International audience ; This thesis focuses on China's hybrid lobbying strategies (economic and cultural, hard and soft power) in the sectors of media and telecommunication in Africa, particularly in Kenya and South Africa. It intends to analyse changing Chinese soft power influence strategies in the digital and social media age. I rely on different perspectives and theoretical approaches: public policies cognitive analysis, media framing effects on political debates, critical analysis of the uses of information and communication tools in different socio- historical backgrounds, prospective analysis of PR techniques evolution (Davidson, 2016; Olsson & Eriksson, 2016; Yeomans, 2016; Kantola, 2016; Bernays, 2013; Berg, 2009). We mean to examine the innovative way in which the Chinese "party-state" spreads a certain vision of its culture and ideology on the African continent in order to promote its economic interest. This grass-roots lobbying (Barnes & Balnave, 2015; Schneider, 2015; Jalali, 2013; Reddick & Norris, 2013) can be described accurately with the metaphor of the Trojan horse.As the essential destination of the "21st Century Maritime Silk Road", the official ways to name Chinese international relations' strategy, Kenya has become a hub for China. China's cultural institutions opened their first African Confucius Institute there. Being one of the members of BRICS, South Africa also grew into the business centre of China in Africa. Many important branches of Chinese Telecom companies are based in the country. It seems that these institutions, no matter public or private, were eventually being an essential channel for China's local PR actions.As the core channels of "soft power", culture and knowledge encapsulate values, ideologies and beliefs (Desmoulins & Huang, 2017; Gupta, 2013; Martel, 2013; DeLisle, 2010; Courmont, 2009; Bläser, 2005; Keohane, Jr, & Keohane, 1998; Nye, 2006, 2004, 1991). China's cultural associations, training institutes, humanitarian foundations, companies as well as government's propaganda are mutually reinforced and seem to be aimed to enhance China's cultural, political and economic influence spheres indifferently.This could not be possible without a high level of centralisation and of governmental control, pervasive media propaganda and well-funded and staffed information censorship institutions. As a matter of fact, China remains a one-party state, its constitution determines the Communist Party of China (CCP) as China's sole ruling party, although Chinese economic development after the reform and opening up of 1978 shows the characteristics of capitalism. Most Chinese companies are owned by the state. Furthermore, even through Chinese Constitution protects the freedom of speech and of the press (see Chapter 2, Article 35), the status of Chinese press is extraordinary and difficult to tackle from a western viewpoint. In China, media plays as the spokesman filtering all negative news and led by the CPC, which means it defends politically governmental issues and positions, even participates in all political propaganda.One hypothesis is that since China is the birthplace of the Confucian culture and since Chinese people see themselves as the continuator of Confucianism, interests' groups PR strategies rely on different action lever than in Western Europe. Common interests are more valued than individual interests, political authority is more important than individual freedoms, also social responsibility wins over individual rights (Chu, 2016, p. 198; Huntington, 1997, p. 10). Functioning as the vanguard of Chinese image's promotion, all people are considered as the spokesman of the CPC, no matter whether they are working for a media company, a cultural public agency or the diplomatic corps. They carry out a gatekeeping process (Brown, 1979, p. 595; Lewin, 1997) to promote CPC ideas and to promote the development in Africa of a kind of socialism that presents Chinese genuine characteristics.The thesis examines the current logic of China's and China's companies' soft power strategies, and the related PR actions. The main research question is: what is so special with the Chinese soft power strategies (one-party system, censorship, propaganda, state monopolies, centralisation of the decision-making process, economic boost, ecological crisis, millennium Confucian philosophy and appealing non-individualistic culture in a context of capitalist crisis)? How are China's governmental diplomacy and corporate PR strategies conceived, deployed and intertwined? How do second-track diplomacy and PR strategies differ and interact? I chose to adopt a comparative approach (two countries and two sectors of activity). How do these strategies interact with other resources of power in the digital and social media age?A multidimensional theoretical framework was mobilized, I aim to associate different approaches of public relations, lobbying, communication, international relations and foreign policy (political science, political theory). Secondly, fieldworks in Kenya and South Africa will take place in Spring 2018 to interview local residents, such as African branches of Chinese enterprises and media (China Telecom, Huawei, StarTimes, CGTN, CCTV, Xinhua), as well as representatives of Confucius Institutes and China's local embassies. I will also analyse the rhetoric and semiotic of Chinese soft power strategies as it reveals itself on sites, forums, blogs and social media platforms, where PR strategies of China's companies and governmental agencies are revealed.In short, I intend to analyse the institutional, rhetorical and technical innovative strategies deployed by China, its second-rack diplomacy, its soft power strategy (local PR actions and digital grass-roots lobbying). My study encompasses the PR actions of Chinese companies and governmental agencies in Africa by focusing on two sectors (telecoms, media), and two main countries: Kenya and South Africa.

