In 2018, Semina, the cultural and scientific magazine of the State University of Londrina (UEL), is celebrating 40 years of operation. The first edition of April/June 1978 was published under the management of the Dean Professor Dr. Oscar Alves and the Vice-Dean Professor Dr. Pedro Vasconcelos Barros, with an Editorial Board comprised of President Professor Theobaldo Cioci Navolar, Director Professor Enoque Balbino Lima, and Members of the Editorial Board Professor Maria Luzel de Oliveira Cauduro, Professor Dr. Jesus Berbel, Professor Leange Severo Alves, and Professor Aldo Matsumoto. With its motto "everything that is planted, grows," Semina originated as an organ of cultural and scientific dissemination of UEL, an institution located in a region with one of the richest soils in the world, Northern Paraná. In addition, Semina means seed, a word derived from the Latin words terrain and seminis. Thus, the UEL periodic, which means "Seeds" in plural, symbolizes the goal of sowing culture and science in the minds of its readers by disseminating works and activities in all fields of knowledge and culture. The history of the Semina periodic complements the history of the University itself, which was founded on January 28, 1970 by a decree of the then governor of Paraná, Paulo Pimentel. Since its first edition in 1978, the Semina magazine has been following the scientific and cultural development of our University. In Semina's 40 years of existence, UEL has grown considerably, with an increase in the number of its faculty, administrative staff, and students; this is a result of the growing demand for development in the region and the creation of new latu sensu and stricto sensu undergraduate and postgraduate courses, which has led to a consequent increase in the intellectual production of the institution. The internal growth of UEL and the region increased the demand for internal and external scientific production, which triggered a natural pressure for restructuring and revision of the periodic's capacity to meet the changes and demands related to this development. Thus, in 1987, Semina began to publish specific issues for each of the four major areas of knowledge: Agrarian Sciences, Biological and Health Sciences, Social and Human Sciences, and Exact and Technological Sciences. Semina: Ciências Agrárias was effectively created in its current form in 2001, with a new ISSN record, and published two issues per year until 2003, four until 2011 and, six or more per year, including supplementary issues, since 2012. With this new division, the current Semina: Ciências Agrárias was indexed in the ISI of Thomson Reuters (SCIE), CAB Abstracts, Chemical Abstracts (CAS), Food Science and Technology (FSTA), AGRIS DATABASE, SCOPUS, and DOAJ, thus offering new opportunities for the publication of scientific papers with the guarantee of wide national and international dissemination. In 2009, Semina: Ciências Agrárias started to be published by the Open Journal Systems (OJS) a software developed for the construction and management of electronic journal publications and its papers were made freely available in the Portal of Scientific Journals of UEL. It began receiving submissions through this electronic system, which increased its access and streamlined the procedure. Since then, Semina: Ciências Agrárias has been ranked by the Journal Citation Reports (JCR) of Thomson Reuters with an initial impact factor of 0.182. Currently, the impact factor is 0.309 for JCR and 0.350 for SJR (Scientific Journal Rankings) of the editor SCImago. Due to its performance in these important indexes of the Agrarian Sciences and the ease of electronic submission, there was a great increase in the number of papers submitted to be evaluated for publication. This increase allowed an improved selection of published papers and, since 2005, publication in English has been prioritized. Thus, the number of papers published per issue increased to 15 in 2005, to 40 in 2011, and in to 50 in 2013, a number maintained until today. From 2010, Semina: Ciências Agrárias started to use DOI (Digital Object Identifier), an identifier of intellectual property with a unique and exclusive standard code consisting of numbers and letters that enables the creation of a permanent link to a published digital document, easing the access to papers published online. In June 2010, Semina: Ciências Agrárias received its first impact factor evaluation in the ISI Web of Knowledge database. It was observed that the evolution of the magazine occurred in parallel to the growth of UEL's three Post-Graduate Programs in the wide area of Agricultural Sciences: Food Science, Animal Science, and Agronomy. In January 2018, UEL completed 48 years; the undergraduate program in Veterinary Medicine has run for 45 of these years, and Semina: Ciências Agrárias for 40 years, both making a significant contribution to the history of the institution's development. Throughout its 45 years of existence, the undergraduate program in Veterinary Medicine has grown considerably, establishing from the beginning strategies for the scientific and technological development of the institution and the region. Therefore, the Postgraduate program in Animal Health was created, later evolving to the current Masters and Doctorate Programs in Animal Science, with the participation of professors of the Department of Animal Sciences. A highlight of the periodic's long history has been the important participation of the Chief Editor, Professor Dr. Odilon Vidotto, researcher and recognized professor in Parasitology and Parasitic Diseases. In addition to the growth and improvement in the Animal Science, Agronomy and Food Science Post-Graduate Programs at UEL, the impact of Semina: Ciências Agrárias on the national scientific community has been significant, publishing papers from all regions of the country, most of them from several Postgraduate Programs in the areas of Agrarian, Veterinary, Biological, and Health studies. Currently, the periodic publishes bimonthly original and review papers, case reports, and communications from the wide field of Agrarian Sciences (Agronomy, Food Science and Technology, Veterinary Medicine, and Animal Husbandry). In 2018, on the online Electronic Publishing System for Magazines (SEER), Semina completed nine years of operation, showing an upward trajectory of publications. From 1978 to 1987, 257 papers were published, and from 2009 to 2018 (the online period) 2,858 papers were published; in total, 3,840 papers were published so far. This greater number of publications coincided with the creation by Semina of its own bureau and the hiring of a librarian exclusive for the journal. Librarian Edilaine Aparecida Soares is responsible for the bureau's work, standardization, and publication of papers. The online system allows access for more than seven thousand users (authors, evaluators, and editors) and currently has 10,260 users and 4,576 ad hoc evaluators registered. To celebrate the 40 years of Semina: Ciências Agrárias, the current Chief Editor Professora Dra. Ivone Yurika Mizubuti, the on-leave Editor-in-Chief, Professor Dr. Odilon Vidotto, and the Managing Editors Professores Drs. Carmen Silvia Vieira Janeiro Neves and Professora Dra. Elza Iouko Ida, as well as the 20 section editors, would like to thank the authors, evaluators, and the editing team for their important contribution during the entire course of the journal. Their work has resulted in the performance already reported and, in the future, will certainly help Semina: Ciências Agrárias evolve to the highest levels.

The outbreak of the COVID-19 pandemic has led to a disruption of surgical care. The aim of this multi-centric, retrospective study was to evaluate the impact of the pandemic on surgical activity for thyroid disease among the Italian Units of Endocrine Surgery. Three phases of the pandemic were identified based on the epidemiological situation and the public measures adopted from the Italian Government (1st phase: from 9th March to 3rd May 2020; 2nd phase: from 4th May to 14th June; 3rd phase: from 15th June to 31st). The patients operated upon during these phases were compared to those who underwent surgery during the same period of the previous year. Overall, 3892 patients from 28 Italian endocrine surgical units were included in the study, 1478 (38%) operated upon during COVID-19 pandemic, and 2414 (62%) during the corresponding period of 2019. The decrease in the number of operations was by 64.8%, 44.7% and 5.1% during the three phases of COVID-19 pandemic, compared to 2019, respectively. During the first and the second phases, the surgical activity was dedicated mainly to oncological patients. No differences in post-operative complications were noted between the two periods. Oncological activity for thyroid cancer was adequately maintained during the COVID-19 pandemic.

