The dominant role played by the state in the financing, regulation, and provision of primary and secondary education reflects the widely-held belief that education is necessary for personal and societal well-being. The economic organization of education depends on political as well as market mechanisms to resolve issues that arise because of contrasting views on such matters as income inequality, social mobility, and diversity. This book provides the theoretical framework necessary for understanding the political economy of education — the complex relationship of education, economic growth, and income distribution — and for formulating effective policies to improve the financing and provision of education. The relatively simple models developed illustrate the use of analytical tools for understanding central policy issues. - After offering a historical overview of the development of public education and a review of current econometric evidence on education, growth, and income distribution, the authors lay the theoretical groundwork for the main body of analysis. First they develop a basic static model of how political decisions determine education spending; then they extend this model dynamically. Applying this framework to a comparison of education financing under different regimes, the authors explore fiscal decentralization; individual choice between public and private schooling, including the use of education vouchers to combine public financing of education with private provision; and the social dimension of education -- its role in state-building, the traditional "melting pot" that promotes cohesion in a culturally diverse society.

"Presenting an analysis of higher education in eight countries in the Arab Middle East and North Africa, Degrees of Dignity works to dismantle narratives of crisis and assert approaches to institutional reform. Drawing on policy documents, media narratives, interviews, and personal experiences, Elizabeth Buckner explores how apolitical external reform models become contested and modified by local actors in ways that are simultaneously complicated, surprising, and even inspiring. Degrees of Dignity documents how the global discourses of neoliberalism have legitimized specific policy models for higher education reform in the Arab world, including quality assurance, privatization, and internationalization. Through a multi-level and comparative analysis, this book examines how policy models are implemented, with often complex results, in countries throughout the region. Ultimately, Degrees of Dignity calls on the field of higher education development to rethink current approaches to higher education reform: rather than viewing the Arab world as a site for intervention, it argues that the Arab world can act as a source for insight on resilient higher education systems."--

Much of the work on gender equality in higher educational institutions (HEIs) has concentrated on the organizational level. The original contribution of this article lies in its focus on state policy developments and interventions. We focus on Ireland as a specific national context, highlighting multi-level state interventions and looking at their impact on HEIs. Using secondary data analysis (including documentary analysis) and focusing particularly on the period since 2014, state initiatives to tackle the problem of gender inequality from various angles are outlined. They include the introduction of Athena SWAN; the Expert Group Review; the Gender Equality Taskforce; the Senior Academic Leadership Initiative; research funding agency initiatives and those around sexual harassment. In evaluating their impact, we look at the gender pay gap, the gender profile of the professoriate and senior management as well as other indicators of cultural change in HEIs. The article concludes that the best possibility of leveraging change arises when it is driven at the state (macro); the HEI (meso) and the situational (micro) level simultaneously, by gender competent leaders willing to tackle the historically male dominated, masculinist criteria, procedures, processes and micropolitical practices that are "normalized" in HEIs.

2023 was declared the Year of the Teacher and Mentor in Russia by Decree of the President of the Russian Federation No. 401 dated June 27, 2022. As the analysis of mass media, social networks, various channels on which various problems of the educational environment in our country are discussed shows, the most important of the expectations on the part of professionals in the field of education are associated with an increase in wages this year. The speeches of the heads of the highest state administration bodies in the field of education on the remuneration of teachers and teachers are actively discussed and commented on. Attention is also drawn to the absence of statements at the level of representative authorities about the increase in wages of the above — mentioned category of workers, but only about changing approaches to their accrual. The current approach to remuneration in general, and in the field of education, in particular, does not contribute to the fair distribution of additional financial resources due to bonus payments. An effective contract, which has been discussed a lot in the social and labor sphere in previous years, does not work here fully, which is noted, including among scientists dealing with these problems in the framework of research on the economic aspects of personnel management systems in educational budget organizations. In this regard, this article presents the main directions of the state policy of ensuring decent wages in the field of education, taking into account the analysis of the accounting documents of the Ministry of Education of Russia in 2023.