But it seemed to be a much more complicated matter in early medieval China, especially when there was a fusion between those scholar-officials and traditional reclusions, which used to commit disengagement under a more "simple" sort of motivation. From historical documents of that period, we started to see Ruists who were not interested in becoming politicians, and recluses who would knew awfully a lot about Ruism and even governing. Both kinds of people were valued and well respected in their time not only by common people but also lords and kings. ; After being recognized as the official guide of governing in Han Dynasty (206 BCE - 220 CE), the ideology of "Ruism" (Ruxue), or otherwise known as Confucianism, has been associated with the heavenly granted authority of emperorship, under which circumstance traditional "Ruists" (or Confucian scholars)have been following a path whereas scholarships would lead to bureaucratic positions. But this ideal path changed, for a while, for at least some Ruists, when the dynasty started to crumble around the beginning of the third century. Qin and Han Dynasties absorbed and reconciled various religious traditions, including religions of all social classes and different regions in their efforts to set up a sacrificial system; and then turned to a Confucian-oriented sacrificial system with the reverence for Confucianism. Local cults, containing popular beliefs and sacrificial practice of local governments, stood in the overlapped place of state sacrificial system and popular beliefs, therefore the shifts of status and sacrificial practice of local cults can be a representative of the settlement of official ritual system. ; Miscellaneous Gods were worshiped throughout the empire. The groundwork of this research is to investigate the existence of different kinds of local cults and the sacrificial practices. Worship to mountains and rivers were indispensable in both official religion and popular belief, and all levels of sacrifices had multiple functions in local society. The approval or opposition of sacrificial ceremonies by local officials mostly depended on social reality. Предпринята попытка исследования фундаментальных ценностей японской культуры в контексте теории ценностных ориентаций Ф. Клакхон и Ф. Стродтбека. Первая ценностная ориентация обращена к внутренней природе человека: является ли человек добрым, злым или амбивалентным? Японцы считают, что человек по своей сути добрый, и эта врожденная предрасположенность остается неизменной. Вторая ценностная ориентация - отношение человека к природе - предусматривает несколько вариантов: «человек подчинен природе», «человек живет в гармонии с природой» и «человек властвует над природой». Третья ценностная ориентация связана с отношением людей ко времени. Общества отличаются тем, какому из измерений времени они отдают предпочтение: прошлому, настоящему или будущему. Японцы отдают предпочтение прошлому, основанному на традиции и опыте, и склонны рассматривать его в качестве ориентира при принятии решений. Четвертая ценностная ориентация описывает самоопределение человека в мире, модальность его активности. Это ориентация на деятельность, бытие или бытие-в-становлении. Japanese phenomenon has generated many questionson the culture of this country and on the basic value orientationsof Japanese community. This paper attempts to study thefundamental values of Japanese culture in the context of F.Kluckhohn and F. Strodtbeck's value orientations theory. Thefirst value orientation spoke to the inherent nature of man: is hebasically good, evil or ambivalent? Japanese believe that peopleare inherently good, and this innate predisposition remainsunchanged. Such views are largely attributable to the stronginfluence of Shinto, Confucianism and Buddhism on Japaneseculture and values. The second value orientation - man'srelationship to nature - provides several options: subjugationto nature, harmony with nature and mastery over nature. InJapan people do not oppose themselves to the environment, butrather feel themselves as a part of an integrated, holistic system.Their role is to maintain the balance of the system and to stayin harmony with nature. The third value orientation deals withtime dimension. Each society has its own understanding ofthe past, present and future. Societies differ in which of thesedimensions they emphasize. Japanese culture as past-orientedculture values tradition and experience, and tends to view themas a guide when making decisions. The fourth value