This paper examines the relationship between regional economic conditions and individual political participation in the mid-1990s for Belgium, France, West Germany, Italy, Spain, and the United Kingdom. In exploring this connection, I construct regional poverty rates, unemployment rates, and inequality scores using data made available through the efforts of the Luxembourg Income Study (LIS) and Eurostat (2000). I also identify regional economic distress employing the European Commission's designation of regions as `Objective One.' I predict individual political participation in national elections and in the 1994 European Parliamentary election using data from the Eurobarometer 1994 Post-European Election Study and find evidence that persons living in economically disadvantaged regions, namely those that are recipients of Objective One Structural Funds, were more likely to vote in elections for the European Parliament than were Europeans residing in other regions.

This article examines the relationship between territorial representation and fiscal redistribution in the European Union. Given that small states are vastly overrepresented in both the European Parliament and the Council of Ministers, models of legislative vote-buying predict that overrepresented member states will be systematically favored in the distribution of EU fiscal transfers. Empirical analysis of each manifestation of the EC or EU from 1977 to 1999 reveals a strong linear relationship between votes and transfers per capita during each period. This is true for both agricultural and regional development transfers as well as total net transfers. The paper concludes by reflecting on the importance of the connection between representation and redistribution as the European Union prepares to enlarge.

Does EU participation in the multilateral system lead to the goal of effective multilateralism? This book examines 8 multilateral organizations, showing how EU policies harm the organizations they mean to help. The multilateral system is too heterogeneous for a one-size-fits-all approach; we must understand multilateralism working in practice.

This article investigates the impact of policy complexity on the duration of legislative negotiations in the European Union employing survival analysis. We conceptualize policy complexity as a three-dimensional construct encompassing structural, linguistic and relational components. Building on this conceptual framework, we measure the complexity of 889 Commission proposals published under the ordinary legislative procedure between 2009 and 2018. Controlling for institutional and political drivers of legislative duration identified by previous studies, we show that different types of policy complexity influence the duration of the decision-making process in the European Union to varying degrees, at different points in time and partially in unexpected ways. On a general level, our study highlights that developing a better understanding of the origins and consequences of policy complexity in the European Union is a key task for scholars of European integration.

Although polarisation risks breaking up the European family, such conflicts paired with transnational challenges can also raise awareness of the need for more European Union (EU) cohesion. In order to approach the hitherto underspecified concept, this article connects the recent literature on social cohesion with research on various facets of public EU support – integration preferences, identity, voting behaviour, and solidarity. Building on survey data from 10 EU countries taken at the end of 2020, a latent class analysis identifies two distinct groups of preferences for EU cohesion: its friends and its foes. EU cohesion can be achieved by highlighting personal advantages of European integration and by stressing joint approaches to crises, civic education, and democratic processes.

"The award of the Nobel Peace Prize to the European Union in 2012 was a reminder of the role of European integration in peacebuilding after the Second World War. For the 'Founding Fathers' of the European integration project, cross-border-cooperation was an integral element in building Europe's peace. Yet, in a Western Europe largely at peace for generations, peacebuilding as a relevant objective for European integration may be questioned. Moreover, the contribution of cross-border cooperation to conflict amelioration may be challenged on the grounds of its overwhelming economic focus. However, enlargement into Central Eastern Europe highlights once again the necessity of a peacebuilding objective for the European Union because of the multitude of real and potential conflicts encompassed within its expanded policy orbit. Drawing on evidence from selected 'borderscapes', this study examines 25 years of European Union cross-border cooperation as conflict amelioration and assesses its prospects in a political climate that emphasises borders as security barriers"--

In the aftermath of the US-led invasion of Iraq in 2003, the European Union created a strategic vision for its foreign policy. The concept of 'effective multilateralism' emerged and has been at the centre of debate around the EU's role in the multilateral system ever since. What exactly does it mean, and how does the EU go about pursuing it? This book argues that effective multilateralism is a two-way street between the EU and multilateral organizations, and for too long it has been assumed that natural synergies must exist between them. By exploring how the EU promotes its policies and interests in eight multilateral settings (including the UN Security Council, the IMF, the WTO and the UN General Assembly) much is learnt about the EU. Not only can EU policies sometimes do harm to multilateral organizations, but also examples of EU policy failures can, paradoxically, further the overall goal of 'effective multilateralism'.
