El presente artículo expone el estado de la formación en Ingeniería Biomédica en Colombia a nivel de pregrado. Se revisaron programas de la Unión Europea y los Estados Unidos. A nivel nacional, se revisaron, bajo la categoría de Ingeniería Biomédica y Bioingeniería, los planes de estudio de quince instituciones de educación superior a partir de tres fuentes de información: Páginas Web de Universidades, Sistema de Información de Educación Superior y Observatorio Laboral (Ministerio de Educación Nacional). Se encontró que la oferta de los programas nacionales de Ingeniería Biomédica y Bioingeniería en su conjunto en la ciudad de Bogotá D.C. representa el 30% de la totalidad de la oferta en el país, Antioquia (Medellín) representa el 27%, Valle del Cauca (Cali) el 13% y los demás departamentos representan el 30% restante. Los programas de educación superior en Ingeniería Biomédica muestran una uniformidad en cuanto a la duración y a las competencias a desarrollar con ligeras diferencias en los énfasis y los perfiles de egreso. Actualmente existen al menos 528 Ingenieros Biomédicos y Bioingenieros graduados en el país (0,27% del total de las ingenierías). La tasa de graduados por año, entre 2001 y 2007 es en promedio de 75 Ingenieros Biomédicos y Bioingenieros. Se puede concluir que a pesar de la oferta de programas activos de Ingeniería Biomédica a nivel nacional, la tasa de graduados es baja con relación a: la población colombiana que va en aumento, el incremento de personas con discapacidad y adultos mayores y el número de graduados de otras ingenierías. Se propone la reflexión, sobre el reto que imponen los avances científicos y tecnológicos mundiales que de alguna manera se convierten en directrices de formación. ; This academic paper presents the state of Colombia`s undergraduate education in Biomedical Engineering. Programs of the European Union and of the United States were reviewed. In the national level, fifteen programs of different higher education institutions were reviewed under the category of Biomedical Engineering and Bioengineering, based on three information sources: University official Website, Information System on higher education and work observatory of the National Education Ministry. It was found that the total offer of national undergraduate programs in Biomedical Engineering and Bioengineering in Bogota D.C represents the 30% of the total offer in the country, Antioquia (Medellín) represents the 27%, Valle del Cauca (Cali) the 13% and the other departments represent the 30% left. The undergraduate programs in Biomedical Engineering show similar standards regarding length, and professional developing competences with slight differences in the graduation profiles and the emphasis. In the present, there are at least 528 graduated Biomedical Engineering and bioengineers in the country (0,27% of all engineering graduates). The rate of graduates per year, between 2001 and 2007, is close to 75 biomedical Engineers and bioengineers. It can be concluded, that despite the offer of active programs in the national level, the rate of graduates is low in relation to: the Colombian population which is growing, the growth of the number of people with disabilities and elders, and the number of graduates from other engineering fields. A reflection is proposed, regarding the challenges that worldwide scientific and technological advances present, which in some measure become formation directives.

Betweenm 1925 and 1947 the ecuadorian system of education experienced the influence of the "active school", a pedagogical approach that arose in the United States and other European countries at the end of the nineteeth century. The article analyses the manner in wich the pedagogic tolos developed by this approach served to set in motion a social and political Project associated with hygienization, racial re-generation, modernization and cultural homogenization. To this end, the article analyses two texts from the period: a lectura delivered by he pedagogue Leonidas Garcia in the National Congress of Educación Primaria y Normalista, in May 1930; and an essay by Vicente Andrade written in 1942, on the incorporation of rural schools into the natioal culture. Both texts ilustrate the perspective on educational problems in Ecuador. ; Entre 1925 Y 1947, el sistema educativo ecuatoriano experimentó la influencia de la "escuela nueva", una tendencia pedagógica que surgió en Estados Unidos yen algunos países europeos a finales del siglo XIX. Este artículo analiza cómo los dispositivos pedagógicos desarrollados por esta tendencia, sirvieron para que se pusiera en marcha un proyecto político y social asociado al higienismo, la regeneración racial, la modernización y la homogeneización cultural. Con este propósito, se analizan dos textos producidos en esos años: la conferencia pronunciada por el pedagogo Leonidas García en el Congreso de Educación Primaria y Normal del Ecuador, realizado en mayo de 1930, y un ensayo de Vicente Andrade, de 1942, sobre la incorporación de la escuela rural a la cultura nacional. International audience ; From the 1980s, a new conception of public action emerged: intervention had to be global and territorialized. It was recognized that there were territorial inequalities and, gradually, specific policies were developed known as urban and priority education policy. The "success-in-education project" made it possible to understand how education became a collective and shared competence. The educational success concept was above all a principle of action which aimed at mobilizing professionals from different institutions as well as volunteers. They needed to work together and networks of actors were formed. Institutional logics, learning representations and professional cultures were questioned. Commitment in a learning territory approach enabled the actors to include the transformation process in two main areas: territorial anchorage and the need for collective learning. 