(IP)

"It has never been more important to understand how international law enables and constrains international politics. By drawing together the legal theory of Lon Fuller and the insights of constructivist international relations scholars, this book articulates a pragmatic view of how international obligation is created and maintained. First, legal norms can only arise in the context of social norms based on shared understandings. Second, internal features of law, or 'criteria of legality', are crucial to law's ability to promote adherence, to inspire 'fidelity'. Third, legal norms are built, maintained or destroyed through a continuing practice of legality. Through case studies of the climate-change regime, the anti-torture norm, and the prohibition on the use of force, it is shown that these three elements produce a distinctive legal legitimacy and a sense of commitment among those to whom law is addressed"--

In the crisis with Russia a petrification is felt. Foreign Minister Steinmeier lectures at the United Nations about the violation of international law. The Chancellor appears hard as nails visiting the Finnish Prime Minister in the sanction issue. She moves the lifting of sanctions in very distant and remembers to make the tempo of their ideas vividly that the GDR had to wait even 40 years to reunification. The co-sponsored by the Federal Government NATO Summit Declaration Wales exhausts itself in an opinionated Basta Policy Alliance, which seems more and more to be removed from the original objectives of NATO, 'to create a lasting and just peace in Europe'. In a threatening crisis, however, all efforts should be directed towards solutions. Germany is well advised to build on traditions and a balancing act between Russia and the West. The current situation creates perplexity and fears. In the sanctions question the unity of the Member States will start to dwindle. Adapted from the source document.
