The Gulf Cooperation Council has acquired an important reality in the political and economic lives of the Arab Gulf states. Although its original inspiration was political - dominated by the anxieties of Gulf rulers over security issues at the start of the decade - its most significant manifestation today is economic, as it increasingly becomes the vehicle of economic rationalisation and communication with outside world.
