Widens the definition of mercantilism to mean a country's foreign economic policy. Demonstrates that mercantilist policies encompass the protection of domestic welfare and stability, and also the increase of state power. Shows that mercantilist policies lead to different outcomes depending on the regime in which they are implemented. Finally the interaction of mercantilism and the international system provides a framework for evaluating the recent history of the US dollar. (GAW)
Résumé Le premier élargissement de l'Union européenne a eu lieu en 1973 avec l'entrée du Royaume-Uni, de l'Irlande et du Danemark dans le Marché commun, augmentant ses États membres de six à neuf. La dimension internationale de ce processus est indéniable et s'articule autour de plusieurs grandes lignes de réflexion. D'une part, il y a des liens intrinsèques entre l'histoire des relations internationales et l'histoire de l'Union européenne en général. En particulier, les questions commerciales européennes sont liées aux questions économiques mondiales. D'autre part, même le fonctionnement interne du Marché commun, qui a reposé en partie sur le leadership d'un cercle restreint comme le triangle Paris-Bonn-Londres, pourrait intéresser l'histoire des organisations internationales, au sens où cette Communauté européenne a fonctionné et fonctionne comme une mini-organisation internationale.

Der Beitrag zeigt auf, inwiefern die Globalisierung der Wirtschaft, wie sie aktuell vorangetrieben wird, zur Konkurrenz der Sozialsysteme um international mobiles Kapital transnationaler Unternehmungen führt. Gesunkene Transaktionskosten vereinfachen es Unternehmen, Produktions- und Dienstleistungsprozesse international zu verlagern. National beschränkt agierende Akteure werden in eine Gefangenendilemma-Situation katapultiert. Dabei unterschätzen Maßzahlen über die internationale wirtschaftliche Verflechtung das tatsächliche Ausmaß von Globalisierungsentwicklungen systematisch. Der Begriff der Wettbewerbsfähigkeit von Standorten wird als Sozialkonkurrenz kritisch beleuchtet. Implikationen für die Verteilungsposition der verschiedenen Akteure, die Beschäftigungsproblematik und die staatliche Wachstumspolitik werden aufgezeigt. Als zentrale wirtschaftspolitische Konsequenz wird die Notwendigkeit einer massiven Internationalisierungsoffensive aller Akteure abgeleitet, die bisher noch immer in einem nationalen Aktionsradius verhaftet sind: Politik und Gewerkschaften müssen "mitglobalisieren". Auf diese Weise kann ein internationales Wettbewerbsrecht etabliert werden, adäquate Steuersätze auf international mobile Faktoren können festgelegt werden und Gewerkschaften können an Verhandlungsmacht zurückgewinnen. Die Reregulierung auf internationaler Ebene wird die Leistungsfähigkeit des Weltwirtschaftssystems erhöhen: Durch das Ausnutzen positiver externer Effekte können höhere Wachstumsraten erzielt werden.
