The technological advances of the 4IR hold significant implications on existing gender structures and balances, especially in the labour market. While optimists point out to opportunities for strengthening women's position through greater gender equality through the 4IR, counterarguments that are put forward signal the 4IR would be 'gender blind'. Entrenched inequalities and discriminatory socialnorms that keep women restricted to low paid, poor-quality jobs are likely to further deepen by the 4IR. Meanwhile, Sri Lanka, still struggles with key dimensions of gender empowerment and equality, namely, economic and political empowerment.

This paper looks at the relationship between the design of a law which aims to give individuals a right to access information held by public authorities, i.e. a right to information (RTI) law, and the successful implementation of that law. The legal framework involves both laws and subordinate legislation, such as regulations, which complement the law and are easier to amend, with the result that there is likely to be a more dynamic relationship between the design of regulations and implementation challenges. There is also, of course, the question of how laws are interpreted by the courts, as well as other players, such as oversight bodies, which can impact significantly on implementation of the law. A key issue for this paper is the fact that there is, at least in many countries, a law-implementation or policy-practice gap in the sense that implementation of the RTI law is significantly sub-optimal.1 No law is perfectly implemented, but the gap between the standards of the formal rules and what actually happens is often quite significant for RTI laws. In some settings where observance of the rule of law is low, RTI laws are almost entirely ignored and/or certain key provisions in them are routinely ignored. This sort of radical policy-practice gap makes it difficult to discuss sensibly the relationship between legal design features and implementation, which is the focus of this paper. The paper therefore focuses on contexts where there is a reasonable expectation or an established record of medium to better practice in terms of implementation. A key focus is to discuss ways to reduce the policy-practice gap through more carefully tailored legal design.

That Gen Z Americans have unique foreign policy views isn't news, but the recent student-led protests over the Israel-Hamas war has highlighted the generational differences in this country and may portend a future political distancing of the U.S. from its long-time client in Tel Aviv.Some of the indicators may be concerning. Aside from displaying more support for ceasefire than their older cohorts, a majority of 18-24 year-olds in a December Harvard/Harris poll — 67% — said they believe Jews "as a class" are oppressors, and that the 10/7 attack was justified by Palestinians' grievances (60%). But then, the poll also found 78% of Americans aged 18-34 believe Israel has a right to exist. The majority of this cohort also called what Hamas did on Oct. 7 terrorism and said anti-Semitism is on the rise on college campuses. Meanwhile, an April POLITICO-Morning Consult poll found only "15 percent of Gen Zers said they're more sympathetic toward the Israelis, compared to 4o percent of Baby Boomers," and 24% of Gen Zers said it was a top issue that would affect their vote vs. 11% for over-65 voters. Some 20% of Gen Zers support providing weapons to the Palestinians vs. 2% of over-65 voters.And in April, Pew Research reported, "A third of adults under 30 say their sympathies lie either entirely or mostly with the Palestinian people, while 14% say their sympathies lie entirely or mostly with the Israeli people" and "older Americans, by comparison, are more likely to sympathize with Israelis than Palestinians." In November, the Brookings Institution reported, "Even before the Hamas invasion, there were distinct generational differences in Americans' attitudes towards Israel," adding, "only 41% of those aged 18-29 had a favorable view of Israel, compared to 69% of those aged 65 or older." To say this generation was primed for a shift is an understatement. New media has certainly taken advantage and is, at the same time, being fueled by these young voices and their consumption habits. Israel can no longer control the flow of information and messages. Networked tribalism, according to John Robb at City Journal, "bypasses traditional media by directly delivering information and moral framing to people using social networks.". On TikTok, #freepalestine has 31 billion posts compared to 590 million for #standwithisrael, which led The New Arab to claim, "Palestinian solidarity won the internet." By the way, the U.S. has the most TikTok users — 116.5 million; a Pew survey late last year reported that about one-third of young Americans get their news from TikTok. Recently, Senator Mitt Romney (R-Utah) and Secretary of State Tony Blinken commiserated over the negative effect of social media on the sustainability of the pro-Israel narrative. Romney volunteered that was the reason Congress voted to ban TikTok. They don't like that 50% of young Americans trust news from social media nearly as much as they do legacy media, and that more student protesters are relying on foreign media like Al Jazeera, which had been covering the conditions on the ground in graphic and persistent measure until Israel banned the network from operating there in early May. Gen Z cannot be seen as a monolith but put the polling together and it would seem that younger Americnas are more questioning about why there is an unconditional relationship with Israel. Growing up in the shadow of the Iraq and Afghanistan Wars they may be more skeptical about the prospect of another counterinsurgency at the expense of civilians, or collateral damage, which became the term of art during the years of the Global War on Terror.Young Americans are rightly dubious when they see retired military officers — the same guys who led to the failures of Iraq and Afghanistan — on television supporting $175 billion to Ukraine for its role as a U.S. proxy in the NATO-Russia war, and over $300 billion to Israel — money that young Americans may think should be spent on "nation building here at home." And given the availability of information today, young Americans cannot be ignorant of the fact that far from being an underdog with persistent vulnerabilities in the region, Israel has nuclear weapons, is the most modern military in the region, and gets carte blanche from Washington via nearly $4 billion in military aid each year.Add this to their social and economic challenges at home: Gen Z suffers from high levels of depression and anxiety. They sense their job prospects are limited, and that the American Dream is out of reach. But there's more grim news: America is almost $35 Trillion in debt, over $100,000 per citizen; its bond rating was recently cut to AA+; borrowing costs are climbing and interest costs on debt have nearly doubled to $659 billion over the course of two years. In addition, Social Security has an unfunded liability of almost $66 trillion and is approaching insolvency, probably depleting its reserves by 2033. Things are looking bleak for the U.S. economy as a whole.Then there's student loan debt of $1.75 trillion (including federal and private loans), $28,950 owed per borrower on average. Both Republicans and Democrats would be wise to rethink their unconditional support for Israel as this demographic's support for it is no longer a given. Much of it too is the obvious gap between Israel's professed ideals and the "facts on the ground." According to Columbia University's Rashid Khalidi, many of the students feel a "moral imperative" to support Palestinians and they may not easily be deterred. And their left flank is protected as more American Jews are protesting and calling for a ceasefire in Gaza.When the Zs start running for political office and vote more in force, they may embark on a mission to rejuvenate America by first heeding the warning of George Washington and shaking off the "passionate attachment" to another nation that "produces a variety of evils" and could hazard America by creating "the illusion of a common interest ... where no common interest exists."
