Report of the Texas State Auditor's Office related to determining whether the Juvenile Justice Department (Department) complied with selected provisions of Texas Education Code, Chapter 30, which requires the Department to implement a comprehensive plan to improve the reading skills of students; determining whether the Department's reporting of performance measure results for reading achievement was accurate and complete; and determining whether the Department designed and implemented effective processes and related controls to help ensure compliance with Department policy and state law governing student attendance.

For years there have been significant structural and intercultural attempts to reduce the significance of the division the Oder border constitutes in the perception of the local population on both sides of the river. Nonetheless, this division remains present and stifles contacts between the two sides, with mutual interests restricted primarily to the material sphere (availability of jobs, education, goods). In youth exchanges especially we find that outside of these material interests the majority of participants has no existing links to the other side of the border. Yet intercultural exchange that is based on interests and motivation to learn about each other is necessary to truly reduce the barriers constituted by the border, and increase the radius of movement for the rural population. Increasingly, this well-known and often referenced deficit-oriented view on the German-Polish border region is being contradicted by positive developments. There are various cooperations, joint projects and events that bring together people from both sides of the border and decrease distance through personal contact. Many important steps to a joint development of the border region have been taken in the past 12 years and we can point to many areas in which new, cross-border structures have been growing. These developments are encouraging and should create interest in the opportunities for future developments of transnational civil society in the German-Polish border region. In the article the author raises the following issues: he discusses the areas and conclusions which result form the literature on the subject of the transnational projects of civil involvement, and presents chosen associations, organisations, and initiatives on the German-Polish border region – their aims, chances, and difficulties. ; Społeczeństwo obywatelskie, obszar wiejski i pogranicze: niemiecko-polski przykładMimo że od wielu lat podejmuje się strukturalne i interkulturowe starania, aby zburzyć granicę na Odrze w głowach społeczności zamieszkującej ten teren, to nadal one istnieją i utrudniają kontakty po obu stronach rzeczywistej granicy. Naprzeciw temu wychodzą inicjatywy, które pokazują, że nakreślona na wstępie sytuacja zmienia się na polsko-niemieckim pograniczu. Przyczyniają się do tego liczne formy współpracy, wspólne projekty i inicjatywy po obu stronach granicy, które umożliwiają spotkania i zbliżają dzięki osobistym kontaktom. W ostatnich 12 latach podjęto wiele inicjatyw służących wspólnemu urządzaniu polsko-niemieckiego pogranicza. Te osiągnięcia dodają odwagi i rozbudzają zainteresowanie przyszłością transnarodowego obywatelskiego społeczeństwa po obu stronach Odry. Autor podejmuje w swoim artykule następujące kwestie: omawia obszary i wnioski wynikające z literatury przedmiotu na temat transnarodowych projektów obywatelskiego zaangażowania, a także prezentuje wybrane stowarzyszenia, organizacje i inicjatywy na polsko- -niemieckim pograniczu – ich cele, szanse i trudności. Po trzecie, w literaturze przedmiotu ważne miejsce zajmują studia przypadków udanych transnarodowych form współpracy, np. między szkołami wyższymi. Po czwarte, warto uzupełnić metodyczną literaturę przedmiotu o wyniki transnarodowych przedsięwzięć, w tym interkulturowej edukacji. Często analizowaną w literaturze kwestią jest dyskurs granicy, obszaru granicznego jako przestrzennego, geograficznego i politycznego fenomenu, szczególnie w kontekście zniesienia granic Unii Europejskiej. Częściej w literaturze przedmiotu są analizowane miasta niż obszary wiejskie. Podsumowując, można powiedzieć, że literatura uwzgledniająca badania na temat partycypacji, obywatelskiego zaangażowania i transnarodowej współpracy jest bogata, ma wiele interdyscyplinarnych wątków, międzynarodowych studiów porównawczych. Jednocześnie jest mocno naznaczona normatywnie, ma słabo ugruntowaną pojęciowość, niewiele w nich przykładów inicjatyw służących europejskiemu zaangażowaniu. El propósito de esta investigación fue visibilizar los discursos gubernamentales de Educación para la Paz en Colombia, emitidos durante el periodo 2010-2017, como elementos del dispositivo de producción de subjetividades. En este ejercicio se identificaron categorías de análisis tales como sujeto, subjetividad, gubernamentalidad y educación para la paz, así como el discurso, el cual se convirtió en el eje transversal del ejercicio. La propuesta teórica se apoyó en los aportes de Galtung (1985, 2003), Jares (2004), Lederach (2000), Castro-Gómez (2010), Foucault (1995), Martínez (2010, 2014), Zangaro (2011) y la propuesta metodológica se basó en el Análisis Crítico del Discurso, desde las perspectivas de Fairclough (1999), Wodak (2001), Wodak y Meyer (2003), logrando identificar y visibilizar la problemática, permitiendo la reflexión, la postura crítica y propositiva frente a la formación de sujetos en Colombia. Fueron analizados once documentos oficiales, relacionados con el tema de Educación para la Paz, en los cuales se reconoció el tipo de sujeto (epistémico, político y ético), las relaciones de poder y la constitución de subjetividad propuesta para consolidar una cultura de paz. ; The purpose of this research was to make visible the governmental discourses of Education for Peace in Colombia, issued during the period 2010-2017, as elements of the device for the production of subjectivities. In this exercise, categories of analysis were identified such as subject, subjectivity, governmentality and education for peace, as well as discourse, which became the transversal axis of the exercise. The theoretical proposal was based on the contributions of Galtung (1985, 2003), Jares (2004), Lederach (2000), Castro-Gómez (2010), Foucault (1995), Martinez (2010, 2014), Zangaro (2011) and the methodological proposal was based on the Critical Discourse Analysis, from the perspectives of Fairclough (1999), Wodak (2001), Wodak and Meyer (2003), managing to identify and make visible the problematic, allowing the reflection, the critical and propositive position, regarding to the formation of subjects in Colombia. Eleven official documents related to the theme of Education for Peace were analyzed, in which the type of subject (epistemic, political and ethical), the power relations and the proposed constitution of subjectivity to consolidate a culture of peace, were recognized

