Zu den innen- und außenpolitischen Herausforderungen, vor denen Präsident Putin steht, gehört auch die Militärpolitik, die den Untersuchungsgegenstand der Studie bildet: Die russischen Streitkräfte sind noch immer auf einen großangelegten konventionellen Krieg mit der NATO ausgerichtet. Ihr Charakter als Massenarmee mit über einer Million Soldaten hat sich nicht geändert. Die Einsatzpläne des Kalten Krieges liegen immer noch griffbereit in den Schubladen des Generalstabs, der weiterhin auf einem umfangreichen Reservistenanteil und der Fähigkeit zu umfassender Mobilisierung beharrt. Vor diesem Hintergrund wird im ersten Abschnitt der 'kritische Zustand' der russischen Streitkräfte betrachtet. Thematisiert werden in diesem Zusammenhang (1) die negative Auslese der Wehrpflichtigen, (2) die Kriminalität, (3) die Rolle der russischen Truppen in Tschetschenien sowie die unumgängliche Militärreform. Der zweite Abschnitt befasst sich mit den Reformbemühungen unter Putin und berücksichtigt dabei die folgenden Aspekte: (1) den Aufbau einer Berufsarmee, (2) den Pskow-Modellversuch und die künftige Streitkräftestruktur sowie (3) das Gesetz über den zivilen Ersatzdienst. Der dritte Abschnitt erörtert den Reformstau im Kontext der russischen Militärbürokratie und Politik unter Berücksichtigung der Rolle des Westens. Die Studie kommt zu dem Ergebnis, dass Putins Militärpolitik bisher nicht seinen Ansprüchen entspricht. Der russische Präsident spricht zwar von der Notwendigkeit einer 'Demilitarisierung des gesellschaftlichen Lebens', in der Praxis stehen aber auch bei seiner Militärreform organisatorische, technokratische und professionelle Aspekte im Vordergrund. Die angestrebten Veränderungen haben wenig mit Demokratisierung, dem Aufbau einer zivilen Gesellschaft und ziviler Kontrolle der Streitkräfte zu tun. (ICG2)

THE END OF THE COLD WAR AND THE BIRTH OF A NEW RELATIONSHIP BETWEEN THE UNITED STATES AND RUSSIA HAS MADE POSSIBLE RADICALLY DIFFERENT SORTS OF CONTACTS BETWEEN THEIR MILITARY ESTABLISHMENTS. RUSSIAN OFFICERS NOW ATTEND U.S. MILITARY SCHOOLS AND RECIPROCAL VISITS BETWEEN INSTITUTIONS ARE REGULAR OCCURENCES. THIS ARTICLE EXPLORES THE DIFFERENT ROLES THAT DOCTRINE AND MILITARY DOCTRINE HAVE IN RUSSIAN AND U.S. ARMY CONCEPTS. IT IS BASED UPON A RECENT CONVERSATION BETWEEN U.S. AND RUSSIAN MILITARY FACULTY MEMBERS AND FOCUSES ON THE RUSSIAN SIDE OF THE CONVERSATION SINCE IT IS MORE INTERESTING TO A WESTERN AUDIENCE. IT CONCLUDES THAT DECLASSIFICATION OF FIELD REGULATIONS WOULD BE IMPERATIVE FOR COMPLETE INTERACTION BETWEEN U.S. AND RUSSIAN OFFICER STUDENTS.