The purpose of this paper is to develop a comprehensive approach to evaluating digitalization of interaction of the state and citizens in the sphere of providing state services. The objectives of the study include the analysis of current Russian and foreign approaches to assessing the digitalization of interaction between the state and citizens; development and testing of a composite indicator methodology for conducting such an assessment in the provision of public services. Materials and methods. When preparing the paper, the authors studied Russian and foreign theoretical and practical approaches to evaluating digitalization of interaction between the state and citizens. The approbation of the digitalization index of interaction between the state and citizens proposed in the article was carried out on the basis of data from a selective federal statistical observation of the Federal State Statistics Service on the use of information technologies, information and communication networks by the population, as well as the data from the Ministry of Economic Development of the Russian Federation. To achieve the objective, theoretical methods (comparative analysis, synthesis, and generalization), modelling, and correlation analysis were used. Results. Based on the analysis of foreign and Russian approaches, their advantages and limitations, the article substantiates the methodology for calculating the digitalization index of interaction between the state and citizens, taking into account the immediate results (the availability of state and municipal services in the electronic form), intermediate results (the demand for the electronic form of service provision) and the final results of digital transformation in the provision of public services (satisfaction of citizens with the quality of services provided in the electronic form), as well as the risks of digital interaction (the level of digital trust of citizens in the interaction with the state). Approbation of the digitalization index of interaction between the state and citizens in the regional context was carried out. To assess the applicability of the proposed index, the correlation dependence of its values and the values of the index components on the level of education of the population, employment, income and urbanization, as well as differences in the availability of information and communication technologies infrastructure was investigated. At the same time, the level of digitalization correlation of interaction between the state and citizens with social factors is higher than with infrastructural ones. This means that to solve the problem of digital inequality in Russian regions, it is not enough to provide universal access to the Internet; factors of human capital development also play an important role in promoting digital channels of interaction. Conclusion. Assessing the digitalization of interaction between the state and citizens requires taking into account various indicators that reflect the immediate, intermediate and final results of such an interaction, as well as the risks associated with the transition to "digit". In terms of the provision of public services for such an assessment, it is advisable to use the digitalization index of interaction between the state and citizens. Further promising areas of research in the field of assessing the digitalization of interaction between the state and citizens are related to the study of the influence of citizens' trust in government bodies on the level of digitalization of interaction between the state and citizens, as well as taking into account the interaction of citizens and the state within the framework of other types of state functions (development and implementation of state policy, regulation, control and supervisory activities). The implementation of these directions will require the expansion of the currently available information base. ; Целью исследования является выработка комплексного подхода к оценке цифровизации взаимодействия государства и граждан в сфере оказания государственных услуг. В задачи исследования входит анализ действующих российских и зарубежных подходов к оценке цифровизации взаимодействия государства и граждан; разработка и апробация методологии комплексного показателя для проведения такой оценки в сфере оказания государственных услуг. Материалы и методы. При подготовке статьи авторами изучены российские и зарубежные теоретические и практические подходы к оценке цифровизации взаимодействия государства и граждан. Апробация предложенного в статье индекса цифровизации взаимодействия государства и граждан проведена на основе данных выборочного федерального статистического наблюдения Федеральной службы государственной статистики по вопросам использования населением информационных технологий и информационно-коммуникационных сетей, а также данных Министерства экономического развития Российской Федерации. Для достижения цели использованы теоретические методы (сравнительный анализ, синтез, обобщение), моделирование и корреляционный анализ. Результаты. Исходя из анализа зарубежных и российских подходов, их преимуществ и ограничений, в статье обоснована методология расчета индекса цифровизации взаимодействия государства и граждан, учитывающего непосредственные результаты (наличие государственных и муниципальных услуг в электронном виде), промежуточные результаты (востребованность электронной формы оказания услуг) и конечные результаты цифровой трансформации в сфере оказания государственных услуг (удовлетворенность граждан качеством оказываемых услуг в электронном виде), а также риски цифрового взаимодействия (уровень цифрового доверия граждан при взаимодействии с государством). Проведена апробация индекса цифровизации взаимодействия государства и граждан в региональном разрезе. Для оценки применимости предложенного индекса исследована корреляционная зависимость его значений и значений компонентов индекса от уровня образования населения, занятости, доходов и урбанизации, так и различиями в доступности инфраструктуры информационно-коммуникационных технологий. При этом уровень корреляции цифровизации взаимодействия государства и граждан с социальными факторами выше, чем с инфраструктурными. Это означает, что для решения проблемы цифрового неравенства российских регионов недостаточно обеспечить универсальный доступ к сети Интернет; важную роль в продвижении цифровых каналов взаимодействия играют и факторы развития человеческого капитала. Заключение. Оценка цифровизации взаимодействия государства и граждан требует учета различных показателей, отражающих непосредственные, промежуточные и конечные результаты такого взаимодействия, а также риски, связанные с переходом к «цифре». В части оказания государственных услуг для такой оценки целесообразно использовать индекс цифровизации взаимодействия государства и граждан. Дальнейшие перспективные направления исследований в сфере оценки цифровизации взаимодействия государства и граждан связаны с изучением влияния доверия граждан к органам государственного управления на уровень цифровизации взаимодействия государства и граждан, а также с учетом взаимодействия граждан и государства в рамках иных видов государственных функций (выработки и реализации государственной политики, регулирования, контрольно-надзорной деятельности). Реализация этих направлений потребует расширения имеющейся в настоящее время информационной базы.

How can we leverage new technologies, such as blockchain, to unleash the power of climate markets?