The term "special education" is used, in most cases, for the education of children with learning disabilities, emotional problems, behavioral difficulties, severe physical limitations, or difficulties related to low cognitive abilities. "Gifted education", on the other hand, is used for educating the more able, children with high learning ability or special talents, creative children or children who had achieved highly in school-related or any other area, such as chess, music, painting, etc.However, many gifted children belong to both categories. Some suffer from problems or irregularities unrelated to their giftedness, for example - learning disabilities (e.g. dyslexia, dyscalculia, dysgraphia, ADHD), or physical limitations, such as hearing loss, blindness, or paralysis. Some have to deal with issues directly or indirectly connected to their giftedness. For example: social acceptance has to do with conforming to the classroom norms, speaking about subjects considered age-appropriate, or being careful not to use "high level" vocabulary. A gifted child might find it difficult to participate in activities he or she has no interest in, not expressing feelings or ideas because they might seem odd to the peers, or thinking before using any rare or unconventional word or expression. A gifted child who is bored in the classroom might adopt behaviors such as abstention from activities, daydreaming or becoming the "classroom clown" and disturbing the teachers with voice-making, making jokes at others' expense or even at the teacher's. Such behaviors -not necessary a result of the child's giftedness but related to it- lead, in many cases, to labeling the child as "badly adjusted", "socially misfit", "isolated", or the like. In this article I intend to describe the social and the educational difficulties the gifted child has to deal with in the regular as well as in the gifted classroom and present techniques which might help overcoming them. I will present in detail four, all gifted with either learning disabilities or emotional problems, and the successful interventions they had gone through until reaching reasonable results.