orientationdescribes the modality of human activity (valued personalitytype) – orientation on activity itself, being or being-in-becoming.In Japanese culture focused on being a sense of identity isbased on stable relationships and stable social structure. Peoplesucceed as a team or fail alone. The fifth value orientation ismodality of human relations: individualistic, collateral or linear.Japanese culture reflects the linear orientation to include allfamily members and even wider to encompass the tribe, theclan as well as ancestors. Japanese society is based on a rigidhierarchy «senior – junior». Value orientations system doesnot remain unchanged over time. Modern Japan is tryingto combine traditional attitudes with the political and socialdemands of developed economies. This thesis first examines the compatibility of political development and Confucian traditional thought in East Asia, and South Korea in particular, and then suggests an alternative methodology for the study of political theory in regards to culture. In order to accomplish these goals, this research focuses on three concepts: legitimacy, representation, and Confucian virtue. This research proposes political legitimacy as the most fundamental basis in the study of the relationship between political development and culture. Legitimacy is essential in every government and cannot be borrowed externally. Rather, it must be established through the practices and customs of the people and thus, involves culture. From this view, Confucian traditional thought should be considered the foundation of political development in Confucian East Asia. In most cases in modern politics, representation is the only legitimate form of democratic governments. While in principle, representation seems to conflict with democracy, in the sense that not all people participate in the decision-making procedure and representatives are required to have some level of competence, in modern representative democracy, it has been accepted as reasonable by the people. This is possible through an epistemic understanding of democracy whereby democracy is regarded as a system in which people pursue better decisions. Although the concepts of representation and democracy conflict, and the linking of the two in representative democracy shows the double-sided characteristics of representation, this double-sidedness emerges from the conceptual nature of representation in politics—the representation of the people's interest and will. While representation of will seems to be the intrinsic element in the democratic principle of equality, the epistemic understanding of modern representative democracy implies that the representation of the people's interest is also important. Based on this view of representative democracy, this thesis argues that Confucian representative theory, that only good people make good representatives, is not in conflict with modern representative democracy. It is often alleged that Confucian virtues do not coincide with the virtues required for modern democracy, even though representative democracy also demands competence in its representatives. However, Confucian virtue is based on the theory of conditional government founded on the Mandate of Heaven. This idea of limited government requires rulers to hear and to respect the people because Heaven only speaks and hears through the people. Therefore, the concepts that are regarded as essential in representative democracy - responsibility, responsiveness, and cooperation - are also important elements in Confucian representative theory, both in principle and practice. The coherence of virtue, one of the characteristics of Confucianism, is not unique to Confucian East Asia. The concept that integrated virtue is necessary in a good representative can also be found in western tradition. Some western theorists have been interested in this topic in regards to whether the good representative in reference to virtue is relevant in modern democracy. For this reason, there seems to be no reason to deny the Confucian view of the virtue of a representative in regards to the coherence of virtue. Although this thesis mainly discusses democratic legitimacy and Confucian virtue, one of the most important implications of this research is the existing methodology used in the comparative research of political theory. This thesis suggests the concept of legitimacy as the foundation of comparative political theory study. Second, this research argues that in comparative political theory research, it is necessary to focus on practice as the accumulation of the people's behaviours in belief-systems, rather than formal institutions. Third, this thesis proposes that there is a need to find and use more neutral concepts for comparative study, such as representation, which is common in both modern western democracy and Confucian traditional thought. In such neutral categories, an interactive understanding is conceivable in any political system. First, this thesis argues that comparative research of political theory, particularly of different cultures, should start from an understanding of the nature of political legitimacy. This suggests that there should be relative conceptions in political theory and