Considerare il paesaggio urbano e l'imprenditorialità sociale come elementi in osmosi (Aldrich & Zimmer, 1986), ci permette di ampliare il raggio d'azione in termini di protezione del patrimonio urbano, sviluppo di capacity building della comunità e miglioramento delle capacità imprenditoriali. Inoltre assumere una posizione ibrida in cui convivano i valori sociali con quelli economici e considerare la sussidiarietà circolare, permette di migliorare le prestazioni in termini di policy e pratiche delle istituzioni, dei privati e della sfera civile (Fusco Girard, 2014; Zamagni, 2011). L'approccio al "Paesaggio Storico Urbano" (PSU) (UNESCO, 2011) rappresenta l'assunto più recente e valido riguardo l'identificazione, la conservazione e la valorizzazione del patrimonio urbano nel dibattito scientifico e politico internazionale. Esso considera l'interrelazione sistemica tra fattori economici, sociali, ambientali e culturali permettendo di analizzare il patrimonio urbano come organismo vivente dinamico e altamente complesso. In risposta alla richiesta UNESCO di analizzare e testare strumenti che rendano operativo tale approccio, il lavoro di tesi sviluppa un'analisi comparativa tra quattordici strumenti selezionati nel campo socio-economico, sia tradizionali sia innovativi e identifica l'impresa sociale come tool efficace per la rigenerazione del patrimonio urbano. Obiettivi specifici della ricerca sono: sviluppare una griglia per valutare l'impatto sociale dell'impresa sociale integrata da valori del paesaggio urbano complesso (Fusco Girard, 2014), selezionare il modello di valutazione di impatto sociale e selezionare un caso studio allo scopo di testare in maniera empirica i dati esplorati attraverso il metodo grounded based (Corbin & Strauss, 2014) e sperimentare la griglia valutativa. Come caso studio è stata selezionata la città anglosassone di Plymouth perché prima "Social Enterprise City" in cui è rilevante il rapporto di interdipendenza tra rigenerazione del paesaggio urbano attraverso il patrimonio culturale e la promozione di imprenditorialità sociale; lo sviluppo del caso studio ha mirato a integrare dati quantitativi e qualitativi con osservazione attiva dei luoghi e interazione diretta con gli operatori sociali, politici ed economici coinvolti nel processo di rigenerazione. Il metodo Social Return on Investment (SROI) (A. Nicholls et al., 2015) è stato utilizzato perché riesce a combinare la dimensione sociale con quella economica e perché può essere utilizzato in forma partecipata. È stato selezionato uno specifico progetto sviluppato dall'impresa sociale culturale Real Ideas Organisation (RIO, operante nel quartiere di Devonport, Plymouth), riguardante il restauro e la riapertura al pubblico della Devonport Column (John Foulston, 1824). La colonna monumentale, dall'alto valore simbolico per la città e la nazione, grazie all'operato dell'impresa è visitabile e offre una vista su tutta la città e la baia di Plymouth. La valutazione di impatto sociale, condotta secondo il metodo SROI (Nicholls et al., 2012) e integrando i valori del paesaggio storico complesso (Fusco Girard, 2014), ha dimostrato che investire in attività legate al recupero del patrimonio culturale ha un impatto positivo sul resto del paesaggio urbano aumentandone il valore, sulla comunità locale in termini sociali ed economici e sull'intero organismo urbano che ne beneficia ottenendo una nuova destinazione culturale. È possibile trarre dallo studio di campo ulteriori implicazioni in termini di analisi economica (Esposito De Vita & Ragozino, 2015; Gendron, 1996; Porter & Kramer, 2011), capitale sociale (Fusco Girard, 2013; Putnam, 2000) e ruolo dell'imprenditorialità sociale (Aldrich & Zimmer, 1986; Tognetti & Venturi, 2013). A tale livello è possibile confermare che: elementi come la trasparenza, la fiducia e la relazionalità descrivono ambienti ricchi di valore sociale che creano un impatto positivo in termini di produzione del valore sociale e nell'amplificare la capacità di performance della società; gli strumenti di valutazione emergono per il ruolo correttivo, di innovazione e di coinvolgimento della comunità nel processo decisionale; il ruolo dell'impresa sociale può considerarsi agente di cambiamento in termini di policy e di valore economico. Durante la fase di analisi si è osservato anche che l'investimento in organizzazioni in cui è già maturo il capitale sociale rende di più, ciò conferma la rilevanza del paesaggio sociale come terreno fertile su cui sviluppare un processo di ri-generazione del paesaggio urbano. In termini prospettici i risultati raggiunti possono giustificare una seconda sessione di lavoro sul campo a Plymouth per proseguire la valutazione e ampliarla all'intera organizzazione RIO analizzando approfonditamente il modello adottato per la "teoria del cambiamento" (Kail & Lumley, 2012) e una sperimentazione del modello di Plymouth per la rigenerazione urbana in contesti geopolitici differenti provando a lavorare integrando la dimensione imprenditoriale sociale con quella del paesaggio storico urbano.

Microbioma gastrointestinal; Ferro; Obesitat ; Microbioma gastrointestinal; Hierro; Obesidad ; Gastrointestinal microbiome; Iron; Obesity ; Background: The gut microbiome and iron status are known to play a role in the pathophysiology of non-alcoholic fatty liver disease (NAFLD), although their complex interaction remains unclear. Results: Here, we applied an integrative systems medicine approach (faecal metagenomics, plasma and urine metabolomics, hepatic transcriptomics) in 2 well-characterised human cohorts of subjects with obesity (discovery n = 49 and validation n = 628) and an independent cohort formed by both individuals with and without obesity (n = 130), combined with in vitro and animal models. Serum ferritin levels, as a markers of liver iron stores, were positively associated with liver fat accumulation in parallel with lower gut microbial gene richness, composition and functionality. Specifically, ferritin had strong negative associations with the Pasteurellaceae, Leuconostocaceae and Micrococcaea families. It also had consistent negative associations with several Veillonella, Bifidobacterium and Lactobacillus species, but positive associations with Bacteroides and Prevotella spp. Notably, the ferritin-associated bacterial families had a strong correlation with iron-related liver genes. In addition, several bacterial functions related to iron metabolism (transport, chelation, heme and siderophore biosynthesis) and NAFLD (fatty acid and glutathione biosynthesis) were also associated with the host serum ferritin levels. This iron-related microbiome signature was linked to a transcriptomic and metabolomic signature associated to the degree of liver fat accumulation through hepatic glucose metabolism. In particular, we found a consistent association among serum ferritin, Pasteurellaceae and Micrococcacea families, bacterial functions involved in histidine transport, the host circulating histidine levels and the liver expression of GYS2 and SEC24B. Serum ferritin was also related to bacterial glycine transporters, the host glycine serum levels and the liver expression of glycine transporters. The transcriptomic findings were replicated in human primary hepatocytes, where iron supplementation also led to triglycerides accumulation and induced the expression of lipid and iron metabolism genes in synergy with palmitic acid. We further explored the