What are Climate Markets? Article 6 of the Paris Agreement intends to provide a basis for countries to voluntarily cooperate with each other to deliver on their NDCs and raise ambition. Effectively, this Article signals the use of carbon markets globally, allowing for decentralized bilateral cooperation approaches, including through internationally transferred mitigation outcomes.
The size of the prize of these next-generation carbon markets? According to a recent study, they could halve the cost of implementing NDCs, saving $250 billion per year by 2030, unleashing the power of markets to tackle climate change.
Current and future markets, however, pose challenges: different countries and operate under different technological systems, different governance rules. Information about mitigation outcomes (MOs) is currently collected in a variety of repositories, including spreadsheets, databases reflecting pipeline activities, and registries at the country, regional, or institutional level. The differences in these processes and systems constrain market integration making for complicated transactions.
The Kyoto Protocol utilized an International Transaction Log, operated by the United Nations Framework Convention on Climate Change (UNFCCC), to facilitate communication between registries. This meant the UNFCCC undertook centralized functions, including a clearance process for transactions. [Article 6 will be front and center in the negotiations at the upcoming COP25 in Madrid.] Negotiators are still determining whether a centralized infrastructure should continue, the functions it could perform, and to which market mechanisms or transactions it would apply.
The World Bank's Approach to Next-Generation Climate Markets The World Bank's Carbon Markets and Innovation team (CMI) is developing a Climate Warehouse ecosystem to demonstrate the viability of a decentralized information technology approach to connect climate markets systems. In this ecosystem, a meta-registry system connects to country, regional, and institutional databases and registries to surface publicly-available information on MOs and record status changes to provide information on how MOs are used. The objective of the Warehouse is to enhance transparency and trust among market participants and enable the tracking of MOs across different systems.
According to our recent research, blockchain, artificial intelligence, the internet of things, and other disruptive technologies hold significant promise in terms of addressing the needs of next-generation climate markets. CMI is, therefore, partnering with the World Bank's Information Technology Services Technology and Innovation Lab to explore how these new technologies can be used to develop the Climate Warehouse system.
Among its advantages, blockchain is a decentralized, distributed digital ledger that records information across multiple computers so that any involved record cannot be altered retroactively without the alteration of all subsequent blocks, boosting transparency. Blockchain also has the capabilities to simplify data sharing among diverse registries and ensures that MOs can be traceable from their origin to their eventual retirement. The decentralized and immutable nature of the system provides resilience against attacks and can boost confidence that information has not been tampered with. Furthermore, the peer-to-peer arrangement could give participating entities the flexibility to interact with their own blockchain node and manage their access rights based on their own requirements and institutional frameworks.
However, blockchain may not be a suitable repository for storing large amounts of information about climate actions. For instance, the measurement, reporting, and verification (MRV) processes needed to verify project and MO information currently rely on extensive use of audit reports, detailed project information, and imagery. Blockchains, however, were built to store transactional data linked together that grows as more transactions are added. As the chain grows, so too does its demand for storage and computing power to process transactions. This can affect the cost of running the system on a public blockchain.
Also, blockchain cannot assure the quality of data: it is only as good as the quality of data entered into the system. Some of this can be alleviated through processes and governance practices put in place that dictate the format of information and its flow into the meta-registry. And if duplications occur, at the very least, blockchain provides a record of the occurrence, and corrections can be fully traceable among participating parties.What's next? The Bank is undertaking a simulation of the Climate Warehouse concept involving partner institutions that are implementing or planning to implement databases or registry solutions. Because the Climate Warehouse is a new concept, there is much to gain through co-existence with current systems and parallel processes. Along with the Bank, partners are connecting their systems to the Climate Warehouse simulation to surface publicly-available information from their systems. The team is planning for upcoming engagements to share lessons learned and support policy-makers.
Continuing negotiations on Article 6 means that piloting efforts are more important than ever. The Bank is well-placed to demonstrate innovative solutions to address key challenges and build client capacities through collaborative pilots. Moving forward, the Bank hopes to continue to facilitate regular exchange with Governments, non-governmental standards-setting organizations, the private sector, and other expert groups to explore opportunities to leverage emerging technologies for post-2020 climate markets.

