Cet article part du constat selon lequel la gestion des territoires métropolitains est inter-organisationnelle. Dans la lignée de la sociologie de l'action organisée, il développe une approche systémique de l'action publique dans le cas d'un projet de réseau de transport métropolitain. Celui-ci implique une coopération entre le syndicat des transports, le conseil régional, plusieurs départements, une communauté urbaine et plusieurs communautés d'agglomération. En nous intéressant aux acteurs qui, concrètement, assurent le déploiement de ce projet, nous explorons les mécanismes qui rendent possible cette action collective entre des administrations autonomes liées par des interdépendances stratégiques fondées sur la distribution territoriale et sectorielle des compétences en matière de transport public et d'aménagement. Nous mettons ainsi en évidence l'inter-institutionnalité technique qui, à l'occasion d'actions opérationnelles, contribue à la construction métropolitaine.

This article examines the recent global emergence of a rhetoric of disaster that connects violent events such as terrorist attacks and destructive accidents under an assumption of similarity based on their equally resulting in tragedy and mourning. I will compare discursive constructions of the terrorist attacks on 9/11, often considered the archetypal terrorist act of the new millennium, the Club Colectiv fire in Bucharest (October 30, 2015), followed by the "Colectiv Revolution" that led to a change of government in Romania, and the Bataclan terrorist attack in Paris (November 13, 2016). In a dialogue with Noemi Marin's concept of rhetorical space, I argue that, within the horizon of expectation created by 9/11, Bataclan and Colectiv have given rise to a specific rhetoric of mourning and revolt in reaction to disaster, which has an important public dimension, but, through a strong emotional appeal, is directed at every member of the audience in a personal way.

From a wider disciplinary perspective, modern conflict archaeology is now a thoroughly established and mature sub-discipline and need no longer seek to explain itself. However, a main problem faced by conflict archaeologists in the Netherlands is that modern eras, including both World Wars, have not received serious attention. Although both World Wars appeal strongly to the popular imagination, modern conflict had not been approached from an archaeological perspective to any great extent in Dutch academia until recently. Since laws and legislation on the topic are problematic in the Netherlands, I will argue that Dutch archaeologists need a different methodological toolkit to be able to conduct conflict archaeology. When applied and interpreted appropriately, archaeology can play an important role in the preservation, the contemporary experience and the historical reconstruction of recent conflicts. However, research methods other than excavations will be needed.

Social systems devise rules for member conduct and often specify punitive action for nonconformity. However, confronting and signaling the intent to punish a rule violator may be an inherently face‐threatening and volatile situation. As such, in this paper we seek to add to the research aimed at minimizing the negative effects of confrontation. We conducted an experiment to examine the impact of linguistic cues and coercive potential on message categorization and on receiver perceptions of threat and face‐sensitivity. Results suggest that threats might be considered a special class of warnings, distinguishable by a speaker‐based locus of punishment Locus of punishment did not, however, impact perceptions of having been warned. These findings thus call into question the assumed parallelism between researcher conceptualizations of threats and warnings and those of typical language‐users. Additionally, targets reported feeling less threatened and perceived more face‐sensitivity, in cases when the speaker was not the source of punishment. Perceptions of threat were decreased when disclaimers were employed and where the message originated from a peer rather than an authority. Power of speech had an impact in ambiguous situations. Implications for researchers and practitioners are discussed.

The article analyzes the contradictions that have developed in the modern market for shared construction associated with the introduction and implementation of escrow accounts. The regulatory system that has developed in Russia by 2020 does not solve all the problems of incomplete information when deciding on the purchase of housing. It is shown that the development of the market for housing under construction and more effective participation of citizens in shared construction are constrained by the incompleteness of information that remains in the Russian primary real estate market — an insufficient level of knowledge about the construction object, the existing mechanisms of financial guarantees for the fulfillment of obligations by developers and about credible sources of information about their activities. It is assumed that this "market failure" should become the subject of state regulation in terms of creating modern information resources and a task in the policy of increasing the financial literacy of the population. The presence and influence of incompleteness of information among citizens — potential buyers of real estate in terms of insufficient information about the object and possible tools for protecting investments in new construction — are proved, mechanisms for overcoming the incompleteness of information are proposed. It was found that in modern Russian conditions, the continuing incompleteness of information among buyers in the shared construction market, and the dominant position of developers contributes to the preservation of citizens' distrust in equity participation instruments and prevents the achievement of strategic goals for the provision and affordability of housing.
