The first part of the thirteenth ordinary session of the Consultative Assembly was held from April 24 to 28, 1961, under the chairmanship of Mr. Per Federspiel (Danish Moderate Liberal) who was unanimously re-elected to that position. Mr. Emile Liquard (French U.N.R.), rapporteur df the Bureau and Standing Committee, announced to the Assembly that pursuant to discussions at the twelfth ordinary session the Turkish Foreign Minister had been invited to participate at the thirteenth session; however, in view of the present political activity in that country the Foreign Minister had stated that he would be unable to attend. Mr. Liquard also noted that the Swiss and Israeli observers were subsequently to be seated in the Assembly hall. The Bureau and Standing Committee recommended that a draft resolution presented by Mr. Peter Kirk (British Conservative) on the situation in Spain should be referred to the Political Committee for report and to the Committee on Non-Represented Nations for an opinion; the Assembly adopted the proposal and also unanimously approved another proposal, suggested by the Committee of Ministers, that Cyprus be invited to become a full member of the Council of Europe.

On June 21, President George W. Bush met with leaders of the European Union in Vienna to discuss, among other things, concrete actions that the United States & the EU can take to promote freedom & democracy around the world. "The issue of a European identity is at the heart of the scholarly debate an the future of a European democracy. This chapter aims to contribute to this debate by examining the nature of multiple identities in Europe today. To understand the nature and development of a collective European identity, it is important to examine existing European identity patterns empirically and to consider the conditions under which different identities are evoked in social and political processes. Using data from the European Value Survey and the Eurobarometer surveys, this chapter seeks to provide an answer to the following questions: do people hold exclusive or nested geographical identities? How do supranational institutions shape people's beliefs about who they are and to which communities they belong? This comparative study of identities reveals that most people hold multiple and complementary identities, but that important variations exist between countries. Moreover, the empirical findings indicate that political institutions influence the development and nature of identity patterns in Europe." (author's abstract)

The third part of the eleventh ordinary session of the Consultative Assembly was opened on January 18, 1960, with a tribute to its President, Mr. John Edward, who had died at Strasbourg on November 23, 1959. At the onset, the Assembly unanimously adopted a motion against anti Semitic outbreaks presented by the Political Committee, which a delegation from the Israeli parliament gratefully acknowledged. A motion to adjourn the election of the President until the opening of the next session was also adopted. Following presentation of a report on the activities of the Bureau and Standing Committee, the second supplementary report to the tenth report of the Committee of Ministers was presented by its chairman, Mr. Pierre Wigny, Belgian Foreign Minister. He noted that the Assembly had been disturbed over the fact that the Council of Europe was no longer fulfilling an adequate role, and stressed the importance of the exchanges of views which the Committee of Ministers had decided could take place at the request of any member state. In the economic sphere he called attention to recent moves toward economic coordination, and, before concluding, asked the Assembly to examine further both the question of Eurafrican relations and that of rationalization of European institutions.

This monograph summarizes the current research on the epidemiology and prevention of occupational cancer in Europe. Eleven peer-reviewed articles offer a composite view of the current status and future perspectives of this discipline at a time of major economic and political changes in Europe. The monograph includes a brief history of occupational cancer research in Europe and the current burden of cancer from occupational exposure. A large portion of the monograph is devoted to reviews of occupational cancer in various European countries or groups of countries. The first two reviews describe those regions with the strongest tradition of research in the field: the Nordic countries and the United Kingdom. These countries are characterized by high-quality cancer registries and routinely collected information on occupation, e.g., on the occasion of censuses, allowing record linkage studies. Four articles address the situation in the remaining large Western European countries--France, Germany, Italy, and Spain. Although these countries have a strong tradition in occupational health research, with the possible exception of Spain, their epidemiologic research dates back only to the 1970s and 1980s; in recent years, however, research on occupational cancer has expanded considerably. The last two articles of the geographic overview describe the occupational cancer research in the Central European countries and the European territories of the Commonwealth of Independent States. The authors of these two articles critically review the available data on occupational cancer from former Socialist countries and provide reliable information on the extent and amount of occupational exposure to carcinogens. The two final articles of the monograph address specific thematic issues: the importance of asbestos as an occupational carcinogen in Europe and the use of routinely collected data to investigate occupational cancer in women, based on the experience in England and Wales. While environmental threats affect all nations globally, different countries develop their unique ways of approaching the problem. In addition to the legal framework protecting its natural resources, Europe developed a model of addressing environmental concerns by everyday actions, incorporating sustainable practices into individual lifestyle choices and business practices. This photo essay documents examples of how such solutions are infused into everyday lives of citizens to a great cumulative impact on the region. This gives an inspiration to other nations to work on reducing their environmental footprint and balancing their economic goals with the mindful stewardship of nature.

After World War II, governments carried out agrarian reforms in Eastern Europe. This measure resulted in a radical change in the distribution of land ownership. Later a policy of collectivization and formation of state farms followed. Agricultural production has stagnated and fallen behind the planned mark and needs of the population. Conditions concerning production, marketing, and income reduce incentive for greater production and for the mar keting of larger amounts of production. Agriculture has played a subservient role to the rapid development of industry, and generally represents the least successful sector of Communist economic policy.

We study the transitions from career to gradual and permanent retirement by a sample of (Continental) European males aged 55 to 70 in the late 2000s. We find that only 14.6% of the workers in this sample moved from a career to a bridge job by the time of the interview, much less than in the United States, where this share is estimated at close to 60%. We use the cross country and time variation in employment protection legislation and minimum retirement age to study whether recent changes in these labour market institutions have had any effect on the transitions out of career jobs. We find that policies that have increased minimum retirement age and reduced the strictness of employment protection legislation have raised the hazard into gradual retirement in Northern and Central European countries and the permanence in career jobs in Mediterranean countries.

The article contains the report and the drawings of the project for the International ideas competition "The Europe's Become". The European history, since the ancient roman's time, shows us how the birth of any kind of "identity" is strictly related to the diffusion of the common culture. Many National identities are born and grown from a strong solid "shared culture". According to that, the ideas of the design proposal is to give shape to a place that can be simultaneously "attractor and diffuser" of this cultural identity and to promote the European integration process. The concept becomes a material object trough the architecture's instruments and it is transformed in a small temporary architecture: a new kind of mobile-library, half way between a "library-bus" and an info point, that contains an "abstract of European culture". Here the diversity that characterizes each country of the European Union can become a starting point for the development of a common culture. A casket that contains a small piece of European culture: a Eurothéke (from Greek théke, casket). The project, deliberately atopic, is designed to be placed in the squares of the most important European cities. According the competition brief, we decided to show an example of the project in cities like Paris, Palermo, Berlin, Madrid, Rome, etc. Its iconic character aims to become the symbol of a new place where, in a shared, multi-ethnical and multi-discipline way, the European values can be developed. On its inside visitors can simply borrow a document, in paper or multimedia, or have it and consult it on the place. In varietate concordia, this is the motto of European Union: "United in diversity". And it is this diversity that generates the strength of this place as the cultural diversity can and must generate the strength of the European identity.
