Crowdfunding platforms, such as Kickstarter and Indiegogo, have been the focus of considerable popular press news coverage in the past few years, with stories emphasizing how crowdfunding can bring indie creative projects into being through monetary contributions from several individuals online. As a method for financing small or risky artistic products unlikely to receive mainstream corporate or government support, crowdfunding has been celebrated in press coverage for "democratizing" the arts funding process. However, these same celebratory claims about crowdfunding giving everyday people a voice in bringing art into fruition eerily echo arguments in the United States by conservative groups to de-fund public arts programs. The very language crowdfunding proponents use may well fuel politicians hoping to unravel public arts funding. This article presents a critical discourse analysis of news coverage about crowdfunding, analyzing the similarities between pro-crowdfunding sentiments and anti-public arts funding advocates. An uncritical embrace of an Internet trend may threaten public funding for the arts by aligning with neoliberal ideological language.

The purpose of this paper is to analyze two out of three main types of Hidden Public Debt, Commercial Debt and Public Private Partnerships Financing Needs, across 11 European Countries between 2000-2012. When faced with the need to raise taxes or reduce spending, governments have for some time turned to a third option by resorting to off book loans and liabilities that do not appear in public accounts. Hidden public debts are those state commitments and liabilities that, despite a lack of specific allocation or inclusion in forecasts and liabilities, are assumed by the government. Amongst the major results, this article concludes that countries with stronger economies, more transparency of government expenditures and relatively high tax rate stayed in- or moved to the bucket of relatively low debt levels, namely with hidden debt below 1% of GDP. Also, the level of hidden debt within the PIIGS is twice if what the rest of the sample has.

This research measures the accomplished achievements that make public shareholding companies in Jordan ready to host e-transactions (or so-called e-readiness). It aims to analyze the effect of e-readiness enablers on the stage of e-readiness in the targeted companies. However, the research relies on an empirical study and a structured questionnaire. Questionnaires numbered 330 have been distributed to 110 public shareholding companies in four economic sectors in Jordan. The study found that the Jordanian business environment encourages e-readiness in public shareholding companies although it faces hard economical conditions and unstable political conditions in some neighboring countries. Jordan made an obvious modernization of the existing laws and enacted new ones, but it still needs more improvements in e-business legislation to meet the details that could face the citizens while using internet and e-business. The study recommends improving the coordination between public enterprises and the Ministry of Communication and Information. Managements should define the focus, direction and scope phasing required for their e-readiness plans.

The slowness of the industrial recovery is gradually disclosing unmanageable situations in public finance. From the standpoint of public debt, countries engaged in the export of staples fall into three classes: (1) those where widespread default occurred in 1931 or 1932 on both public and private debt and where little or no resumption of debt service has occurred, such as most of the South American republics; (2) those where a critical position appeared early in the depression, followed by collective adjustment of internal debts and measures designed to maintain the level of prices, such as Australia and New Zealand; and (3) those where little or no public default or manipulation of debts, foreign exchange, or price levels has hitherto occurred, such as the Union of South Africa and Canada. Newfoundland occupies a curious position, more like that of European countries, having undergone a political as well as a financial reorganization. The Argentine occupies a position intermediate between groups (1) and (2).

Purpose
The purpose of this practice-oriented paper is to look at a recent, late-phase development in public administration (PA) reform in Romania, specifically the drafting of the recently adopted national Strategy on Strengthening the Efficiency of Public Administration (2014-2020). In particular, the paper focuses on the opportunities and limits of outsourcing the building of the vision underlying the strategy and the prioritization of strategic objectives. The article's story is also placed in the broader context of agencification literature and, more specifically, the involvement of executive agencies in policymaking.


Design/methodology/approach
The paper describes the vision-building exercise, developed according to a script already tested in several sectoral strategy-making processes, and the objectives and procedure of the online participatory consultation by using an adapted real-time Delphi format (similarly tested in the recent past).


Findings
The paper reports on the ways in which the output of the visioning process and of online consultations may be used to enhance a strategic process already underway.


Originality/value
PA reform in post-communist countries has been among the most hotly debated, intensely pursued, yet seemingly elusive policy objectives of the transition and post-transition periods. Among pre-accession and then European Union (EU) member states, the need to get in and then to get involved in European policymaking provided some impetus for such reforms and also set substantial constraints, without however always adding much predictability or significantly streamlining the public sector. The paper contributes to this debate by proving an innovative method of devising a reform strategy by outsourcing the strategy-building process to an agency with the necessary know-how and experience.

This article examines relationships between media content, public opinion, and foreign policy in the United States and the United Kingdom. The investigation proceeds in two stages. First, an agenda-setting analysis demonstrates a strong connection between the salience of foreign affairs in the media and the salience of foreign affairs for the public. Second, two potential effects of varying issue salience on foreign policymaking are examined: (1) issue priming and (2) policymakers' reactions to issue salience. Analyses rely on a combination of U.S. and U.K. commercial polling data and the American National Election Study. Results point to the importance of mass media and issue salience in the relationship between public opinion and foreign policy.

The right to strike has been recognised in France, even as a right guaranteed by the Constitution, since 1946. Strikes in the public sector are subject to specific legal regulation, including requirements for minimum notice periods and, in some circumstances, minimum service requirements. This contribution examines these special legal features of public-sector strikes. It is necessary to clarify the respective roles and responsibilities of the management of public enterprises (or administrative authorities) and the government. The article also considers alternative (and new) forms of collective action and agreements. In the future there may well be even greater scope for the regulation of strikes to be covered by collective bargaining.
