Thucydides' PELOPONNESIAN WAR contains concepts & causal hyp's pregnant for the understanding of modern internat'l pol. It can be read as a case study of empire which reveals the general laws of imperial growth & decay through a detailed description of the crisis period of a classic example of empire, that of ancient Athens. The implicit theory emphasizes the psychol'al foundations of power. It rests on the assumption that a rational ordering of certain universal drives (`fear, honor, & interest') is a necessary condition of stable nat'I power, & that the ordering of group motives is determined by the interaction of nat'l character, pol'al instit's, leadership, & certain circumstantial factors. The theory is a description of the pattern of this interaction. It can be reduced to a set of the guidance of empirical res in the dynamics of nat'l power. IPSA.