that they should be distinguished from others. For example, while the framework of legitimacy as a belief-system may be common to every government, the contents of the belief-systems are varied, insofar as the way of life is different in different societies. In the same way, though democracy is the only legitimate system of politics, there are varied forms of electoral systems, party systems, and government systems. Second, this thesis suggests that if politics are to be understood in the relationship between legitimacy and culture at a radical level, the practice and custom of the people in each belief-system must also be examined, since legitimacy cannot directly or automatically be established through institutions, nor can it be borrowed from institutions. Although institutions can be established by cultural aliens, a procedure of legitimation created through the practices of the people themselves is necessary. Without practice, the institution cannot be a foundation of political legitimacy. If we focus on institutional aspects, especially those based on the standards of modern values, the comparison may become an unfair one since modern values must be conceptualized in the West first. For this reason, it is necessary to examine the contextual understanding of practice and custom within the belief-system. Third, existing research on different systems of political thought frequently seem to compare different theories on the basis of certain values and ideologies, such as democracy, liberal democracy, or human rights. Based on these standards, theories were compared by statistical indexes in empirical studies, or by institutional or conceptual differences in normative research. Some theorists have tried to clarify whether there is a common idea of equality, liberty, or rights. Some have been interested in institutional similarity and differences. However, since much of the concepts are conceptualized in the context of the modern West, such research easily succumbs to misunderstanding or misjudging non-western theories. Even though we must also be conscious of the prejudice of non-western concepts or ideas, the continued use of western originated standards can lead to unfair comparisons. For this reason, neutral concepts are useful for fair comparison. Along this vein, this thesis offers the concept of representation, a necessary element for legitimate government in both the West and Confucian East. In this case, the main task is to examine the ways in which each tradition is compatible with modern standards of political legitimacy, such as democracy.

S Nicholas of Methone and His Polemics Against Proclus in the Context of the Byzantine Proclosrenaissance The article is concerned on the features in polemics of the Byzantine Church author Nicholas of Methone with the authorities who kept the doctrine of Proclus in XII century. We have suggested the names of the authors in Nicholas' epoch, with whom he could maintain his latent dialogue in his writings. On the example of interpreting the Platonian notion concerning the hierarchy of causes of Being and the notion of Universals we show that Nicholas whose more inclined to Nominalism, fallen into divergence both with Non-orthodox and same Orthodox authors on that point. So that the analysis of his writings reveals the difference with the widespread position in Byzantium, characteristic to the Alexandrian school of Ammonius, which supported the Doctrine of Universals' existing in three modes. Marakhonova S. I. The Outstanding Far Easten Fine Arts'scholar Serge Elisseeff and His Petrograd Environment The article deals with Serge Elisseeff 's activities in the field of fine arts. This was one of his most great interests and he is considered by some people the history of Far Eastern culture and fine arts scholar first of all. Elisseeff began his fine arts studies when a student in Japan. Later in 1915-1920 in Petrograd he prepared a lot of lectures on Far Eastern fine arts at the state university and some other institutes. Elisseeff spent the first decade of his emigration from Russia in Paris where he worked as the Japanese collection keeper in the Guimet museum. The Paris period was the most productive for Elisseeff 's scientific publications most part of which belonged to fine arts' problems. From 1934 to 1958 Serge Elisseeff spent in the USA as the Harvard University professor and director of the Harvard-Yenching Institute. Scientistic elements of the Word-Faith Movement's doctrine A claim for scientism in theistic religion is paradoxical. This doctrinal phenomenon of the neo-Pentecostal Word-Faith Movement encourages analysis of its genealogical beginnings, theology and epistemology. Extreme forms of fideism and rejection of the sentient experience, which is foreign to the scientific rationality, do not reveal a scientistic orientation of consciousness but rather a quasi-scientific fleur, employed to disguise the magical nature of the movement's practices. Semiotics of Buryats'wedding jewelry The subject of the report is the jewelry as an objective code of the wedding ritual. The author analyses the syncretic structure of their semiotic functions on a broad ethnographic material. The wedding jewelry have