direct impact of the microbiome on iron metabolism and liver fact accumulation through transplantation of faecal microbiota into recipient's mice. In line with the results in humans, transplantation from 'high ferritin donors' resulted in alterations in several genes related to iron metabolism and fatty acid accumulation in recipient's mice. IV. De homogeneidades y heterogeneidades ¿dónde está el problema? Es bien sabido que la mayor homogeneidad o cercanía políticas no ayudan necesariamente a la integración regional. Cuesta imaginar un bloque integrado de países –siempre como aquí entiendo a la integración- formado por dictaduras militares. El razonamiento acaso suene como una versión simplificada en extremo del "liberalismo republicano", pero creo que puede convenirse a priori que los gobiernos militares no son los regímenes políticos más propicios para poner en marcha un proceso de integración regional. Por el contrario, el retorno de varios países del Cono Sur a la democracia en los ochenta fue un factor clave para el impulso y auge de las iniciativas de integración de esos años. La homogeneidad en la democracia también ayudó a la concertación regional que tuvo en esa época su etapa de gloria. Chile, todavía en dictadura, quedó fuera de ese proceso. Puede aceptarse en trazos gruesos que hay homogeneidades que obstaculizan o favorecen la integración. Sin embargo, también es claro que la simultaneidad de regímenes democráticos con una misma orientación de gobierno no es garantía de avances en ese campo. El ascenso de gobiernos con orientaciones similares en torno a una "agenda de desarrollo" en la década de 2000 no se tradujo en una nueva forma de convergencia que pudiera oxigenar a los alicaídos procesos de integración en América del Sur. En nombre del "nacionalismo" y del desarrollo de las capacidades endógenas, gobiernos que podrían considerarse afines se han resistido a profundizar la liberalización del comercio y a asumir compromisos en otras áreas (Bouzas, da Motta Veiga y Ríos: 332). La cercanía política, para dar otro ejemplo, no ha posibilitado profundizar el Mercosur. A pesar de la proximidad –al menos en los papeles- entre la Argentina, Brasil, Paraguay y Uruguay, el gobierno de este último país bajo el mandato de Tabaré Vázquez contempló la opción de firmar un acuerdo preferencial de comercio con los Estados Unidos que, de haberse concretado, hubiera abierto otra herida considerable al Mercosur. Intereses nacionales o gubernamentales, como cabe esperar, han tenido por lo general más peso en las decisiones que las afinidades ideológicas. Dicho esto, es preciso reconocer que la heterogeneidad política tiende a operar como un factor de dispersión. Puesto de otro modo, si se trata de elegir es mejor ser más homogéneo que heterogéneo para integrarse. No cabe duda que diferencias esencialmente políticas determinaron la decisión de Hugo Chávez de retirar a Venezuela de la CAN en 2006, una medida que contribuyó en mucho a profundizar su crisis. Razones políticas también pueden rastrearse con facilidad en los acuerdos de libre comercio que firmaron los gobiernos de Colombia y Perú con Estados Unidos, dos decisiones que también afectaron seriamente a la CAN, aunque por motivos opuestos a los de Caracas. Reconocido y aceptado este punto, cabe ahora señalar que otras heterogeneidades, anteriores a la "mayor heterogeneidad" de los 2000, han sido decisivas para poner frenos o frustrar los procesos de integración en América Latina. Me refiero al tamaño de las economías, la estructura productiva, los patrones de comercio exterior, las nuevas asimetrías de poder y de proyección internacional, las crecientes diferencias de intereses, la atenuación de las complementariedades y hasta la diversa situación geográfica2. Todos estos factores modelan las estrategias de inserción internacional de los países latinoamericanos y condicionan el peso que cada país le da a la región con el telón de fondo de la globalización y del cambio progresivo del centro de gravitación de la política y economía mundiales. No es éste el lugar para dar cuenta de estos dos macro-procesos y su papel en el curso de las relaciones intrarregionales. Sí me importa a los fines de este artículo señalar que la globalización económica, por la oportunidades y riesgos que ofrece, influye cada vez más y de manera distinta en la importancia relativa de la región para sus países y, más específicamente, para actores de peso político y económico significativo dentro de cada país. Aparece aquí un evidente aunque ambiguo vínculo entre globalización e integración que es preciso explorar. Por su parte, el proceso de redistribución global del poder también abre puertas para un juego político internacional más diversificado y, con ello, para políticas exteriores diferentes en sus objetivos y prioridades externas que sin duda ejercen un fuerte impacto en los vínculos intrarregionales. En este marco, al tiempo que algunos se preguntan ¿cómo nos integramos más y mejor –la pregunta clásica- para hacernos más fuertes en un mundo que cambia y frente a los impactos negativos de la globalización? Otros reflexionan ¿en qué medida la integración regional favorece o limita las estrategias nacionales de vinculación con el exterior? La pregunta no tiene porqué plantearse en término excluyentes, pero bastante o mucho de esto hay cuando se la formula poniendo la mirada en procesos de integración que no han cumplido sus promesas. Por consiguiente, en lugar del ejercicio otrora dominante de la integración hacia la que se convergería hay casi tantos juegos como países en los que cada uno busca la mejor manera de relacionarse con el mundo. En este tablero, la región puede ser o no una prioridad y cuando lo es, no necesariamente ocupa ese lugar por las mismas razones para los gobiernos. Asimismo, puede serlo en teoría pero no traducirse en la práctica. La Argentina de los Kirchner, por ejemplo, ha levantado como principal bandera de su política exterior el latinoamericanismo y, en particular, la profundización del Mercosur. Sin embargo, su propensión a favor de las políticas defensivas no solo acentuó la "fatiga" del bloque, sino que contribuyó a la baja disposición de Brasilia a aceptar límites externos –en este caso de la Argentina- al manejo autónomo de su política exterior. La integración nunca dejó de ser un objetivo para Brasil aunque fue adquiriendo con el tiempo un peso menor en las prioridades de su política exterior; su rechazo a resignar soberanía y autonomía fue uno de los factores determinantes de la debilidad institucional del Mercosur. Además, como señala Monica Hirst, "…la importancia de las economías sudamericanas como espacio de expansión de la grandes empresas brasileñas y la presencia del Estado como inversor (Petrobrás) y financiador (BNDES) se tornaron más importantes para los intereses materiales y estratégicos del país que el proceso de integración regional, especialmente el Mercosur" (Hirst,:257). Por su parte, Colombia, Chile, México y Perú han seguido apoyando al regionalismo abierto como un complemento a sus tratados de libre comercio con el mundo mientras que la Venezuela de Chávez y algunos de sus gobiernos aliados en el ALBA proclaman un regionalismo que retoma las banderas de la unión latinoamericana en clave antiimperialista y anticapitalista., en claro contraste con el de los países mencionados. América Latina: una "unión fragmentaria" Estamos frente a una dinámica compleja que alienta la