The Malcolm Baldrige National Quality Award (MBNQA) is well known to assess quality and business processes in a variety of sectors, including government. In this study, we investigate the relationship between aspects of the MBNQA's leadership triad and knowledge management in an e-government context. Specifically, we survey 1,100 employees of a medium-sized city government in the United States to investigate the relationship between leadership triad components, leadership strategic planning, and customer/market focus, with knowledge management. Our results show that these components are significantly related to knowledge management and are important in the delivery of e-government applications to the citizenry.

Using unique sets of data from 15 large US cities, an examination is made of some of the conditions under which objective circumstances surrounding city police & ghetto retail merchants are translated in the public issues of police brutality & exploitation by retailers. The findings of the investigation are based on the relations between 3 levels of community soc org within cities: city leaders, the general pop, & the persons in occup's which in some sense link the two. Analysis of the data indicates that grass roots grievances with police & ghetto merchants have their foundations in the actual practices of these occup'al groups. For the consumer to realize that merchants are engaging in unacceptable business practices, city leaders must publicly raise the issue of exploitation. Claims of police brutality appear to follow a more 'populist' kind of model. Although elites certainly act to mold PO, the level of grievances with police & the salience of the public issue of police practices stems more directly from the experiences that citizens have with local law enforcement officers. This article examines the extent to which leadership factors contribute to the success of collaborative planning processes. By examining the best practice in urban management in decentralizing Indonesia, we found that leadership encouraged a trustworthy and effective consensus building between the local government and the communities. The local leaders grasped socio-cultural contexts of the city to formulate communication strategies in a way that encourages an open and informal atmosphere flourished. More importantly, this leadership framework effectively restructured the institutional arrangement and created divisible tasks for subordinates and communities who were involved in the collaborative process.

Small cities face intricate challenges. No Straight Lines provides the basis for a refined model of community-engaged leadership and research designed to realize equality of quality of life. This article presents two sequential case reports of how sixty schools in the London borough of Camden used action research in three phases of development of their local school system reform from a traditional Council-led, top down model of centrally based professional development and monitoring of schools, to one that is schools-led and 'bottom-up' in nature, but still in close partnership with its local council and community. The article uses a sociocultural lens through which to view this journey of self-reform tracking change through three evolutions of the sociocultural model as professional learning becomes situated in classrooms and between schools in Camden, as motivations to develop and change become increasingly intrinsic and less driven by fear of failure or the consequences of failure. Of critical importance is the feedback-rich context created by adoption of enquiry and coaching-based learning models at classroom, organisational and system levels. This both fuels and is fuelled by the strategic collaboration of headteachers and by system leadership also provided by middle leaders, whose increased cross-school agency builds improvement capacity and collaborative capital. But the article does not report on the action research alone. Unlike many accounts of action research for change, this account provides a narrative backdrop in which to locate both scientific and system developments. This is provided through three short vignettes which place the changes reported in a societal, political and community context without whose energetic actors (in the form of local political and community leaders and school governors) the local 'civic governance' so strongly behind these reforms, would not have existed. ; London Schools Excellence Fund (Greater London Authority)