3.2. Introduction In the 1980s, the issue of territorial inequalities was part of the political agenda. In the 1960s, in order to respond to the housing crisis, residential neighborhoods called "housing estates" were quickly built on the outskirts of towns. Although they were initially satisfactory to everyone, due to the comfort of the dwellings and quality of facilities, their sociological composition quickly evolved. The incentive to become owner of a house in the countryside favored the departure of the wealthiest households. Only the lowest income families remained. They were the hardest hit by the crisis and therefore felt like captives. Među značajnim promenama u oblasti obrazovanja može se izdvojiti sve prisutnija zasnovanost obrazovanja na ishodima, kao i prihvatanje pristupa obrazovanju orijentisanog ka razvijanju kompetencija koji implicira da se u procesu obrazovanja stiču određena znanja, veštine i sposobnosti koje se prenose, koriste i dalje razvijaju u procesu rada. Polazeći od značaja koji kompetencije imaju za buduće profesionalno delovanje, u radu se iznose rezultati istraživanja koje je za cilj imalo ispitivanje stavova studenata pedagogije u Republici Hrvatskoj i Republici Srbiji o doprinosu studija razvijanju njihovih profesionalnih kompetencija. Istraživanjem je obuhvaćeno 159 studenata pedagogije, a dobijeni rezultati pokazuju da su studenti iz obe zemlje relativno zadovoljni stečenim kompetencijama koje se tiču poznavanja pedagoške terminologije, osposobljenosti za primenu komunikacijskih veština, osposobljenosti za promovisanje multikulturalnih, interkulturalnih i demokratskih vrednosti, poznavanja metodologije pedagoških istraživanja, kao i istorijskog i savremenog razvoja teorije vaspitanja i obrazovanja. Ispitanici smatraju da su tokom studija u najmanjoj meri stekli kompetencije potrebne za praktično delovanje. S obzirom na to da ovaj segment obrazovanja treba da predstavlja veoma važan element studijskog programa, dobijeni rezultati ukazuju na potrebu fleksibilnije i ka praksi otvorenije organizacije programa studija, što, između ostalog, znači da u perspektivi treba razmišljati o većoj zastupljenosti stručno-aplikativnih predmeta koji bi studente pripremali za budući praktičan rad. Ishodâ iz roli obučeniâ v razvitii professional'nyh kompetencij, sleduet imet' v vidu, čto kompetencii âvlâûtsâ koncepciej razvitiâ, ukazyvaûŝej na to, čto studenty priobretaût osnovy kompetencij vo vremâ obučeniâ i gotovâtsâ k dal'nejšemu razvitiû i povyšeniû kvalifikacii v konkretnoj kontekstual'noj srede. ; One of the significant changes in the field of education is the fact that education is increasingly based on outcomes, as well as the adoption of an approach to education oriented towards the development of competences, which implies that in the education process certain knowledge, skills and abilities are acquired, which are then transferred, used and further developed through professional practice. In view of the importance that competences have for future professional practice, the paper presents the results of a study examining the attitudes of pedagogy students in Croatia and Serbia about the contribution of their studies to the development of their professional competences. The sample of the study consisted of 159 pedagogy students, and the findings suggest that students in both countries are relatively satisfied with the competences they have acquired in terms of mastering pedagogical terminology, developing the ability to apply communication skills and the ability to promote multicultural, intercultural and democratic values, acquiring knowledge of the methodology of pedagogical research, and knowledge of the historical and contemporary development of education theory. Students report that over the course of their studies the competences they have acquired the least are those relating to practical work. Since this segment of education ought to be a very important element of the study program, the obtained results suggest the need for a more flexible organization of the program which would be more open to practice, meaning, among other things, that in future an increase in the number of applied courses aimed at preparing students for their future professional practice should be considered. When contemplating the role of studies in the development of professional competences, we should bear in mind that competences are a developmental concept, suggesting that students over the course of their studies acquire the foundations of competences and are prepared for their further development and expansion within a certain contextual framework.