productive, protective symbolism, were associated with notions of vitality, and were the markers of a bride new-age social status. Scandinavian Influence in the Russian Artistic Culture of XIX-XX Centuries The turning age of the XIX-XX centuries changed the idea about Russian and West European Art interaction. To bridge the Russian culture isolation it was necessary to introduce the status of the foreign culture to Russian artists and the society. The exhibitions of Scandinavian painters arranged at the end of the XIX century showed National Romanticism of Nordic neighbours to Russia and gave an example of entering European way of development with no national peculiarities losses. Scandinavian Influence had a visible affect on Russian architecture at the turn of the century especially in the North Capital of Russia. Making the acquaintance with Scandinavian Art achievements enhanced creative opportunities and made Russian artists participate in more significant artistic life events of the turn of the century. Космография Южной Азии в письменных памятниках вишнуитской и буддийской традиций В статье дан сравнительный анализ вишнуитской и буддийской космологических систем. Отмечается, что радиально-кольцевая морфология земной поверхности характерна как для буддийской, так и для вишнуитской традиции. Числовая семантика материков, представленная в космографии Южной Азии, демонстрирует, что ойкумена осмыслялась как совершенная, идеологически отражающая непрерывность двух традиций. Общим для обеих традиций является признание человеческой формы рождения как единственно благой, дающей возможность достижения окончательного освобождения (мокша, нирвана). The South Asia's Cosmography in the Texts of Vaishnavist and Buddhist Traditions The comparative analysis of the Vaishnavist and Buddhist cosmological systems is given in this article. It is noticed that the radially-ring morphology of a terrestrial surface is characteristic both for Buddhist, and for Vaishnavist traditions. The numerical semantics of continents presented in the Southern Asia's cosmography shows that ecumena was comprehended as the perfect, ideologically reflecting continuity of two traditions. The general for both traditions is the acceptance of the human birth form as a unique good, giving the chance for achievements of definitive clearing (moksha, nirvana). Modern Chinese political discourse, regarding foreign policy, has aroused considerable interest in the academic world, both by Western intellectuals and by Chinese scholars. In both cases, this interest is found in the possibility of generating a kind of translation of the particular Chinese discursive logics towards significant standards for the West. Furthermore, as an ultimate goal, it is hoped that this interpretive task may favor better political understandings between China and the West. In this sense, the current trade war between China and the United States represents a relevant object of study, to analyze from a Chinese political and discursive perspective. In this research paper we ask: what trends can be identified in an evolutionary analysis of the Chinese agenda in the trade war with the United States? The research analyzes two official documents on the subject (White papers) from the highest echelons of the government of the People's Republic of China: The Facts and China's Position on China-US Trade Friction (September 2018) and China's Position on the China-US Economic and Trade Consultations (June 2019). These two documents represent the official vision of China and its evolution, in accordance with contextual changes. The research develops a theoretical framework focused on Chinese political rationality and its peculiarities. To make this conceptual framework transparent, it is compared with western political rationality. Different dimensions are worked on: political inclusion of actors in decision-making processes, framework for political action, processes of political action, the logic to determine solutions, and time horizon of political action. In the West, democratic horizontality grants argumentative flexibility, and stable frameworks for action restrict it. In China, institutional dynamism grants argumentative flexibility and the hierarchical and particular order restricts it. Democracy with stability versus hierarchy with change: both political schemes establish the argumentative limits. In other words, the dimensions of political rationality have a direct impact on the content and form of Chinese political discourse. Agenda studies is used strategically in this research to analyze Chinese political discourse. The pragmatic use of language and the combination of Confucianism and Marxism in Chinese political discourse can be identified from the perspective of agenda studies. In other words, an agenda approach allows us to consider different dimensions of Chinese political rationality and rhetoric: hierarchy established in a text; non-linearity of the solutions agenda; enabling, contradictory and strategic frameworks; particular context and its relation to general context; and finally, dynamism of the information content. The two specific research questions in this article are: How does China define and particularize its agenda in the