One remarkable characteristic of the Society of Jesus in the Baroque age was the involvement of many of its learned members in the dissemination of mathematical knowledge. This was inspired by St Ignatius of Loyola's belief that any acquisition of knowledge was a spiritually profitable exercise. In the context of the scientific revolution that was shaking sixteenth-century Europe, it was understandable that many Jesuit mathematicians would emerge in the forefront of a massive promotion exercise involving mathematical education in its wider and more practical sense of the word which contrasted sharply with the narrow interpretation of the subject today. This was a 'mathematical disciplines' approach which went far beyond the time-honoured study of Euclid; it incorporated a wide range of topics which included Euclidean and analytic geometry, geometry as applied to calculus, to astronomy and to mechanics, the art of measuring, the sphere, trigonometry, logarithms, navigation, gnomonics and horology, the calendar, civil and military architecture. At the dawn of the Baroque age, the promotion of such a wide spectrum of mathematical knowledge invested the Jesuit mathematicus with great credibility which, in perfect accord with Ignatius' strategy, was considered essential to elevate the status of his invention over that of the traditional Orders. As George Sarton wrote, 'One cannot really talk about mathematics in the sixteenth and seventeenth centuries without seeing a Jesuit at every corner'.' ; peer-reviewed

Статья содержит анализ проблемы формирования у российской молодежи исторического сознания в 1993 2008 гг. Автор утверждает, что этот процесс имел сложный и противоречивый характер, был направлен на внедрение в умы молодежи системы знаний о прошлом своего Отечества, осуществлялся на основе нормативно-правовой базы, возникшей после принятия в 1993 г. Конституции РФ. В статье основное внимание уделяется исследованию роли органов государственной власти (центральных и местных), учебных заведений и общественных организаций в формировании исторического сознания молодежи, в ее героико-патриотическом воспитании. Значительное место в работе отводится характеристике многочисленных и разнообразных форм и методов воздействия на сознание и поведение молодых людей. ; The issue of forming of historical consciousness in the Russian youth in the year of 1993-2008 is analyzed in the article. The author confirms that this process had a very difficult and discrepant character, was intended to implement the system of knowledge about the past of the native land in the young minds, that was practiced through normative legal base, which appeared after the Constitution of the Russian Federation had been approved in 1993. The role of the Government, Central and Regional Educational Institutions in forming of historical consciousness and heroically-patriotic education in the youth. The work is focused on describing numerous and different forms and methods of influence on consciousness and behavior of young people in the period investigated.