fragmentación antes que la polarización. Esta última remite a la idea de proyectos enfrentados mientras que la fragmentación refiere un proceso de partes de un todo que se quiebran o fracturan o actúan en soledad. Si se va muy a fondo en el análisis, la misma idea de fragmentación también podría cuestionarse, dado que lo que se separa debió haber estado antes unido a un todo. Sin embargo, la noción sigue siendo útil porque ayuda a contrastar la situación actual con las de otros momentos, sin duda mejores, de la vida de los procesos de integración subregional e incluso con las aspiraciones que le dieron sustento. Sin embargo, solo vale a estos fines, no si se la usa para caracterizar el estado de las relaciones intrarregionales o para marcar su rasgo predominante. Otros procesos juegan a favor de la unión de partes en la región. Aquí está quizás la mayor paradoja de América Latina. Recientemente, una Cámara de la justicia civil en la Argentina confirmó un fallo de divorcio en primera instancia por causas que constituyeron en la pareja "una unión fragmentaria que se sostuvo en un equilibrio precario, de no reciprocidad y no entendimiento que se dio no solo en los últimos años, sino que persistió con la calificación de habitualidad". (http.//www.diariouno.com.ar. 2010) Más que las circunstancias atendidas por los jueces, que remiten a conductas frecuentemente citadas para dar cuenta de la integración realmente existente en América Latina, lo que me atrajo del fallo es la idea de "unión fragmentaria"; me parece una expresión feliz para describir la actual condición de América Latina como una región todavía débilmente vertebrada en la que intervienen poderosas fuerzas de unión y de separación. En efecto, la integración tropieza o retrocede pero la región o partes de ella se hacen más interdependientes, poco a poco se avanza en la vinculación física, las relaciones entre las fuerzas armadas de muchos países alcanzan niveles de cooperación inéditos y sorprendentes, las sociedades encuentran formas más intensas de contacto a través de las fronteras y aumenta, por consiguiente, el espacio de los intereses comunes y el conocimiento mutuo. También crecen, sin y aun con mala integración, el comercio y las inversiones entre los países, especialmente entre los más cercanos mostrando la importancia de las fronteras compartidas en la densidad de las relaciones económicas. La geografía sigue pesando en la inserción internacional de sus países, determina prioridades y opera a un tiempo como un factor de unión y de desunión regional. La democracia es despareja y en ciertos casos hasta incierta, pero constituye el sustento de nuevos modos de cooperación y concertación entre los países. También un dique para que la sangre no llegue al río, en una región en la que existe una larga tradición de mediación y resolución de conflictos y un arraigado "consenso normativo" para la solución pacífica de las controversias interestatales en lugar del uso de la fuerza. En la segunda cita que hago al inicio del texto, Carlos Franz nos habla de una América Latina "más literaria que literal" porque pone a la región bajo el tamiz de la unión o la dispersión, la contrasta con los anhelos fallidos de fundirse en un proyecto mayor y de actuar con una sola voz. Opone, como suele hacerse, aspiraciones de integración con un realidad que se niega a coincidir con ellas. Se trata de una literalidad ansiada que siempre termina, por excesiva, en frustración. Fuera del terreno de la literatura, y a fin de entender el sentido propio de la idea política de América Latina, es conveniente trazar una raya entre la literalidad figurada y la literalidad verdadera de la región, esto es, la que expresa su circunstancia en esta hora. América Latina, como dije, es una región fragmentaria, un continente lleno de contradicciones que ofrece muchas lecturas. Uso el adjetivo fragmentario en el doble sentido de "compuesto de partes o fragmentos" y de cosa "inacabada, incompleta". La región no se integró, tal como se pensaba hace unos años atrás, pero tampoco se polarizó. Fragmentos de unidad que surcan las fronteras de los países muestran que el proceso de regionalización tiene muchas caras y que está vivo. Múltiples actores estatales y privados contribuyen día a día a darle fluidez y van vertebrando un conjunto fenomenal de nuevos vínculos. No es el ALCA, ni el sueño bolivariano, ni un remedo de la Unión Europea. Mucho más modesto en sus alcances y menos perceptible, este proceso de regionalización seguirá, al igual que la globalización, una marcha ascendente. Seguramente no unirá a toda la región, pero si hará más fuertes las relaciones entre algunos países o dentro de subregiones. Me mostré al principio reacio a los análisis agregados de América Latina y a los que cotejan su rumbo sobre la base de otras experiencias porque no llegan demasiado lejos, además se repiten y resultan aburridos. Mucho más rico y útil es meterse en los multiformes vericuetos de las relaciones entre países o grupos de países, incluso en niveles subnacionales. The etiology and the molecular basis of lung adenocarcinomas (LuADs) in nonsmokers are currently unknown. Furthermore, the scarcity of available primary cultures continues to hamper our biological understanding of non-smoking-related lung adenocarcinomas (NSK-LuADs). We established patient-derived cancer cell (PDC) cultures from metastatic NSK-LuADs, including two pairs of matched EGFR-mutant PDCs before and after resistance to tyrosine kinase inhibitors (TKIs), and then performed whole-exome and RNA sequencing to delineate their genomic architecture. For validation, we analyzed independent cohorts of primary LuADs. In addition to known non-smoker-associated alterations (e.g. RET, ALK, EGFR, and ERBB2), we discovered novel fusions and recurrently mutated genes, including ATF7IP, a regulator of gene expression, that was inactivated in 5% of primary LuAD cases. We also found germline mutations at dominant familiar-cancer genes, highlighting the importance of genetic predisposition in the origin of a subset of NSK-LuADs. Furthermore, there was an over-representation of inactivating alterations at RB1, mostly through complex intragenic rearrangements, in treatment-naive EGFR-mutant LuADs. Three EGFR-mutant and one EGFR-wild-type tumors acquired resistance to EGFR-TKIs and chemotherapy, respectively, and histology on re-biopsies revealed the development of small-cell lung cancer/squamous cell carcinoma (SCLC/LuSCC) transformation. These features were consistent with RB1 inactivation and acquired EGFR-T790M mutation or FGFR3-TACC3 fusion in EGFR-mutant tumors. We found recurrent alterations in LuADs that deserve further exploration. Our work also demonstrates that a subset of NSK-LuADs arises within cancer-predisposition syndromes. The preferential occurrence of RB1 inactivation, via complex rearrangements, found in EGFR-mutant tumors appears to favor SCLC/LuSCC transformation under growth-inhibition pressures. Die Sensibilität hochgradig artenreicher Bergregenwald- und Paramo Ökosysteme, die spätpleistzäne- und holozäne Klima- und Feuerdynamik, sowie der menschliche Einfluss auf das Ökosystem in der Podocarpus Nationalpark Region, stehen im Focus dieser ersten umfassenden Studie aus dem südöstlichen Anden Ecuadors. Das Verhältnis zwischen rezenter Vegetation und aktuellem Pollenniederschlag, auf einem Höhengradienten zwischen 1800 und 3200 m in der Bergregenwald- und (Sub)-Paramo Zone, im ECSF (Estacion Cientifica San Francisco) Stationswald, bilden eine wichtige Grundlage für die Interpretation fossiler Pollendaten. Cluster-Analysen (CONISS) auf Grundlage der Pollen-Monitoring Daten spiegeln die unterschiedlichen Vegetationszonen unterer Bergregenwald (LMF), oberer Bergregenwald (UMF) und (Sub)-Paramo im Pollenniederschlag deutlich wider. Eine relativ hohe Anzahl der Pollen Taxa korrespondieren mit dem Verteilungsmuster von Genera und Familien der rezenten Vegetation auf dem Höhengradienten. Die Zunahme von (Sub)-Paramopollen und ein Rückgang von Bergregenwaldpollen bestätigt die aktuelle Waldgrenze bei ca. 2790 m. Palaeoumweltveränderungen, basierend auf der Untersuchung von 9 See-, Moor- und Boden Bohrkernen aus verschiedenen Höhenlagen zwischen ca. 2000 und 3300 m, konnten anhand von Pollen-, Sporen und Holzkohleanalyse in Kombination mit XRF- und Magnetic Susceptibility Scanning (Seesedimente), rekonstruiert werden. Während des späten Pleistozän, in der Zeit von ca. 21,000 bis 11,200 cal yr BP, herrschte ein kalt-feuchtes Klima am El Tiro-Pass (2810 m) vor. Die Vegetationszonen waren abgesunken, Grass-Paramo hatte sich dort ausgebreitet, wo heutzutage Subparamo Vegetation anzutreffen ist. Der Anstieg des Baumpollen Anteils, vorwiegend Weinmannia, im Pollendiagramm von Laguna Cocha Caranga (2710 m), reflektiert eine Zunahme der Temperatur während des Überganges vom späten Pleistozän zum Holozän (ca. 14,500-9700 cal yr BP). Das frühe Holozän von ca. 11,200 bis 8900 cal yr BP (El Tiro-Pass) ist charakterisiert durch einen Anstieg von Temperatur und Niederschlag sowie einer Aufwärtsbewegung der Vegetationszonen. Im mittleren Holozäns von ca. 8900 bis 3300 cal yr BP breitete sich am El Tiro-Pass oberer Bergregenwald aus, es kann von höheren Temperaturen als heutzutage ausgegangen werden. XRF-Scanning Daten des Sedimentkerns von Laguna Rabadilla de Vaca (3310 m) belegen eine trockenere Phase von ca. 8990 bis 6380 cal yr BP und eine feuchtere Phase von ca. 6380 bis 3680 cal yr BP. Mittels Botryococcus braunii, Isoetes und Cyperaceae konnten Holozäne Klimaphasen (feucht/trocken) für die Lokalität Laguna Cocha Caranga rekonstruiert werden. Trockenere klimatische Verhältnisse herrschten in der Zeit von ca. 9700 bis 6900 cal yr BP und von ca. 4200 bis 1300 cal yr BP vor. Von ca. 6900 bis 4200 cal yr BP und von ca. 1300 cal yr BP bis heute war das Klima feuchter. Die nahezu heutigen klima- und Vegetationsverhältnisse etablierten sich im späten Holozän ab ca. 3680 cal yr BP (Laguna Rabadilla de Vaca) und ab ca. 3300 cal yr BP (El Tiro-Pass). Ein starker Anstieg der Feuerintensität zu Beginn des mittleren Holozäns ab ca. 9700 cal yr BP (Laguna Cocha Caranga) und ab ca. 7500 cal yr BP (El Tiro-Pass) reflektieren den Beginn des menschlichen Einflusses auf das Ökosystem in der Podocarpus Nationalpark Region. Hohe Grasspollen Anteile dokumentieren den starken Einfluss von Feuern auf die floristische Zusammensetzung des Bergregenwald- und Paramo Ökosysteme während des mittleren und späten Holozäns. Der Rückgang der Feuerintensität sowie wesentlich geringere Grasspollen Anteile ab ca. 1300 cal yr BP (Laguna Cocha Caranga) und zwischen ca. 970 und 400 cal yr BP (Oberes Rio San Francisco Tal), in Verbindung mit dem Fehlen von Maispollen, dokumentieren einen Rückgang, bzw. das fehlen menschlicher Aktivität infolge politischer Wirren. In Folge des Rückgangs-, oder Fehlens menschlicher Aktivität konnte sich die Bergregenwald Vegetation regenerieren. ; In order to study the stability and dynamics of highly biodiverse mountain rain forest and paramo ecosystems, the late Pleistocene and Holocene climate and fire variability as well as human impact in the Podocarpus National Park region, the first comprehensive palaeoenviremental study from the southeastern Ecuadorian Andes will be presented. An initial study of recent vegetation/modern pollen rain relationship on an altitudinal transects between 1800 and 3200 m elevation in the mountain forest and (sub)-paramo vegetation of the ECSF (Estacion Cientifica San Francisco) research area provide important background information in the interpretation of late Quaternary pollen records. Cluster analysis on the pollen rain data by CONISS, clearly reflects the zonation of the different vegetation units, lower mountain forest (LMF), upper mountain forest (UMF) and (sub)-paramo. A relatively high number of pollen taxa correspond to the altitudinal distribution of genera and families of modern vegetation. The modern tree line in the research area is at ca. 2790 m, which is pointed out by an increase of (sub)-paramo taxa and a decrease of mountain forest taxa in the pollen rain data. Palaeoenvironmental changes, inferred from 9 lake, peat bog and soil deposits, collected at different elevations between ca. 2000 and 3300 m, were investigated by pollen, spores and charcoal analysis, in combination with XRF- and magnetic susceptibility-scanning on the lake sediment cores. During the late Pleistocene from ca. 21,000 to 11,200 cal yr BP, grass-paramo vegetation occurred at the Tiro-Pass (2810 m), reflecting cold and moist climatic conditions as well as a shift of vegetation zones into lower elevation during this period. During the transition from late Pleistocene to early Holocene from ca. 14,500 to 9700 cal yr BP, arboreal taxa, mainly Weinmannia strongly increase at Laguna Cocha Caranga (2710 m), reflecting a raise in temperature. The early Holocene from ca. 11,200 to 8900 cal yr BP (El Tiro-Pass) is characterised by an increase of temperature and moisture, as well as a shift of vegetation zones into higher elevation. During the mid Holocene period, from ca. 8900 to 3300 cal yr BP, upper mountain forest vegetation developed at the El Tiro-Pass, where subparamo vegetation occurred in recent times, suggesting a warmer climate than present day at this elevation. XRF-scanning data from Laguna Rabadilla de Vaca (3310 m) reflects a drier period from ca. 8990 to 6380 cal yr BP and a wetter period from ca. 6380 to 3680 cal yr BP. The green algae Botryococcus braunii, Isoetes and Cyperaceae were used to reconstruct Holocene wet/dry phases at Laguna Cocha Caranga. Drier climatic conditions occurred from ca. 9700 to 6900 cal yr BP and from ca. 4200 to 1300 cal yr BP. From ca. 6900 to 4200 cal yr BP and from ca. 1300 cal yr BP to modern time"s wetter climatic conditions occurred. During the late Holocene, modern climatic conditions, as well as recent vegetation established since ca. 3680 cal yr BP at Laguna Rabadilla de Vaca and since ca. 3300 cal yr BP at the El Tiro-Pass. An increase of fire intensity during the early to mid Holocene period after ca. 9700 cal yr BP at Laguna Cocha Caranga and after about 7500 cal yr BP at the El Tiro-Pass reflects beginning human impact on the ecosystem in the Podocarpus National Park region. High occurrence of grasses document, that past fires have markedly influenced the floristic composition of the mountain rain forest and paramo ecosystems during the mid to late Holocene period. The reduction of fire intensity coupled with a decrease of grasses after ca. 1300 cal yr BP (Laguna Cocha Caranga) and between ca. 970 to 400 cal yr BP (Upper Rio San Francisco valley), coupled with a missing of Zea mais pollen, suggests a reduction and/or absence of human activities, may be as a result of political unrest. After the reduction and/or absence of human influence the mountain forest vegetation starts to recover.

