The 21st-century society is characterized by the increased importance given to the acquisition and use of knowledge. This article examines the education of young children in Madagascar, a country where a significant portion of the population has never attended preschool. It strives to present an overview of the early childhood sector and its relationship to development. The increase in the number of pupils enrolled in preschool activity centers is a testament to the growing interest in preschool education. However, not all children have access to the same educational services. Inequalities start in early childhood. They can act as a brake on future growth by preventing the full development of individual potential. Strengthening the early childhood sector will contribute to the training of actors working for the long-term development of Madagascar.

Mandatory education systems form a central pillar of modern social policy sectors. For two of the countries in North America, the expansion of mass public schooling followed similar trajectories. Despite surface-level similarities, there are important differences in the two countries that require explanation. Without national intervention, the Canadian provinces have instituted similar policies fashioning a de facto national education policy framework. State and local education policy, however, demonstrates major variations that Washington has been unable to smooth out. These outcomes confound conventional institutional or societal approaches. This article calls first for a synthesis of macro-level institutional and societal factors. To unravel the sector-specific attributes, the interactive effects of meso-level policy choices must be assessed. By dividing a sector into its individual dimensions, these effects can be appreciated and coupled with the institutional and societal forces outlined above to account for the distinctive features of Canadian and American mandatory education.

This book presents an in-depth look at the state of transnational education and comparative perspectives on education systems between Germany and other nation states. It explores how a transnational education identity in secondary and tertiary institutions has developed in the German and other national contexts and which lessons can be learned from current challenges and successes of education systems. It uses detailed case studies to promote critical rethinking of current educational practices in high schools and universities, specifically of race, gender, religion and learner ability in educational settings. It understands learning and teaching as an arena to discuss transnational education opportunities in the 21st century as an emerging or evolving discourse on contemporary forms of transnationalism.

Even after the conflicts of the early 1990s that brought them to their de facto independence, both Abkhazia and Transnistria remained strongly multi-ethnic. In both territories, no single ethnic group is an absolute majority and Russian is the language that is mostly spoken on the streets of Sukhumi and Tiraspol. Legislators of both entities felt the need to deal with multi-ethnicity and multilingualism, including in their constitutions, in laws related to education, or more directly with specific language laws (1992 law "On languages" in Transnistria; 2007 law "On the state language in Abkhazia"). The protection of linguistic rights that is formally part of the legislation of both territories finds limitations in practice. The language of education has proved to be particularly contentious, in particular for Moldovan/Romanian language schools in Transnistria and Georgian language schools in Abkhazia. Why are language laws in Abkhazia and Transnistria so different, in spite of the fact that they are both post-Soviet, multi-ethnic territories that became de facto independent in the early 1990s? The different approaches found in Abkhazia and Transnistria represent remarkable examples of language legislation as a tool for nation-building in ethnically heterogeneous territories.