IN ENGLISH: Europeanisation and European urbanistic standards (urban sustainability) have been present in Croatia, as the youngest member, for only a few years, and more declaratively than in practice. Urban renewal, revitalization of cities' centers and gentrification are therefore intensive processes, primarily economic in nature (with an increased real-estate value), and mostly beneficial for urban policy makers and holders of economic power (investors). Such renewal is often very partial and inconsiderate towards the quality of urban living for citizens, who are mostly excluded from participation without a possibility to influence the future appearance and purpose of space. This is also particularly problematic in peripheral city parts, smaller local communities or neighborhoods, in which residents' everyday needs are inadequately met. Inadequate infrastructural equipment or reduced public or green areas threaten the basic citizens' right to well-being. It is therefore possible to strengthen urbanity, as a fundamental measure of a more or less achieved urban living, only through citizens' greater influence in a bottom-up participation process. Models of bottom-up urban public space design strategies should be adjusted to enter directly into the community and strive towards assisting its residents in making their space more acceptable on everyday level. In the Croatian spatial system, participation is weak, because commercialization and privatization are at the forefront of directing post-socialist countries' urban development. In this context, the value of public spaces and interests is often destroyed. Examples of civic laboratories as possible models of local community action through applying digital technology would therefore be useful and could serve as examples of good bottom-up practice. Given the massive presence of the Internet and social networks, the main idea is to involve citizens in digital platforms and to design, with urban sociologists' and architects' assistance, preliminary research of the situation in every particular neighborhood. The results would be presented, with citizens' consent, to urban policy and administration representatives to facilitate collaboration. On-line networking of residents and then on-line questionnaires or interviews would initiate the next inevitable phase of bringing residents closer. Such collaboration would motivate residents, but also make city authorities aware of the need to 'leave the office' and respond more openly to citizens' demands, e.g. for improved waste removal and sorting, built or repaired parks and play-grounds, expanded green areas, increased citizens' traffic safety, etc. Such digital mapping of community and citizens' principal needs would mean an attempt to improve participation and extend its duration through phases (problem detection, collaboration and implementation). The institutional city authorities' to-date ambivalence towards citizens can indeed be challenged more easily through digital technology because it implies the possibility of greater democratization. This is why it is important and long-term useful to develop models of civic laboratories, as fundamental participation models, upon which the future appearance and development of cities will depend. --- IN CROATIAN: Proces europeizacije i europski urbanistički standardi (urban sustainability) na primjeru HR, kao najmlađe članice, prisutan je tek nekoliko godina i više na deklarativnoj razini nego u praksi. Stoga su primjerice procesi urbane obnove i revitalizacije središta gradova, te gentrifikacije, intenzivni i prvenstveno ekonomske naravi (s povećanom vrijednošću nekretnina) te imaju najveću korist za nositelje urbane politike i nositelje ekonomske moći (investitore). Često je takva obnova vrlo parcijalna i ne uzima u obzir kvalitetu urbanog života za same građane. Oni su uglavnom izostavljeni iz participacijskog procesa i nemaju mogućnost utjecanja na budući izgled i namjenu prostora. To je posebno problematično i u drugim dijelovima grada, manjim lokalnim zajednicama ili susjedstvima, koji na svakodnevnoj razini nedovoljno ispunjavaju potrebe stanovnika. Neadekvatna infrastrukturna opremljenost ili smanjeni javni ili zeleni prostori postaju ugroženi te ugrožavaju i osnovno pravo građana na dobar život. Stoga je urbanitet, kao temeljnu mjeru više ili manje dostignutog urbanog života, moguće ojačati jedino uz veći utjecaj građana u procesu participacije odozdo. Modeli in bottom-up urban public space design strategies trebali bi biti prilagođeni direktnom ulazu u community i nastojati pomoći stanarima da prostor učine prihvatljivijim na svakodnevnoj razini. U hrvatskom prostornom sustavu postoji slab proces participacije jer procesi komercijalizacije i privatizacije (posljedice su poslovna i stambena preizgrađenost) predvode smjer urbanog razvoja postosocijalističkih zemalja. U tom je kontekstu vrijednost javnih prostora i javnih interesa često destruirana. Stoga bi primjeri civic laboratories kao mogućih modela akcije u lokalnoj zajednici kroz korištenje digitalne tehnologije bili korisni i mogli poslužiti kao primjeri dobre prakse odozdo. S obzirom na masovnu prisutnost interneta i društvenih mreža osnovna ideja je da se građani uključe u digitalne platforme te uz stručnu pomoć urbanih sociologa i arhitekata primjerice, osmisle preliminarna istraživanja o stanju u svakom pojedinom kvartu. Dobiveni rezultati u suglasnosti s građanima predstavili bi se predstavnicima urbane politike i administracije kako bi lakše ostvarili suradnju. On-line povezivanje stanara te zatim ispunjavanje on-line ankete ili intervjua prvenstveno bi bile pokretač i za sljedeću fazu koja je nezaobilazna i uključuje upoznavanje i zbližavanje stanovnika samih. Takvom bi se suradnjom pokrenulo stanovnike, ali i osvijestilo gradsku upravu da mora 'izaći iz ureda' i otvorenije odgovarati na zahtjeve građana, primjerice za boljim odvozom i razvrstavanjem otpada, gradnjom ili popravljanjem parkova i dječjih igrališta, povećanjem zelenih površina, povećanja sigurnosti građana u prometu itd. Takvim svojevrsnim digitalnim mapiranjem zajednice i najvažnijih potreba građana pokušalo bi se poboljšati proces participacije i produžiti njegovo trajanje po fazama (faza detektiranja problema, faza suradnje i faza realizacije). Korisno bi bilo usporediti postojeće pozitivne europske primjere participativnih modela kao što su portugalski, španjolski, slovenski, a kako bi se mogli primijeniti i hrvatski lokalni prostor. Dosadašnja podijeljenost institucionalne gradske vlasti spram građana uz digitalnu se tehnologiju zasigurno lakše može pokušati mijenjati jer ona u sebi nosi i mogućnost veće demokratizacije. Upravo je zbog toga važno i dugoročno korisno razvijati modele civic laboratories kao temeljnih participativnih modela o kojima će ovisiti budući izgled i razvoj gradova.
