Public-private partnerships have become an important tool for delivering essential public goods, but critics fear that they erode public accountability. Making partnerships more accountable requires a clear understanding of what accountability means for partnerships and which mechanisms can be used to strengthen it.Accountability in Public Policy Partnerships develops a new model of accountability based on principal-agent theory. This model provides a firm normative foundation for accountability demands. At the same time, it shows which accountability standards apply to which kinds of partnerships. Norm-setting partnerships, for example, require strong mechanisms for participation, whereas implementation partnerships must focus on performance evaluation, competitive bidding and beneficiary feedback processes. The accountability model and standards developed in this book provide a guide for partnership practitioners who are developing the governance structures of their partnerships; they serve as benchmarks for evaluating partnerships; and they provide new inputs for the ongoing accountability debates in the public, the corporate and the civil society sectors.

"Thomas Saretzki befasst sich rückblickend mit der Entwicklung policyanalytischer Forschung im Ausgang von Lasswell. Dabei wird deutlich, dass sich die amerikanische Policy-Analyse im Spannungsverhältnis zwischen den unterschiedlichen Ansprüchen von Demokratieförderung und Wissenschaftlichkeit ausdifferenziert hat. Die Unterteilung der Theorieentwicklung in drei Phasen veranschaulicht ein Hin- und Herpendeln wesentlicher policy-analytischer Entwicklungsstränge zwischen diesen beiden Polen. Weist das ursprüngliche Konzept der 'policy sciences of democracy' dem selbstkritisch reflektierenden 'policy scientist' eine intellektuell führende Rolle bei der Sicherung der Zukunft liberaler Demokratie zu, so setzen die Kritiker am positivistisch verkürzten und ökonomisch dominierten Hauptstrom der Policy-Analyse dem Konzept der 'policy analysis for democracy' die Forderung nach der Demokratisierung der Policy-Analyse ('policy analysis by democracy') entgegen. Schließlich führt die Frage nach der Integration dieser Formen von Policy-Analyse in die etablierten Institutionen politischer Problemverarbeitung zum Konzept einer demokratisierten 'Policy-Analyse in der Demokratie', was Saretzki zufolge Anlass gibt zu der stärkeren Rückbesinnung auf ein kontextorientiertes, (selbst-)kritisches Verständnis von Policy Sciences, dessen Elemente bereits bei Lasswell vorfindbar sind." THIS PAPER ESTABLISHES CRITERIA FOR CITIZEN POLICY CHOICE THAT DO NOT DEPEND ON OPINION SURVEYS. DATA DRAWN FROM NATIONAL PARTY PLATFORMS AND US STATUTES AND AGGREGATE VOTING DATA ARE COMPARED TO DETERMINE THE EXTENT TO WHICH MAJORITY CHOICES ARE TRANSLATED INTO NATIONAL POLICY OVER TIME. THE ANALYSIS SUGGESTS THAT POPULAR MAJORITIES APPEAR TO GOVERN.
This article is about Bhutan's success in conserving natural resources and the environment through its organizational and public policy perspectives. At the same time, it analyses the weaknesses and strengths of Bhutan's policy and organizational management in environmental conservation. The integration of the sustainable development approach and the Mahayana Buddhism philosophy has led to the creation of the Gross National Happiness (GNH) which is an important concept that drives the Bhutan government to pay more attention to environmental protection. The close relationship between the Bhutanese and the environment is in accordance with the old beliefs and the influence of Buddhism has contributed to the successful implementation of the government's environmental policy. In addition, the driving force behind the environmental policy has been to design an organizational structure that promotes public participation in order to truly reflect the problem and contribute to sustainable solutions. Integrating indigenous ideas with international principles and building public participation, which indicates Bhutan's success in driving environmental policy, is an important finding of this work.
