No contexto de republicanização das instituições e dos agentes políticos do Brasil no final do século XIX e início do século XX, a diplomacia brasileira, capitaneada pelas reformas empreendidas na gestão de Rio Branco, intensificou o processo de americanização, representada pela aproximação progressiva aos países do continente, notadamente os Estados Unidos. Hélio Lobo (1883-1960), cooptado pelo chanceler na esteira de renovação dos quadros do Itamaraty, foi um expoente dessa política de americanização se destacando ao elaborar obras de caráter histórico, focando-se nas ações da diplomacia brasileira na América do Sul no século XIX. A dedicação a essa carreira possibilitou-lhe o reconhecimento necessário para ingressar no Instituto Histórico e Geográfico Brasileiro (IHGB), de onde pode publicar novos estudos focados na política externa do Brasil, solidificando seu comprometimento com a diplomacia das oligarquias característica da Primeira República. Observam-se em sua trajetória alguns pontos relevantes que permitem delinear sua visão de mundo, a saber: a referência constante ao Direito como elemento legitimador da negociação diplomática - postura vista nas obras sobre a história diplomática brasileira - e a utilização do passado diplomático brasileiro como instrumento de validação das ações presentes. Para o cumprimento da pesquisa foram analisados relatórios ministeriais, correspondência pessoal e diplomática de Hélio Lobo, bem como suas obras produzidas no período em questão e bibliografia selecionada. Abstract: In the context of republicanization of the institutions and political actors in Brazil in the late nineteenth century and early twentieth century, Brazilian diplomacy, captained by reforms in the management of Rio Branco, intensified the process of Americanization, represented by the gradual approximation to the countries of continent, notably the United States. Hélio Lobo (1883-1960) , co-opted by the chancellor in the wake of renovation of the tables in the Foreign Ministry, was an exponent of this Americanization policy highlighting the elaborate works of historical character , focusing on the actions of Brazilian diplomacy in South America in the century XIX. The dedication to this career enabled him recognition necessary to join the Brazilian Historical and Geographical Institute (IHGB), where you can publish new studies focused on the foreign policy of Brazil. Solidifying their commitment to diplomacy characteristic oligarchies of the First Republic. Are observed in its path some relevant points that enable outline their worldview, namely the constant reference to the law as legitimizing element of diplomatic negotiation - posture seen in the works of the Brazilian diplomatic history - and use the past as Brazilian diplomatic instrument validation of the shares present To fulfill the research ministerial reports, personnel and diplomatic correspondence Hélio Lobo and his works produced in the period in question were analyzed and selected bibliography.

This book examines the impact of financing on Africa's economic development. By exploring various financial instruments including the role of alternative sources of funding like migrant remittances and illicit flows, it analyses the role of financing for Africa's macroeconomic development and other development indicators such as infrastructure, transport, global trade, industrialisation, social services, external indebtedness and governance. By presenting and examining case studies on various African countries and regions, the respective contributions investigate the capacity of institutions to facilitate and structure the economy's funding activities, and to strengthen the ties between finance and development. Furthermore, they discuss various regional aspects, such as the integration of infrastructure, harmonization of fiscal policy, integration of financial markets, and the facilitation of intra-regional trade and movement of capital. "Malaria is the leading parasitic infectious disease in sub-Saharan Africa (SSA) in terms of morbidity, hospitalization and mortality. Pregnant women and children under the age of five years, especially infants, are the most vulnerable. In SSA where 90% of the global burden of malaria is concentrated, at least one child dies of malaria every 40 seconds. Intermittent preventive treatment (IPT) describes the administration of a full course of antimalarial drugs to the population at risk at specified time intervals, irrespective of whether or not one is infected. Drug resistance, especially multidrug resistance, and difficulties in eradicating the mosquito vector have been the basis of malaria resurgence over the past 30 years. In addition, massive problems with logistics, planning, allocation of resources and a lack of operational research have contributed greatly to the failure of malaria eradication. Culture has been subject to critical debate in anthropology during the past decade and this is related to a shift in emphasis from the bounded local culture to transnational cultural flows. At the same time that cultural mobility is being emphasized, the people studied by anthropologists are recasting culture as a place of belonging as they construct local identities within global fields of relations. So far, much of the analysis of the role of place in culture has been carried out at a level of theoretical debate. This text argues that it is only through rich ethnographic studies that anthropologists may explore the significance of place in the global space of relations which mould the lives of people throughout the world. By examining the concept of culture through case studies from Europe, Africa, Oceania, Latin America and the Caribbean it probes the methodological and theoretical implications of the divergent scholarly and popular concepts of culture

