Diplomatic protocol as a tool of international economic relations

and business protocols are frequently used in
Europe; in Russia, it has become a focus of
attention in recent years. Thus, there arises a
need of training specialists in protocol. However,
this aspect has not been tackled effectively
by Russian universities.
This article is aimed at identifying the
need for the professional study of protocol at
Russian universities.
The paper analyses the level of teaching
protocol disciplines in Europe and Russia
and considers the results of the first Russian
forum on protocol. The main conclusion
drawn is that there is a need for introducing a
qualification of an expert in protocol into
Russian science. This research will help Russian
universities create training plans for
protocol disciplines.

Image of the Country as a Factor of "Soft Power" in International Relations: History and Modernity (the Results of the Internet Conference) ; Имидж страны как фактор «мягкой силы» в международных отношениях: история и современность (итоги интернет-конференции)
The article gives an analytical overview of the main approaches and points of view expressed in the reports sent to the Internet conference of the Altai School of Political Studies "The Country's Image as a Factor of 'Soft Power' in International Relations" (01.03 — 30.06.2017). Characteristic is given to the degree of study and relevance of the topic; the focus is made on the most interesting conclusions found in the reports for each of the three sections: 1) The Country's Image and "Soft Power": Theoretical and Methodological Discussions and Experience in the Application of Concepts; 2) The Image of the Country as a Factor of "Soft Power" in the History of International Relations; 3) The International Image of the Country and the Policy of "Soft Power" in the Modern World. In general, the paper considers 29 reports from authors from 9 cities of Russia (Barnaul, Yekaterinburg, Kirov, Moscow, Novosibirsk, Omsk, St. Petersburg, Tomsk, Chita) and 4 foreign countries (Armenia, China, Kazakhstan and Tajikistan). The report presents different approaches, considers various subjects of history and modernity. As a result, there happened a substantive discussion which enriched the study of the problem of the correlation between the country's international image and "soft power" in history and modernity.DOI 10.14258/izvasu(2017)5-32 ; Дается аналитический обзор основных подходов и точек зрения, высказанных в докладах, присланных на интернет-конференцию Алтайской школы политических исследований «Имидж страны как фактор "мягкой силы" в международных отношениях» (1 марта — 30 июня 2017 г.). Характеризуются степень изученности и актуальность темы, выделяются наиболее интересные выводы, встречающиеся в докладах по каждой из трех секций: 1) Имидж страны и «мягкая сила»: теоретико-методологические дискуссии и опыт применения понятий; 2) Имидж страны как фактор «мягкой силы» в истории международных отношений; 3) Международный имидж страны и политика «мягкой силы» в современном мире. В целом в статье отмечены 29 докладов от авторов из девяти городов России (Барнаула, Екатеринбурга, Кирова, Москвы, Новосибирска, Омска, Санкт-Петербурга, Томска, Читы) и четырех зарубежных стран (Армении, Казахстана, Китая и Таджикистана). В докладах представлены разные подходы, рассмотрены различные сюжеты истории и современности. European external cultural relations: paving new ways?

This study forms part of a reflection on the future actions of the European Union (EU) in the field of external cultural relations. It begins by taking stock of the main EU mechanisms for supporting European external cultural relations since 2007 in order to ascertain which policy areas are involved in funding culture and the kinds of projects and actors that receive funding. The second part of the paper looks at the shortcomings of current EU funding possibilities and proposes some alternative models of cooperation and funding, which have been developed by other actors in the area of European external cultural relations. The review of the current situation with regard to EU support for external cultural relations is largely based on internet research into various EU programmes and on interviews with representatives of the EU. The alternative cooperation and financial models presented in the second part of the study were identified within the framework of interviews with stakeholders in European external cultural relations and in an experts' workshop held in Brussels on 20 February 2014 under the banner "New cooperation models for European external cultural relations".

Die deutsche Afrikapolitik: Erneuerung einer ungleichen Zusammenarbeit?
Die deutsche Afrikapolitik zeichnet sich in den vergangenen Jahren durch internationale Initiativkraft und den Anspruch einer "Partnerschaft auf Augenhöhe" aus. Dabei deutet der Blick auf Machtkonstellationen in den Kooperationen darauf hin, dass entgegen des eigenen Anspruchs Ungleichheiten reproduziert statt aufgebrochen werden. Ein historischer Blick auf deutsch-afrikanische Beziehungen zeigt, dass das koloniale Erbe die Zusammenarbeit bis heute stark prägt. Die Erörterung gegenwärtiger Konfigurationen und Akteur*innen der deutschen Afrikapolitik ergibt ein mäßig koordiniertes Mosaik von Vorhaben, das sich auch nach geopolitischen Interessen richtet. Als zentrale innenpolitische Legitimation für deutsche Vorhaben offenbart sich der Imperativ der Migrationsminderung, der menschenrechtlich problematisch ist. Richtungsweisend ist zudem eine Außenwirtschaftsförderung unter marktliberalen Gesichtspunkten, die auf lokaler Ebene polit- ökonomische Risiken mit sich bringt. Die zukunftsträchtige klimapolitische Zusammenarbeit ist gegenwärtig durch deutsche Transformationsvisionen dominiert, während in kulturpolitischen Vorhaben Ansätze selbstkritischer Partnerschaftlichkeit sichtbar werden. Der Beitrag schließt mit praktischen Perspektiven emanzipatorischer deutsch-afrikanischer Kooperationen.

Interviews with Dr. Margriet Drent and Dr. Bibi van Ginkel of the Security and Conflict Programme of the Netherlands Institute of International Relations 'Clingendael' Dr. Margriet Drent is a Senior Research Fellow at the Security and Conflict Programme of the Netherlands Institute of International Relations 'Clingendael' and Assistant Professor at the International Relations and International Organisation Department of the University of Groningen. Dr. Drent's PhD on the 'Europeanisation of security' focused on what is now known as the Common Security and Defence Policy. She is also a member of the Peace and Security Committee of the Advisory Council on International Affairs. Dr. Bibi van Ginkel, LL.M. is a Senior Research Fellow at Security and Conflict Programme of the Netherlands Institute of International Relations 'Clingendael'. She is also a fellow at the International Centre on Counter-Terrorism. Her research concentrates on legal aspects of security issues. She received her doctorate at Utrecht University with a dissertation on the practice of the United Nations on combating terrorism. She is also a member of the Peace and Security Committee of the Advisory Council of International Affairs.

Networks, Dyads, and the Social Relations Model

Quantitative international relations scholarship has focused on analysis of the so-called dyad. Few studies have given serious thought to the definition of a dyad, or to the implications that flow from such a conceptualization. This article argues that the current approach to dyadic analysis is necessarily incomplete and at times induces incoherent pictures of the ebb and flow of interactions among actors in global politics and economics. It presents the Social Relations Model as a systematic way of analyzing the dependencies inherent in dyadic data. The study uses this model to examine militarized interstate disputes from 1816 to 2001, the trade network of 2000 and reciprocity between enemies in the treatment of prisoners of war.
