This is Gerald McGhie's fascinating and insightful account of some of the highlights of almost 40 years service as a New Zealand diplomat - most notably in the Soviet Union - twice - first during the Brezhnev years of the Cold War; and second from 1990 when he witnessed the dramatic events that led to the fall of Gorbachev, the rise of Boris Yeltsin and the collapse of the Soviet Union, which saw him become New Zealand's last Ambassador to the Soviet Union and first to Russia. McGhie worked in Samoa earlier - shortly before independence in the 1960s, and later in Papua New Guinea. The author also presents a snapshot of the activities of a Wellington-based foreign service officer during the period he worked closely with the Foreign Minister on the sporting-contact issue in the lead-up to the Commonwealth Games in 1990. He also provides a personal perspective on New Zealand's foreign policy inthe modern era

An attempt is made to assess changes that have occurred in the New Zealand industrial relations system over the last four years. The relationship between traditional modes of operational practice based on government intervention through the medium of statute law, and the perceptions of change held by employers and trade unions, in response to current legislative restructuring is examined. The analysis of change is located within the larger aims of the current administration, to increase economic efficiencies through the medium of de‐regulation of a range of traditional interventionalist institutions. In this context, current initiatives have to be examined against a range of governmental policies that are still in the process of evolution.

This note sununarises the findings of a comprehensive research programme to provide a detailed analysis of the family leave provisions in registered New Zealand Awards and Agreements. The project was initiated as a direct consequence of the difficulties experienced in researching material for an article on the Government's M11temity Leave and Protection of Employment Bill (Sissons and Law, 1980). This and another exercise required access to detailed research into current award trends; regrettably such information appeared to be unavailable. A further motivation was the widespread disappointment the toothless inadequacy of the final maternity legislation which indicated a need to provide union advocates and members, particularly women, with detailed analyses of the progress being made in award negotiations.

Since April 2005, both same-sex and oppositesex couples have been permitted to enter into civil unions in New Zealand, yet legal marriage is still reserved for heterosexuals. This paper explores the social differences between the two types of 'marriage' by drawing on official statistics and qualitative interviews with celebrants and long-term cohabitants who have legalized their unions or plan to do so in the near future. Using an interpretive framework, both sets of interviews revealed that civil unions are more likely than marriages to involve high levels of tension and conflict. Although opposite sex civil unions are rare, couples seem to use them to publicly oppose marriage. For same-sex civil unions, conflict is more related to negative perceptions about same-sex relationships, fears that the civil union would become a fractious second 'coming out', and debates within the gay/lesbian communities about the wisdom of two categories of 'marriage'. Despite legal change in New Zealand, this study suggests that the civil union option is still perceived by many as a second-class marriage.

While the rights of New Zealand adult workers have been the primary concern of successive governments and their agencies, the rights of child workers have often been overshadowed. With the recent Government report to the United Nations on New Zealand released, the issues surrounding New Zealand young workers have come to the fore and now require further investigation. The purpose o f this paper is to report on Phase One o f ongoing research into the working lives and experiences of New Zealand children (thoseunder18years). Drawing on existing academic literature as well as government and non-governmental organisations' (NGO) reports and statistics, the paper will present an overview of the status of New Zealand children in terms of the minimum working age; the minimum wage rates; and occupational health and safety standards. Finally, the paper will outline areas of future research.

In a referendum held at the same time as the 1993 general election, a majority of New Zealanders voted to establish a new propor tional electoral system to replace their traditional simple plurality system, to take effect after April 1995. New Zealanders were responding to the destabilizing effects of party system dealignment, increasing dispropor tionality of election outcomes, and a succession of governments which many believed had ignored public opinion in their efforts to reform the economy. Competition between the two increasingly discredited major parties set a referendum process in motion, which few politicians thought would end in a vote for change. In part due to a political culture support ing populist democratic values, a majority of New Zealanders voted for proportional representation despite a well-funded all-out propaganda campaign against it. With four parties already represented in parliament at the end of 1993, New Zealand will move to multiparty competition. If successful, the experiment could set an example for similar reform in other plurality democracies.