Мета роботи полягає у розкритті проблеми стратегічних орієнтирів розвитку інфокомунікацій на економічному, промисловому та освітньому рівнях. Характеризуються різні рівні надання інформаційних послуг, в контексті розвитку інформаційних технологій. Здійснюються пропозиції щодо вдосконалення інфокомунікаційних процесів на загальнодержавному рівні. Методологія. У статті вирішуються концептуальні завдання: розкривається на системному та функціональному рівнях категорія «інфокомунікації»; на основі порівняльного та аналітичного методів, висвітлюються сфери впливу інфокомунікації на освітню, економічну, на основі аналізу законодавчих документів, визначаються стратегічні орієнтири розвитку інфокомунікацій в Україні. Наукова новизна дослідження полягає розкритті ще не розглянутої до сьогодні науковцями «Стратегії інформаційного розвитку України до 2020 року». На основі запропонованої програми, вирішуються стратегії подальшого розвитку інформаційного суспільства в Україні як інновативного суспільства. Стратегічні завдання створення сучасної інноваційної системи, що включатиме технологічні та наукові парки, венчурні фонди, мережі трансферу технологій тощо, потребує запровадження механізмі державно-приватного (публічно-приватного) партнерств в інноваційній сфері та має бути спрямовано на законодавче встановлення стимулюючих особливостей для нових виробництв, а також компаній сфери інфокомунікацій. The scientific novelty of the research is the disclosure of the "Strategy of Information Development of Ukraine until 2020", which has not yet been considered by scholars. On the basis of the proposed program, the strategies for further development of the information society in Ukraine as an innovative society are solved. Esta investigación, orientada bajo un enfoque cualitativo-interpretativo, describe las concepciones de un grupo de setenta y ocho profesores de inglés de los niveles de Educación Media General y Educación Universitaria de la ciudad de San Cristóbal, Venezuela, sobre la expansión, uso y enseñanza del inglés como idioma internacional. Desde una perspectiva crítica y posestructuralista en la que se concibe al inglés como un fenómeno social cargado de ideologías y valores culturales, este estudio pretende dar cuenta de las conexiones existentes entre el inglés y las fuerzas económicas, políticas, sociales e ideológicas que subyacen detrás de su expansión, uso y enseñanza en el mundo (Holliday, 2005, 2006, 2013; Pennycook, 1994; Phillipson, 1992, 2010), y la forma en como estas conexiones son percibidas por los profesores de inglés de un contexto específico de la periferia (Canagarajah, 1999a). Para la exploración en profundidad del fenómeno se adopta en este estudio el método fenomenológico (Colás, 1998b) como propuesta metodológica para descubrir la forma en que los profesores de inglés de este contexto específico comprenden el fenómeno y conciben la expansión, uso y enseñanza del inglés como idioma internacional. Como instrumentos para la recolección de los datos se utilizan dos cuestionarios con preguntas abiertas y cerradas administrados por internet a los participantes, y entrevistas semi-estructuradas cara a cara en profundidad con nueve profesores seleccionados como informantes clave. Para el análisis de los datos se toma el proceso analítico de Strauss y Corbin (2002), proceso que apunta hacia la generación inductiva de teoría a través de la comparación constante de los datos para formar categorías. En este estudio, el análisis de los datos comprende un proceso integral y cíclico que toma en cuenta los datos provenientes de todos los participantes y de todos los instrumentos de recolección. También se hace uso técnico del software Atlas.ti versión 6.0 para el almacenamiento y xivmanipulación sistemática de las entrevistas semi-estructuradas en profundidad. Entre los hallazgos se devela una complejidad enmarcada en el estudio de las concepciones de los profesores de este contexto sociocultural específico que resultan ser fluidas y en oportunidades simultáneamente contradictorias entre sí sobre la expansión, uso y enseñanza del inglés como idioma internacional. En tal sentido, los resultados reflejan poca conciencia crítica de los participantes sobre la hegemonía del inglés en el mundo y su percepción del idioma como un asunto necesario y beneficioso para la comunicación internacional, de allí que consideren su enseñanza y aprendizaje como necesarios en todos los contextos del mundo. Este estudio también expresa una concientización de los participantes en algunos aspectos específicos como su sentido de propiedad del idioma y su percepción como hablantes y docentes competentes del inglés en un contexto específico. Asimismo, revela algunos asuntos sociopolíticos enmarcados en la dicotomía 'nativo' - 'no nativo' del inglés fundamentado en el concepto del 'native speakerism'. Al mismo tiempo, muestra la concepción de los participantes sobre la enseñanza del inglés como una actividad apolítica y neutral aunque simultáneamente refleja su inclinación hacia la promoción del pensamiento crítico y reflexivo de los estudiantes a través de sus clases de inglés ; This qualitative-interpretative research describes the beliefs of a group of seventy eight high school and university English teachers from San Cristobal, Venezuela, about the spread, use and teaching of English as an International Language. From a critical and poststructuralist perspective through which English is conceived as a social phenomenon linked to ideologies and cultural values, this study tries to show the connections between English and the economic, political, social and ideological forces hidden in its wide spread, use and teaching around the world (Holliday, 2005, 2006, 2013; Pennycook, 1994; Phillipson, 1992, 2010), and the ways these links are perceived by the English teachers in the periphery (Canagarajah, 1999a). For a deep exploration of the phenomenon, a phenomenological design is adopted (Colás, 1998b) to reveal how the English teachers in this specific context comprehend and conceive the spread, use and teaching of English as an International Language. Two online questionnaires with open and close questions are administered to the participants, and nine teachers are selected to participate in face to face in-depth semi- structured interviews. The Strauss and Corbin's (2002) analytical process is used to analyze the data. This process aims to create inductive theory though the continuous comparison of data to create categories. The data analysis is conceived in this study as a cyclical and integral process which includes information of all participants and all instruments. The software Atlas.ti 6.0 is used to systematically store and manipulate the in-depth semi-structured interviews. The findings reveal a complexity in the study of the teachers' beliefs in this specific sociocultural context, which are fluid and sometimes simultaneously contradictory about the spread, use and teaching of English as an International Language. Thus, the findings show participants' lack of critical awareness about the hegemony of English in the world and their perceptions of the language as a necessary and beneficial matter to the international communication. Due to this, they conceive the teaching and learning of English as a necessary process in all contexts of the world. This study also shows the participants' awareness about some specific aspects such as their sense of language property and their own perception as competent speakers and teachers of English in a specific context. It also reveals some sociopolitical issues related to the native and non-native dichotomy stated in the concept of native speakerism. Al mismo tiempo, muestra la concepción de los participantes sobre la enseñanza del inglés como una actividad apolítica y