International audience ; When the Commission devoted a communication to the efficiency and equity of European educational systems in the European Parliament and Council, the experts in analysing educational policies could only rejoice as it was echoing their works (Crahay 2000, Demeuse, Baye, Straeten, Nicaise & Matoul 2005). While the topic of this communication deserved the interest of researchers in particular and of all school actors in general, it left attentive readers on their guards. Under the guise of a specific interest in preshooling, the arguments concerning compulsory education were rather lightweight and those on higher education worying. This paper raises the concerns and questions that remain after the reading of this communication. ; Lorsque la Commission européenne consacre une communication au Parlement et au Conseil à l'équité et à l'efficacité des systèmes éducatifs, les spécialistes de l'analyse des politiques éducatives ne peuvent que se réjouir et y voir un écho à leurs travaux (Crahay 2000, Demeuse, Baye, Straeten, Nicaise & Matoul 2005). Si cette communication mérite, en raison de son sujet, tout l'intérêt des chercheurs et, de manière générale, de tous les acteurs de l'école, elle ne rassure pas le lecteur attentif. Sous couvert d'un intérêt spécifique et bien compréhensible pour la préscolarisation, elle traite de manière plutôt légère l'enseignement obligatoire et, de manière beaucoup plus inquiétante l'enseignement supérieur. Cet article souligne les inquiétudes et les questions qui subsistent à l'issue de cette lecture.

В статье представлены результаты исследований по обоснованию психолого-педагогических условий, необходимых для воспитания устойчивости к конфликтам у курсантов военно-учебных заведений. К числу основных из них авторы относят: включение в процесс обучения активных методов обучения, которые стимулируют познавательную деятельность курсантов в сфере преодоления конфликтов; введение факультативного курса «Психология конфликта»; соблюдение курсантами в повседневной жизни одного из принципов толерантности «умение принудить себя, не принуждая других»; подбор соответствующих средств воспитания, а также строгое выполнение распорядка дня, для преодоления курсантами высокого уровня негативных эмоций; создание комфортных жилищных, бытовых и других условий для курсантов, своевременное обеспечение их денежным и материальным довольствием; формирование умений у курсантов оптимально мотивировать и стимулировать себя к позитивной деятельности. ; The article presents the results of researches on justification of the psychological-pedagogical conditions necessary for education of stability to the conflicts among the cadets of military schools. Authors includes in number of main of them: inclusion of active methods of training in educational process which stimulate informative activity of cadets in the sphere of overcoming the conflicts; introduction of the facultative course «Conflict psychology»; observance by cadets in everyday life of one of the tolerance principles «ability to force, without forcing others»; selection of appropriate means of education, and also strict abidance by daily routine for overcoming by cadets of high level of negative emotions; creation of comfortable living, household and other conditions for cadets, their timely providing with monetary and material allowance; formation of abilities among the cadets to optimum self-motivation and stimulation to positive activity.

The supported-community reform in Indonesia demanded strong actions for a nation democracy. In reality, however, the inner freedom for democracy is often challenged. Often, aspirations were expresse anarchisly, inresponsibly, and even destructively. The given freedom was often less understood and less accepted holistically. Implicitly, the reform in which intented to create an conducive climate of democracy will be difficult to address without an appropriatem undestanding and awareness over the meaning of the civil society with it's own characteritics, cultures, and velues in the modern society. This article is intended to identify charateristics, cultures, and values of the civil society, particularly in education. Specifically, introduction to the civil society in education is important in an effort to identify a nation's characters in a democratic, participative, reflective, thingking critically, to encourege the balancing power over the government. ABSTRAK Reformasi masyarakat madani di Indonesia menuntut tindakan yang kuat untuk demokrasi bangsa. Namun dalam kenyataannya, kebebasan dalam demokrasi sering mendapatkan hambatan. Seringkali, aspirasi ini diungkapkan anarkis, tidak bertanggung jawab, dan bahkan destruktif. Kebebasan yang diberikan sering kurang dipahami dan kurang diterima secara holistik. Secara implisit, reformasi ditujukan untuk menciptakan iklim kondusif demokrasi akan sulit untuk dicapai tanpa pemahaman yang sesuai sesuai dan kesadaran tentang arti karekteristik budaya, dan nilai-nilai masyarakat sipil dalam masyarakat modern. Artikel ini ditujukan untuk mengidentifikasi karakteristik, budaya, dan nilai-nilai masyarakat sipil, khususnya di bidang pendidikan. Secara khusus, pengenalan kepada masyarakat sipil dalam pendidikan penting dalam upaya untuk mengidentifikasi karakter suatu bangsa secara demokratis, partisipatif, reflektif, berpikir yang kritis, untuk mendorong keseimbangan kekuasaan atas Pemerintah.