Aujourd'hui, l'engagement de personnes dans un radicalisme violent, politique ou religieux, menace la sécurité publique. Pour contribuer à solutionner ces problèmes transcontinentaux, plusieurs pays ont mis en œuvre des programmes de prévention primaire des radicalisations violentes (RV), où le système judiciaire a un rôle prépondérant. Or, les évaluations, pas toujours rigoureuses, ont tout de même tendance à montrer l'inefficacité et même la vraisemblable contre-productivité de ces actions. La problématique de cet article théorique concerne donc la manière de mettre en œuvre une prévention efficace des RV et d'évaluer scientifiquement son efficacité (quels indicateurs considérer ?). Dans une première partie nous argumentons, sur la base de la littérature psychologique, en partie dédiée au terrorisme islamiste, que le dogmatisme et le besoin de clôture constituent une caractéristique des esprits radicalisés. Ensuite, sur cette base et celle d'une conceptualisation antérieure, nous présentons un modèle théorique pionnier où la RV apparaît comme fermant l'esprit, tandis qu'une prévention efficace conduirait, au contraire, à ouvrir l'esprit. Après cela, nous argumentons sur les liens entre ouverture d'esprit, santé, responsabilité (éthique) et méditation. Nous en déduisons l'importance d'inclure l'éducation à la santé comme un moyen efficace de prévention primaire des RV, avec comme fin la responsabilité. Notre modèle ouvre de nouvelles perspectives, tant pour l'éducation que pour la recherche. Il contient en effet des indicateurs psychologiques mesurables et opérationnels qui pourront servir à étudier empiriquement l'impact de dispositifs éducatifs sur la prévention, impliquant par exemple un outil éducatif que nous avons particulièrement étudié : la méditation. ; Hoy día, la incorporación de unas personas en un radicalismo violento, político o religioso, amenaza la seguridad pública. Para contribuir en solucionar estos problemas transcontinentales, varios países han puesto en obra programas de prevención primaria para las radicalizaciones violentas (RV), en las que el sistema judicial desempeña un papel preponderante. Ahora bien, las evaluaciones, no siempre rigurosas, tienden a demostrar la ineficacia e incluso la probable contra productividad de dichas acciones. La problemática de nuestro artículo, teoríco, se enfoca en la manera cómo se pone en obra una prevención eficaz de las RV y se evalúa de modo científico su eficacia (¿qué indicadores considerar ?). En una primera parte, pretendemos, en base a la literatura psicológica, en parte dedicada al terrorismo islámico, que el dogmatismo y la necesidad de clausura constituyen una característica de las mentes radicalizadas. Luego, partiendo de esta base y de la una conceptualización anterior, presentamos un modelo teoríco pionero en el que la RV aparece como algo que encierra la mente, mientras que una prevención eficaz permitiría, al contrario, abrir la mente. Seguidamente, discutimos acerca de los lazos entre apertura de espíritu, salud, responsabilidad (ética) y meditación. Deducimos de ello la importancia de la inclusión de la educación a la salud como medio eficaz de prevención primaria de las RV y como meta la responsabilidad. Nuestro modelo abre nuevas perspectivas, tanto para la educación como para la investigación. En efecto, contiene indicadores psicológicos medibles y operativos que podrán servir para estudiar, de modo empírico, el impacto de dispositivos educativos sobre la prevención, implicando por ejemplo, una herramienta educativa que hemos tratado en especial : la meditación. ; Atualmente, o engajamento de pessoas em radicalismo violento, político ou religioso, ameaça a segurança pública. Para contribuir a resolver esses problemas transcontinentais, vários países implementaram programas para a prevenção primária das radicalizações violentas (RV), onde o sistema de justiça desempenha um papel preponderante. No entanto, as avaliações, nem sempre rigorosas, tendem a mostrar a ineficiência e até mesmo a provável contraprodução dessas ações. A problemática deste artigo teórico diz respeito a como implementar uma prevenção eficaz das RV e avaliar cientificamente sua eficácia (quais indicadores considerar ?). Na primeira parte argumentamos, com base na literatura psicológica, parcialmente dedicada ao terrorismo islâmico, que o dogmatismo e a necessidade de fechamento constituem uma característica das mentes radicalizadas. Então, com base nisso e em uma conceituação prévia, apresentamos um modelo teórico pioneiro no qual a RV aparece como algo que fecha a mente, enquanto a prevenção efetiva, ao contrário, representaria a mente aberta. Depois disso, discutimos sobre as ligações entre abertura, saúde, responsabilidade (ética) e meditação. Deduzimos disso a importância de incluir a educação à saúde como um meio efetivo de prevenção primária das RV, com a finalidade da responsabilidade. Nosso modelo abre novas perspectivas tanto para a educação quanto para a pesquisa. Ele contém indicadores psicológicos mensuráveis e operacionais que podem ser usados para estudar empiricamente o impacto de dispositivos educacionais na prevenção, por exemplo, envolvendo uma ferramenta educacional que estudamos particularmente : a meditação. ; Nowadays the engagement of people in political or religious violent radicalism threatens public security. To help to solve these transcontinental problems, many countries implemented programs for the primary prevention of violent radicalization (VR), where the justice system played a leading role. However, the not-always-rigorous evaluations still tend to show the inefficiency and even the probable counter-productivity of these actions. The problematic of our theoretical article thus concerns how to implement effective prevention and scientifically evaluate its impact (which indicators to consider ?). In the first part we argue, based on the psychological literature partly dedicated to Islamist terrorism, that dogmatism and need for closure constitute a characteristic of radicalized minds. Then, on this basis and the one of a previous conceptualization, we present a pioneering theoretical model in which VR appears to close the mind, whereas effective prevention would occur on the contrary open the mind. After that, we argue about the links between openness, health, responsibility (ethics) and meditation. From this, we deduce the importance of including health education, with the purpose of responsibility, as an effective way of VR primary prevention. Our model opens up new perspectives for both education and research. It contains measurable and operational psychological indicators that can be used to study the impact of educational devices on prevention empirically, for example involving an educational tool that we have particularly studied : meditation.

