ABSTRACTDoes public infrastructure affect state output? This paper uses both a Cobb‐Douglas and a translog production function to examine the impact of public infrastructure spending on state output. Like labor and private capital, the stock of public capital is considered to be an input into the production process. The data are based on Alicia Munnell's work and were provided by the Federal Reserve Bank of Boston. Unlike many of the earlier studies employing Ordinary Least Squares (OLS) techniques, this analysis employs estimating methods that take advantage of the longitudinal nature of the data set. While these methods lend support to the public capitol hypothesis, there is evidence that studies relying on OLS have reported a coefficient on public capital that is upward biased. This paper, which controls for heterogeneity in the data, finds the coefficient on public capital to be smaller than that presented in previous studies. This finding has important policy implications. It indicates that while investment in public capital may have a positive impact on the private sector, this impact will be much smaller than predicted by previous studies.

On August 20th, 2018, Governor Cuomo signed into law a bill that created the nation's first state commission on prosecutorial conduct (the "Commission"). Since its inception, the law has elicited strong opposition from prosecutors and prosecutorial groups and equally fervent advocacy among members of the New York defense bar and other supporters. Supporters claim that the law is an invaluable tool in the fight against unethical prosecutorial conduct, while opponents such as the District Attorneys Association of the State of New York ("DAASNY") claim that the law violates both the New York State and U.S. Constitution. On October 17, 2018, DAASNY was joined by David Soares, president of DAASNY representing all district attorneys, and Robert J. Masters, an assistant district attorney in Queens County representing all assistant district attorneys in the state of New York, in filing a legal challenge to the law. The complaint, filed in the Albany County Supreme Court, seeks declaratory as well as injunctive relief.

Hubbard is the former speaker of the Alabama House of Representatives. First elected in 1998, he represented Auburn in the state legislature and served as House Minority leader from 2004 to 2010. As chairman of the Alabama Republican Party, Hubbard spearheaded his party's successful effort to win control of both chambers of the state legislature for the first time in 136 years. In 2010, he was unanimously elected speaker and helped pass ethics laws considered among the nation's strictest.

Corruption occurs in the American prison system in a variety of forms. In the most basic version, correction officers accept bribes or sexual favors to smuggle weapons, drugs, or cell phones to inmates, or to provide inmates with other benefits. Other kinds of prison corruption can involve higher-level prison officials. For example, some prison officials have been implicated in pay-to-play schemes with private prisons. In other cases prison supervisors and administrators have been accused of covering up violations by correction officers or others within the prison, such as by shielding human rights abuses.

Stephen Reed, the Democratic mayor of Harrisburg, Pennsylvania from 1982 to 2010, has been charged by state prosecutors with 499 counts ranging from bribery to theft by receiving stolen property.

This article examines how the components of the New Public Management (NPM) doctrine are related to the ways citizens evaluate the public service. It investigates how five macro‐level explanations—free‐market orientations, public‐sector size, tax burdens, administration decentralization, and public‐service quality—affect citizen evaluation of the public service. Data from the International Social Survey Project Citizenship 2004, The Role of Government 2006 Modules, and country‐level data are used to study the relationship across 25 countries, employing multilevel analyses of the data to analyze the relationship between country‐level explanations and citizen valuation of the public service. The results indicate that, while a free‐market orientation is related to a negative image of the public service and public‐service quality is related to a positive image of it, public‐sector size, the tax burden, and the level of administration decentralization are not related to the public‐service image. These results are discussed in light of the NPM doctrine.Este artículo examina cómo los componentes de la doctrina NPM están relacionados a la forma en la que los ciudadanos evalúan el servicio público. Investiga cómo cinco explicaciones a nivel macro—una orientación de libre mercado, tamaño del sector público, cargas fiscales, descentralización de la administración y calidad del servicio público—afectan cómo los ciudadanos evalúan el servicio público. Con datos de la International Social Survey Project Citizenship 2004, el Role of Government 2006 Modules e información a nivel nacional, los datos son usados para estudiar dicha relación en 25 países, empleando un análisis multinivel para analiza la relación entre explicaciones a nivel nacional y evaluaciones ciudadanas del servicio público. Public debt (as opposed to current taxation) alters the inter-temporal pattern of tax rates-it reduces current rates and increases future rates. Accordingly, whether the share of the cost of a given public expenditure is reduced or increased by debt for a given individual depends on the time profile of that individual's income (tax base) vis-à-vis others' incomes. Therefore, given the age-profile of income in virtually all Western countries, individuals will tend to be better off under current taxes the younger they are. If (as most standard models of political economy assume) individuals vote according to their economic interests, and if they are tolerably well-informed, then the pattern of support for public debt will track age. And increases in the median age of the population will lead to larger public debt. In other words, public debt policy collapses to a kind of demographic politics. This explanation may, however, be sensitive to assumptions about motives for bequest. Specifically, if bequestors seek to leave positive bequests and are motivated exclusively by the lifetime consumption of their heirs (as well as themselves) then the aged may, under plausible assumptions about the age of their heirs, prefer current taxes over debt.