neutral aunque simultáneamente refleja su inclinación hacia la promoción del pensamiento crítico y reflexivo de los estudiantes a través de sus clases de inglés ; This qualitative-interpretative research describes the beliefs of a group of seventy eight high school and university English teachers from San Cristobal, Venezuela, about the spread, use and teaching of English as an International Language. From a critical and poststructuralist perspective through which English is conceived as a social phenomenon linked to ideologies and cultural values, this study tries to show the connections between English and the economic, political, social and ideological forces hidden in its wide spread, use and teaching around the world (Holliday, 2005, 2006, 2013; Pennycook, 1994; Phillipson, 1992, 2010), and the ways these links are perceived by the English teachers in the periphery (Canagarajah, 1999a). For a deep exploration of the phenomenon, a phenomenological design is adopted (Colás, 1998b) to reveal how the English teachers in this specific context comprehend and conceive the spread, use and teaching of English as an International Language. Two online questionnaires with open and close questions are administered to the participants, and nine teachers are selected to participate in face to face in-depth semi- structured interviews. The Strauss and Corbin's (2002) analytical process is used to analyze the data. This process aims to create inductive theory though the continuous comparison of data to create categories. The data analysis is conceived in this study as a cyclical and integral process which includes information of all participants and all instruments. The software Atlas.ti 6.0 is used to systematically store and manipulate the in-depth semi-structured interviews. The findings reveal a complexity in the study of the teachers' beliefs in this specific sociocultural context, which are fluid and sometimes simultaneously contradictory about the spread, use and teaching of English as an International Language. Thus, the findings show participants' lack of critical awareness about the hegemony of English in the world and their perceptions of the language as a necessary and beneficial matter to the international communication. Due to this, they conceive the teaching and learning of English as a necessary process in all contexts of the world. This study also shows the participants' awareness about some specific aspects such as their sense of language property and their own perception as competent speakers and teachers of English in a specific context. It also reveals some sociopolitical issues related to the native and non-native dichotomy stated in the concept of native speakerism. At the same time, it expresses the participants' beliefs about the teaching of English as an apolitical and neutral activity, even though, it shows their simultaneously tendency to promote the students' critical and reflexive thinking through their English classes ; Fil: Moncada V., Belkys S. THE NEW SERIES OF RESEARCH OF THE FACULTY If there is any way in which the university can give back to society what it deposits in it, it is the scientific elaboration of knowledge, which as such is important for any community. This Magazine, for example, confirms these efforts that are published every semester. And in this sense, our faculty of Law has taken up the even more difficult task of preparing and organizing a bibliographic series of advances or results of research, that is, books of our faculty researchers in the different branches of law and disciplines that adjoin the legal. For this purpose, since the month of April has counted on the editorial advice of Lizardo Carvajal, surpassed in the region in this type of process, to start with a seminar that has been called as "Drafting Table" where every afternoon of Wednesday during two months the main guidelines for the structuring of an academic text were provided. This space has served so that lawyers have approached the phenomenon of interdisciplinarity, and one more opportunity to put ourselves in line with the new academic-editorial requirements, especially those of the Administrative Department of Science and Technology (COLCIENCIAS). The results, being modest, could not have been better. Indeed, there are 16 titles that will be ready to be published, works that were submitted to a careful and demanding work of reviewing originals, reports on aspects of semantics, syntax, style and spelling. Regarding the cataloging on the web, under the basic criteria for the publication and accreditation of university books resulting from scientific research, compliance with the general requirements is met, in the sense of guiding the authors and editors in the publication work and thus it counted on the revision of academic pairs constituting a form of publicity of the documents produced in the undergraduate and postgraduate programs. In the series, there has been a vast production in criminal law and related, which is not free since the Master of Criminal Law and the Master of Criminalistics and Forensic Sciences have led and made a presence in the editorial process. There are two titles that show the 80 researches coming from the theses of the aforementioned masters where indexes, authors, key words, juries and thesis presidents are indexed, and a brief review of the content of each thesis is made. Also in criminal matters, there is the Principle of Opportunity of Enrique Arteaga, trying to establish the impact that this institute has had against the new oral accusatory penal system. Maribel Lagos compiles five essays by ten researchers from the Research Group "Penitentiary and Prison Systems" with the title "Penitentiaries and Prisons" in diverse contexts. Theory of the crime is the contribution of Hernando Ordoñez to approach thematic like the social control, the imputability and inimputabilidad, the amplifying devices of the penal type, the punishability and the responsibility. On the other hand, María Inés Muriel, specialist in criminalistics, compiles essays in two papers: Criminalistics and forensic sciences in the Colombian accusatory system and the expert evidence in the Colombian accusatory criminal process. In the same criminalistics, Luis Guillermo González compiles research products in the Human Identification. The homicides in series of Iván Valencia, now in the key of criminology, realizes a theoretical foundation on the assassins in series and soon it describes the characteristics of two Colombian serial assassins. Already in co-authorship, Héctor Hernández, Adolfo Murillo, Julián Durán, and Herman Gómez, contribute with their legal essays in Approaches to the current Colombian law; as well as those already named Hernando Ordoñez and María Inés Muriel, and Lilia Cortés and Maribel Lagos who took on the task of compiling works, the first with Exclusion of evidence in the Colombian accusatory system, and the second with La pena. Beyond the criminal, we find the political participation, education and responsibility of the Colombian State where the academic coordinator of our undergraduate compiles 6 essays on these topics. On her side, Lilia Cortés reflects on the academic educational strategies of the academic Ken Bain in university education. In the civil procedural law, Jaime Mendoza and Villa Angelly clarify whether the payment process as a procedural mechanism will serve to reduce the judicial default, an issue raised in the payment process, chimera or legal reality? Finally, moving away from the purely legal, and entering political science, we have the text Latin American Political Philosophy in which Ángelo Mauricio Victoria works as author and compiler of a series of essays about the notion of "good living" and its development in the Colombian, Ecuadorian, Mexican