der Exekutive und die unzureichende Absicherung der Minderheitenrechte.