Abstract - The genus Bursaphelenchus comprises almost 100 species mainly from the northern hemisphere, with conifers as the most important hosts. Among the various nematode species, the pine wood nematode (PWN), Bursaphelenchus xylophilus, is the casual agent of pine wilt disease (PWD), and the most important forest pest for pines worldwide, classified as an A1 quarantine organism within the European Union. In 1999 this nematode was detected for the first time in Portugal and Europa associated with maritime pine, Pinus pinaster. Following detection, a national program denominated "Programa Nacional de Luta contra o Nemátodo da Madeira do Pinheiro" (PROLUNP) was created to, among other objectives, determine the distribution of the PWN and its associated vector(s) and host(s), and therefore intensive surveys covering the entire country were conducted with thousands of wood samples and suspected insects being analyzed. This thesis presents the listing, distribution, frequency and the insects associated with Bursaphelenchus species found associated with maritime pine in Portugal, identifying and characterizing the various species by morphological, biometrical and molecular biology (ITS-RFLP and rDNA sequencing analysis) techniques. To achieve the objectives, a total of 4813 maritime pine wood samples and 3294 insects from 22 species and six families were individually analyzed. A total of nine Bursaphelenchus species were found, namely: B. antoniae, B. hellenicus, B. leoni, B. mucronatus, B. pinasteri, B. sexdentati, B. teratospicularis, B. tusciae and B. xylophilus, all of them (with the exception of B. xylophilus) being new records for Portugal. Some of the species appear to have a widespread distribution, such as B. leoni, B. teratospicularis and B. tusciae while others were very rarely found and apparently have a localized distribution range within the country, namely B. antoniae and B. mucronatus. The majority of the species is characteristic of the Mediterranean region and can also be found in countries such as Spain, Italy and Greece, reflecting the affinity of our fauna with those locations. The association of B. hellenicus and B. tusciae with maritime pine is here reported for the first time. Six of the Bursaphelenchus species were also found associated with insects, mainly from the family Scolytidae (Coleoptera). Some of these interactions were described for the first time, namely: B. hellenicus with both Ips sexdentatus and Hylurgus ligniperda, B. sexdentati with both H. ligniperda and Orthotomicus erosus and B. tusciae with H. ligniperda. The exclusive association of B. xylophilus with the cerambycid Monochamus galloprovincialis was also confirmed. The nematode's dauer juveniles were usually found in low numbers in the insect vectors (ca 10-100 per insect), although for B. xylophilus a few thousand specimens per insect were sometimes found. The location of the dauer juveniles differed according to the species, although they were more common under the elytra and wings of the adult insects. A species new to science was detected and formally described as B. antoniae, associated with Hylobius sp. (Coleoptera; Curculionidae) beetles. Morphologically, this new species is very similar to B. hylobianum, although it's distinct ITS-RFLP molecular pattern (with only the enzyme Haelll producing comparable restriction bands) and the failure of hybridization supported the two species as distinct entities. Additional phylogenetic analysis of the 18S rDNA sequence further supported the taxonomical proximity of B. antoniae with B. hylobianum. Concerning the PWN, detailed studies on the development and morphology of B. xylophilus were conducted, and comparative measurements of field-collected and laboratory-maintained populations demonstrated that nematodes from the second group displayed larger size in all morphometric parameters, which could derive from more adequate conditions of nourishment and/or temperature. Taxonomical studies on the development stages of B. xylophilus confirmed the existence of four propagative juvenile stages (J1,J2,J3 and J4), an adult stage with both sexes and two dispersal stages (jIII e jIV), with the measurements of the gonad length allowing the separation of the propagative stages. It is hoped that the acquired knowledge will be useful on future surveys of nematodes of the Bursaphelenchus genus collected from either wood material or insect vectors, and facilitate the correct distinction and identification of the various species which are now known to occur. ### Resumo - 0 género Bursaphelenchus compreende quase 100 espécies, distribuídas sobretudo nos países do hemisfério norte do globo terrestre. Embora algumas espécies já tenham sido detectadas em plantas herbáceas, os hospedeiros vegetais mais comuns deste género são as coníferas, particularmente pinheiros. 0 nemátode da madeira do pinheiro (NMP), Bursaphelenchus xylophilus, é considerado a espécie mais importante deste género uma vez que é o agente causal da doença da murchidão dos pinheiros ("pine wilt disease"). Originário dos Estados Unidos, onde não causa grande impacte, o NMP foi introduzido em alguns países da Ásia (China, Japão, Coreia e Taiwan) e mais recentemente na Europa (Portugal). Nestas regiões é responsável pela destruição de milhares de hectares de coníferas, assumindo uma elevada importância económica. Em Portugal, depois da sua detecção em 1999, associado a Pinus pinaster, foi implementado um programa nacional "Programa Nacional de Luta contra o Nemátodo da Madeira do Pinheiro" (PROLUNP) que permitiu determinar a área afectada pela praga (a sul do rio Tejo, península de Setúbal) bem como definir e implementar estratégias de controlo e prevenção da disseminação do NMP a outras zonas de Portugal. Recentemente, em Junho de 2008, foi confirmada a presença de B. xylophilus em outras regiões de Portugal levando as autoridades oficiais a definir todo o território continental como zona afectada e de restrição. As prospecções intensivas realizadas nos últimos anos incluíram a recolha e análise de milhares de amostras de madeira de pinheiro bem como de insectos associados ao pinheiro bravo conduzindo à identificação de várias espécies de Bursaphelenchus. Assim, os estudos conduzidos neste trabalho tiveram como objectivos efectuar uma caracterização morfológica, biométrica e molecular das espécies associadas a P. pinaster em Portugal bem como a sua distribuição geográfica e abundância. Os estudos biométricos foram realizados com populações extraídas directamente do meio natural. Foi ainda realizada uma pesquisa que permitiu identificar os insectos a que estão associadas essas espécies, os seus possíveis vectores. Foram analisadas no total 4813 amostras de P. pinaster e 3294 insectos (22 espécies pertencentes a seis famílias diferentes). Foram identificadas um total de nove espécies: B. antoniae n. sp., B. hellenicus, B. leoni, B. mucronatus, B. pinasteri, B. sexdentati, B. teratospicularis, B. tusciae e B. xylophilus. Foram realizados estudos morfológicos e biométricos de todas as espécies com excepção de B. mucronatus; o reduzido número de exemplares encontrados em apenas uma amostra foram utilizados para efectuar o diagnóstico molecular desta espécie (ITS-RFLP). Apesar de ter havido, sempre que possível, a confirmação molecular, na maioria dos casos a caracterização morfológica e biométrica permitiu a correcta identificação das espécies. Contudo, foi imprescindível a análise molecular em algumas amostras, nomeadamente para a identificação de B. xylophilus e B. sexdentati; dada a grande semelhança entre B. xylophilus e B. mucronatus e tendo sido encontradas algumas populações de B. xylophilus que possuíam fêmeas com cauda mucronada, foi necessária a realização da confirmação molecular. Com excepção de B. xylophilus, todas as outras espécies foram reportadas pela primeira vez em Portugal. Juntamente com B. xylophilus, B. pinasteri foi a espécie encontrada nas amostras de madeira de pinheiro com maior frequência. Algumas destas espécies como B. leoni, B. teratospicularis e B. tusciae foram reportadas em diferentes localidades do norte, centro e sul de Portugal, apresentando uma vasta distribuição geográfica; este resultado está em consonância com a forte associação destas espécies a climas mediterrânicos tal como acontece em Espanha, França, Itália e Grécia. Em oposição, espécies como B. antoniae e B. mucronatus foram encontradas apenas numa ocasião na região centro (Leiria) e norte (Figueira da Foz) do país, respectivamente. Bursaphelenchus mucronatus é igualmente pouco frequente em Espanha onde ocorre sobretudo na região norte, na Galiza. Esta espécie preferirá climas mais frios, ocorrendo com uma maior frequência nas regiões de latitude norte; esta análise é corroborada pela presença constante em países como Alemanha, Finlândia, França, Noruega, Rússia e Suécia. A nível mundial são descritas neste trabalho pela primeira vez as associações das espécies B. hellenicus e B. tusciae ao hospedeiro vegetal P. pinaster.