This article is the product of the research carried out by members of the group HUM816: Art and Literature, on an educational project that every year develops the CEIP Miguel de Cervantes, from the province of Malaga, with the intention of taking the art to the classrooms of infant and primary education, thanks to the collaboration of a group of artists who become teachers for a few days at the invitation of the center. Using the information obtained through qualitative strategies, -observation, interviews and focus groups- in which the protagonists of this experience -artists, teachers and students- have participated, the objectives of the case study are to identify the contextual conditions - legislative, social, cultural, formative - that determine the development of the artistic curriculum in formal education, analyze the participation of the professional artist in the training process and discover the previous ideas handled by the teaching staff to approach the artistic area. With this approach, the article relates an initiative that brings to light the shortcomings of the educational system in artistic matters, but also the desire of an educational community that puts all their efforts into achieving that Art Education is oriented towards social and cultural understanding of the world. ; Este artículo es producto de la investigación llevada a cabo por miembros del grupo HUM816: Arte y Literatura, sobre un proyecto educativo que cada año realiza el CEIP Miguel de Cervantes, de la provincia de Málaga, con la intención de llevar el arte a las aulas de educación infantil y primaria, gracias a la colaboración de un grupo de artistas que se convierten en docentes durante unos días por invitación del centro. Utilizando la información obtenida mediante recursos cualitativos, -observación, entrevistas y grupos focales- en los que han participado los protagonistas de esta experiencia -artistas, profesorado y alumnado-, los objetivos del estudio de caso realizado son: identificar las condiciones contextuales -legislativas, sociales, culturales, formativas- que determinan el desarrollo del currículum artístico en la enseñanza formal, analizar la participación del artista profesional en el proceso formativo y descubrir las ideas previas que maneja el profesorado para abordar el área artística. Con este planteamiento, el artículo relata una iniciativa que saca a la luz las carencias del sistema educativo en materia artística, pero también las ganas de una comunidad educativa que pone todo su empeño en lograr que la Educación Artística esté orientada hacia la comprensión social y cultural del mundo.

The thought and action of Chiara Lubich are very important for intercultural education. She has given us many theoretical and practical tools – reinforced by the testimony lived with the greatest coherence – to learn to be intercultural as people, but also as groups, as specific collective and cultural identities. Her experience can be told as an experience of education in dialogue, a micro-macro dialogue that unfolds from the immediate challenge of interpersonal relationships to widen to the areas of political, intercultural, interreligious relations. This article analyses some aspects of today's multicultural reality, which challenges the world of education, and – assuming the demanding perspective of interculturality – examines some of Chiara's proposals, which are based on the idea of a person-dialogue, person-relationship and intercultural person. These proposals, methodologically essential in the transition from reality-challenge to the goals indicated by interculturality, are effectively communicated by Lubich in his fundamental book "The Art of Loving", in which she presents the secrets for interpersonal, social, intercultural relations, the inescapable attitudes that are configured as "concrete love". Some passages are here quoted that present the pedagogical principles of reference according to Chiara Lubich, taken from the lecture entitled "Uomo-Mondo" (1972), from the lecture held in Paris on December 17, 1996, when she received the UNESCO prize for "Peace Education", from the lectio magistralis held in Washington on 10th November 2000 (Honorary doctoral Degree in Education from The Catholic University of America). ; Il pensiero e l'opera di Chiara Lubich sono molto importanti per l'educazione interculturale: lei ci offre molti contributi teorici e pratici – rinforzati dalla testimonianza vissuta con massima coerenza – per imparare ad essere interculturali come persone, ma anche come gruppi, come specifiche identità collettive e culturali. Tutta la sua