International disputants often have reservations about inviting a peacekeeping body to help them contain or settle their conflict. Either or both sides worry about certain international consequences of this course. Certain adverse international possibilities exist which are special to potential host states, and there are certain domestic complications which might ensue for a host state. (Abstract amended)
This paper develops a proposal for an international multilevel competition policy system, which draws on the insights of the analysis of multilevel systems of institutions. In doing so, it targets to contribute to bridge a gap in the current world economic order, i.e. the supranational governance of private international restrictions to market competition. Such a governance can effectively be designed against the background of a combination of the well-known nondiscrimination principle and a lead jurisdiction model. Put very briefly, competition policy on the global level restricts itself to the selection and appointment of appropriate lead jurisdictions for concrete cross-border antitrust cases, while the substantive treatment remains within the competence of the existing national and regional-supranational antitrust regimes.

Through this case study of the international congresses of criminal anthropology — an analysis requisite to an understanding of the internal and external life and evolution of an intellectual movement — I will identify the various facets of these congresses and the stakes involved in their content, form and attendance. I will also demonstrate the structuring role that these forums played, both nationally and internationally, in the development of the discipline and even more so in the development of a certain notion of a juridical "Europe" and the foundations of a juridical "international. ; Le congrès international revêt à la fin du XIXème siècle une importance particulière.