[Background]: The gut microbiome and iron status are known to play a role in the pathophysiology of non-alcoholic fatty liver disease (NAFLD), although their complex interaction remains unclear. ; [Results]: Here, we applied an integrative systems medicine approach (faecal metagenomics, plasma and urine metabolomics, hepatic transcriptomics) in 2 well-characterised human cohorts of subjects with obesity (discovery n = 49 and validation n = 628) and an independent cohort formed by both individuals with and without obesity (n = 130), combined with in vitro and animal models. Serum ferritin levels, as a markers of liver iron stores, were positively associated with liver fat accumulation in parallel with lower gut microbial gene richness, composition and functionality. Specifically, ferritin had strong negative associations with the Pasteurellaceae, Leuconostocaceae and Micrococcaea families. It also had consistent negative associations with several Veillonella, Bifidobacterium and Lactobacillus species, but positive associations with Bacteroides and Prevotella spp. Notably, the ferritin-associated bacterial families had a strong correlation with iron-related liver genes. In addition, several bacterial functions related to iron metabolism (transport, chelation, heme and siderophore biosynthesis) and NAFLD (fatty acid and glutathione biosynthesis) were also associated with the host serum ferritin levels. This iron-related microbiome signature was linked to a transcriptomic and metabolomic signature associated to the degree of liver fat accumulation through hepatic glucose metabolism. In particular, we found a consistent association among serum ferritin, Pasteurellaceae and Micrococcacea families, bacterial functions involved in histidine transport, the host circulating histidine levels and the liver expression of GYS2 and SEC24B. Serum ferritin was also related to bacterial glycine transporters, the host glycine serum levels and the liver expression of glycine transporters. The transcriptomic findings were replicated in human primary hepatocytes, where iron supplementation also led to triglycerides accumulation and induced the expression of lipid and iron metabolism genes in synergy with palmitic acid. We further explored the direct impact of the microbiome on iron metabolism and liver fact accumulation through transplantation of faecal microbiota into recipient's mice. In line with the results in humans, transplantation from 'high ferritin donors' resulted in alterations in several genes related to iron metabolism and fatty acid accumulation in recipient's mice. ; [Conclusions]: Altogether, a significant interplay among the gut microbiome, iron status and liver fat accumulation is revealed, with potential significance for target therapies. ; This work was supported by EU-FP7 FLORINASH (Health-F2-2009-241913) to R.B., M.F., J.M.F.R., E.H. and J.K.N. <p>Señala Rojas (2012) que los países desarrollados son ricos porque decidieron invertir en una economía basada en el conocimiento. La economía basada en la agricultura tenía como eje principal de producción a la tierra, en la sociedad industrial fueron los recursos naturales, el capital físico y el trabajo. Ahora, el factor fundamental es el conocimiento, el mismo que permite el crecimiento económico y crear riqueza.</p><p>El concepto economía del conocimiento se estructura en base al término sociedad del conocimiento, cuya descripción la efectuó Drucker (1969) al referirse a la sociedad post-industrial, destacando la productividad del conocimiento como fuente de riqueza, que se vio favorecida por el desarrollo de las tecnologías de la información y comunicación, así como de la globalización, se dice: La economía ya no está basada en el músculo y la materia prima, sino en la mente. (Tunnermann y De Souza, 2003). El término economía del conocimiento fue establecido por la Organización para la Cooperación y el Desarrollo Económicos (OECD, 1996), considerando al conocimiento como el factor clave del crecimiento económico, donde sus fundamentos son la creación, difusión y uso del conocimiento. (Sánchez y Ríos, 2011). Ante este escenario, se hace necesario invertir en ciencia y tecnología. Kakú (2013) señala que los países en desarrollo no deben confiar exclusivamente en el capitalismo de mercancías y que los países ganadores serán los que construyan sus economías basadas en la ciencia y tecnología.</p><p>La Oficina Regional de Ciencia para América Latina y el Caribe de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) hace referencia a los sistemas nacionales de ciencia, tecnología e innovación, definiéndolos como organismos orientados a fomentar, promocionar y ejecutar las actividades de ciencia y tecnología (UNESCO, 2010).<br />La Constitución Política del Perú (1993, art. 14) establece que es deber del Estado promover el desarrollo científico y tecnológico del país. Por ello, se promulgó la Ley Marco de Ciencia, Tecnología e Innovación Tecnológica donde se indica que:" el desarrollo, promoción, consolidación, transferencia y difusión de la ciencia, tecnología e innovación tecnológica son de necesidad pública e interés nacional", siendo factores fundamentales para la productividad y el desarrollo del país en sus diferentes niveles de gobierno; asimismo se establece el Sistema Nacional de Ciencia, Tecnología e Innovación Tecnológica (SINACYT), esta conformado por el "conjunto de organizaciones y personas naturales del país dedicadas a la investigación, desarrollo e innovación tecnológica en ciencia, tecnología y su promoción". Se señala que el Consejo Nacional de Ciencia, Tecnología e Innovación Tecnológica (CONCYTEC)es el organismo rector del sistema, siendo un organismo público descentralizado adscrito a la Presidencia del Consejo de Ministros (Ley N° 28303, 2004).</p><p>El 2005 se promulga la Ley 28613 denominada: Ley del Consejo Nacional de Ciencia, Tecnología e Innovación Tecnológica que determina y regula los fines, funciones y organización del CONCYTEC. Por otro lado, la Ley N° 30806 (2018) modificó diversos artículos de las leyes 28303 y 28613, precisando funciones y creó el Fondo Nacional de Desarrollo Científico y de Innovación Tecnológica (FONDECYT) como una unidad de ejecución presupuestal del CONCYTEC, además de incorporar a la Ley Marco precisiones terminológicas necesarias para las actividades de ciencia y tecnología en el país.</p><p>Dentro del marco normativo del Perú es importante destacar el Decreto Supremo 015(2016) que aprueba la Política Nacional para el Desarrollo de la Ciencia, Tecnología e Innovación Tecnológica del Perú donde se establece la importancia del capital humano en la ciencia, tecnología e innovación. Se indcia que:" es necesario disponer de una masa crítica de investigadores y técnicos calificados, tener programas de pregrado y postgrado de calidad, institutos tecnológicos con infraestructura y docentes adecuados. Todos estos aspectos deben estar acompañados de sistemas de incentivos para la retención y atracción de investigadores y técnicos, nacionales e internacionales". Se considera como objetivo estratégico: "Promover y desarrollar nuevos incentivos que estimulen e incrementen las actividades de CTI por parte de los actores del Sistema Nacional de Ciencia, Tecnología e innovación Tecnológica." p.12.<br />Se establece como lineamiento de política mejorar e incrementar los incentivos para la atracción y retención de investigadores, profesionales y técnicos en CTI e indica expresamente: "Ello es aún más complejo cuando no existe un sistema de incentivos que permita premiar los avances, tanto académicos como científicos de los investigadores y las instituciones en el sector CTI. Cabe mencionar que este sector reporta un envejecimiento importante de la plantilla actual, superior al promedio del sector público peruano". p.580170.</p><p>Ruiz (2002) establece que la sociedad del conocimiento debe potenciar el papel de la universidad como productora del conocimiento donde la innovación y la tecnología dependerán más de la investigación científica desarrollada, principalmente, en el ámbito de la universidad. También reconoce que la sociedad del conocimiento reta a la universidad, porque surgirán otras instituciones inteligentes que gestionen el conocimiento, estableciéndose una competencia en el contexto de la investigación; por tanto, el desafío que enfrentará la universidad en el siglo XXI será no solo preservar su autonomía fuera del Estado, sino también resistir los embates del mercado, así como de la sociedad civil, además de empoderarse como una institución productora y transmisora de conocimiento científico.<br />Ruiz Martínez y Valladares(2010) establecen once ejes rectores de la educación superior en el marco de las sociedades del conocimiento: Renovación permanente, flexibilidad curricular, movilidad estudiantil y docente, definición de los conocimientos y las habilidades fundamentales, la promoción de la multi-disciplinariedad, interdisciplinariedad y la transdisciplinaridad; el impulso a la interculturalidad, la acreditación, el fortalecimiento de la docencia, la actividad tutorial, la incorporación de las TIC y la educación a distancia. Se destaca el fortalecimiento docente estableciendo que el perfil debe estar establecido como docente investigador, con conocimiento profundo sobre su área, así como ser capaz de propiciar aprendizajes significativos. Portocarrero, Portocarrero y Huaco (2018) señalan un dilema: profesor que investiga o investigador que enseña.