esperienza può essere raccontata come esperienza di educazione al dialogo, un dialogo micro-macro che si esplica fin dalla immediata sfida della relazione interpersonale per allargarsi agli ambiti sempre più vasti delle relazioni politiche, interculturali, interreligiose. Questo articolo analizza alcuni aspetti della odierna realtà multiculturale, che sfida il mondo dell'educazione, e – assumendo l'impegnativa prospettiva dell'interculturalità – esamina alcune proposte di Chiara: sono proposte che si fondano sull'idea di persona-dialogo, persona-relazione, persona interculturale. Queste indicazioni di percorso, metodologicamente essenziali nel passaggio dalla realtà-sfida alle finalità indicate dall'interculturalità, sono efficacemente indicate dalla Lubich nel suo fondamentale scritto L'arte di amare, nel quale presenta i segreti per la relazione interpersonale, sociale, interculturale, gli atteggiamenti imprescindibili che si configurano come "amore concreto". Some passages are here quoted that present the pedagogical principles of reference according to Chiara Lubich, taken from the lecture entitled "Uomo-Mondo" (1972), from the lecture held in Paris on December 17, 1996, when she received the UNESCO prize for "Peace Education", from the lectio magistralis held in Washington on 10th November 2000 (Honorary doctoral Degree in Education from The Catholic University of America). ; Il pensiero e l'opera di Chiara Lubich sono molto importanti per l'educazione interculturale: lei ci offre molti contributi teorici e pratici – rinforzati dalla testimonianza vissuta con massima coerenza – per imparare ad essere interculturali come persone, ma anche come gruppi, come specifiche identità collettive e culturali. Tutta la sua esperienza può essere raccontata come esperienza di educazione al dialogo, un dialogo micro-macro che si esplica fin dalla immediata sfida della relazione interpersonale per allargarsi agli ambiti sempre più vasti delle relazioni politiche, interculturali, interreligiose. Questo articolo analizza alcuni aspetti della odierna realtà multiculturale, che sfida il mondo dell'educazione, e – assumendo l'impegnativa prospettiva dell'interculturalità – esamina alcune proposte di Chiara: sono proposte che si fondano sull'idea di persona-dialogo, persona-relazione, persona interculturale. Queste indicazioni di percorso, metodologicamente essenziali nel passaggio dalla realtà-sfida alle finalità indicate dall'interculturalità, sono efficacemente indicate dalla Lubich nel suo fondamentale scritto L'arte di amare, nel quale presenta i segreti per la relazione interpersonale, sociale, interculturale, gli atteggiamenti imprescindibili che si configurano come "amore concreto". Vengono qui riportati alcuni brani che presentano i fondamentali principi pedagogici di riferimento per Chiara Lubich, tratti dal testo di una relazione intitolata "Uomo-Mondo"(1972), dal discorso a Parigi il 17 dicembre 1996, in occasione del conferimento del Premio UNESCO per l'educazione alla pace, dalla lectio magistralis tenuta a Washington il 10 novembre 2000 (Laurea honoris causa in Pedagogia). ; Budowanie procesów międzykulturowych w trudnych czasach.Propozycja według myśli i dzieła Chiary LubichMyśl i dzieło Chiary Lubich mają istotne znaczenie dla edukacji międzykulturowej. Mistyczka ma znaczący wkład teoretyczny i praktyczny – wzmocniony bardzo spójnym świadectwem jej życia – w uczenie ludzi bycia "międzykulturowymi" zarówno indywidualnie, jak i jako grupy o specyficznych tożsamościach zbiorowych i kulturowych. Całe jej doświadczenie można określić jako doświadczenie edukacji w dialogu, dialogu mikro-makro, który rozwija się, począwszy od wyzwania, jakie stawia każda relacja międzyosobowa, która z czasem rozszerza się na obszary relacji politycznych, międzykulturowych, międzyreligijnych. Te wypracowywane wskazania, metodologicznie zasadnicze w przechodzeniu od rzeczywistości-wyzwania do celów wyznaczanych przez międzykulturowość, są czytelnie określone przez Lubich w jej fundamentalnym tekście Sztuka miłowania, w którym przedstawia "sekret" relacji międzyosobowej, społecznej, międzykulturowej – postawę niezbędną, która wyraża się w "konkretnej miłości". Przytoczone zostały niektóre fragmenty przedstawiające podstawowe zasady pedagogicznego odniesienia Chiary Lubich, zaczerpnięte z jej tekstu Człowiek-świat (1972), z przemówienia w Paryżu 17 grudnia 1996 r. z okazji przyznania jej Nagrody UNESCO za Wychowanie dla pokoju oraz z lectio magistralis, która odbyła się w Waszyngtonie 10 listopada 2000 r. z okazji przyznania jej tytułu doktora honoris causa w zakresie pedagogiki.