Одним из механизмов развития личности и способом отражения педагогической реальности является образовательное пространство. В основе его формирования лежат идеи целостности образования, понимания тесной взаимосвязи и взаимозависимости человека и окружающей его социокультурной среды, со-бытия, сотрудничества, диалога участников образовательного процесса, творческой самореализации личности. Международное образовательное пространство СНГ можно рассматривать как пространство взаимодействия поликультурных регионов. Основной нормативно-правовой базой межгосударственных отношений и сотрудничества субъектов образовательного пространства СНГ являются различного рода концепции, соглашения и модельные законодательные акты (законы, рекомендации). Вместе с тем межгосударственное образовательное пространство, по сути своей, созданная его полисубъектами для сотрудничества мультикультурная со-бытийная образовательная сеть (сетевая образовательная организация), функционирующая на территории с разнообразным национальным составом и разными условиями их жизнедеятельности. ; Educational space this is the mechanism of development of personality and a way to reflect the pedagogical reality. This research questions the emergence, the uses and the direction of the resort to a category of "migrants", in the French politics and the actions to reduce social inequalities in front of diabetes mellitus. The sociohistory of the emergence of the question about the diabetes of the "migrants", shows how the medical literature can, by pointing different risk factors according to the social groups, participate in the construction of categories of patients. The led analysis underlines the mixture between ethnic, racial and genetically groups, at the origin of the differentialist narrative about the causes of the diabetes. This reading is today mobilized by the public authorities to organize a specific distribution of health preventive care of diabetes and its complications. In health relation, the analysis of the practices, and in particular the therapeutic patient education, underlines that differential treatments exists, but all have no expected effects. The culturalist view making behavior of patients the main cause of their health condition, can impact the medical course, and also, increase the social inequalities. Guided by the directives of public health, the analysis of the margins of action of the professionals and patients, allows to see that these politics aim less to act on the social determinants of health inequalities that to order the individuals to reach the equality by adopting the majority social groups behaviors. ; Cette recherche interroge l'émergence, les usages et les enjeux du recours à une catégorie de « migrants », dans les politiques françaises et actions de lutte contre les inégalités sociales face au diabète de type 2. We propose a typology of forms of legitimacy of authority in the university, based on the well-known classification by Max Weber of the forms of political authority based on the types to legitimacy typically invoked by those in a position of authority. This framework is adapted and expanded to the field of university governance taking into consideration the specialized literature on models of governance in higher education, and with the aid of data obtained from interviews of former university leaders with whom we discussed their experiences as university officials. Our typology consists of six forms of legitimacy: traditional, which distinguishes two forms, academic and administrative; rational-bureaucratic, which also has two modalities, managerial and legalistic, and finally, the political and charismatic forms. To stress the differences across these types of legitimacy, and try out a possible translation of them into designs amenable to empirical research, we also present an operationalization of the typology into variables and hypotheses. ; Presentamos una tipología de formas de legitimidad de la autoridad universitaria, basada en la conocida clasificación de Max Weber de los tipos de autoridad política de acuerdo a la clase de legitimidad típicamente invocada por el que posee autoridad. Ella se adapta y expande al ámbito del gobierno universitario tomando como referencia la literatura especializada sobre modelos de gobierno universitario, con el apoyo además de los datos obtenidos de entrevistas a ex directivos universitarios a quienes interrogamos acerca de sus experiencias en sus cargos de autoridad. Nuestra tipología reconoce seis formas de legitimidad de la autoridad universitaria: la tradicional, que se divide en dos formas, académica y administrativa, la racional burocrática, que también tiene dos modalidades, la gerencial y la legalista, y luego las formas política y carismática. Nossa tipologia reconhece seis formas de legitimação da autoridade da universidade: tradicional, que é dividido em duas formas, acadêmica e administrativa, burocráticas racional, que também tem dois modos, de gerencia e legalista e, em seguida, as formas política e carismática. Para reforçar as distinções entre tipos de legitimidade propostos, e testar uma possível tradução deles passíveis de projetos de pesquisa empírica, apresentamos também um exercício de operacionalização da tipologia em variáveis e hipóteses.

It's a great first step, but the Louisiana Legislature
can do a whole lot better when it comes to a responsible fiscal year 2024
budget and use of surplus dollars over the last couple of years.