<br />La Ley Universitaria 30220(2014) señala estímulos a los docentes refiriéndose en el artículo 88.11: "Gozar de incentivos a la excelencia académica, los que se determinan en el Estatuto." Asimismo, hace referencia al Docente Investigador definiéndolo como: "aquel que se dedica a la generación de conocimiento e innovación, a través de la investigación. Es designado en razón de su excelencia académica. Su carga lectiva será de un (1) curso por año. Tiene una bonificación especial del cincuenta por ciento (50%) de sus haberes totales. Está sujeto al régimen especial que la universidad determine en cada caso". (Artículo 86). Por ello, el CONCYTEC emitió la Resolución de Presidencia N° 134(2019), donde se reconocen incentivos para la producción de ciencia, tecnología e innovación tecnológica. El programa de estímulos también se emplea en otros países como Argentina, el mismo que se denomina Programa de Incentivos a los Docentes-Investigadores de las Universidades Nacionales, creado por el Decreto 2427 del 19 de noviembre de 1993, respecto del cual Carrullo y Vacarresa (1997) señalan que ha logrado afianzar la investigación en la universidad, pero con el riesgo que se convierta en un mecanismo de compensación salarial. Álvarez (2002) considera muy importante estimular al personal de una institución que debe ser visto como una inversión de la organización para lograr mejores resultados. El Instituto Interamericano de Cooperación para la Agricultura (2004) establece que un sistema de incentivos puede: … aumentar las ventas, garantizar seguridad, mejorar la calidad, disminuir el ausentismo, elevar la productividad, reducir la rotación, aumentar la participación, inculcar y premiar la lealtad hacia la institución, subir la moral interna, premiar la permanencia de los empleados, estimular el trabajo en equipo y la comunicación, introducir nuevos productos e inculcar mejores hábitos de trabajo. p. 23 En el ámbito de la investigación, generaría mayor productividad científica en base a mayores publicaciones y registro de patentes, motivar y establecer liderazgos respecto de los investigadores, así como mayor compromiso organizacional. Estos aspectos requieren hacer una evaluación de resultado, proceso e impacto. No cabe duda que los incentivos laborales son considerados como una temática administrativa, pero su sustento descansa en la teoría psicológica de la motivación, desarrollada por Maslow y Herzberg (Neyra, 2018), aunque también debemos señalar los aportes del enfoque conductual que sostiene que las recompensas motivan el comportamiento.</p><p>De la Cruz del Rio-Rama, Maldonado-Erazo, Álvarez- García y Sarango-Lalangui (2017) consideran a los recursos humanos como un elemento importante para el desarrollo de las instituciones ya que aportan su talento y habilidades determinando el avance económico de un país. Por otro lado, la UNESCO (2010) destaca el papel que juegan la disponibilidad de recursos humanos altamente calificados, sobre todo cuando están relacionados al trabajo investigativo; por ello, diversos países de América Latina han creado sistemas para registrar investigadores. En Colombia, se hace uso de la plataforma ScienTI, donde se incorporan los perfiles de las personas involucradas en actividades de investigación, los grupos de investigación y las organizaciones que sustentan dichos grupos e investigadores (COLCIENCIAS,2016). Por su parte, Brasil ha desarrollado la Plataforma Lattes, con el propósito de ser un sistema de información curricular que permita el registro de la producción científica y tecnológica de sus investigadores (Cardoso de Brito, Luc Quoniam y Mena-Chalco, 2016).</p><p>En el 2008, en el Perú se implementó una plataforma virtual para establecer el Directorio Nacional de Investigadores e Innovadores (DINA) así como el Registro Nacional Científico, Tecnológico y de Innovación Tecnológica – RENACYT del Consejo Nacional de Ciencia, Tecnología e Innovación Tecnológica (CONCYTEC) con la finalidad de disponer de una base de datos que permita identificar a los profesionales peruanos que realizan actividades de ciencia, tecnología e innovación (CTI) tanto en el país como en el extranjero, permitiendo contribuir a la visibilidad de los profesionales vinculados a la investigación.(CONCYTEC, 2009, CONCYTEC, 2014; Curioso, 2015). Con Resolución de la Presidencia del CONCYTEC 015(2019) se formaliza el cambio de denominación del Directorio Nacional de Investigadores e Innovadores (DINA) por el de "CTI Vitae", Hojas de Vida afines a la Ciencia y Tecnología, así como aprobación de la identidad gráfica.<br />Con Resolución de Presidencia del CONCYTEC 184 (2015) se aprobó el Reglamento de Calificación y Registro de Investigadores en Ciencia y Tecnología del Sistema Nacional de Ciencia, Tecnología e Innovación Tecnológica - SINACYT-REGINA, el mismo que reguló el procedimiento para la calificación y registro como investigadores en Ciencia y Tecnología en el Perú de personas naturales que realizan actividades de investigación, considerando que las universidades solo podrán considerar docente-investigador a aquellas que hayan sido calificadas previamente como investigadores del SINACYT por el CONCYTEC señalando: " La persona natural que realiza actividades de investigación podrá solicitar su calificación para el REGINA a través de la plataforma virtual del DINA" (Artículo 5), con una vigencia de dos años (Articulo 7), estableciéndose como criterios de calificación del Investigador en Ciencia y Tecnología del SINACYT: "a) Grado de Bachiller, Magister o Doctor, o título, b) Publicaciones en revistas científicas indexadas, c) Publicación de libros y/o capítulos de libros o edición de libros de su especialidad, d) Registro de propiedad intelectual como patentes u otras modalidades de protección de invenciones o nuevas tecnologías, e) Asesoramiento de tesis sustentadas de bachillerato, licenciatura, maestría y/o doctorado, f) Valor del Índice H, g) Experiencia en proyectos de investigación científica y/o desarrollo tecnológico, h) Ponencias en congresos, seminarios u otros eventos de su especialidad a nivel nacional y/o internacional". (Artículo 4).</p><p>Con Resolución de presidencia del CONCYTEC 198 (2017) se aprobó un nuevo Reglamento de Calificación y Registro de Investigadores en Ciencia y Tecnología del Sistema Nacional de Ciencia, Tecnología e Innovación Tecnológica – SINACYT. Con Resolución de presidencia del CONCYTEC 215(2018) se formaliza la aprobación de un nuevo Reglamento de Calificación, Clasificación y Registro de los Investigadores del Sistema Nacional de Ciencia, Tecnología e Innovación Tecnológica – SINACYT, señalando que el Registro Nacional Científico, Tecnológico y de Innovación Tecnológica – RENACYT está a cargo del CONCYTEC quien tendrá la titularidad, clasificando a los investigadores en dos grupos: "María Rostworowski y Carlos Monge Medrano y se da por niveles en función a los grados académicos obtenidos, la generación y relevancia del conocimiento científico y/o tecnológico producido, el desarrollo de proyectos de investigación y la formación de recursos humanos. El 27 de setiembre de 2019 se emite la Resolución de Presidencia CONCYTEC 172, aprobándose el manual del reglamento de investigadores RENACYT, el mismo que expresa que los que desean ser calificados como investigadores deben ingresar sus hojas de vida a la plataforma CTI Vitae pudiendo solicitar su evaluación en febrero, abril, julio o setiembre de cada año."<br />Según el registro de investigadores RENACYT del CONCYTEC la Universidad Nacional Mayor de San Marcos registra 543 investigadores, la Universidad Nacional de Ingeniería 139, la Universidad Agraria La Molina 167, mientras que la Pontificia Universidad Católica del Perú 263 y la Universidad Peruana Cayetano Heredia 326, estando la Universidad Nacional Federico Villarreal con 46 docentes en dicho registro. No cabe duda que las instituciones de educación superior deben valorar sus recursos humanos para la investigación, los mismos que son considerados como el activo más importante, por ello Valencia (2005) señala: "El capital humano constituye un activo intangible que tiene la capacidad de apoyar el incremento de la productividad, impulsar la innovación y con ello la competitividad." p.20. Disponer de un directorio de investigadores y una clasificación de los mismos en función a su producción científica es un paso para organizar el Sistema Nacional de Investigación que involucra al capital humano, el mismo que ahora dispone de un incentivo en la universidad pública, unido al marco normativo existente donde cada universidad tiene su diseño organizacional amparado en la Ley Universitaria 30220 que obliga a tener un Vicerrectorado de Investigación, y cumplir con las condiciones básicas de calidad que exige el licenciamiento institucional, aspecto que debe ir unido a la inversión en infraestructura. Bajo estas condiciones se espera que la política de investigación del Estado pueda contribuir al desarrollo del país e insertarnos en la sociedad basada en el conocimiento.</p>
