Main description: This volume contains the contributions of a conference dealing with the consequences of the European Monetary Union for the macroeconometric modelling of the Euro area, which took place in Essen in 2000. At the end of the conference the participants were convinced that the discussions including a great variety of theoretical, methodical and factual aspects from the producers' as well as the consumers' perspective will not fail to have a certain impact on the future development of macroeconometric modelling in the Euro area.Once more it became clear, however, that an ideal way to a solution of the problems is still not in sight. The future development will be characterized by a plurality of approaches and models. Thus trends continue which have had a more or less strong, durable or temporary influence on the model landscape since the emergence of the monetarist revolution, the "rational expectations" or the "real business cycle"-models. We are still at the beginning of the theoretical and empirical exploration of the macroeconomic development of the Euro area, it is not always clearly perceptible what is transitory and what is permanent, and this openness should facilitate the reception of the experiences and results which have been presented.The idea for this event was developed in the course of the Project LINK. One of the highlights of the conference was the participation of the nobel prize winner Professor Dr. Lawrence Klein - pioneer and Nestor of macroeconometric modelling - who, as his contribution shows, is following up the creation of the European Monetary Union with critical interest

Exploring the political and legal accountability of the Economic and Monetary Union and the Banking Union, this book focuses on how to render the EU and national institutions acting in this area more accountable and transparent in the exercise of their duties.

This volume attempts to draw debates on governance, at both of these levels, into spaces of cross-border regionalism in Europe today. Embodying both supra-national and sub-national dynamics of contemporary forms of governance, cross-border regions (or euregions) enable observation of the fitful progress and contradictions of the multilevel polity that is contemporary Europe. Including case studies from throughout the EU as exemplars of specific "border regimes", the volume identifies the practical and theoretical importance of governing in Europe's new cross-border territories as part of a newly reinvigorated 'regional question'. In Europe's euregions, it is argued, issues of democracy, identity, sovereignty, citizenship and scale must be rethought, when a border runs through it. This book utilises a diversity of perspectives and a range of selected case studies to examine modes of governance emerging across the nation-state borders of Europe. Using examples from various Member States, his book arrives at a comprehensive account of the abuse of constitutional identity claims in the EU.

This chapter evaluates the EU's cybersecurity policy from four perspectives – neofunctionalism, liberal intergovernmentalism, post-functionalism, and the imperial paradigm. A search for a theory-based framework is performed to ensure that the analysis in this chapter is completed within a set of boundaries, and does not stray into speculation about the EU's prospective strategic steps. Using this contribution's findings and elaborations, a proposal on the policy-associated model is made. Having observed the empirical data, while analytically reflecting on actuality, it can be argued that a 'Cyber Maastricht' is long overdue. ; peer-reviewed

This paper examine the development of railway passenger transport in the European Union countries by using criteria related to the transportation process and the level of economic development of the countries. The study proposes a methodology based on the combination of multicriteria methods. In the first step we determine the indicators to be used in evaluating railway passenger development. As main criteria of the assessment we have chosen social and economic factors, infrastructure factors, factors associated with travel and technological factors. In the second step, using the Fuzzy AHP method, the weights of the criteria and sub-criteria have been calculated. In the third step, we have rated the studied countries by means of the PROMETHEE method. The results show that the factors associated with travel and technological factors have great importance in the ranking of the countries and that, when all factors are taken into account, the countries with the most highly developed railway passenger transport are Germany, Britain and France. The results of the method in the fourth step were compared by applying Cluster analysis. The railway passenger transport in European Union countries have been classified into 5 groups.

"This rise of a particular kind of European Union legislation known as the 'optional instrument' is a novel trend in the context of EU law. This study examines and discusses existing and proposed EU Optional Instruments (OIs) in different fields of European law, including company law, intellectual property law, and procedural law (such as the European Company, the Community Trade Mark and the European Small Claims Procedure, respectively), as well as contract law. The study identifies the core elements that define OIs of the EU and distinguish them from other kinds of EU legislation, especially so-called approximating measures. It provides a detailed overview of a total of twelve OIs in the aforementioned policy areas, charting their development, characteristics, and (where appropriate) usage in practice. It investigates the case for and against the use of optional instruments as an alternative means of EU law-making by analyzing and evaluating the principal arguments in the debate surrounding the use of this legislative method. Finally, it offers an explanation of the varied degree of 'success' of EU OIs already in existence by identifying possible factors that play a role in this respect and testing the significance of these factors with reference to available empirical data. In doing so, the author provides a framework for future research into this developing phenomenon, as well as guidance for the elaboration of future OIs of the European Union."--
