To justify the limited publicity of their sessions, members of the European Council and Council regularly argue that they require a 'space to think'. This article analyses the relative success of the plea for this 'space to think' in both legislative (Council) and non-legislative (European Council and Council) modes of decision-making. We consider the concept of the 'space to think' as well as the manner in which it is integrated into the theories of new intergovernmentalism and intergovernmental union. We then analyse how the European Council and Council have developed the 'space to think' in their daily practices. We find that, while the limited progress of transparency lends partial support to the new intergovernmentalism and intergovernmental union, the drivers underpinning the 'space to think' are not limited to non-legislative decision-making but are also increasingly found in the legislative procedure.

The inclusion of sustainability and humanization in Health Care Facilities is critical for the welfare of staff and users. These elements are part of rehabilitation programs undertaken by the Ministry of Health of the Brazilian Federal Government, in partnership with the University of Brasilia, developed by the Laboratory for Applied Sustainability to Architecture and Urbanism, LaSUS, for the network of blood centers in Brazil. In this sense, this article discusses the presentation of the methods used in integrated environmental assessment of the building from the Blood Center of Ceará (HemoCE) to improve environmental quality and energy use of the building. Results obtained confirm the validity of these integration methods in the construction of guidelines for the rehabilitation design of the building, in order to enhance environmental quality and humanization of space. Finally, through the guidelines identified for the HemoCE building, intervention solutions were proposed for specific areas, according to its peculiarities, as well as for the building as a whole, based on sustainability and humanization.

Using the exogenous shock of the COVID-19 pandemic, we study how informed market participants evaluate fiscal space. Short-selling activity shifted upon the onset of the pandemic towards companies with low financial flexibility only in countries with limited fiscal space. Among these companies, short sellers targeted especially those that generate their revenue mainly in the domestic market. These short sellers entered their positions before the market crash, generating thereby a significant abnormal return. These findings support the notion that short sellers bet on the inability of governments with budgetary constraints to provide sufficient stimulus to their economy in times of crises.

The objective of this work is to study the concept of a fuzzy -cone metric space And some related definitions in space. Also, we discuss some new results of fixed point theorems. Finally, we apply the theory of fixed point achieved in the research on an integral type.

Daily travel distance in urban China has substantially increased. The spatial layout of the 15-minute neighborhood, which supports local living and encourages walking and biking, was detailed in the Urban Residential District Planning and Design Standards in China in 2018. This study investigates the impacts of the 15-minute neighborhood described in the 2018 standards on activity space, using mobile network data in Qingdao, China. A total of 42,991 subscribers of China Mobile are randomly sampled. The 15-minute neighborhood attributes are objectively measured for sampled residents individually. Our study shows that not all 15-minute neighborhood attributes are associated with smaller activity space. Commercial retail services and green open space, which were found to increase walking and physical activity, do not reduce activity space. On the other hand, public services such as primary school and middle school, bus stops, neighborhood centers, and sports facilities within walking distance are positively associated with smaller activity space.

Science and technology studies (STS) scholars have turned their attention to the materiality of objects and buildings in order to examine what they make users do in practice. Taking a close look at a therapeutic community in a psychiatric day care center for teenagers, this paper joins these discussions by exploring the materiality of "spaces of care" as part of the center's everyday practice. The analysis incorporates the concepts of scripts and dispositifs to describe the conditions of possibility in which caregivers and youths may position themselves in relation to others and to the space itself. This paper describes how spaces of care offer open, enticing, and variable conditions for fostering a dynamic of personal and relational responses as part of the care work. In this sense, the material environment entails potentialities in ways that are unpredictable but nonetheless consequential. Rather than arguing that material arrangements and things act, this paper draws attention to their impact via their potential within dispositifs of care that request participants' attentiveness and responsiveness. Describing these potentialities brings out the subtler requirements of material environments in care practices that aim at circumventing the coercion of disciplinary spaces and their impersonal classifications.