and Venezuelan context. As we can see, our efforts are aimed at enriching the science of law, and hence the right to sustain the high quality accreditation that we are seeking to ratify with the re-accreditation that we expect soon. Efectivamente, son 16 títulos los que estarán prestos a ser publicados, obras que se sometieron a un cuidadoso y exigente trabajo de revisión de originales, reportes en aspectos de semántica, sintaxis, estilo y ortografía. Respecto a la catalogación en la web, bajo los criterios básicos para la publicación y acreditación de libros universitarios resultado de investigación científica, se da cumplimiento a los requerimientos generales, en el sentido de orientar a los autores y editores en la labor de publicación y así contó con la revisión de pares académicos constituyendo una forma de publicidad de los documentos producidos en el programa de pregrado y los de posgrado. En la serie, ha habido una vasta producción en el derecho penal y afines, lo cual no es gratuito dado que la Maestría en Derecho Penal y la Maestría en Criminalística y Ciencias Forenses han liderado y hecho presencia en el proceso editorial. O conhecimento que surgiu da pesquisa básica aplicada ao desenvolvimento experimental em nossos grupos de pesquisa ou da academia, transcenderão por esse meio, os corredores e salas de aula, estarão disponíveis em todo o mundo, especialmente no de fala española. En el derecho procesal civil, Jaime Mendoza y Angelly Villa dilucidan si el proceso monitorio como mecanismo procesal servirá para disminuir la mora judicial, cuestión que se plantean en El proceso monitorio, ¿quimera o realidad jurídica? Finalmente, alejándose de lo meramente jurídico, e incursionando en la ciencia política, tenemos el texto Filosofía Política Latinoamericana en el que Ángelo Mauricio Victoria obra como autor y compilador de una serie de ensayos acerca de la noción del "buen vivir" y su desarrollo en el contexto colombiano, ecuatoriano, mexicano y venezolano. Como vemos, nuestros esfuerzos se encaminan a enriquecer la ciencia del derecho, y por ahí derecho a sostener la acreditación de alta calidad que estamos en pos de ratificar con la re-acreditación que pronto esperamos. Esta Revista, por exemplo, confirma esses esforços cada semestre vêm à luz pública. Nesse sentido, nossa Faculdade de Direito assumiu a tarefa, ainda mais dispendiosa, de preparar e organizar uma série bibliográfica de avanços ou resultados de pesquisa. Isto é, livros de nossos professores pesquisadores nos diferentes ramos do direito e disciplinas que se aproximam do jurídico. Para este propósito, se conta a partir do mes de abril com o conselho editorial de Lizardo Carvajal, destacado na região neste tipo de processos, para começar com um seminário chamado "mesa de redação", onde cada tarde da Quarta-feira, se forneceram as principais diretrizes para a estruturação de textos acadêmicos e científicos. Este espaço serviu para que os advogados tenham abordado o fenômeno da interdisciplinaridade e mais uma oportunidade de nos alinhar com os novos requisitos acadêmicos e editoriais, especialmente os do Departamento Administrativo de Ciência e Tecnologia (Colciencias). Os resultados, sendo modestos, não poderiam ser melhores. Na verdade, existem 16 títulos que estarão prontos para serem publicados, trabalhos submetidos a um trabalho cuidadoso e exigente de revisão de originais, relatórios sobre aspectos de semântica, sintaxe, estilo e ortografia. Além da publicação no clássico e tradicional meio em papel, a Série será publicada na Web. Um site, que nos contatará com o mundo inteiro. Especialmente desenhado para consulta através deste meio e na Internet, colocará nossos autores e nossos livros em relacionamento com os estudiosos de todo o mundo. O conhecimento que surgiu da pesquisa básica aplicada ao desenvolvimento experimental em nossos grupos de pesquisa ou da academia, transcenderão por esse meio, os corredores e salas de aula, estarão disponíveis em todo o mundo, especialmente no de fala española. Com rigorosos protocolos para acreditação documental. Respeito à publicação e catalogação, de acordo com os critérios básicos de acreditação de livros universitários resultantes da pesquisa científica, é dado cumprimento aos requisitos gerais da comunidade acadêmica e das instituições do estado. Nesse sentido, orienta-se os autores e editores no trabalho de publicação, contando com a revisão por pares, sendo uma tarefa essencial no processo de validação, publicação e divulgação da produção acadêmica e científica da Faculdade e seus programas de pós-graduação. A Série contém produção intelectual em Direito Penal e Criminalística. Daí o nome: Coleção Direito Penal, Criminalística e Ciências Forenses. Isso não é gratuito, já que o Mestrado em Direito Penal e o Mestrado em Criminalística e Ciências Forenses lideraram e fizeram presença no processo de pesquisa e no editorial. O conteúdo da coleção. existem dois títulos que catalogam as 80 pesquisas provenientes das teses dos mestrados mencionados. Nestes dois livros de consulta e de referência, indexan-se os autores, palavras-chave, jurados e presidentes de tese. É feita uma revisão técnica do conteúdo de cada tese. Está disponível assim, uma verdadeira coleção documental e um catálogo de produção intelectual decorrente dos mestrados acima mencionados. Sua utilidade e bom uso resultarão no desenvolvimento da pesquisa nessas áreas pela nossa Faculdade. Também no penal está o livro O Princípio da oportunidade de Enrique Arteaga Córdoba. Neste trabalho, trata-se de estabelecer o impacto que este instituto teve contra o novo sistema penal acusatório de tribunal oral. Maribel Lagos Enríquez compila cinco ensaios de dez pesquisadores do Grupo de Pesquisa "Sistemas penitenciários e prisionais". Seu título, penitenciários e prisionais em diversos contextos. A teoria do crime é a contribuição de Hernando Ordoñez Ramírez para abordar questões como controle social, imputabilidade e inimputabilidade, amplificação de dispositivos de tipo penal, punibilidade e responsabilidade. Por outro lado, María Inés Muriel Puerto, especialista em criminalística, compila ensaios em dois trabalhos: Criminalística e ciências forenses no sistema acusatório colombiano y A prova pericial no processo penal acusatório colombiano. Na mesma linha criminalística, Luis Guillermo González compila produtos de pesquisa no livro identificação humana. Os homicídios em série de Iván Valencia, agora em chave da criminologia, realizam uma fundamentação teórica sobre os assassinos em série e logo descreve as características de dois assassinos em série colombianos. Authors' introductionWe present an overview of research about racial residential segregation. The first part of the article reviews major debates and findings drawn primarily from the sociological literature. The second part of the article identifies new areas of research that in some cases cross into other disciplines such as geography and urban studies. We show the enduring persistence of racial residential segregation as well as its causes and consequences. We also highlight the ways in which residential segregation can be better understood by including discussions about the varied social and spatial expressions of, and responses to, segregation. The social scientific examination of the patterns and everyday experiences of racial residential segregation remains prolific.Authors recommendKrysan, Maria 2002. 