This paper examines how key differences in the very manner in which the environment/welfare nexus is experienced and understood in both the global North and the global South are managed in favour of the former over the latter. We show how in the case of the global North — the more affluent world, such as Britain — environmental issues have been usually construed as post-materialist and/or post-industrialist. We argue that predominantly Northern-based post-materialists see environmental welfare (largely through the rhetoric of sustainable development and ecological modernization) as either something separate from humans (for the welfare of the 'rest of nature') or for the welfare of unborn, future generations. We use the concept of the 'post-political' to interpret how the global North dominates debates on the environment and how it can be quite dismissive, and even negligent, of welfare issues in the global South. In the case of the majority world, green welfare policy agendas are littered with the consequences of environmental devastation incurred through centuries of Northern oppression and resource exploitation. In the global South green welfare goals concentrate on the alleviation of those more basic needs of survival — provision of shelter, water availability, air quality, food sovereignty, and energy security — for those humans actually living on the planet; rather than those who may at some time in the future. In short, issues of environmental debt are writ large, rather than those of an imagined environmental future.

Over time, public policy changes have strengthened the private child support system while reducing access to public support—welfare. Given the especially limited availability of public support, nonresident fathers' economic contributions through child support can play an important role in helping children to avoid poverty. In this article, the authors review evidence on nonresident fathers' ability to pay support, provide an overview of the way child support policies affect disadvantaged fathers, and propose new directions for child support policy. The authors argue that the current work-focused safety net, which aims to require and help to enable disadvantaged mothers to work, creates a context in which government should similarly require and help to enable all fathers, even those who are disadvantaged, to work and pay child support. However, reforms are needed to make this a realistic expectation, given many fathers' limited employment options and complex families.

Benefit‐cost and risk analyses associated with agency rule making are required by presidential order and are reviewed by the Office of Management and Budget's (OMB) Office of Information and Regulatory Affairs (OIRA). This White House oversight of agency regulatory analysis means that OIRA's work, though primarily analytic, competes daily with the intense political pressures that characterize all work in the White House. Even in the face of the demands of politics, analysis is respected and utilized. A balance between politics and analysis is maintained in several ways. Several structural characteristics of the White House help protect analysis, such as a strong complement of offices whose role is primarily analytic (for example, the Council of Economic Advisors, the Office of Science and Technology Policy, and OMB). OIRA's ability to successfully coordinate its regulatory review with White House officials ensures that it serves as an agent for presidential regulatory policy at the same time it champions higher quality benefit‐cost and risk analysis. This role as intermediary between analytic and political judgment also results from OIRA's expertise in such analysis and its reputation for the discretion necessary to maintain the trust of the president's upper level staff.

AbstractThe expertise of social scientists is vital in the field of regenerative medicine. By providing a comprehensive framework to include both technology and market conditions, as well as considering social, economic, and ethical values, they can inform policy decisions and influence the rate and direction of progress in new medical research. This paper deals with four potential conditions to which social science should pay special attention and assess: market conditions, technological opportunities, mechanisms of appropriability, and risk regulation of products and practices. The interplay of these factors must be understood as providing the right environment for this paradigm to progress. More empirical evidence is necessary to validate these factors in their international context, and this assigns a pivotal role to these experts.

To what extent differences across developing countries in their domestic tax mobilization can be explained, in addition to the traditional determinants, by political economy factors and particularly by the political regime? Using a panel of 66 developing countries over the period 1990-2005, this paper provides econometric evidence that democracy matters for achieving higher domestic tax revenues which are much needed to finance public goods. It is especially the level of constraints on the executive which is of importance to counter the government's propensity to cave in for special interests and to be insufficiently welfare minded. We found that high levels of democracy are specifically needed in natural resource rich countries to make natural resource rents contribute to higher domestic tax revenues and no longer be an impediment to a sustained tax system.
