This is the account of the 2010 San Jose mine rescue in Chile, after one of the longest human entrapments in history. With his coveted "rescue pass," the author was permitted access far past the police perimeter. It would be seventeen long days before the miners were discovered alive and the world press descended. It would be another fifty-two days before the miners were all successfully rescued. For eight weeks, the author conducted interviews with families, rescue workers, the mine psychologist, drill operators, scientists, and the architects of the rescue operation. He reported from an improvised office on the mountainside that was the nerve center of the rescue operation, in a makeshift container. Far below, families and loved ones lived in a cluster of tents known as Camp Hope. While the men were still underground, the author interviewed them via a crude telephone; he helped send vital supplies to them via the "paloma" (pigeon). And when the first miners were rescued on October 13, he had the first media contact with the recently freed men in a series of interviews from inside the field hospital. The book reads like a thriller, toggling between the dramatic chaos below ground as the men realized that their escape routes were blocked and that their shelter held only enough rations for ten men to survive seventy-two hours; and the desperate rescue efforts aboveground, the massive campaign from the top level of the Chilean government to enlist and unite brilliant minds from around the world in the San Jose rescue effort. In never before revealed detail, the author tells a story of the improbable survival of the miners, trapped some 2,200 feet underground for sixty-nine days. He also chronicles what had to go right, an impossibly long list, to rescue them all alive. "Welfare states are currently challenged by a number of developments: the globalization or internationalization of the economy, changing demographics, a transformation from industrial to post-industrial economies, as well as social and cultural changes. Although all of these variables might be very important for specific changes in social policy arrangements, in this paper the author will only address the effects of globalization on social policy arrangements. It will be argued that the specific perception of globalization and the constructed links to social policy arrangements within the political discourse will have to be taken into account as a key variable in analyzing the effects of globalization on social policy arrangements. Hence, the central questions addressed in this paper are: Was globalization causally related to changes of welfare systems within the political discourse? Did the constructed links between globalization and the welfare system become dominant or even hegemonic within the political discourse? Have welfare systems changed in a way consistent with the specific perception of globalization? Furthermore, the author argues that focusing solely on the state's activity within the social policy realm might lead to distorted and misleading results. As case studies he has chosen Germany, Japan and the United States. These three countries constitute the centers of the current globalization process while at the same time they have large domestic markets and therefore seem less vulnerable to external economic developments. Furthermore, Germany, Japan, and the U.S. have three very distinct welfare systems. In the following part of the paper, the author will briefly take up the debate within social sciences about the economic limits of state social policy and highlight the importance of analyzing the political discourse, before he will discuss the concept of welfare systems in the second part. Third, the author will show how various links between globalization and the welfare system are socially constructed in different welfare systems. The article studies the peculiarities of formation and implementation of the state agrarian policy in modern Ukraine. The essence and concept of the state agrarian policy as a strategic course of state regulation of the agro-industrial complex are analyzed. The principles, directions and tools for implementing such a policy are considered. Particular attention is paid to the historical stages of development of agricultural policy in Ukraine - from the Soviet period to the present. The author analyzes the impact of market transformations and European integration processes on the evolution of state agricultural policy. The peculiarities of the formation of the modern model of state agricultural policy under the influence of global and national challenges - climate change, technological and social challenges, economic and geopolitical instability, Russian aggression against Ukraine - are investigated. The author formulates priority areas for improving state support for the agrarian sector of the economy under martial law, such as food security, infrastructure reconstruction, compensation for losses of producers, etc. The article also emphasizes that agrarian policy is an important type of state policy, as it concerns the strategic sector of the country's economy - the agro-industrial complex. The level of food security of the state directly depends on the efficiency of the formation and implementation of the state agricultural policy. The author emphasizes that the peculiarities of the formation and implementation of the State agricultural policy are influenced by both internal factors (historical context, sectoral specifics) and global challenges (climate change, technological development, international competition). This requires a comprehensive approach and consideration of national interests. The author analyzes the priority directions and instruments for the formation and implementation of the State agricultural policy in the context of modern challenges, in particular, Russian military aggression. It is emphasized that under such conditions the State agricultural policy should be flexible and adaptive, capable of rapid transformation, taking into account the needs of the industry. Thus, the article comprehensively analyzes the relationship between current global and national challenges and the specifics of the formation of the State agricultural policy, and identifies the priority areas for improving its strategies and instruments in the context of crises and conflicts.
