As noted in the October issue of PS, G. Bingham Powell, Jr., the Marie E .and Joseph C. Wilson Professor of Political Science at the University of Rochester, became APSA's 108th president on September 4, 2011, at the close of the APSA Annual Meeting. Eight new members of the APSA council were elected fall 2011. The new members are Paul Gronke, Reed College; Ange-Marie Hancock, University of Southern California; David A. Lake, University of California, San Diego; Taeku Lee, University of California, Berkeley; Kenneth J. Meier, Texas A&M University; Kathleen Thelen, Massachusetts Institute of Technology; Stephen M. Walt, Harvard University; and Angelia R. Wilson, University of Manchester.

The redistribution of meals and feasting practices in the early centralized society of Arslantepe VI A in south-eastern Anatolia (Late Chalcolithic 5 – 3300/3000 cal. BCE) are presented in this paper as examples of commensal politics. Within the framework of Mesopotamian early state formation, this period represents a stimulating case because of the evidence of economic centralization, the significant amount of materials found in in situ contexts, and the presence of functionally distinct architecture. Food and beverages were the economic base of the power of elites; yet it is not only through feasting activities that food enters Late Chalcolithic gastro-politics, but also through the meals disbursed in exchange for labor.

This article studies comparatively the property restitution policies of Eastern and Western Balkan countries, focusing mostly on internal and external constraints to a permanent solution. The role of the European Court of Human Rights is analyzed in depth, as well as the subtle shift of policy of the EU institutions from the earlier Eastern Balkan accession to the Western Balkans one. While the situation of property restitution in South-Eastern Europe provides clear evidence that Europeanization helps transformation, particularly if the EU openly assumes the role of a transformation agent, it also highlights the limits of its power. Upon reinstatement of independence of Lithuania in 1918, needed to solve the most popular problem – to lay the independence foundations. Upon reinstatement of political foundations Lithuania had to: protect from neighbouring countries, solve social problems, build a stable economic system. These methods helped in creation a better life of Lithuanians, reduce the prospects of emigration flows. Unfortunately, a stable economic system in Lithuania was quite complex, all of the time of extending the process. Most of the time people were directly confronted with the reality of scarce life: lack of work, social security, low wages, wchich became the reason for emigration to the North or South American countrys.

The South China Sea, and the Spratly Islands in particular, have become the focus of tension between the uncertain limits of China's rise and the discomfort of its Southeast Asian neighbours at the prospect of becoming China's backyard. The regional concerns of Southeast Asia overlap with the global concerns of the United States. The tension has been reframed by the global crisis of economic uncertainty that began in 2008 and sharpened by rhetorical confrontations in 2010. Because of the limited utility and adverse consequences of decisive unilateral action by any party, the dispute is likely to continue as a symbol of discord until it is defused by multilateral guidelines. The presence of Indian traders in Xinjiang is largely discounted as a factor of significance when analyzing the relations between India and China in the modern era. However, hundreds of Indian sojourners and settlers were present in the main towns and surrounding areas of southern Xinjiang over a period of several centuries until the middle of the twentieth century. This article explores how the rivalry between the expanding British Indian and Russian empires, as well as the turbulent politics of the Republican era in China, placed insurmountable difficulties in the way of this once-resilient group of Indian merchants, eventually leading to their complete exodus from this region of China by the late 1940s.

International audience ; This paper examines the structure of state welfare expenditure in Britain. It argues that the geography of state welfare expenditure and its impacts have been relatively neglected given their importance in terms of state expenditure, regional distribution and spatial equality. It shows that welfare spending is a key component of government expenditure and that it has a distinct regional and local geography. It shows that there are distinct differences in the geographical incidence of different welfare benefits some of which function to redistribute income from the South to the North of Britain and it focuses on the geography of housing benefit as an example of what has been termed 'spatial divisions of Welfare'.

Areas of Berrimah Farm are located within 1.5km of tidal mangrove areas, and were expected to experience seasonal populations of pest biting midges. Seasonally flooded areas located within and adjacent to Berrimah Farm were also expected to be sources of pest and disease carrying mosquitoes. Due to the potential for significant populations of biting insects, the Department of Planning and Infrastructure (DPI) commissioned Medical Entomology (ME), of the Department of Health and Families (DHF) to conduct a biting insect assessment of the Berrimah Farm site.

AbstractDifferences in natural endowments, in geographical conditions and in per capita income set up an historical bifurcation between northern states, with abundant renewable hydrological resources, and less well-endowed southern states. While the first embraced a model of electricity adding, with the embodiment of this form of energy in capital goods and intermediate goods, the second followed a path of electricity substitution, with mixed strategies of replacing inputs in established sectors of industry, public utilities, transport and private consumption. This article examines the different plans for and achievements of economic nationalism in the twentieth century and its consequences, discussing the possibility of reproducing in Portugal the pattern of the stimulus to industrial manufacturing of cheap electricity.

The article provides a general introductory overview of the (spatial) mobility of highly skilled/qualified persons and discusses the different terms of the mobility of the Highly Skilled, especially those of scientists. It outlines theoretical and empirical aspects of these movements and delineates the drain of European talent to the U.S., especially the outflow of scientists and researchers who contribute considerably to the U.S. innovation system. Further, it takes a closer look at outward mobility in the former socialist countries in Europe, especially in South Eastern Europe, in the period before and after the fall of the Iron Curtain. Finally, the article outlines general policy options in dealing with the mobility of the Highly Qualified.