trade war with the United States? What trends can be identified in an evolutionary analysis over this agenda? Our research hypothesis is: In Chinese official documents on the trade war with the United States, there are trends regarding political agenda, particularistic resources and an articulation of both. From a methodological point of view, the emergence of new technologies has allowed for the expansion of the frontiers of textual analysis. The present work uses cutting edge automatic natural language processing tools to study the Chinese agenda, such as: identification of parts of speech (Part of Speech Tagging), construction of concordance matrices (with Key Word in Context framework), named entity recognition, and relationship vectors calculation. Also, comparative analysis techniques are used to analyze evolution of the PRC's agenda in the trade war with the United States. In this way, the work proposes an original contribution (theoretical and empirical) to the field of social and political agenda studies, by adapting them to Chinese political rationality and discourse. As conclusions, this investigation demonstrates the fulfillment of the hypothesis, since in the official Chinese documents related to the trade war with the United States there are tendencies on the political agenda, the particularistic resources and the articulation of both. The document The Facts and China's Position on China-US Trade Friction expands the trade discussion towards industrial chains and investments. In this text, measures that correspond to national interests and those that affect the international community are listed, specifying the latter in the WTO arena. Also, goods and services of trade and their rates are particularized with data and proper names. Two other frameworks are relevant: the discussion on intellectual property, and the rules and regulations to foster cooperation. This second one (quite restricted) acts as an enabling framework, although it omits Chinese rhetoric of values and principles. China's Position on the China-US Economic and Trade Consultations document maintains the trend of the central axis of the 2018 document, but it is less aggressive, by centralizing cooperation as an objective. The 2019 document does not offer as important a backing of authoritative resources as the 2018 document does. In addition, the trend of intellectual property debate in China remains very important in the 2019 document. However, as a relevant change, this second document presents a political agenda much closer to the contradictory and dialectical frameworks of China's classical Confucian and Marxist rhetoric (terms such as mutual benefit, mutual respect or win-win relationships are used). There is a marked trend of important coincidences (expanding the discussion from commercial to economic, criticizing protectionism and holding a position in the debate on intellectual property in China), but the differences between documents are also relevant. In particular, the 2019 document embraces in a more friendly way the Chinese political rhetoric of cooperative values and principles, and avoids resources of authority. In this sense, less particularization implies lower levels of orientation. From the point of view of our theoretical framework, both documents seek to highlight collective effectiveness (the development of a global community), and work on problem-solution logics. Furthermore, the change between the two documents reflects the dynamism in China's use of discursive resources. In short, the second document of 2019 shows greater characteristics of a Chinese political discourse which encourages pragmatism. The first document of 2018 develops a more deconstructive position over the western rhetoric of the trade conflict, even using tools that are more typical of scientific discourse (with deductions or inductions from authoritative resources). Chinese political discourse is dynamic, adapting to the context in a multiplicity of possible ways. Identifying continuities and changes in Chinese discourse from the theoretical understanding of its political rationality is essential to interpret current conflicts. ; ¿Qué tendencias pueden identificarse en un análisis evolutivo sobre la agenda china en la guerra comercial con los Estados Unidos? La investigación analiza los dos documentos oficiales en la materia del gobierno de la República Popular China (de septiembre de 2018 y de junio de 2019), desde un marco teórico centrado en la racionalidad política china y en los estudios de agenda, y con herramientas propias del análisis autómatico de textos. Se obtiene como conclusión que el discurso político chino sostiene —como eje central— la intención de expandir el debate comercial a otros significados económicos, mantiene la crítica al proteccionismo y defiende su posición sobre la propiedad intelectual en China. Sin embargo, en el año 2019 en el discurso político chino adquieren una mayor centralidad los valores y principios cooperativos típicos de la retórica política china. Esto se destaca por sobre la estategia china de deconstrucción del discurso occidental sobre el conflicto comercial, lo cual es predominante, con abundante particularización discursiva, en el año 2018.
