Prison and jail inmates tend to be involved disproportionately in behavior that places them at risk for HIV transmission. The state of New Jersey, and its urban areas in particular, has a high rate of African American residents living with HIV or AIDS. In an effort to reach several urban areas where individuals have not yet been diagnosed, a southern New Jersey county jail has begun offering free rapid HIV tests on a voluntary basis. Results indicate that correctional facilities were among the most common places for inmates to receive testing and that those tested were involved in numerous high-risk sexual and/or drug activities. Recommendations for future testing and education programs are provided.

The article deals with the programs of Greek political parties and key results of snap elections in May and June 2012. The main questions are: will the austerity policy, implemented since 2010, continue, what is in store for Greece, if further reforms become politically unacceptable, and what are the chances that the Greek political crisis spreads to other South European states. The author concludes, that neither Greek nor EU decision-makers can propose effective program to establish economic growth. In these circumstances we see the rise if radical and populist political parties. If other European countries face the same economic problems, their political landscapes can undergo significant changes.

This article explores the role of social capital in community development by focusing on two South Asian case studies drawn from India and Bangladesh. Both studies recognized social capital as a useful resource, which facilitates social interaction and promotes mutual support and cooperation and thus improves participants' livelihood through income generation, better community governance and capacity building. An important observation is that social capital yields superior outcome if it is used in line with the local conditions of a given society. The findings suggest lessons for policy planners, donor agencies, development practitioners, non-governmental organizations (NGOs) and civil society to use social capital as a resource in order to achieve sustainable community development.

AbstractAfter being at the periphery for decades, India's proactive engagement with East and Southeast Asia has gradually transformed it into an active participant in Asian regional organizations and multilateral processes. This paper examines early Indian attempts at forging pan-Asian unity and assesses the motivations and impact of its Look East Policy. It evaluates India's changing role towards regional cooperation in South Asia and sub-regional groupings, the impact of domestic politics, and discusses how China has influenced Indian perceptions and strategy towards Asian regionalism. After a long gap, India is again contributing ideas on Asian integration and stresses that the broader East Asian integration process should remain open and inclusive.

In any transitional justice mechanism there are tradeoffs between the search for retributive justice and the practical limitations on what can be accomplished. To date, this tension has been discussed in reference to internationally established norms of justice, which the authors argue are limited in the extent to which they can explain why certain mechanisms—such as the South African Truth and Reconciliation Commission or Rwanda's gacaca courts—have been considered successful. We argue that mechanisms that have a high overlap between local culture and elements of procedural justice are perceived as more fair and just, even to those who may not benefit—or indeed may be burdened—by their operation.

In an important yet under-reported speech to the Kuwait Parliament, Prime Minister David Cameron made a plea to southern Mediterranean and Gulf states to move towards greater economic freedom, rule of law, and the other norms of universal, not necessarily western, values and human rights. The question now is how to translate that vision into reality? One way would be to create a British Foundation for Democracy Development to promote open economics, support competing democratic political movements, and offer contacts and cash to civil society organizations promoting judicial and media independence, free trade unions and women's rights, and non-governmental organisations promoting democracy. Cantet's movie "Vers le sud/ Heading South" (2005) explores cultural stereotypes and values without being moralizing in a common sense. His drama deals with female sex tourism, political and social violence, power and money in such a way that people are tempted to judge the protagonists: Their desire for young black men is called "embarrassing", they are seen as corrupting and as actors in a new kind of imperialism. In fact the images in the film organize characters in a certain kind of dualism which leads easily to these argumentations. But having a look at the cultural values that produce the disgust, we see that they are all open to question.

Two significant contributions to the September 11th political dialogue are Arundhati Roy's essay "The Algebra of Infinite Justice" and Mohsin Hamid's novel The Reluctant Fundamentalist. The South Asian perspectives supplied by both Roy and Hamid are valuable to American readers because the authors present ideas not generally acknowledged in mainstream American media. The critical analyses offered by Roy and Hamid focus on U.S. foreign policy and its connection to the September 11th attacks. The authors are concerned with how the United States conducts itself in the world politically, economically, and militarily. Both examine the harmful consequences of U.S. foreign policy in developing countries, and use Afghanistan as an example.

Abstract.Data from six waves of the European Community Household Panel (1996–2001) in 11 countries suggest that low‐paid employees are significantly less satisfied with their job than the high‐paid in southern Europe, but not in the northern countries. Proxying job satisfaction for job quality, the authors show that while low‐paid employment does not necessarily mean low‐quality employment, workers in some countries suffer the double penalty of low pay and low job quality. Such dualism across European labour markets, they argue, reflects different country‐level approaches to the trade‐off between flexibility and security, calling for a policy focus on the latter to enhance job quality.
