Post conflict peace-building in Bougainville has been a success story so far, and prospects for state-building look promising. Indigenous customary methods of conflict transformation have contributed decisively to the success of peace-building.At present Bougainvilleans are pursuing a new form of state-building that does not simply copy the western model of the state but draws on customary ways that are deeply rooted in the local communities. Hence the Bougainville case challenges the popular discourse on fragile and failed states, as well as the conventional western state-building policies that flow from them. It demonstrates that conflict prevention, dispute resolution and peace-building will have to take the hybridity of political orders in the Pacific as a starting point, building on their strenghts and developing them further. Building a form of citizenship that is based on the communal identites of the people on the ground is at least as important as building state capacities for sustainable peace and order. A positive mutual accomodation of traditional non-state societal institutions and modern state-based institutions can lead to a new type of statehood that will provide a sound framework for the long-term stabilisation of the peace and for the non-violent conduct of conflicts. External actors such as donor agencies and international organisations will be well advised to take this into account when trying to assist state-building endeavours in Bougainville and elsewhere in the Global South

This paper examines the implications of the Iraq War for the UN, shows how the goals being pursued in Iraq have been undermined by the means, and argues that the liberation of the people from Saddam Hussein's brutal regime was a collateral benefit amidst much damage to principles, institutions and relations. The thesis is that the Iraq War has complicated the international community's efforts to fashion a robust collective response to the nuclear challenge posed by Iran. The war's legacies include diminished Western credibility in highlighting an Iran threat, narrower policy options in responding to the nuclear challenge, and an Iran that is simultaneously politically stronger in Iraq, richer due to rising oil prices, and more emboldened and motivated on national security