The article describes features and principles of operation of higher education institutions mostly in Donetsk and Lugansk regions, in conditions of fighting and disintegration territories. The problems of higher education, their solutions de facto and de jure, especially the educational process during the war are analized. There are given examples of administrative decisions regarding university leadership to overcome danger arising from military and political crisis. The main attention is paid to the ways of management and information architecture of higher education institutions in terms of disintegration influence of the political situation and terrorist threats on the work in higher education. There were analysed institutional peculiarities of the split higher educational establishments, problems of implementation of educational process and the conditions affecting the university separation. There were outlined the problems of using distance learning. In the article there are described government regulations that affect the development of information management architecture of universities, it is conducted their analysis. These documents are the following: the concept of strategic development of the university, the strategy of national security, military doctrine, the Law of Ukraine "The grounds of National Security of Ukraine" and the strategy or plan of institutions of the Ministry of Education, strategic plan for businesses, institutions of certain areas in case of invasion. It was also defined the hierarchy of government regulations and their role in ensuring quality of management decisions concerning the transformation of information management architecture of universities. Also there are singled out key points of such documents. ; Статья освещает фактологию, особенности и принципы функционирования высших учебных заведений, в первую очередь Луганской и Донецкой областей, в условиях боевых действий и дезинтеграции территорий. Проанализированы проблемы высших учебных заведений, пути их решения де-факто и де-юре, особенности организации учебного процесса во время проведения боевых действий. Приведены примеры управленческих решений руководства вуза по преодолению опасностей, возникших в результате военно-политического кризиса. Основное внимание уделено путям развития информационно-управленческих архитектур высших учебных заведений в условиях дезинтеграции, влияния политической ситуации и террористической угрозы на работу высших учебных заведений. Проанализированы институциональные особенности функционирования разделенных высших учебных заведений, проблемы реализации учебного процесса и условия, повлиявшие на раздел вузов. Обозначены проблемы использования дистанционных форм обучения. В статье определены государственные нормативные документы, влияющие на развитие информационно-управленческих архитектур высших учебных заведений, проведено их анализ. Такими документами выступают концепция стратегического развития вуза, стратегия национальной безопасности, военная доктрина, Закон Украины «Об основах национальной безопасности Украины», а также стратегия или план действий заведений Министерства образования, стратегический план действий предприятий, организаций определенной области, районов в случае военного вторжения. Определена иерархия этих государственных нормативных документов, их роль в обеспечении качества управленческих решений относительно преобразования информационно-управленческих архитектур вузов. Также выделены ключевые пункты таких документов. ; Стаття висвітлює фактологію, особливості та засади функціонування вищих навчальних закладів, в першу чергу Луганської та Донецької областей, в умовах бойових дій і дезінтеграції територій. Проаналізовано проблеми вищих навчальних закладів, шляхи їх вирішення де-факто і де-юре, особливості організації навчального процесу під час проведення бойових дій. Наведені приклади управлінських рішень керівництва ВНЗ стосовно подолання небезпек, що виникли внаслідок військово-політичної кризи. Основна увага приділена шляхам розвитку інформаційно-управлінських архітектур вищих навчальних закладів в умовах дезінтеграції, впливу політичної ситуації та терористичної загрози на роботу вищих навчальних закладів. Проаналізовано інституціональні особливості функціонування розділених вищих навчальних закладів, проблеми реалізації навчального процесу і умови, що вплинули на розділ ВНЗ. Окреслено проблеми використання дистанційних форм навчання. В статті визначені державні нормативні документи, що впливають на розвиток інформаційно-управлінських архітектур вищих навчальних закладів, проведено їх аналіз. Такими документами виступають концепція стратегічного розвитку ВНЗ, стратегія національної безпеки, військова доктрина, Закон України «Про основи національної безпеки України», а також стратегія або план дій закладів Міністерства освіти, стратегічний план дій підприємств, організацій певної області, районів на випадок військового вторгнення. Визначено ієрархію цих державних нормативних документів, їх роль в забезпеченні якості управлінських рішень стосовно перетворення інформаційно-управлінських архітектур ВНЗ. Також виокремлено ключові пункти таких документів.