In this paper I provide a decolonial critique of received knowledge about deliberative democracy. Legacies of colonialism have generally been overlooked in theories of democracy. These omissions challenge several key assumptions of deliberative democracy. I argue that deliberative democracy does not travel well outside Western sites and its key assumptions begin to unravel in the 'developing' regions of the world. The context for a decolonial critique of deliberative democracy is the ongoing violent conflicts over resource extraction in the former colonies of Africa, Asia and Latin America. I argue that deliberative democracy cannot take into account the needs of marginalized stakeholders who are defending their lands and livelihoods. The paper contributes to the literature by (1) offering a critique of hegemonic models of democracy that cannot address issues of inequality and colonial difference and (2) offering possibilities to imagine counterhegemonic alternatives for a democratization of democracy from below.

One of the most outstanding historical developments of the twentieth century was the gaining of national independence from imperial rule by most of the formerly colonized countries, especially in Africa, Asia and the Pacific. Yet, rather surprisingly, many of the leading contributors to postcolonial theory, including Edward Said, Gayatri Spivak, Homi Bhabha and others, tend to minimize the significance of national independence and take a dim view of the nationalist movements, leaders and ideologies that struggled for it. The aim of this article is to probe the reasons for this, canvassing postcolonial theorists' main arguments and outlining certain intellectual currents and commitments, notably poststructuralism, deconstruction and postmodernism, that have contributed to these negative stances. Some counterarguments are presented, as it is suggested that the achievements of nationalist revolutions in the former colonies should be reassessed more favourably. This could be a way of resisting the current hegemonic power of the ideology of globalization.

AbstractThe study of professions has been dominated by Anglo‐American models, with their focus on a small group of legally licensed occupations. The field has recently shifted, mainly through studies of European experience, to a wider examination of the social management of expert workers. Very little has been written about developments in Africa and their implications for the way in which we might think about professions. This paper presents a case study of the role and practices of the medical profession in Burkina Faso, which has a relatively open market for the supply of healing services and limited regulation of the suppliers, whether physicians or traditional practitioners. The study returns to classic questions about the extent to which practice is shaped by the nature of occupational niches within the division of labor or to the development of a distinctive moral character among the workers within that niche.

Abstract
This study investigates macroeconomic determinants of import flow and explores potential import markets for Bahrain using an augmented gravity model on panel data of 42 trading partners, from 2000 to 2016. The result of panel generalized least square estimation technique shows that the core variables support the theory of the basic gravity model. The estimated results of the augmented variables show that the imports of Bahrain are more responsive to income of trading partners, gross domestic product, and export flow; whereas, negatively determined by the relative price. The findings of dummy variables show that there is a significant role of common language and Gulf economic integration on imports of Bahrain. The results of the import potential analysis show that Bahrain has exceeded its import potential from most of its Asian trading partners; however, positive import potential exists in Africa and America and some selected Middle Eastern and European markets.

The discovery of large natural gas fields in the Rovuma basin offshore East Africa represents one of the most exciting upstream exploration successes of recent years. The period of stability after the cessation of the civil war in 1992 allowed the international upstream companies to successfully apply advanced seismic and deep water drilling technology to identify a string of significant discoveries. In a very short time Mozambique found itself the owner of a world-class natural gas resource base. Mozambique is a 'real time study' of how a country of modest financial means succeeds (or fails) in its quest to successfully assimilate unexpected resource wealth. In this paper Anne Frühauf provides an extremely well structured analysis of these complexities as well as a masterful in-depth description and assessment of the political dynamics of Mozambique, which the Rovuma discoveries have re-invigorated, and which ultimately may be the most important factor determining the country's fortunes.

Does extraction increase the likelihood of antistate violence in the early phases of state-building processes? Although research has focused on the impacts of war on state building, the potential "war-making effects" of extraction have largely been neglected. The article provides the first quantitative analysis of these effects in the context of colonial state building. It focuses on the "Maji Maji" rebellion (1905-1907), the most substantial incidence of anticolonial violence in Eastern Africa. Analyses based on a new historical data set confirm the correlation between extraction and resistance. More importantly, they reveal that distinct strategies of extraction produced distinct outcomes. Although the intensification of extraction in state-held areas created grievances among the population, it did not drive the rebellion. Rather, the results indicate that the expansion of extractive authority threatened the interests of local elites and provoked effective resistance. This finding provides insights into the mechanisms driving the "extraction–coercion cycle" of state building.