This week, the state's general operations budget HB 1 kicked
off its journey to the consternation of free spenders. Democrat Gov. John Bel Edwards and
his partisan followers in the Legislature – and not a few Republicans including
chamber leaders – had grandiose ideas about the using the bonus bucks mainly on
infrastructure and larding out all sorts of new commitments, such as pay raises
for educators and local public safety personnel, in this year's spending plan.

But to accomplish that, the state would have to
bust its spending cap by several hundred million dollars, a move opposed by the
Louisiana Conservative Caucus
that is comprised of most House Republicans as well as the Louisiana
Freedom Caucus, which likely overlaps in membership considerably with the
Conservative Caucus. These legislators argue that the surplus money (past the constitutional
mandates for its use) primarily should go to paying down unfunded accrued
liabilities in the state's retirement systems, which not only would avert
breaching the cap but also would relieve local governments from having to pay
excess contributions into the state systems for defeasance of the UAL
constitutionally mandated by 2029 that would free up money for other uses such
as raising salaries.

The amended bill takes a small step towards that
with an additional contribution to reducing the UAL by $185 million while excising
anticipated new early childhood education spending of $51 million, new higher
education expenditures of $57 million, reducing the size of elementary and
secondary education pay raises by $46 million, and lopping off $159 million to
Medicaid providers other than those involved in catering to disability services.
This shifting apparently is in response to the fact that the Conservative
Caucus with more than a third of House membership (all Republican) can block
jacking up the expenditure limit.

Naturally, this fiscal prudence provoked cries of
horror from leftist media and politicians. The Louisiana Illuminator, a
web-based news site backed in part by extreme leftist funders, scarily
suggested about how the reduction in the rate of growth of Medicaid might
imperil some programs and particularly those related to disability services.
Edwards, when informed about the House committee action, bleated
that he "Didn't know that education ceased to be a priority."

Such responses range from the disingenuous to fabrication.
HB 1 specifically tells the Department of Health not to touch waiver programs
and supports for people with disabilities when assigning the cut – and keep in
mind that this reduction represents less than one percent of the over $16 billion,
or some 35 percent of the entire state's spending, of the amount apportioned to
medical vendors, or about 7 percent of the state's portion. Consider as well
that for the past few years the state consistently has spent less on Medicaid
than budgeted – even as it badly
underestimated the hit it would take because of Edwards' triggering Medicaid
expansion in 2016 – because of an extreme shortage of nursing providers that
have left without services clients utilizing Medicaid waivers, thus saving the
state money.

Edwards' comment merely continued his history of contrafactual
remarks, premised upon the belief that saying something untrue often enough
will make people think it true, when the shortcomings of his policy preferences
are exposed, as well as displayed his frustration at the deft countering of his
agenda. Obviously, reducing the UAL burden on local education agencies leaving
them more resources for things such as pay raises,  is anything but reducing education as a
priority.

However, legislators can do better. The Freedom
Caucus outlined how that is possible with its issuance of a "Recipe for Fiscal Responsibility"
that proposes using surplus dollars to eliminate entirely the UAL, chunk money
into the Budget Stabilization Fund to its limit, and then spend the remaining
$285 million on infrastructure. The near-term impact would leave the state over
$150 million more a year in discretionary funds, over $100 million more a year
for schools and over $40 million a year for higher education, and allow local education
agencies enough freed funding to pay for around $2,000 pay raises for teachers
(although they would have to allocate additional dollars after 2029 to support these).

Ideas
like this aren't new, but the Freedom Caucus does a service in explaining the
savings amounts and how they project over the next five years. In order for HB
1 to take on this form, it would have to jettison state-funded teacher pay raises
as well as have changes made to capital expenditures in the companion bill HB
550.

Legislators should pursue this, although the
timidity of legislative Republican leadership – apparently more interested in
small capital outlay carveouts for themselves an allies squirreled away in HB 1
than in a true sea change from redistributionist mentality – likely means the
current form of HB 1, in that form only because of Conservative Caucus
leverage, is the best that can be done. Still, a quarter-loaf is better than
none at all.