'Community Undesirability in Black and White: Examining Racial Residential Preferences through Community Perceptions.'Social Problems 49: 521–43.The author presents an empirical critique of research which examines the role that residential preferences play in perpetuating racially segregated residential settlement patterns. The data are drawn from the Multi‐City Study of Urban Inequality. The author analyzes black and white participants' responses to open‐ended questions about community undesirability in 23 communities spread across four US metropolitan areas. Rather than examine residential preferences in relation to hypothetical communities of varying relative racial compositions, the author uses respondents' subjective perceptions of actual communities, and the reasons they give for their perceptions, as measures of residential preference. The major finding of the article is that preferences are mediated by class‐ and race‐based considerations, such as perceived community crime rates or a community's reputation as a hotbed of racial animosity and hostility.Logan, John R., Brian J. Stults, and Reynolds Farley 2004. 'Segregation of Minorities in the Metropolis: Two Decades of Change.'Demography 41: 1–22.The authors report on national‐ and metropolitan‐level residential segregation trends for white, black, Hispanic, and Asian groups using a cross‐sectional analysis of 2000 Census data. They also present findings from a longitudinal analysis of changing residential segregation trends for the period 1980 to 2000. During this time black–white segregation levels, measured by the Index of Dissimilarity, steadily declined nationally and in most major metropolitan areas. However, Hispanic–white and Asian–white segregation levels increased slightly at both the national and metropolitan levels since 1980. The authors estimate regression models to test prevailing hypotheses that seek to account for these changes. Notably, they conclude that black–white segregation remains high especially in older manufacturing centers in the Northeast and Midwest. Levels of Hispanic–white and Asian–white segregation meanwhile are increasing in regions where these minority groups are most heavily concentrated and where they continue to grow due to high levels of foreign‐born in‐migration.Massey, Douglas S., and Nancy A. Denton 1993. American Apartheid: Segregation and the Making of the Underclass. Cambridge, MA: Harvard University Press.This book is a seminal contribution to the scholarly debate about the causes and consequences of black urban poverty in the US. The authors argue that racial residential segregation is the key social process which explains the conditions under which a black urban underclass forms and is maintained. Segregation creates a 'structural niche' of concentrated black socioeconomic deprivation wherein, for instance, conditions of welfare dependency become normative and oppositional cultures emerge in reaction to the contradictory values of dominant groups. Massey and Denton claim that segregation is perpetuated by, but also compounds, the effects of institutional racism and white prejudice. To support their claim the authors point to historical trends in levels of racial residential segregation they attribute to public policy as well as private decision‐making. The book makes a methodological statement as well in relation to the conceptualization and measurement of residential segregation.Williams, Richard, Reynold Nesiba, and Eileen Diaz McConnell 2005. 'The Changing Face of Inequality in Home Mortgage Lending.'Social Problems 52: 181–208.The authors develop a theoretical framework to account for an emerging 'new inequality' in home mortgage lending and home‐ownership that has contributed to contemporary patterns of residential segregation. The 'old inequality', which was characterized by individual‐ and neighborhood‐level race‐ and class‐based discrimination, gave way in the early 1990s to a new form of inequality based on access to high‐cost loans and exposure to predatory lending practices. The authors rely on descriptive metropolitan‐level data on home mortgage lending to document rising rates of home‐ownership and loan origination among African American and low‐income borrowers, and within minority neighborhoods, since the early 1990s. Their interpretation of these data, however, leads them to conclude that despite these gains, the residential segregation generated by the old inequality creates the conditions for the emergence of the new inequality and similar patterns of residential segregation.Wyly, Elvin K., and Daniel J. Hammel 2004. 'Gentrification, Segregation, and Discrimination in the American Urban System.'Environment and Planning A 36: 1215–41.This article is a nice companion to the article by Williams et al. (2005) (see above). The authors examine racial and economic inequalities, such as residential segregation and racial discrimination, related to mortgage reinvestment and gentrification in major US central cities since the early 1990s. Using regression models to analyze home mortgage lending data and credit market characteristics across 30 US cities, the authors find that both early‐ ('peripheral') and late‐stage ('core') gentrification reproduce familiar patterns of race‐ and class‐based segregation, and are associated with more intensified forms of racial discrimination by property developers, realtors, and lenders.Online materials

Your focus of the comparison should be on key sociodemographic variables including, but not limited to, the overall population size of the areas, the racial and ethnic composition of the areas, the socioeconomic standing of the areas, the housing quality, what types of occupational opportunities exist, the level of immigration in the areas, the level of residential segregation between groups in the areas, among others.You can choose any two metropolitan areas but they must be defined as such by the Census Bureau (i.e., make sure you obtain information at the metropolitan level). There should be some component of change; that is, identify how these variables have changed over time (an ideal strategy would be to focus on 1980 to 2000 changes, but there could be other strategies). Urban Ethnography Assignment (Adapted from an assignment developed by Charles Gallagher, Georgia State University)Write a short ethnography about an urban, public space. Your task is to choose a public space (broadly defined) and examine who uses the space, how the space is used, and the interactions that occur between people in that space. Pay close attention to issues like (but others too) the racial and ethnic background of the people using the space, the socioeconomic reasons which explain the location of the site (e.g., exchange versus use values; urban development), and the extent to which the space is actually 'public' (i.e., are there restrictions to the space like bars separating benches in half?).You can observe any public space. For example, the extent to which a park is actually public is continually and consistently contested and negotiated. What about transportation nodes? Malls? Restaurants? Comparative Urban Assignment Your task for this assignment is to review three scholarly articles about a city outside of the US. Your focus can be on any aspect of the city but you should include some general information about the area including, but not limited to, the geographic and demographic size of the area, the socioeconomic standing of the area, the residential segregation of groups in the area, among other issues.You can choose any city or metropolitan area as long as it is outside of the US. In the end, you want a five‐page report reviewing the three articles with a brief introduction about the city (this information could be gleaned from one of the articles).The main international urban journal, International Journal of Urban and Regional Research, will be very useful for this assignment, but you can obtain articles from any peer‐reviewed journal. Make sure to use only scholarly journals rather than popular magazines, newspaper articles, or the internet. Rely on the social science literature.