Este artículo se enmarca en un proyecto aprobado y financiado por el Consejo de Investigación de Ciencias Sociales y Humanidades de Canadá, sobre redes sociales, participación ciudadana y educación. El objetivo es explorar y comprender los impactos del uso, difusión y producción de las redes sociales en la participación ciudadana y la democracia. El nuestro es un estudio de tipo interpretativo, descriptivo del comportamiento de los jóvenes y corresponde a su fase inicial. Un cuestionario online ha sido respondido por 127 estudiantes, de los cuales el 95,05% son españoles. En este trabajo se presentan los resultados más significativos cuantitativos y cualitativos, así como las cuestiones críticas en base a los resultados obtenidos con la herramienta ATLAS-ti para identificar pautas relevantes y establecer un marco que ofrezca un significado a las respuestas. Se concluye que los problemas a los que hacen más referencia los jóvenes encuestados en relación al uso de las redes sociales son los problemas éticos, entre los que destacan el engaño, la crueldad, el ciberbullying, el uso de las redes para descalificar o desacreditar a personas, la competitividad, las faltas de respeto a las opiniones ajenas, los juicios infundados y la existencia de contenidos "oscuros", lo que nos induce a cuestionarnos de qué modo afecta positiva o negativamente este hecho a su comprensión de la "participación ciudadana". ; This article is part of a project approved and funded by the Research Council of Social Sciences and Humanities of Canada, on social media, citizen participation and education. The objective is to explore and understand the impacts of the use, dissemination and production of social networks on citizen participation and democracy. Ours is an interpretive, descriptive study of the behavior of young people and corresponds to its initial phase. An online questionnaire has been answered by 127 students, of whom 95,05% are Spanish. This paper presents the most significant qualitative and quantitative results, as well as the critical issues based on the results obtained with the ATLAS-ti tool, to identify relevant guidelines and establish a framework that offers a meaning to the answers, and concludes that the problems to which young people surveyed make more references in relation to the use of social networks are the ethical problems for instance: the deception, cruelty, cyberbullying, the use of networks to disqualify or discredit people, competitiveness, disrespect for other people's opinions, unfounded judgements and the existence of "dark" content, which leads us to question how this fact positively or negatively affects their understanding of "citizen participation". ; peerReviewed

El objetivo de este trabajo es entender el proceso de regreso de científicos a Ecuador, con vistas a producir datos coherentes sobre los motivos de su regreso, sus redes sociales, políticas y disciplinarias en el país, lo que contribuye al esfuerzo de conocer las dinámicas de consolidación disciplinaria de los campos científicos, vinculadas con el exterior y, por lo tanto, el proceso de inserción del país en la nueva división internacional del trabajo. Para eso, el estudio utilizó las bases de datos de retornados ofrecida por la Secretaría de Educación Superior, Ciencia, Tecnología e Innovación (SENESCYT) de Ecuador, para elaboración de una encuesta. El marco muestral de referencia estaba conformada por algo más de 700 PhD. En total, se realizó 126 encuestas, generando un error de estimación del 7,8% y se recompuso la distribución de los casos levantados por sexo y área de conocimiento con el uso de factores de expansión para dar mayor consistencia a los resultados obtenidos. Con base en la muestra, hemos podido realizar inferencias por sexo y por una variable agrupada de años de finalización del doctorado. Se solicitó información demográfica, laboral y de actividades de investigación en forma muy general. Se concluye sobre la pertinencia de la política pública y sobre el perfil del retornado.// The paper aims to understand the process of return of scientists to Ecuador, with a view to producing coherent data on the reasons for the return of these scientists, their social, political and disciplinary networks in the country, which contributes to the effort of know the disciplinary consolidation dynamics of the scientific fields, its international links, and therefore the process of Ecuador's insertion in the new international division of labor. The study used the databases of returnees offered by the Secretariat of Higher Education, Science, Technology and Innovation (SENESCYT) of Ecuador for the preparation of a survey. The sample frame of reference was made up of a little more than 700 PhD. A total of 126 surveys were carried out generating an estimation error of 7.8% and the distribution of the cases raised by sex and area of knowledge was recomposed with the use of expansion factors to give greater consistency to the results obtained. Based on the sample, we were able to make inferences by sex and by a grouped variable of years of completion of the studies, demographic, labor information and research activities were requested in a very general way. The research concludes on the relevance of public policy and on the profile of returnees.

Management of sports facilities is one of the pillars of sports policy developed by elected officials, whatever the town. Planning, implementing and maintaining sports facilities allow a Sports Departments to carry out various tasks in the field of education, sports activities and supporting associations in the organization of sport events. However these public initiatives are facing a complex triptych: the obsolescence of sporting equipment, identifying the social demand and the individual and collective strategies of the players in the sports world. This study raises several questions: How to design the right offer of sport facilities for a city like Rennes? What should be the logic behind picking location of sport equipment? What indicators are inherent to sports that sports department of a local authority must track to develop a policy for utilization, construction and renovation of sports facilities? The sociohistorical approach allows understanding the relationship between local and national context and the logic of the networks of decision making for equipment planning. It is based on a study of the construction of sports facilities in Rennes from the late 18th century to today. In addition a survey of sport stakeholders and practitioners in Rennes, and a comparative study of programming methodologies facilities in nine cities of France, provide some answers to improve decision making in regards to planning sport facilities. ; La gestion des équipements sportifs est un des piliers de la politique sportive élaborée par les élus, et ce, quelque soit la commune. La programmation, la réalisation et l'entretien d'infrastructures sportives permettent à une Direction des sports de réaliser diverses missions dans le domaine de l'éducation, l'animation sportive et le soutien aux associations dans l'organisation de manifestations sportives. Toutefois, ces initiatives publiques sont confrontées à un triptyque complexe : l'obsolescence du patrimoine sportif, l'identification des demandes sociales et les stratégies individuelles et collectives des acteurs du monde sportif.Ce champ d'étude soulève plusieurs questions : Comment concevoir une offre d'espaces sportifs pour une ville comme Rennes ? Quelles sont les logiques d'implantation du patrimoine sportif ? Quels sont les indicateurs inhérents aux pratiques sportives qu'un service des sports d'une collectivité locale doit intégrer pour concevoir une politique d'animation, de construction et de rénovation d'équipements sportifs ? L'approche sociohistorique permet d'appréhender l'articulation entre contexte local et national ainsi que les logiques de réseaux dans la prise de décision en matière de programmationd'équipements. Celle-ci s'appuie sur une étude de la construction des équipements sportifs à Rennes de la fin du 18ème siècle à nos jours. De plus, l'enquête auprès des acteurs du sport et des pratiquants à Rennes, ainsi qu'une étude comparative des méthodologies de programmation des équipements dans neuf villes de France, apportent des éléments de réponse et dessinent les perspectives en matière d'aide à la décision dans la programmation des espaces sportifs

El Sistema Universitario Andaluz (SUA) ha completado con éxito el inicio de la adaptación al Espacio Europeo de Educación Superior. Buena parte de este éxito se debe a la previsión mostrada por las universidades andaluzas, que hace más de un lustro protagonizaron una implantación experimental del sistema de créditos europeos (ECTS) y que en el curso anterior, 2009/2010, ya impartían de forma voluntaria 96 títulos de grado y 333 másteres adaptados. El proceso de Bolonia ha propiciado, e incluso acelerado en cierta medida, la profunda transformación a la que estaba siendo objeto el Sistema Universitario Andaluz. Iniciada hace una década, dicha transformación se ha centrado en la mejora del sistema de financiación universitario y el incremento de la misma, así como en el aumento y la eficaz planificación de las inversiones en materia de infraestructuras y equipamiento universitarios. El Proceso de Bolonia ha servido, además, para ampliar y complementar la oferta existente en el SUA, incluyendo nuevas enseñanzas que respondiesen a la realidad socioeconómica y a la demanda del tejido social y productivo andaluz. Con las nuevas enseñanzas verificadas al completo, aún queda pendiente una parte no menos importante del proceso: el seguimiento de dichas titulaciones y la renovación de su acreditación transcurridos 6 años desde su inclusión en el Registro de Universidades, Centros y Títulos (RUCT). ; The Andalusian University System has successfully finished its adjustment to the European Higher Education Area. Great part of this success is due to the forecast provided by the Andalusian universities, which five years ago led an experimental implementation of the European Credit Transfer and Accumulation System (ECTS). And what is more, in the last academic year 2009/2010, they ran voluntarily 96 graduate and 333 master degrees adapted. Bolonia adaptation process has allowed, and even accelerated to a certain extent, the deep transformation of the Andalusian University System (SUA). Running for more than one decade, this transformation is focused on the improvement and the augmentation of the university funding system and the efficient planning of the investment in University infrastructures and equipments. Moreover, the Bolonia process has been useful to extend the existing SUA offer and include the new teaching experiences in response to both the socioeconomic reality and the Andalusian social and production network. With these degrees, completely verified, there is a last but least pending part of the process: the monitoring of these degrees and the renewal of the accreditation 6 years after their in the Registry of Universities, Centres and Degrees (RUCT)
